• Passed by the Parliament on March 16, 2016.

• Notified the Act and Regulations on 12th and 14th September 2016 respectively.

• The Act provides for good governance, efficient, transparent and targeted delivery of

subsidies, benefits and services, the expenditure for which is incurred from the

Consolidated Fund of India through assigning of Aadhaar numbers.

“Nothing contained in this Act shall prevent the use of Aadhaar number forestablishing the identity of an individual for any purpose, whether by the State orany body corporate or person, pursuant to any law, for the time being in force, orany contract to this effect:

Provided that the use of Aadhaar number under this section shall be subject tothe procedure and obligations under section 8 and Chapter VI”.

12. Agencies requiring Aadhaar as condition for receipt ofservice, etc. —

Any Central or State department or agency which requires an individualto undergo authentication or furnish proof of possession of Aadhaarnumber as a condition for receipt of any subsidy, benefit or servicepursuant to Section 7 of the Act, shall ensure enrolment of itsbeneficiaries who are yet to be enrolled, through appropriate measures,including co-ordination with Registrars and setting up enrolment centresat convenient locations or providing enrolment facilities by becoming aRegistrar itself.
