The Port of Brownsville moves more steel into Mexico than any other U.S. port. It’s the largest land-owning port

in the nation with 40,000 acres. And it has full congressional authorization to deepen its channel to 52 feet. Its FTZ ranks second nationally in value of exported goods, and its railroad continues impressive growth trends. Those assets and achievements continue to attract industrial development that other ports cannot – like three active LNG projects – all in Federal Energy Regulatory Commission review. Dear Friends of the Port,

Welcome to the Port of Brownsville’s newest communications tool, which chronicles the port’s impressive growth and regional benefits. This directory offers a one-stop reference, detailing our assets and important information about our partners. It also provides all of the essential information on how to do business with the port, or to learn about the many companies that call the port home.

Inside, you will learn how and why the port has grown to become the area’s principal economic engine. We’re proud of the $3 billion in state and local economic impacts created by the port. But I think we’re more pleased by the jobs created by the cargo moving through the marine terminals of the port, and the companies engaged in ship and rig repairs. All combined, the port is responsible for creating 44,036 jobs in the state of Texas, according to the most recent economic impact study by Martin Associates.

Guiding the growth of the port is the responsibility of the five-member elected Brownsville Navigation District, of which I am honored to chair. To that end, we are carefully and methodically investing in the port’s infrastructure to provide our tenants and customers with modern facilities, like the new Liquid Cargo Dock 6 currently under construction. Additionally, the rehabilitation of Liquid Cargo Dock 3 will soon be underway. With the present expansion and advancement of port activities, comes the need for a modern administration complex. The port’s main office is undergoing a complete rehabilitation and enlargement, along with a new records and permitting office as part of the campus.

As a board, we make all major financial decisions and set policy for the employees of the port. Through this method of public engagement and transparency, we operate with the interests of all of our constituents at the forefront of every question brought before us. Through these deliberations, it is our desire to uplift the economic wellbeing of our hometown and all of the Rio Grande Valley. And we are succeeding.

I urge you to become familiar with the contents of this, our inaugural directory, so that you can become better informed about how the port quietly benefits your life every day. Afterwards, I think you will better understand why the Port of Brownsville is known as – the port that works!

These are exciting times at the Port of Brownsville. While we have worked very diligently to achieve and maintain a strong financial foundation, the port is attracting the attention of many new important business interests that may have significant positive impacts in our city and the region.

This growing notoriety serves as a testament to the port’s role as a key economic driver for the Rio Grande Valley. Businesses growing or locating here can take advantage of the many assets the Valley has to offer. Key among them are the strong academic and career training resources to educate and prepare our talented young people for future employment opportunities. The Valley’s youth are our most important asset and to keep them here, we need to grow jobs. We are striving very hard to do that at the Port of Brownsville.

In addition to influencing the job market, the port is creating opportunities in other ways. We are partnering with private sector interests and economic development agencies to attract responsible companies into our region. Public and private utility providers are making significant investments to infrastructure necessary to support large scale projects that create large numbers of jobs for the region. Road and rail improvements further enhance the intermodal connectivity needed to attract and grow businesses in our region.

As the largest land owning port in the United States, no other domestic maritime complex rivals the Port of Brownsville’s capabilities to attract and develop logistically focused manufacturing, processing, warehousing and distribution facilities.

With more than $43 billion worth of projects currently in the works, the Port of Brownsville, located at the southern tip of Texas, serves as the fulcrum of regional exceptionalism by leveraging coalitions of port partners, economic developers and governments – all working in unison – to facilitate change in the Rio Grande Valley by

creating positive investment opportunities and jobs.

And the results speak for themselves.

Three liquefied natural gas (LNG) plants are nearing the end of the Federal Energy Regulatory Commission (FERC) permitting process and approaching their independent final investment decisions to build more than $38.75 billion worth of liquefaction terminals on about 2,300 acres of port-owned channel-side land. With construction jobs numbering in the thousands for as many as

seven years, the resulting facilities are expected to create up to 450 permanent jobs.

West Plains LLC jumpstarted the port’s idled grain elevator in 2017 with a $5.5 million investment resulting in its inaugural unit train in April, delivering 109 rail cars of Nebraska corn bound for markets straddling the border. The iconic facility can properly store up to three million bushels of grain.

The world’s first LEED-certified steel mill has narrowed its search for a home aside the Port of Brownsville’s 17-mile-long shipping channel and a competing site. The $1.5 billion proposed project guarantees 500 jobs, each earning a guaranteed $75,000 annually.

