o Township’s Strategic Facility Plan (2010) projects the population in the 5-14 year (elementary school age) to increase by 10-14 % during 2006-2031 population time period

o Rural Settlement Areas: Warminster, Moonstone, Craighurst, Forest Home, Rugby, Guthrie, East Oro, Edgar, Jarratt, Oro Station, Prices Corners, Shanty Bay, Hawkestone, Horseshoe Valley, Sugarbush (as identified in Township’s Official Plan)

o Township’s Official Plan Section A2.6 Growth and Settlement –It is the goal of this Plan to direct most forms of residential development to settlements where full sewer and water services are available or can be made available

Strategic Objectives To direct the majority of new residential growth to settlements To prohibit the development of new residential subdivisions

outside of the settlements To encourage the more efficient use of land in settlements,

where appropriate To ensure that development in settlements occurs in a cost-

effective, rational and environmentally sound manner to address matters related to servicing, roads, parkland, and the need for community facilities

To ensure that all new development is or will be provided with adequate park and school facilities

To ensure that the development pattern is efficient and does notlead to inefficiencies or a decline in the level of municipal service

To encourage the establishment of full municipal services in thelarger settlements

o Oro-Medonte has a number of development units in process consisting of final approvals, draft plan approvals, and draft plan applications

o Township’s existing growth management strategy reviewed in 2005

o Strategy based on need to provide municipal services as efficiently as possible to settlement areas

o Warminster settlement area - growth on municipally owned water system and private septic systems

o Moonstone settlement area - growth on municipal water and private septic systems

o Communal sewage treatment was not required to support proposed development in these two settlement areas

o Options for servicing require review based on Provincial direction (PPS, Growth Plan) for development of complete communities – Consideration by Township in Comprehensive Official Plan Review (2012-)

Funding

Foundation Grant provides every board with a base level of

funding for each student

Special Purpose Grants respond to needs that are particular to some

boards or students

Pupil Accommodation Grant Provides funding for the operation, maintenance

and construction of school buildings

Business cases submitted to the Ministry for consideration

Funding for projects is based on a per student basis and various benchmarks (Optimum new school size for elementary: 550, secondary: 1200)

Construction of new schools or additions

Builds on drawing funds from a variety of sources such as disposition reserves, Full Day Kindergarten, Ministry Funding.

Capital Priorities Board priorities through 2015 - 2016

Projects focused on: – Accommodation Pressure, – Facility Condition, – School Consolidations, – Construction Benchmark Shortfalls, – Other – related to address curriculum requirements

Incorporate the following Provincial Objectives:– improved energy efficiency and water consumption, – Full-day Kindergarten, – Accessibility, – Community Partnerships

Potential Options1. Consult with ARC 2011:01 (Port McNicoll

P.S.; Victoria Harbour P.S.; WaubausheneE.S.; and Waubaushene Pines E.S.), possibly combining ARC 2011:01 and ARC 2011:02

2. Status quo

3. Transfer grade 6 from Moonstone E.S. to Coldwater P.S.

4. Transfer additional classes from Moonstone E.S. to Coldwater P.S. to fill empty space

5. Change Attendance Areas

6. Moonstone E.S. attendance area Grade 7 and 8 return to Moonstone E.S.

7. Consult with ARC 2011:01 on realignment of students from Waubaushene E.S. and Waubaushene Pines E.S.

8. Construct additions onto all 3 schools by re-distributing funds

Potential Options

9. Moonstone E.S. to serve as a regional Full Day Kindergarten and Extended Day school

10. Moonstone E.S. to accommodate Junior Kindergarten to Grade 3

11. Realign Attendance Area borders to fill empty spaces and revisit Accommodation Review Process in 4 to 5 years.
