The British Legion was founded on the 15th May1921 as a voice for the ex-service community. It wasa merger of four organisations and was granted aRoyal Charter on 29 May 1971 to mark its fiftiethanniversary which gives the Legion the privilege ofthe prefix 'Royal'.

Earl Haig, the commander of the Battle of the Sommeand Passchendaele was one of the founders of the Legion, and was President until his death.

This year, 2011, is the 90th anniversary of the foundingof the British Legion and Thetford Branch's Registration

Certificate, shows that it was registered on the 16th July1921 and could be one of the oldest continuousbranches in Norfolk.

To commemorate the anniversary of the founding of theRBL and Branch, Thetford RBL will be holding a familyfun day on the Market place on Saturday 11th June from1000 to 1600. There will be stalls, bouncy castle, disco,burger stall and games. To celebrate 90 years of helpingthe forces we intend to do a sponsored treadmill run of90 kilometres. All monies raised will be donated to thePoppy Appeal and the 90th Anniversary Fund

On Sunday 12th June they will Dedicate a new BranchStandard in St Cuthbert's Church. The parade will formup in Tanner Street, march to the Church and after to theLegion Club

Tax ClinicProperty Letting

In this first of a regular series of articles on topicaltax issues, Colin Chamberlain of Lovewell Blake LLPChartered Accountants describes some of the taxissues facing property letting landlords.

A landlord is liable to income tax on the rental profits ofa property letting business. A property letting businesscan consist of any number of let properties. The rentalprofits for each tax year (6 April to 5 April) are computedby deducting allowable expenditure from receivablerents. Allowable expenditure includes items such asmortgage interest, repairs and maintenance, insuranceand agents’ letting fees amongst others.

Broadly speaking, the rental profits are added to thelandlord’s other income for the tax year in question toascertain the rate of tax to be applied to these profits.The rate of tax may be 20%, 40%, 50% or a mixture ofthese depending on the landlord’s taxable income fromother sources.

If a landlord makes a loss in respect of his or her propertyletting business, this loss cannot generally be set againstother income but must be carried forward to be setagainst future profits of that business.

A new landlord should use form SA1 to notify HMRevenue & Customs (‘HMRC’) of his or her propertyletting business within six months of the end of the taxyear following the start of the letting business. An annual

Self Assessment Tax Return should then be issued byHMRC. New landlords who are already in the SelfAssessment system will not need to complete form SA1.

The tax return must be filed by 31 January (31 Octoberif not filing on-line) following the end of the tax year. Anyresulting income tax is payable by 31 January. But if thetax liability is more than £1,000 and also more than 20%of the landlord’s overall income tax liability for the year,the landlord will need to make payments ‘on account’ on31 January and 31 July each year based on the previousyear’s liability.

If the landlord pays tax under PAYE and files the taxreturn by 30 December (or 31 October if not filing on-line) and the tax liability is less than £2,000, it is possiblefor the tax to be collected through an adjustment to thePAYE code. This payment option is very helpful in termsof cashflow.

Rental profits are not subject to National Insurance.

If a landlord sells a property which has been part of aproperty letting business, there is likely to be a liabilityto capital gains tax (‘CGT’) on any profit or ‘gain’ madeon the property.

The gain is broadly computed by deducting the purchasecost of the property from the selling price. Costs suchas solicitors’ and agents’ fees are also deductible incalculating the gain.

In most cases, the first £10,600 of capital gains in a taxyear are exempt from CGT. And if at some stage duringthe period of ownership the landlord has occupied theproperty as his or her main residence, some or all of thegain may be relieved from CGT.

Gains are taxed at a rate of 18%, 28% or a combinationof these depending on the landlord’s taxable income.

If a property is sold at a loss, this loss can be normallyset against other capital gains of the same tax year orcarried forward to be set against future capital gains. Itis not possible to set the loss against income.

In common with rental profits, capital gains and lossesare also reported to HMRC in the landlord’s SelfAssessment Tax Return. Any CGT liability is payable by31 January following the end of the tax year in which theproperty was sold.

are put in order from the outset of the property lettingbusiness. In the last two or three years HMRC have beentargeting landlords who fail to meet their tax complianceobligations. The consequences of non-compliance canbe severe. HMRC will usually look back to the last sixtax years but in cases of negligence or fraud they can goback 20 years. In extreme cases HMRC will make acriminal prosecution. In addition to any tax which maybecome payable as a result of an enquiry by HMRC, therewill be interest on the late paid tax together with a penaltywhich can be up to 100% of the tax bill. The level of thepenalty will broadly depend upon the seriousness of thecase in question.