Multiple petroleum tank farms and marine terminals are currently expanding their operations and throughput capacities at the Port of Brownsville, resulting in more than $380 million in total investment value at the port.

And Brownsville’s first Class-A warehouse park is in the works after OmniTRAX Inc. landed an agreement with Majestic Realty Co. to develop the project on a 200-acre parcel within the GEOTRAC Industrial Hub at the Port of Brownsville. The development of up to 2.8 million square feet is expected to attract new and diverse companies to the port. The project may cost more than $250 million when complete.

Keppel AmFELS, traditionally the port’s largest employer and the foremost offshore shipyard on the Gulf of Mexico. Keppel AmFELS is capable of designing and constructing, refurbishing and repairing mobile drilling rigs and platforms from start to finish. For nearly 30 years, the international oil industry has counted on Keppel AmFELS to deliver state-of-the-art rigs and platforms safely, on time and on budget. Keppel is currently investing in new infrastructure and exploring opportunities in the Jones Act vessel market.

Ship recycling at the Port of Brownsville is a legacy industry, capturing more than 85 percent of the domestic ship scrapping business and home to the nation’s principal U.S. Navy aircraft carrier dismantling program. Local industry leaders include All Star Metals, EMR and SteelCoast, among others. These activities create hundreds of jobs and yield high quality steel scrap, in great demand by both domestic and foreign steel mills. Ship recyclers are planning expansion and infrastructure investments totaling more than $25 million by next year.

Valley Crossing Pipeline, owned by Enbridge, is constructing a 168-mile-long pipeline project originating in Nueces County, Texas, and terminating in international waters offshore of the Port of Brownsville. There, the pipeline will connect with the Sur de Texas – Tuxpan pipeline, which will extend into Mexico to deliver clean-burning natural gas as an alternative fuel source for converted Mexican power plants. Pipeline materials are being received and staged at the port for both landside and offshore portions of the $1.5 billion project. The pipeline also traverses port property on its path to the sea to avoid and minimize social and environmental impacts.

Hundreds of windmills – attracted by available land and the reliable winds of South Texas – are sprouting up throughout the Valley and nearby Mexico as wind energy projects take root here. The industry’s leading manufacturers ship huge windmill blades, energy-capturing turbines and tower components through the port because of

its unencumbered access and abundant storage capacity.

New to the port in 2017 is CSC Sugar. CSC operates an efficient packaging and distribution operation at the Port of Brownsville, receiving bulk sugar by rail from the West and Midwest for export. The company employs more than 30 locals to manage and run its facilities, totaling 242,000 square feet.

Another newcomer to Port of Brownsville is TIMET, a Berkshire Hathaway company. TIMET supplies nearly one-fifth of the world’s titanium

demands, and imports rutile ore to the port, which is stored and then shipped by rail to Nevada for processing. TIMET’s unique relationship with the port is based upon excellent port warehousing options and rail connectivity.

Supporting these and other developments, the port itself is investing millions of dollars in infrastructure enhancements. Liquid Cargo Dock 6 is currently under construction, with the rehabilitation of Liquid Cargo Dock 3 scheduled and funded. The port’s main administration complex is growing too, with the addition of a new

records and permitting office as a component part of the expanded and completely remodeled main office campus, collectively valued at nearly $31 million.

Next in line is the proposed multimodal dock, a comprehensive marine terminal efficiently served by expanded rail and roadway networks to speed cargo to factories and consumers. Estimated to cost more than $32 million to construct, steel is expected to be the new dock’s primary commodity, freeing existing facilities for other cargo opportunities.

And after years of planning, the U.S. Congress authorized the deepening of the 17-mile-long Port of Brownsville shipping channel from 42 feet to 52 feet, ranking it among the deepest channels on the Gulf of Mexico upon completion. The deepening project is expected to top $250 million.

Why the Port of Brownsville?The Port of Brownsville’s proximity to Mexico, and Latin America’s second largest economy, uniquely positions the port to serve as the transshipment gateway delivering goods and materials to nearby multinational manufacturing centers on both sides of the border. Mexico has emerged as the most dynamic economy in Latin America overtaking Brazil as the region’s largest steel consumer. And the Port of Brownsville ranks among the leading U.S. steel ports, moving more than 2.3 million tons of steel into Mexico, during the most recent reporting period.

Mexican oil reforms are fueling the exchange of petroleum products at previously unseen volumes, contributing to the expansion of vessel, rail and highway movements to and from the port.

