8-9:30 a.m. Issues with Recognition and Reporting: Six Stages of Veterinary Response to Animal Cruelty, Abuse and Neglect

There has been a six-stage process in helping veterinarians to become more comfortable with their responsibilities of recognizing and reporting suspected animal abuse, similar to the experiences of physicians vis-a-vis child abuse. This program will describe efforts in Canada, the U.S., New Zealand and elsewhere to raise awareness, gain peer support, enact laws, develop diagnostic tools, produce practice management guidelines, and identify agencies to which such allegations should be reported.

10-11 a.m. The Animal Abuse/Family Violence Link and Its Implications for Veterinary Social Work

Veterinarians have traditionally received relatively little training on dealing with client issues, and social workers have historically received little training on animal concerns. The emerging specialty of Veterinary Social Work is bridging these gaps to address the human side of veterinary medicine and the animal side of social work. This program will describe these efforts with particular focus on animal abuse as a human and social welfare concern closely linked with interpersonal and family violence.

11 a.m.-12:30 p.m. Emotional Suffering of Animals or People in Animal Abuse Cases

This talk will explain how the definition of suffering under Canadian animal cruelty laws has recently been expanded to include various forms of psychological suffering. Case studies will be presented, whereby charges of animal cruelty have been successfully laid, in the absence of any physical evidence of pain, injury or disease. A framework for achieving successful outcomes in these cases will be discussed.

1:30-1:55 p.m.

Veterinarians practicing in Alberta from time to time encounter cases where an animal or group of animals could reasonably be determined to be in distress as defined in the Animal Protection Act (APA). Veterinary professionals in Alberta have a legislated and professional obligation to take action in cases of animals in distress which may include reporting. This presentation will summarize ethical considerations for veterinary professionals to take action including reporting to a peace officer, protection from action provided in legislation, disclosure of private information and medical records, and establishing good working relationships with peace officers enforcing the APA.Speaker: Dr. Phil Buote

The Animal Care and Control Centre interacts with the APA through our association with Edmonton Police Services and the Edmonton Humane Society. We often hold animals for their required time under the Animal Protection Act and our officers are sometimes involved in investigations.

Dr. Hussein Keshwani will provide perspectives from Alberta Agriculture and Forestry’s animal welfare section about the province’s animal protection system. This will include: the strengths and challenges with Alberta’s legislation and enforcement framework; the function of codes of practice and other standards documents; and, the roles of veterinarians, livestock industry organizations, humane organizations/SPCAs, and municipalities in the animal protection system and with respect to animal welfare more broadly.

Part 1 – Introduction to the case – participants will be assigned groups with diverse skill set. Ideally one vet, one law enforcement (animal welfare and police).

Dr. Phil ArkowThe National Link Coalition

Dr. Phil Arkow is coordinator of the National LINK Coalition - the National Resource Center on The LINK between Animal Abuse and Human Violence, and edits the monthly LINK-Letter. He chairs the Latham Foundation’s Animal Abuse and Family Violence Prevention Project. He teaches at the University of Florida, Harcum College and Camden County College. He has presented over 250 times in 17 countries, 38 states and 9 Canadian provinces, and has authored over 75 key reference works on human-animal interactions and violence prevention.

He co-founded the National Link Coalition, the National Animal Control Association and the Colorado and New Jersey humane federations. He has served with the AVMA, the ASPCA, American Humane, the Delta Society, the Animals & Society Institute, the National Coalition on Violence Against Animals, and the American Association of Human-Animal Bond Veterinarians.

Dr. Phil BuoteAlberta Veterinary Medical Association

Dr. Phil Buote is the ABVMA Deputy Registrar and Complaints Director. He grew up in rural Prince Edward Island, completed his undergraduate Bachelor degree at the University of Prince Edward Island and graduated from the Atlantic Veterinary College in 1995. Phil completed a rotating internship in large animal medicine and surgery at Washington State University in 1996.

Dr. Buote began clinical practice in Alberta as a mixed animal practitioner in the Peace River region. He did two years of mainly beef cow-calf practice before moving to Sherwood Park where he joined a practice limited to horses. Three years into equine practice he wanted to return to

mixed practice and explore practice ownership. He moved to Cochrane where he eventually purchased the Cochrane Animal Clinic.

Dr. Buote was a member of the ABVMA Food Animal Committee and was a member of Council from 2004 through 2007. He was then appointed to the Complaint Review Committee, and took on the role of Chair in 2010. Looking for a change of careers, and given his satisfaction with his volunteer work with the ABVMA, he applied for the position of Complaints Director and joined the ABVMA staff in July of 2010.

Dr. Buote lives with his wife Carmen and their two sons on an acreage near Devon. In his spare time he enjoys coaching his son’s minor hockey and lacrosse teams, canoeing, camping and hunting.

Dr. Margaret DoyleRiverbend Animal Clinic

Dr. Doyle finished her Bachelor of Veterinary Medicine (MVB) in Dublin in 2009 and a masters in veterinary forensics from the University of Florida in 2015. She became involved with the Calgary Humane Society Animal Protection Officers in 2010 when she began consulting on abuse and neglect cases.

Since then she has been involved in hundreds of cases from crime scene investigation to providing expert witness testimony. She is passionate about increasing the awareness of the connection

between animal abuse and domestic and interpersonal violence to benefit human and animal victims.

