1. PREAMBLES

The purpose of the present document is to specify, in Article 1 to 7, the limits of scope of WORK between CONTRACTOR (PTSC) and Erection SUBCONTRACTOR relevant to the Erection of Tankage WORKS.

The scope of the CONTRACTOR is strictly limited to that defined herein; on the other hand, the scope of the Erection SUBCONTRACTOR shall be construed as being inclusive of all that is not included in CONTRACTOR'S scope. All activities / duties not included in the CONTRACTOR'S scope of WORK, as herein defined, are deemed to be included in the Erection SUBCONTRACTOR'S scope of WORK and paid by the SUBCONTRACT PRICE All activities /duties listed in the following paragraphs are complementary of the ones specified by the correspondent paragraph of Scope of Work document of each discipline.

The WORKS shall be performed in conformity with the SUBCONTRACT and, in particular, with the specification, the supplier recommendations, the "rules of art" and in conformity with the Project Documentation.

2. INTRODUTIONS

2.1 PROJECT GENERAL DESCRIPTION

The CLIENT is Vietnam Oil and Gas Corporation (PETROVIETNAM), at Dung Quat, in Quang Ngai Province of central Vietnam.

2.2 DESCRIPTION OF THE WORKS COVERED BY THESE SCOPE OF WORK DOCUMENT

The scope of WORK for this Tankage Works Package consists of the Erection of the Tanks, as de-tailed in this Document. This WORK shall include but not limited to:

‐ Mobilisation and demobilisation of Erection SUBCONTRACTOR plant, tools and equipment. ‐ Site transport, site erection, site test of the tanks ‐ Internal and external painting in accordance to specification.

‐ Tank plates shall be delivered to site with only primer, the plasting/painting material will be supplied by Contractor.



‐ Fabrication and erection of small bore piping (if necessary)

‐ Piping, accessories and supports installation.

‐ NDE (non destructive examination) such as radiographic and ultrasonic magnetic particle examina-tion

‐ Tank calibration, Tank testing (hydraulic test & etc.) per relevant design codes ‐

Erection of stairways, cages, ladders, handrail, access platform walkway and interconnec-tion walkway and platforms

‐ Breather valves, emergency vent covers, standard gauge hatches, slot dipping devices and accesso-ries installation.

‐ Approved scaffolding system, temporary working platform and temporary support

‐ Post weld heat treatment (PWHT) if required by design codes as per paragraphs 4 and 6 here after

‐ Jet Mixer installation

‐ Water spray system & foam system for tankages installation ‐ Temporary facilities supply and installation

‐ Name plates and tags installation

‐ Support, grating for access platform / walkways installation

‐ Manholes & nozzles installation

‐ Grounding Clips, earth boss installation

‐ Anchorage / anchor chair to resist wind /seismic over-tuning installation

‐ Compression rings/Annular rings installation

‐ Nozzles, flanges, reducers and connections installation

‐ Installation of spiral stairway, 2m from bottom personnel protection

‐ Installation of what ever material supplied by Contractor

It also includes in particular all activities / duties common to all discipline such as:

‐ Project construction management including in particular the preparation and issuance of documenta-

tion related to SITE organization, WORKS scheduling, reporting, compliance to Vietnamese codes and regulations.

‐ Administrative activities and duties

‐ Complimentary construction engineering to main design



‐ Documentation

‐ Material control and management,

‐ Health and safety

‐ Resources

‐ Material supply

‐ Quality assurance and quality control

Note: Foundation design and construction will be done by CONTRACTOR.

2.2.1 Design.

It includes all necessary detailed studies in complement to Engineering performed by Contractor

2.2.2 Supply of MATERIAL, Equipment, Manpower, Consumables

It includes the supply of all Material, Equipment, Manpower, Consumable for the execution of the WORKS (as for Article 5)

2.2.3 Transport

It includes transportation from DungQuat port to and within DungQuat Refinery, Quang Ngai, Viet Nam

2.2.4 Construction and Test

The work of erection SUBCONTRACT.