If you suspect that you may be in breach of your taxcompliance obligations it is better to make a voluntarydisclosure now to HMRC rather than wait for thatunwelcome official letter to drop through the letter box.

Special rules apply to properties qualifying as furnishedholiday lettings which will be covered in a future article.

Thetford Litter CampaignLitter Awareness Day

A Litter Awareness Day was held on Saturday 9thApril in support of the Thetford Police three monthPriority, litter problems in Minstergate area.

Thetford Litter Campaign group had their litter educationstand on the area outside the Charles Burrell Musuem,their aim to show the effects of litter on health, theenvironment and economy.

A competition was held and the prize of a Easter Hamperwas won by Mrs Rogan.

Food for ThoughtPupils from Norwich Road School were given a helpinghand with their gardens when Julian Chittock, ThetfordGarden Centre Duty Manager, together with ThetfordHealthy Town donated vegetable seeds together with a£10 gift voucher. Julian said” We are delighted to beable to encourage youngsters in growing their ownvegetables”.

It all began when Rachel Kaye, a NorwichRoad School parent,approachedThetford HealthyTown at thegazebo on King’sStreet a few weeksback. Rachel, akeen gardener, hasdevoted a lot of time

volunteering at her son’s school developing their wildlifegarden that was becoming overgrown. The space hasbeen transformed into a tranquil garden of raise bedsand benches which complement the larger schoolallotment found on the school field. Rachel and fellowvolunteer Jettie Vije were delighted to receive the seedsand are looking forward to the new editions beingplanted by the children.

Dulcie Ogilvie, Headteacher said ‘the opportunity to dopractical gardening activities on our allotment and in ourraised beds is a valuable learning resource for all ourchildren. Gardening and caring for plants is good for allchildren but especially beneficial for children withspecial needs or those who are just learningEnglish as their second language.She added ‘ We aredelighted theThetford HealthyTown group hastaken and interestin our projects andhas helped us toencourage ourchildren by theirdonation’.

During the week of March 21st to 26th, the Canada-based creative collective DodoLab was in Thetford with their project The Thetford Travelling Menagerie. The goal of the project was to use stories and images of local animals (past and present, real and imagined) to inspire people in the community to share and talk about their perceptions of Thetford today. DodoLab wanted to know what belongs, what’s been lost, what keeps people away, and what draws them in?

Like many of DodoLab’s projects, The Thetford Travelling Menagerie emphasized collaborations with the community by working directly with established organizations and groups and by engaging the public in public. We created several installations, including a set of bright green banners along King Street which featured the menagerie creatures, an installation at the library, and a window display at the Ancient House Museum that displayed a knitted version of the menagerie created by the museum’s Knit & Knatter group. These installations

were followed by a series of discussions with both individuals and community groups, where the animal stories written by DodoLab were used to inspire conversations about Thetford. We spoke with sta� at Ancient House and Thetford Library, the Knit & Knatter Group, the library reading group, members of the historical society and youth and sta� at the Meet Up Cafe (Redcastle Furze Community Centre). The project concluded at Thetford’s Saturday market, where we asked market goers “How do you feel about Thetford today?” and gave each participant an animal badge based on their stories and ideas. Over the course of the week, DodoLab spoke with well over a hundred people about Thetford.

So what did we hear about Thetford? Well if we want to refer to our menagerie as a guide, the story of the Red Squirrel, which is about the negative impact of change, and the Ghost Rabbit, which is about the way negative stories can shape perception of place, were probably the most consistent themes to emerge at the beginning of conversations. But it would be misleading to stop there as the longer the discussions went, the more nuanced and re�ective they became. Many negative perceptions were challenged by the same people who initially described them, and as the conversations went on many positive stories and ideas about Thetford surfaced.