Ms. Rose GreenwoodCrown Prosecutor, Justice and Solicitor General

Rosalind is a Crown Prosecutor with Alberta Justice. She has a Bachelor of Arts (major in criminology) from Simon Fraser University, a Bachelor of Laws from the University of Alberta, and she articled with the Court of Queen’s Bench in Calgary. Rosalind’s practice specializes in the areas of animal abuse, child abuse and child sexual assault. As an animal abuse prosecutor, Rosalind is fortunate to work closely with veterinarians and peace officers from the Calgary Humane Society – from the pre-charge stage all the way through to trial.

Rosalind and her husband are the proud parents of two Labrador Retrievers and a Maine Coon who thinks he’s a dog.

Dr. Hussein KeshwaniAlberta Agriculture and Forestry

Dr. Hussein Keshwani is the Health and Welfare Policy Veterinarian for Alberta Agriculture and Forestry. His role includes advising on matters of animal welfare and health, administering the Animal Protection Act, and establishing policy for and responding to provincially reportable diseases.

Hussein grew up near Westlock, Alberta where his family is still active in the poultry industry. After graduating from the Western College of Veterinary Medicine in Saskatoon in 2009, he worked in a mixed practice in Wetaskiwin. He later returned to the University of Alberta and completed a

Master in Public Health focusing on epidemiology before taking on his current role in 2014. Hussein lives in Edmonton with his wife and two young children.

Dr. Rebecca LedgerAnimal Behaviour & Welfare Consulting

Dr. Rebecca Ledger is a British Columbia-based animal behaviour and animal welfare scientist. She teaches animal behaviour, welfare and law at Langara College, runs a consultancy that provides expertise to local governments, humane organizations, veterinarians and pet owners, and writes an animal welfare column for the Vancouver Sun.

In recent years, Rebecca has pioneered the use of behavioural evidence in cases where animals have suffered psychologically. Having been retained on 30 cases to date involving more than 40 individual animals, the process she has developed has allowed humane organizations to

successfully gain warrants, lay charges and prosecute cruelty cases involving dogs and cats, often in the absence of any physical evidence.

SPEAKER BIOGRAPHIES

Dr. Karen LangeShelter Veterinarian, Edmonton Animal Care & Control

Dr. Lange grew up on a farm, primarily a small beef cow-calf operation of approximately 30 head. They had dogs and cats as long as she can remember and she got her first pony at nine years of age. Growing up surrounded by animals and reading James Herriot and every other animal book around, she naturally migrated to the veterinary profession. Dr. Lange moved to Edmonton after graduating from veterinary school and started working at a private small animal practice. After two years of private practice, she moved over to the Edmonton SPCA and found her niche. Although she had some private locum work as well in the first few years, shelter medicine became her life choice.

After 24 years at the Edmonton SPCA/Edmonton Humane Society, Dr. Lange switched over to a part-time contract position with the Edmonton Animal Care & Control Centre and has been there approximately four years. This allows considerably more time for other projects while still keeping her in the sheltering field.

Dr. Lange has been married for 29 years to Frank, a market gardener, and they have three grown children. They live on our farm north of Edmonton, along with one dog and two cats.

Dr. Nick Nation

Dr. Nick Nation is a 1974 graduate of the Western College of Veterinary Medicine at the University of Saskatchewan. Following graduation, he remained at the U of S as a graduate student in veterinary pathology, obtaining an MVSc in 1976. Dr. Nation then went to work as a veterinary diagnostic pathologist for Alberta Agriculture for 17 years, working in the Peace River Country, South Central Alberta and Edmonton over that time.

While with Alberta Agriculture, Dr. Nation wrote the specialty examination of the American College of Veterinary Pathologists, and also took a leave of absence to complete a PhD degree in neuro-toxicology in the Faculty of Medicine at the University of Calgary. Dr. Nation joined the University

of Alberta in 1991 as veterinary pathologist for Health Sciences Lab Animal Services, and became Director in 2000. He left the employ of the U of A in 2005 to set up a private consulting practice in veterinary pathology, and continues his association with the U of A as an adjunct professor in the Department of Laboratory Medicine and Pathology, Faculty of Medicine and Dentistry.

Dr. Nation is a general diagnostic pathologist and has been presented with a number of forensic cases in the course of his practice. These include so called cattle mutilations, mutilations of cats, and criminal investigations of small animal cruelty cases involving the Edmonton City Police and the RCMP.

Mr. Brad NicholsCalgary Humane Society

Peace Officer Nichols attended Mount Royal University, obtaining a degree in Justice Studies. Following graduation Brad worked in municipal enforcement for a rural county before joining the Calgary Humane Society (CHS) team in 2005 as a Special Constable. Over the last decade, Peace Officer Nichols has been promoted to field supervisor, Department Head of Protection and Investigations and most recently, Senior Manager, Animal Cruelty Investigations. During his decade with CHS, he has investigated thousands of animal cruelty files and seized hundreds of animals, prosecuting and obtaining convictions in many cases.

In the last several years, Peace Officer Nichols’ department has obtained a high public profile and is internationally recognized as a leader in animal cruelty investigations. In his time at CHS, Brad has added several animals to his household, most recently, his German Shepherd, “Munchie”, who was seized from a grow-op and a snake named “Steve” who was seized after being abandoned.
