D. in Government, from the University of Texas at Austin. !He has been a MacArthur Fellow in International Security, a Senior Fellow at the Kellogg Institute for International Studies at University of Notre Dame, and a Chevening Fellow at King’s College, University of London, and received funding for his research from the Ford Foundation, the Social Science Research Council, the United States Institute of Peace, the Inter-American Foundation, and the International Development Research Center. He is also a Full Professor of International Relations and Political Science at Universidad Nacional de La Matanza, and Universidad Nacional de Buenos Aires. !He was also General Coordinator of the Argentina-NATO Seminar on Global Security, sponsored by the North Atlantic Treaty Organization and the Argentine Ministry of Foreign Affairs, and General Coordinator of the XV World Congress of Political Science. He has been Director of the Center for International Security Studies at the Argentine Foreign Ministry and, more recently, Dean of Graduate Studies at Universidad de Belgrano.

In 1996, he was named Chief Financial Officer. Mr. Arnold was named Chief Executive Officer in 1998. !Mr. Arnold has served on the boards of directors of the Conway Development Corporation, Arkansas Municipal Power Association, Arkansas One-Call, Arkansas Cable Telecommunications Association, Mid-Arkansas Water Alliance and served as President of the Conway Rotary Club.

Robert “Bunny” Adcock Vice Chairman Centennial Bank Board of Trustees Member UCA !!Mr. Robert Adcock is Vice Chairman of Centennial Bank and a University of Central Arkansas Board of Trustees Member. He founded Home Bancshares, Inc. Mr. Adcock served as an Executive Vice President of First National Bank of Conway for more than 20 years. !Mr. Adcock has served three Arkansas governors and been involved with other state government offices over the years. Mr. Adcock served as

President of the Arkansas Development Finance Authority appointed by Governor Huckabee. In the mid 1970's, he was appointed by then Governor David Pryor to lead Arkansas's European Trade Office in Brussels, Belgium. He also served as an aide to Governor Frank White during his term in the early eighties. !Mr. Adcock also served as Director of First National Bank of Conway. He served as Commissioner of Arkansas State Bank from 2003 to 2007. Mr. Adcock operates a farming operation in Gould (Lincoln County).

@larabersano Lara is an International Relations and Communications´ specialist, graduated in Public Policy and Social Communication Sciences at the University of Buenos Aires. !Since 2013 she holds responsibility for the International Engagement activities of The University of Central Arkansas in Latin AmericaLara is also an invited professor at The George Washington University for the international Public Policy and Governance Program. She is also a frequent lecturer at multiple global events in the Americas and Europe, including the Mayor’s Conference of FIU, New School New York, Mortara Center of International Studies at Georgetown University, Universidad del Rosario Bogota, Universidad De Guayaquil, Universidad Católica de Quito, Universidad de Barranquilla and Universidad Juan Carlos I of Madrid. !Past responsibilities include managing the international relations of the biggest water company of the State of Buenos Aires, ABSA. Previously she worked as communications advisor of the Chief of staff of the of the Governor of the City of Buenos Aires, and before that she was Communications Director of the Spanish Media Group PRISA in the US and Latin America. During her tenure as journalist, Lara managed the international editions of the Competencia Magazine in Latin America and the US. And was also international director of ADN magazine, a premium environmental media. She was the only Argentinean awarded the Golden Circle Award for Excellence in “Journalism For Peace” in 2005.

Gilbert Baker Executive Assistant to the President University of Central Arkansas !!Senator Gilbert Baker joined the UCA executive staff in 2013 and supports university development and communications; community outreach throughout Arkansas; and government relations on the federal, state and local levels. Before his election to the Arkansas State Senate in 2000, Gilbert Baker served UCA for over 20 years, as an instructor of music, and later, as a tenured Assistant Professor, academic adviser and Associate Dean. Sen. Baker served six consecutive terms for Senate District 30, representing Faulkner County, Conway, Greenbrier, Mayflower and Vilonia. !