DODOLAB WITH THE READING GROUP

The complex issue of change was voiced by a diversity of people, including those with signi�cant Thetford ancestry, longtime residents and newcomers. People saw Thetford as a place with a deep history of profound, and often very quick, changes that have left people struggling to adapt. Many of the people we spoke with were directly linked to the dramatic changes which happened in the last century, having family and employment connections to the military bases (although we encountered no military personnel) or having come to Thetford with their family with the London overspill in the 1960s. There was a strong belief that the sudden growth that came with the overspill overwhelmed the town’s infrastructure. But we also heard how in wanting to “let the dust settle” the town later missed out on the opportunity for signi�cant new retail development in the downtown. It was not that people felt all change was bad but rather that the pace and timing of change in Thetford had not been ideal. Several people voiced the concern that current development was repeating this

trend and that the emphasis on expanding the town’s periphery and establishing strong commuting connections was having a detrimental e�ect on Thetford’s core. In the end, what the conversations re�ected was a strong awareness that it is not so much the speci�c changes but how the community addresses and manages change that is the real issue of concern in Thetford. So in returning to our menagerie, we wondered: What can a town do to follow the story of the Lurcher (creative adaptation) rather than that of the Dodo (extinction through failure to adapt to rapid change)?

DODOLAB AT THE MARKET

The prominence of the relatively recently established Portuguese community was widely acknowledged but the status of more recent newcomers (particularly Eastern Europeans) was a point of general concern mainly because of the sense that there was a lack of support and opportunity for these people to integrate into the community. We were aware of the fact that the majority of people we spoke with were cautious in their comments concerning recent newcomers, not wanting to appear unwelcoming but being equally sensitive to the need for adequate tools to accommodate this in�ux of people. We know that issues of change and integration are di�cult in any community. Words like “community,” “traditions” and “belonging” are loaded and the stories we tell about ourselves can be both empowering and divisive, enriching or limiting. What we heard in Thetford was not unique; the idea of integration and accommodation has emerged as one of the dominant perplexing challenges around the world and many of the same concerns about the place of outsiders or newcomers has arisen in other communities where we’ve worked. A number of people mentioned that many of nostalgic memories about Thetford’s past fail to include the negative aspects of earlier times and that this image of an ideal past can fail to recognize the good changes that have been implemented and the role a long line of newcomers have had in shaping and enriching the town. It was clear that the stories being told about the past are a�ecting how people see the town today. So we wondered: How can a place use stories about itself as a way to spark positive changes and new perceptions?

We heard a lot about the many working families in town, how busy they are and how this meant that they were not really able to be very active in their community. This left us with

the sense that it takes extra time and e�ort to be involved and to get connected, rather than being able to be a part of the community through everyday activities and necessary chores like buying groceries for example. People expressed the feeling that the downtown was once a hub and connector in the community but the loss of independent, locally owned and run businesses providing essentials had changed the dynamic of King Street. Many people complained about the state of this shopping area (too many charity shops was a common statement) but this situation is hardly unique to Thetford and appears consistent throughout much of the country. (Compared to the centres of many North American towns and cities, Thetford’s core actually seemed quite vibrant to us.) We were reminded by a few people that this view is coloured by a certain amount of nostalgia that overlooks the fact that there were many times in the past when people couldn’t a�ord to buy what was available in the local shops. Though the higher end retail shops and cafes people spoke of wanting may come, we wondered about the bene�ts of access to a�ordable services and goods for local people. We actually heard from a number of people that they moved to Thetford because they could a�ord to buy a house, which they would not have been able to do elsewhere. This left us wondering about how to measure prosperity – should it not consider a balance between income and cost of living? In Fort McMurray, Alberta, for example, we found the average salary to be enormous compared to the national average but the living costs are so high that most people struggle to get by. Perhaps Thetford’s a�ordability should be embraced and promoted as a good thing?

In addition to a�ordability, a lot of people said they chose to move to Thetford because of its scale and walkability. Many newcomers expressed the feeling that the negative reputation the town has is undeserved, and based on our brief encounter with the community we’d have to agree. Many of the negative issues people raised are not unique to Thetford, but many of the positives are. To live in a town with a pedestrian core linked out by walkable and bikeable trails and paths, a town that is of a scale that o�ers a greater opportunity for civic engagement than larger centres and that appears to have many committed and engaged citizens and organizations is very appealing. A place that re�ects continuity between past and present, strives to meaningfully engage newcomers and young people in the ongoing process of town development, and embraces a history of adapting to change are elements of a story that could be developed and told of Thetford.