It includes the Execution of all Erection and Test activities in conformity with the specification, the applicable code and standard, the construction rules and the Contract, such as but not limited to:

- Preparation and erection of the storage facilities (including all the relevant accessories) as per the Tanks lists, tank data sheets and associated miscellaneous mechanical, electrical and / or instrument erection works (access stairs, ladders, accessories, etc.)

- Welding activities, including heat treatment as required by the specifications and/or bolting activities (fitting-up activities as required).

- Any tests required by the contractual documents and specifications related (such as NDE non-destructive test, heat treatment, all services related to the quality control as specified by the specifica-tions).

- Hydraulic/Vacuum tests, Calibration.



- Pre-commissioning works, such as cleaning and closing-up of the storage facilities.

- Local authorities approval and acceptance

2.3 EXCLUSION FROM THE SCOPE

The following is excluded from Erection SUBCONTRACTOR'S scope:

- Land for the WORK to be performed

- Laydown area for the WORK to be performed at the job site

NOTES: In Article 3 to 7 the CON column corresponds to CONTRACTOR (PTSC) and the SUB column corresponds SUBCONTRACTOR

- In Article 3 the DOC column indicates the number of copies and the updating frequency of the doc-ument to be transmitted. The figure indicated is the number of copies to be handed over to the other party (from CONTRACTOR to Erection SUBCONTRACTOR or from Erection SUBCONTRAC-TOR to CONTRACTOR). The code following this number is:

• N if the document does not have to be re-issued periodically

• M if the document has to be issued on a Monthly basis

• W if the document has to be issued on a Weekly basis

3.4.1 Detailed time schedules

The documents related to detailed time schedules shall be construed, issued and transmitted in particular:

‐ The detailed time schedules (level III, 90 Days Schedule, Weekly work Plan - overall) according to CONTRACTOR instructions

4.RESOURCES

‐ In order to ensure the proper performance of the WORK in accordance with the

SUBCONTRACT SCHEDULE, from the commencement of the WORK to its completion, Erection SUBCONTRACTOR shall fully adapt his organization for each specific phase of the WORK to fulfill all SUBCONTRACT requirements and accordingly shall mobilize, develop and maintain the overall functional or-ganization and corresponding resources, including when, where and as necessary by providing additional means.

‐ All Erection equipment, scaffolding, tools, protection, testing and control equip-

ment, auxiliaries, consumables, etc., and personnel (including management and supervision), necessary for the performance of the WORK, in particular for han-dling, transportation, warehousing, prefabrication, erection, testing. These in-clude, but are not limited to:

• Provision of all welding equipment X

• Provision of erection gear and tackle X

• Provision of maintenance and running of construction equipment X

• Provision of safety equipment and tools for personnel and works X

• Provision of personnel small tools X

• Provision of mechanical equipment and material necessary for working

in water free conditions, whatever the volume or flow X

• Provision, storage, distribution and disposal of consumables (oil, lubri-

cants, gas, etc.) and auxiliary materials (planks, timbers,tarpaulins, etc.) X

• Provision of scaffolding and protection material X

• Provision of materials and apparatus -for the technological laboratory to test materials, welders and provision of materials and apparatus to test all completed works

• Safety equipment, cranes, trucks, trailer…, electric power X

• Pumps, calibrated manometers, connecting hoses for hydrostatic test. X

• Pumps/compressors, manometers and connections for hydrau-

lic/pneumatic tests. X

• Compressors and equipment for air test. X

• Cranes, equipment, lifting devices and accessories (such as spreader bar, gantries, pulley block, jack, winches..,), transportation and handling equipment for the safe and necessary lifting operation and Site handling operation (loading / unloading, Site transportation, unpacking and check-ing operation, handling of parts within / to storage yard, warehouse) ac-tivities, as specified by contractual documents and by the approved lifting studies.