During the 88th Legislative Session, Senator Baker served as chairman of Joint Budget Committee and vice chairman of State Agencies and Governmental Affairs, in addition to committee work in Education; Senate Efficiency; Arkansas Legislative Council; and the Joint Interim Committee on Legislative Facilities. During the 87th Legislative Session he served as chairman of Joint Budget Committee and chairman of Arkansas Legislative Council's (ALC) Higher Education Subcommittee; was vice chairman of the Senate State Agencies and Governmental Affairs Committee; and on legislative committees including Senate Efficiency; Senate Children and Youth; Arkansas Legislative Council; Legislative Facilities; Economic and Tax Policy; Blue Ribbon Committee on Highway Finance; Highway Finance - Revenue Transfer Subcommittee and Academic Facilities Oversight Committee. He served on several subcommittees of the Senate Public Health, Welfare and Labor Committee. !Senator Baker is also the former chairman of the Republican Party of Arkansas. Senator Baker was involved with regional and national organizations including the American Legislative Exchange Council (ALEC); the Southern Regional Education Board (SREB; the National Conference of State Legislatures (NCSL), where he served on the Budgets and Review Committee and Education Committee; and the Southern Legislative Conference (SLC) Education Committee. Shane Broadway Director Arkansas Department of Higher Education !!Shane Broadway is the director of the Arkansas Department of Higher Education and has been with the agency since January 2011. Broadway is a member of Gov. Mike Beebe’s full cabinet as well as the Governor’s Workforce Cabinet, an appointed group of state government leaders charged with creating 21st Century jobs and skilled workers. !An Arkansas State University alumnus, Broadway served three terms

as a representative for Pulaski and Saline Counties, and two terms in the senate. He was elected Speaker of the House by his colleagues in 2001, becoming the youngest Speaker of the House in Arkansas history. !He previously served as chairman of the 15-state Southern Legislative Conference (SLC) – which fosters intergovernmental cooperation among member states – and as chairman of the SLC’s Education Committee. Beebe appointed Broadway to the advisory board of the Southern Regional Education Board (SREB) in 2007. !Broadway currently serves as the President of the Saline County Economic Development Corporation Board of Directors, which recently announced a $120 million dollar expansion of Saint Gobain Proppants in Saline County. He and his wife Debbie were the recipients of the 2001 Hope Award by the MS Society of Arkansas for their involvement and support of finding a cure for MS, which Debbie was diagnosed with over twenty years ago.

President Tom Courtway was appointed the 10th president of the University of Central Arkansas by the UCA Board of Trustees in December 2011. Courtway was serving as interim president when appointed.

UCA first hired Courtway as general counsel in 2002. He left in late 2003 to serve as interim director of the Arkansas Department of Education and returned to UCA as general counsel in 2004. In December 2005, Courtway became vice president of Hendrix College in Conway until August 2006, when he returned to UCA as vice president and general counsel.

Courtway practiced law for several years in Arkansas. He worked with the Wright, Lindsey, & Jennings Law Firm in Little Rock from 1986 to 1993, when he moved to Conway to establish his own practice.  In 1995, he joined the Brazil Law Firm in Conway, and in 2000, opened the Courtway & Osment Law Firm in Conway where he remained until 2002.

Courtway served in the Arkansas House of Representatives from 1995 to 2001. During his time representing District 45, he chaired the Revenue and Tax Committee. He also served on the Agriculture & Economic Development Committee, the Judiciary Committee, and the Insurance & Commerce Committee.

He worked in Washington D.C. as a legislative aide for U.S. Senators Dale Bumpers and David Pryor from 1979 to 1982 and from 1983 to 1986 respectively.

Courtway earned a bachelor of arts degree in economics and business from Hendrix College in 1974, a juris doctorate with honors from the University of Arkansas School of Law in 1978, and an M.L.T. from Georgetown University in 1983.