These activities contributed to the port’s Foreign Trade Zone reaching the number two spot in 2015 for the value of exported goods — $3.2 billion, marking the third time in as many years that FTZ No. 62 was within the top three in the U.S.

That comes as no surprise with more than 10 million eager consumers within a three-hour drive of the port, with many of those located across the border.

And crossing the border is easy. The Port of Brownsville’s property actually meets the international border, proving an undeniable proximity advantage.

The first new border-crossing rail bridge in a 106 years opened in 2015, directly connecting the Port of Brownsville with Mexico and all of North America. The port is conveniently served

by three Class 1 railroads: Union Pacific, BNSF Railway and Kansas City Southern de Mexico. And the port’s short line BRG Railway (operated by agreement with OmniTRAX) complements the Class 1 providers with 45 miles of on-port rail assets and a quality staff where safety comes first.

Crossing the border by road is simple, too. A unique overweight corridor, pioneered by the Port of Brownsville, crosses the border at the Veterans International Bridge. This heavy haul highway allows trucks entering or leaving the port to be loaded to the maximum legal weights of Mexico – 125,000 pounds – 45,000 pounds more than those of standard U.S. limits. That means remarkable savings in time, money and logistical efficiencies.

A port with all of these exceptional facilities and active projects demands skilled and abundant labor. And to that end, local universities, colleges and technical schools train and deliver a comprehensive workforce, built from one of the nation’s most youthful populations, where the average age is 29. They are technically savvy, adaptable and motivated to succeed.

Many of those work for the port’s three skilled stevedoring operations, who contribute to move 10 million tons of cargo annually: Schaefer Stevedoring, Dix Shipping Company and Gulf Stream Marine. Each has distinguished themselves with records of safely and efficiently serving their client’s needs, resulting in staggering regional and state economic impacts.

According to Martin Associates’ report, The Economic Impacts of the Port of Brownsville, 2015, cargo activity at the port’s marine terminals and rig repair operations support $3 billion in total Texas economic activity, resulting in more than 44,000 jobs.* Of those, 3,181 direct jobs are generated at the port by marine cargo and vessel activity and ship and rig repair. The report concludes that $42.6 million of state and local tax revenue is generated by those activities, and another $121.7 million in state and local taxes are

generated due to economic activity of related users of the cargo moving through the port’s marine terminals. These impacts distinguish the port as the region’s leading economic driver.

Sustaining that status falls upon the management of the port, under the jurisdiction and guidance of the Brownsville Navigation District. The five-member elected commission is chartered by the State of Texas and charged with setting port policy and approving major expenditures. BND members are elected to four-year staggered terms and meet twice monthly governing the activities of the port.

Day-to-day management of the port, is the responsibility of the Port Director and Chief Executive Officer Eduardo A. Campirano and Deputy Port Director Donna Eymard. They manage an experienced team of directors and dedicated staff, skilled in a variety of disciplines necessary to operate, secure, market and maintain the Port of Brownsville’s sprawling assets.

In addition to the port, modern-day Brownsville is noted for many things, including SpaceX – where its newest launch site is only a few miles away from ships, marine terminals, trains and warehouses. In the shadows of the launch pad is a weathered roadside marker, identifying the battlefield where the last action of the Civil War was fought. The Battle of Palmito Ranch ended on May 13, 1865 – more than a month after the surrender at Appomattox – resulting in the final casualty of the War Between the States.

The battleground is just east and south of the port’s property, near where the winding Rio Grande meets the Gulf of Mexico and symbolically indicates the reunification of the nation and an emerging regional economy based upon a maritime heritage.

Brownsville and Texas share storied tales of how brave men and women settled and developed the Rio Grande Valley, establishing colorful

legends from legions of spirited and hardworking pioneers. Just as historic Texas is known for its ranching and farming, locals also took to the sea. And today, Texas is the nation’s leading export state.

It’s from that sturdy stock that the Port of Brownsville has developed a reputation for exceptionalism and achievement. That’s how, where and why the Port of Brownsville is known as the port that works!

Going DeepAsk a port professional what is any seaport’s most valuable asset, and the most common answer is channel depth.

The depth of a port’s channel is like the length of an airport’s runway. The longer the runway, the bigger the planes. The deeper channel, the bigger the ships.

Think of it this way: With just one more inch of draft in a shipping channel, a ship can carry 36 more John Deere tractors, worth $2.4 million.

