Benefited from national policies and technological acheivements, China’s photovoltaic power generation industry

achieved short-term substantial improvement in both quality and quantity. In 2016, China continued to lead the world in

terms of newly installed photovoltaic capacity. Photovoltaic manufacturers have significantly enhanced their strength and

international competitiveness, forming a complete industrial system with international advanced level.In 2020, China’s

target of installed photovoltaic capacity will be up-regulated to 150 million kW. In the next five years, the photovoltaic

industry will usher in a broader development space.Solar photovoltaic has become the key to adjusting the energy

structure, building the low-carbon economy and advancing the energy revolution.

China's photovoltaic industry is gradually gaining competitive advantage in the world, and is keeping abreast of the world's most advanced technology; while, we cannot be blindly optimistic

about future development of the industry, since the industry is still in a stage of big adjustment. As the responsible administration authority of the industry, the Ministry of Industry and Information

Technology's work in the following period of time will mainly focus on regulations in the industry, innovation of core technologies, diversification of application, completing of the system of supporting industries, breaking up of segmentation of the domestic market, and proper handling of disputes over international trade.

Photovoltaic power generation is the power generation technology using a new energy source that has experienced the fastest fall of power generation cost over the past 5 years; with our joint

efforts, the photovoltaic industry surely will become a determining force in promoting transformation of the energy resource industry and achieve a revolution in energy production and consumption in

The trade frictions that occurred over the past several years show that it is not practical to gain advantage by low price, and we must rely on the industry's core competitiveness. To improve the

core competitiveness and promote technology innovation is a necessary way to make photovoltaic power a new energy that will be used in large scale.

The photovoltaic industry is a rising and strategically important industry, and the Paris Agreement, the rapid fall of the cost of photovoltaic power generation and diversification of

photovoltaic application all suggest a promising outlook of the market. The low prices offered in the recent tendering activities are accidental but also inevitable, and the association has submitted

relevant advices to the National Development and Reform Commission, the National Energy Administration, the Ministry of Finance and the Ministry of Industry and Information Technology. The industry is “going off the express highway”, and relevant companies must be well prepared.

Currently, the Ministry of Science and Technology is organizing preparation of special plans for technological innovation in the energy sector in the "13th five-year period". Plans shall be made

for such areas as photovoltaic systems, components, devices, materials and platforms, and stress shall be laid on conducting of studies of demonstration and test systems of high efficiency and low

cost solar batteries, photovoltaic systems and balancing parts, and solar photovoltaic system; and we will encourage research and development of technology for connecting the power generated from solar energy and other renewable energies to the power grid, and demonstration of its application in some regions.

Long term development prospect of the photovoltaic industry is very promising. The strategy of implementing relatively low pricing is very important for development of the industry. In order

Establishing of an international alliance organization and innovation in the financial area is an important reason why Japan has succeeded in utilization of the solar energy. Solar economy can

replace the current mainstream petroleum economy, and the Sun will continue to shine over the earth for another 2 billion years. In order to become a top economic power in the world, China must

get free from its current reliance on imported oil, and become a leading country in the 21st century with solar energy as a dominating energy source.

Newly added production capacity of renewable energy has exceeded global production capacity of coal across the world. After the installed production capacity of wind power overtook the total

wind power production capacity in the whole Europe, the next area in which China will overtake Europe is the photovoltaic industry; and now, China has overtaken all European countries in terms of

the generation capacity of photovoltaic power. That the ratio that the power generated from renewable energy accounts for in the total power generated is too high or too low will cause a problem; therefore, to strengthen the flexibility of the power grid requires a thorough change in policy and more focus on technical cost; and cheap energy storage is not the only solution, and not even the best solution.