Tavern Time was the Thetford Players latest offering andfor three nights the Carnegie Room was buzzing with thesound of music and laughter. The first half was a one actcomedy, the second a musical extravanganza. Therewere some stand out performances and it was clear howmuch work had gone into the production. Theatmosphere was one of fun and good old fashionedentertainment – well done Thetford Players and roll onthe next performance!

As I write this, we are in the throws of creating MarigoldTea Rooms – will it be finished in time? Well, you willhave to come along on Sat 7th May and discover foryourself! Warden Hodges, our very own patron BillPertwee, is coming ready or not as the Dad’s ArmyAppreciation Society meet up that weekend for theirannual reunion. He will be at the Museum for 2 x booksignings – approx 12pm and 3pm. We may just have afew other surprises that day – we will be open from 10– 4.30pm so plenty of time to pay us a visit. We shouldalso have new stock of our wonderful coasters – ‘We’reDoomed’ being a particular favourite alongside theclassic ‘Don’t Panic’.

By the time you read this we shall have officially openedfor the season. We have a brand new display of miniaturesteam engines, kindly donated and The Queen Mary, ourbeloved showman’s engine will be back in residence. It’sall go, with lots to look forward to in the year. This yearwe are also appealing to local engineering firms to getinvolved. Thetford is well known for its engineering – afact that remains as true today as it was in Burrell’s time.There is much that can be of mutual benefit – get intouch and find out more!

I am very proud of all the Museums in Thetford and theamazing people that work in them and behind thescenes. Thetford is unique in the number and variety ofMuseum we offer compared the size of our town.However, we need more people to help! Marigold TeaRooms will provide a completely different offering. Weare interested in the skills you already have – it may besomething that you already do for a living or that youused to do or it may be a hobby or an interest that youlearnt and have or still have a talent for. Volunteering with Lion Cubs!!

For quite a few years I have wanted to work with big cats.I was inspired by television celebrity documentarieswhere they hand reared wild cubs. Also the ITV seriesdrama “Wild At Heart” was great and I envied the casttouching a Cheater, working with Elephants and big cats!!

On Sunday 20 March 2011 I started my journey to SouthAfrica to make one of my dreams come true! I lovedpreparing the powdered milk and bottle feeding theadorable cubs. It was so relaxing cuddling and strokingthem. They were teething and loved sucking on the sideof my finger, which luckily rested on their gums!! Afavourite game of theirs was attacking my shoes, whichwas fine until the older cubs joined in with sharp teethand claws! They were just like domestic cats but theyhad thicker fur and they were bigger in size. Their teethand claws were a lot sharper!! Oh and surprisingly theydo not purr!!

Emma the Cheater made up for it though. She soundedlike a tractor engine, hee. It was great to stroke andcuddle her. During the day Cheaters are constantlypacing, so they do not become prey of predators butEmma kept saying hello on her rounds.

We visited an Elephant sanctuary which was lovely. Wewere shown different parts of this magnificent creature.One of them gave me a birthday kiss. He sucked in myright cheek, it did not smell very nice and he left mud onmy cheek and neck, hee. It was strange walking with himbecause it was hard to hold his trunk, he did not seemto want to hold hands.

I experienced two safaris in the bush on the Lion park. Itwas lovely and cool sitting in the open top vehicle. It was

fascinating to be told about the different animals there:Zebras, Impalas and Austriges. One point there was sucha steep slope, it was like being on a roller coaster.

One day I went to collect carrots, Beetroot and Cabbagesfrom a nearby warehouse. We dropped off the food forthe Zebras etc. We drove a little way from them andwatched them enjoying the vegetables. The ride was funbecause we were sitting on an open backed truck. Thesides were low but nobody fell out, hee.

Another highlight of my trip was having a ride on a quadbike. A ranger took me on one of the safari routes. Thebest bit was when I was on the front!! He had put it in to

low gear and kept his foot onthe brake pedal. I had controlof the accelerator button andhe even let go of the handlebars for a short time! It wasboiling hot that afternoon! Hepointed out the Zebras etc.He handed me someImpala’s pellet droppings. Heput some in his mouth andstarted spitting them at me.It was one of his SouthAfrican child-hood games,

hmm. I declined the offer to join in. He even let me feela small ball of dun that a Dun Beetle had rolled up.