Sean Kelley Director of the Commercial Service United States Department of Commerce !!Sean P. Kelley was assigned in August 2012, as the Director of the Commercial Service in Little Rock, Arkansas, to lead the U.S. Department of Commerce’s export efforts in the State. He also serves as the Executive Secretary of the Arkansas District Export Council. Mr. Kelley is a Commercial Officer, and a career diplomat with the Commercial Service. He was posted overseas for 17 years, and served in Brazil, Venezuela, and Mexico. Kelley graduated from the American Graduate School of International Management (THUNDERBIRD), and the University of San Diego with a BA/MA in International Relations. He speaks Portuguese and Spanish.

Allen Dodson Faulkner County Judge

Judge Dodson was appointed Faulkner County judge by the Faulkner County Quorum Court in 2013. !Prior to his appointment, he briefly served as Faulkner County attorney. !

Dodson’s career spans public service and private corporations including the US Navy, Virco Manufacturing in Conway, and Acxiom, where he was employed for more than 11 years. !After earning a law degree, Dodson opend his own practice focusing onoil and gas, contract negotiation, real property, and business issues, as well as other areas of civil law. He has also served as special judge in the District Court of Faulkner County on several occasions. Dodson is a member of Conway Rotary Club, and serves on the Women’s Shelter of Central Arkansas Board of Directors. !

Jane Ann Williams Assistant Provost and Director of International Engagement

University of Central Arkansas @janeannwms !!

Williams oversees International Student Services, Study Abroad, Global Partnerships, international collaboration and recruitment, international grants, the Confucius Institute, and all aspects of internationalization of the university.

Previously, as executive director of international education at Miami Dade College, Williams established the Center for Latin American and Caribbean Initiatives and the Confucius Institute. She also developed dual diploma programs; served as the project director for the US-Indonesia Capacity Building Grant and the Fulbright Gateway Program; established partnerships with numerous international institutions; and developed intensive English and leadership programs in the US and abroad.

Williams’ academic background spans liberal arts to informational technology with appointments as dean of academic affairs and titled professor of Cap Cana Heritage School and Universidad Iberoamericana in the Dominican Republic; director of multicultural education, community engagement and outreach at Virginia Tech, Director of Information Technology and Professor of IT at Mercer University where she established graduate programs, an advanced technology center; and a department chair of communications and foreign languages. Williams has directed grant, study abroad and research programs throughout Europe, Asia, and the Americas. She holds a bachelor’s degree in International Studies from Virginia Tech, a master’s degree in Publication and Writing from the University of Baltimore, and is completing her dissertation for a Ph.D. in Policy, Governance, and Globalization at Virginia Tech. Williams has published over 250 articles in journals, magazines and newspapers; produced news for NBC and documentaries, and won awards for international sustainable development projects.

Steven W. Runge, Ph. D. Provost and Vice President for Academic Affairs University of Central Arkansas !!Dr. Steven Runge joined the University of Central Arkansas as an Assistant Professor in the Department of Biology in 1991, earning the rank of Associate Professor in 1995 and the rank of Professor 2004. Dr. Runge served as Chair of the Department of Biology from 2004 to 2009 when he was appointed as Interim Dean of the College of Natural Sciences and

Mathematics (CNSM) He served as Dean of the College from 2010 to 2012, Dr Runge now serves as Provost and Vice President for Academic Affairs. !Dr. Runge holds an undergraduate degree from University of Wisconsin-Green Bay where he majored in Biology, Chemistry and Human Adaptability (Humans in the Environment); and a PhD from Ohio State University in Biochemistry. !Dr. Runge has developed and taught courses in molecular and cellular biology and he maintains an active research program studying cell death mechanisms in cultured breast cancer cells. He currently serves as Vice-Chair of the Arkansas STEM Coalition, as the UCA representative on the Arkansas INBRE Steering Committee and as a member of the Board of Directors for Life Long Learners, Inc.
