Utilizes a wide array of applicable codes and ordinances including the Code of Virginia, Virginia Uniform Statewide Building Code, Winchester Zoning Ordinance and Winchester City Code provisions to enforce health and safety standards and the overall quality of life in residential neighborhoods.

Historic Winchester (HW) DistrictBefore alterations are made to the exterior features of a property within in the Historic Winchester district, a Certifi cate of Appropriateness must be approved by the City or Board of Architectural Review.

Th e HW district is intended to focus attention on the architectural excellence and historic importance of certain buildings and areas to promote their preservation, protection and maintenance.

City of WinchesterBUDGET

Th e accounts of the City are organized into funds. A fund is a group of related accounts used to control money that has been earmarked for specifi c activities or objectives. Of the City’s adopted budget, most of the big spending decisions occur within the General Fund.

General Fund (GF)Th e fund where the City has the most discretion is the General Fund. Th e two major sources of funding are general property taxes and other local taxes combined. Th ese two sources make up over 83% of the General Fund budget.

Capital Improvement Plan (CIP)Every year, the City adopts a plan for capital improvements for the next fi ve years. Capital Improvements are projects such as street construction, public buildings, traffi c systems, park improvements, sewers, water infrastructure, etc. Capital projects tend to be costly, so the City issues bonds to investors to help cover the cost.

OpenGovTh e City’s off ers an online interactive budget transparency tool that allows users to explore the City’s budget and see how money is spent. Check back oft en as updates are posted regularly.

Fiscal YearTh e City operates on a fi scal year (July 1- June 30). Th e budget is adopted every June by Council.

Emergency PreparednessDisasters happen anytime and anywhere. When a disaster strikes, you may not have much time to respond. Aft er a disaster, local offi cials and relief workers will respond, but cannot reach everyone immediately. Be prepared for disaster before the it occurs: www.readyva.gov.

Community Emergency Response Team (CERT)When emergencies happen, CERT members can assist and support their community by applying the skills and techniques learned during CERT training. Members can help save and sustain lives before, during and following a disaster.

Emergency Operations Plan (EOP)Th e City has adopted an EOP to establish how the City will respond to and recover from all-hazards disasters and/or emergency situations. Th e EOP identifi es a range of disasters that could occur in or near Winchester and anticipate the needs the city might experience.

Pet ShelteringPet Sheltering is a major component of Emergency Preparedness. Th e department has resources to support pet sheltering during major emergencies.

• When a City-observed holiday falls on a recycling or refuse collection day, collection is moved to Wednesday of that week.

• Wednesday’s city-wide yard waste collection is canceled during weeks in which a holiday is observed.

• Place materials on the curb by 7:30 am on the day of collection, but not before 5:00 pm on the evening before collection.