I experienced two Lion walks; they were over 1 years old.The rangers put dead chickens into a tree, so we couldsee how far the Lions stretched up. Also they paddled inthe dam to catch some more chickens. We were notallowed to touch them but one of the rangers let my handbrush against one, as he walked passed.

Every time we walked to the Lion cub enclosure, werisked being the next meal for the 2 metre long

Crocodile!! The other volunteers would bang their feetwhilst on the walk way but I just strolled over as normal.One day I heard the water rippling and stood on the walkway with another volunteer. I asked if he was worried andhe replied “No because I have got you to protect me”.The crocodile would have reached me first, hmm!!

I returned home on Tuesday 5 April. I was so lucky andprivileged to have been so close to these delightfulanimals! It was a unique, unforgettable and an amazingexperience!! If there is some thing you have alwayswanted to do; start arranging it today! Stop dreaming andmake it a reality, life is too short!!

Thetford Dolphins swimming club is 40 years oldthis year. Could hardly be the title of the event in the CarnegieRooms on Friday 6th May to mark the end of theCounty’s professional youth service.We celebrate contributions over 40 Thetford’s youngpeople have made to their community, or things theyhave achieved outside their normal education with YouthAwards. This was/is one of the main elements of youthwork.

Unfortunately there are still those who believe that youngpeople ‘should be seen and not heard’. They want tosocialise, but they fall foul of some adults beliefs thatthey should dictate when and where this socialisingshould take place. This is demonstrated by the reportsto the police about what people perceive as anti-socialbehaviour. But it should be remembered that youngpeople are no different to the adults with whom theygrow up, except that time has honed some of thosesocial skills in adults. It therefore follows that we cannotexpect young people to behave in the same way as weadults do, yet some members of the community andauthorities treat them as though they should.

There are other factors which affect the young people intheir/our community. These include the perceptions ofthe community about the young people who are, in fact,other members of that same community; what facilitiesthere are for young people; the level of responsibilityeach accepts or leaves to somebody else. I ask you allto think carefully on that. But ponder this...... one of thebasic reasons that young people are perceived asdisplaying anti-social behaviour is that their eveningactivities draw more attention than our daytime activities.

During the day there is a “cacophony” of sound......(there are lots of different noises with different volumes)which makes it extremely difficult to identify any onesound. In the evenings, when most vehicles are parked,and most of the population is at home, there is very littlenoise on the street. Therefore this makes any soundmore noticeable, and who do we think is making themost significant noise? You got it............. young peoplebeing ‘anti-social’, or are they! Just because we mayhear people talking outside our window or on the cornerof our street, or running past our home or even kickinga ball around on the street is not cause to suggest theyshould be classed as criminals. I have spoken with thepolice on numerous occasions about the way youngpeople’s street life is treated as anti-social behaviour and

subject to police intervention. We agree on one thing,and that is the fact that they receive many such reportswhich do not fall into the ASB category, and for which nofurther action is appropriate.

Adults have a variety of facilities available to them in mostcommunities, whether rural or urban, and these do nothave to be supervised, e.g. pubs, clubs, interest groupsand other places where they can use their ‘disposableincome’. What do our young people have, or what willbe left for them once the Youth Service has disappeared?They do not have ‘disposable income’, but if they do, theydo not have the selection of facilities which adults do. Atone time there were 35 organisations in Thetfordproviding over 57 activities for young people each week.This is no longer the case with several voluntary youthgroups and now the Youth Service activities coming toan end.

This doesn’t have to be the end, and it cannot be. Wehave to work together to make something happen. Forexample, Thetford Youth Council wants to help create atown centre youth facility. I wouldreally be pleased to hear your views.

Breckland Cats ProtectionWell it’s started already. We have taken in 3 unwantedpregnant cats. One has already given birth to 3 tabbykittens. Very cute I know but we have to find homes forthem all, which, by the time they all give birth, couldmean 15 homes or more instead of just 3. Please haveyour cats neutered, males as well as this stops thembeing smelly, wandering and fighting.