• Any equipment and material required for the execution of any temporary foundation, soil improvement, earthworks, and reinforcement of existing facilities.

• Auto welding sets and special tools X

• Provision and equipment for execution of the tests. X

• For some particular activities the WORK will be subject to the Tanks Vendors Specialists supervision, according to CONTRACTOR state-ments. CONTRACTOR will inform Erection SUBCONTRACTOR of the activities to be supervised by the Vendor Specialist and their presence at Site, prior to start of the activities themselves.

• Refunding to CONTRACTOR any charges for keeping at Site the Ven-dor Specialist, when extended time of permanence at Site is due to SUB-CONTRACTOR fault or non-fulfillment

NOTE: SUBCONTRACTOR shall allow the use by others of any of his scaffold-ing as required by CONTRACTOR as far as such use does not interfere, such in-terference been measurable and demonstrable, with SUBCONTRACTOR'S activi-ties.

5.SUPPLIES

SUBCONTRACTORS shall provide all SUPPLY such as EQUIPMENT, MA-TERIAL, consumables, tools, facilities, items necessary for the execution of the WORKS with the exception of the SUPPLY provided by CONTRACTOR as sti-pulated in SUBCONTRACT.

‐ Protection and preventive maintenance of the MATERIAL handed over to SUB-

CONTRACTOR as per the state of art and the supplier's recommendations X

‐ Upon instruction of CONTRACTOR, SUBCONTRACTOR shall proceed with-

out delay to:



• Substitute all SUPPLY to be supplied by SUBCONTRACTOR, which were not purchased in time and are no longer available on the market, with any equivalent or higher quality item, subject to CONTRACTOR'S SITE MANAGEMENT prior authorization.

• Replace (including any remaking of involved WORKS) all EQUIP-MENT and MATERIALS supplied by SUBCONTRACTOR and incor-porated In the completed WORKS, which are found to be faulty, of poor quality, or different type from the requirements of project documents and/or specified standards and/or prescribed quantities.

All other MATERIAL and EQUIPMENT including consumables necessary for the works such as, but not limited to:

• Consumables such as fuel and lubricants for SUBCONTRACTOR'S con-

struction equipment, graphite oil and Moiykote grease for greasing of threaded rods, other greases, tools, consumables, miscellaneous gases, compressed air, rugs, Teflon tapes etc.

6. WORKS DESCRIPTION

6.1 SITE FACILITIES

‐ Erection, maintenance, dismantling and removal of all temporary SITE facilities, including all complementary works, civil, electrical, etc. inside the allocated areas. It includes, but is not limited to:

• For prefabricate SUBCONTRACTOR supervision on site (same office

than CO) X

• For erection SUBCONTRACTOR X

• SUBCONTRACTOR'S site facilities such as office, workshop, ware-house, shelter, sanitary building, and storage area, concrete or bituminous mix production plant, etc. including all complementary works, civil, raw and potable water and sewer networks, power supply, etc. inside the allo-cated areas

• Temporary works to prevent personnel from injuries and/or properties

6.2 PROTECTION

‐ Housekeeping of the areas allocated to SUBCONTRACTOR X

‐ Daily cleaning of SITE and of all tracks and roads used by SUBCONTRACTOR and located in the vicinity of the SITE. This also includes spraying of water, if required, for stabilising the dust.

6.4 CONSTRUCTION

Care and custody of WORKS and SUPPLY handed over by CONTRACTOR to SUBCONTRACTOR. This taking in care and custody constitutes a qualitative and quantitative take-over of the WORKS and SUPPLY handed over and has to he performed by qualified personnel.

NOTE: The unloading operation shall be done promptly In order to avoid any stand by of third party truck / ship / ... Any consequences related to abnormal stand by (above two hours for normal cargo) due to the lack of resources will be charged to SUBCONTRACTOR.