Or, 179 additional tons of wheat valued at more than $30,000. Or, 1,540 55-inch TVs worth about $3 million. Just one inch.*

The Port of Brownsville plans to deepen its channel from 42 feet to 52 feet – 10 feet deeper! With that much additional draft, the cost savings for shipping goods across the world’s oceans reach an economy of scale far greater than those of the inch example. Which also means, more jobs to handle more cargo at the Port of Brownsville.

The port’s current channel depth is 42 feet, ranking it among the Gulf of Mexico’s deepest ports. So why deepen an already deep channel?

Oil rig and ship building are integral and critical legacy industries at the port, employing thousands of workers, and they need deeper water to grow. For future sustainability, it is necessary to deepen the port’s shipping channel to remain competitive.

That was a critical point proving the port’s economic importance to the nation when the U.S. Army Corps of Engineers endorsed the port’s deepening plan in 2014 – after nearly 10 years of planning.

Furthermore, U.S. ports began to rapidly seek channel deepening authorizations from the Corps of Engineers following the 2006 announcement by

the Panama Canal of its plans to build new locks and approach channels with a maximum draft of 60 feet – 20 feet deeper than the previous 40-foot standard established for most ships and ports around the world. That was a sea change moment for the world’s maritime industries.

Since 1914, most of the world’s largest seaports had designed their channel depths to match that

of the then new Panama Canal – 40 feet – so that Panamax ships (the maximum sized ships that could transit the Panama Canal) could safely call on their ports. That all changed in 2016 when the expanded Panama Canal opened.

Again, bigger ships with more cargo requiring deeper drafts.

Following the U.S. Army Corps of Engineers’ approval of the Port of Brownsville’s channel deepening project, more formally known as the Brazos Island Harbor Channel Improvement Project (BIH), the next phase of the expansion effort took center stage. All Corps of Engineers projects require Congressional authorization to become eligible for federal funding. Literally, an act of Congress.

Thanks to the efforts of a host of advocates and supporters, led by U.S. Senators John Cornyn and Ted Cruz, along with Congressman Filemon Vela, the BIH received Congressional authorization in December 2016 as part of the Water Resources Development Act of 2016.

The story doesn’t end there. Congress must now budget funds for the project, which typically takes years, even decades, to achieve.

The port isn’t waiting. It’s finding ways today to accelerate the process by assembling a coalition of public and private partners to create funding options for the project, while proceeding on a parallel path to receive all necessary permits and approvals to begin construction by 2020. The idea is to preserve and grow the viability of the port’s critically important existing tenants and industries, while taking advantage of existing opportunities to attract new industries.

Success means deeper draft, bigger ships and more jobs.

This creative problem-solving mindset is another perfect example demonstrating why the Port of Brownsville is the port that works!

PORT OF BROWNSVILLE

Around the turn of the 20th century, Italian immigrant Commodore Louis Cobolini envisioned a deepwater seaport to serve the residents of Brownsville and South Texas.

Described as a charismatic and compelling man, Cobolini passionately preached the

benefits of his port dream to all who would listen, including a committee of community leaders charged with winning the support of elected officials in Washington, D.C.

And in 1936, his hard work was rewarded, though posthumously, with the grand opening of the Port of Brownsville. Cobolini imagined the port would bring beneficial economic impact to a predominantly agricultural region. And today, his dream has been realized.

Since the USS Dickerson – the port’s very first ship to dock in 1936 – the port has grown into a major center for intermodal trade and transportation.

In the early days, cotton and tropical fruits ruled the waterfront. Today, steel is king. Complementing steel’s royal reign are cargoes like aluminum, gasoline, diesel and windmill components; along with sugar, salt and a host of minerals and others.

And just as the port’s early years saw meaningful economic progress, reaffirming the regional benefits of deepwater transportation, today’s industrial development activities prove the best is yet to come for the Port of Brownsville and the Rio Grande Valley.

According to an economic impact study by Martin Associates,* activity at the port adds $3 billion to the economies of Texas and the region, adding more than $164 million in state and local sales tax each year. The Port of Brownsville is also responsible for creating more than 44,000 direct, indirect and induced jobs throughout the state, including 3,181 local jobs created by on-site port activities.

The port continues to seek opportunities to grow and its leaders know investing in infrastructure is key to its future success.

Like cargo Dock 16, which opened in 2015. The new dock enhances the port’s cargo handling assets – including a second mobile harbor crane – and and adds versatility to keep pace with growing demand for transporting multiple commodities. The Port of Brownsville moved about 10 million tons of cargo in 2016, nearly matching 2015’s record of 10.1 million tons.