Neutered cats live longer lives and have less cancers.Female cats do not need to have a litter of kittens, it ismuch kinder to do it before they have this learnedbehaviour. If you cannot afford the cost of neuteringplease phone us and we will see if we can help. Kittenscan be neutered from approx 4 months on advice fromyour vet.

Herbert is a bit battle scarred and is an 8-10 year oldneutered tom. He has lost the sight in one eye but is abig fusspot with people. He would prefer to be an onlycat as he has had to fend for himself for so long he justwants a quiet life with someone spoiling him.

We hope to be at the Riverside Kiosk on Saturdays,weather permitting, after Easter and we will also be atKilverstone on 29th May which looks to be a fun day foreveryone. Let’s hope it doesn’t rain like last year

Discover, Learn andEngage at Ancient HouseThe team at the Ancient House, Museum of Thetford Lifehave established a very successful education programmecovering schools, adults and informal learning. This yearthe Museum has introduced ‘Castles’ as a brand newtopic for schools and will be unveiling ‘On the ThetfordHome Front’ in September, a new WW2 school event tocoincide with the new WW2 exhibition.

Hi Gardeners I think MAY has to be my favoured month,all the flowers are starting to come out and there is littlechance of a frost although it has been known to catchus out from time to time.

The allotment should now be in full swing with thingsgetting bigger, all the potato's should be planted andmoulded up ie lifting the soil up over the top of the shootsthat have appeared to stop any frost getting to them.

Keep planting radishes, lettuces, and turnips. Keepremoving the side shoots from the tomato plants in yourgreenhouse, this will keep them strong and encouragemore trusses, which are the flowers that produce thetomato.

All the birds are nesting now so keep a keen eye out forthem, they will still need feeding to keep their younghealthy, I have been known to put meal worms out whenthe eggs have hatched, the black birds love them.

Keep an eye out for the pigeons too, I would neteverything you are growing or you will have nothing leftas they are also feeding young chicks.

The Thetford Garden & Allotment Clubs monthly meetingis May 26th when the speaker Garry Gayton will betalking about Tulips.

The spring show went quite well, the daffodils had nearlyall gone and some of the tulips had not opened but withall that we had 16 entrants which is more than lastyear....Thank you all that took part.

Gardening with Old GrandadHi boys and girls,On a warm spring evening I went to visit my friendMaggie who had told me her grandaughter Abby wassetting seeds in pots, so I took my camera with me.

The large buckets had been drilled with drainage holesand the bottom covered with stones and broken flowerpots to prevent the compost falling through the drainageholes. Each large bucket was then filled with compost,this took sometime but with some help from her Nan thepots were filled.

You can see Abby has put seed packets on top of eachfilled bucket and put the name of each type of seed onthe side of the bucket so she knows what is in each pot.

The seeds were sown very thinly so that once the seedshave germinated she will not have to thin the seedlingsout too much. Once the seeds were sprinkled on thesurface they were then covered with about 1cm ofcompost and firmed down before placing the buckets inamongst the flower boarder, the last thing to do was givethe buckets a good watering.

Today Abby planted carrots, parsnips, beetroot and springonions. She has already planted onions, shallots and

broad beans next month we will see Abby making aframe for peas and runner beans and check on the seedsplanted this month. Well thats all for now I hope you havefun gardening, stay safe and be good.

Didn’t They Do WellOn Sunday March 27th Thetford St John Ambulance Division wentto Gorlestone to take part in the Norfolk County Competitions forthe second year running.

The Badger Team consisted of Sophie Forde, Masie Beaupre, Reo Miller,Jessica Eves and Megan Marskell. This was the first time any of them hadentered into the competitions and they came a very respectable 2nd.

The cadets entered three teams this year and again they did Thetford proudby coming in 2nd, 3rd and 4th, just missing out on 1st place by 12 points.In second place was Ellie Lobley, Tammy Sammons and Laura Clarke, 3rdplace went to Kevin Gorman, Peter Hills and Jade Balmer, and in 4th placeit was Joe Clarke, Harvey Norris and John Branigan.

To top off a very successful day Tammy Sammons wonbest overall Cadet in the County with her amazing singleperformance and by scoring 49 out of a possible 50marks. A fantastic day was had by all with everyonelearning a lot and having lots of fun. Well done to you all.