And existing demands justify deepening the port’s ship channel to 52 feet from its current 42 foot draft, according to U.S. Army Corps of Engineers and the U.S. Congress. In December 2016, Congress authorized the channel deepening project, making it eligible for federal funding.

The port has come a long way in just 81 short years, redefining and adjusting its business plans along the way to sustain and maintain its global competitiveness.

Commodore Cobolini’s dream of establishing a dynamic center for industrial, commercial and shipping activity was indeed prophetic. But even in his wildest dreams, it may never have occurred to him that the Port of Brownsville would become known the world over as, the port that works.

SecurityA familiar sight around the port, the Port of Brownsville Police and Security Department provides a safe and secure environment for all port tenants and employees.

Facilities and cargo remain safe under the watchful eyes of the port police, which maintains order within the port’s 40,000 acres of land in both secure and restricted areas. The Port of Brownsville’s professional and well-trained police officers and security personnel enforce applicable

federal, state and local laws without impeding the speedy flow of commerce. The department works in close cooperation with and receives assistance from the U.S. Coast Guard and the U.S. Customs and Border Protection. And working in concert with the Cameron County Sheriff’s office, the Brownsville Police Department and the Texas Department of Public Safety, the Port of Brownsville Police and Security Department keeps the peace and protects the people and cargo of the port.

BRG and Port of Brownsville Grow TogetherThe strategic partnership established in 2014 between OmniTRAX Inc. and the Port of Brownsville continues to grow in both scale and volume as more cargo is transported on the Brownsville & Rio Grande International Railway LLC (BRG).

As part of the agreement, the GEOTRAC Industrial Hub plans to develop hundreds of acres for a world-class commercial center. The Hub, with infrastructure connecting the port to all of North America via the BRG, has already enjoyed success with agriculture and energy services shippers, and is now rapidly expanding into light and heavy manufacturing, steel, distribution and warehousing.

OmniTRAX is working with Majestic Realty Co. (the nation’s largest, privately held industrial developer and owner of master-planned business parks) to build Class-A warehouses on a 200-acre parcel within the GEOTRAC Industrial Hub. The development of up to 2.8 million square feet during the next 15 years is expected to attract diverse companies – particularly wholesale distributors – driving job creation and helping to expand and diversify the economy in the Rio Grande Valley.

The BRG connects shippers and the port to three Class I railroads: Union Pacific, BNSF Railway and Kansas City Southern de Mexico for access into Mexico. And the BRG is cooperating with existing customers to enhance services and increase volumes for rail users like steel maker Ternium and marine terminal operator, TransMontaigne, as well as attracting new shippers in the manufacturing and distribution industries.

Both GEOTRAC and the BRG are focused on dozens of opportunities potentially worth several millions of dollars in annual revenue and dozens, perhaps hundreds, of new jobs. Development professionals at GEOTRAC are busy working to

SH 550 / I-169Running 10 miles long, from I-69E to State Highway 48, SH 550 is the Rio Grande Valley’s first toll road allowing commercial traffic to move cargo faster, safer, more efficiently and directly to the Port of Brownsville.

The multi-lane high-speed corridor features a state-of–the-art electronic toll collection system allowing uninterrupted travel, without the need to stop at toll plazas, intersections or railroad crossings.

Daily drivers of the corridor experience shorter travel times from Interstate 69E to the Port of Brownsville. Roundtrip drivers typically save up to 30 minutes or more by avoiding 16 or more stops, residential areas, school zones and multiple railroad crossings on FM 511. This saves more than just time by reducing fuel costs and wear and tear to expensive truck equipment. It enhances safety.

More than 100 specialized shrimp boats call the Port of Brownsville’s fishing harbor home, delivering more than 10 million pounds of shrimp annually and preserving a way of life for hundreds of local families.

The Port of Brownsville is home to the Texas shrimping industry with more than 100 specialized vessels and hundreds of seafaring fishermen.

Located on the north side of the Brownsville Ship Channel about five miles east of the Turning Basin, the fishing harbor features three 14-foot deep basins with nearly 9,000 linear feet of docks, capable of accommodating up to 500 fishing boats.

The decision to build the fishing harbor came about in the 1940s, when consumer demand for fresh shrimp grew considerably. By the end of that decade, Brownsville became the most desirable location on the Gulf of Mexico for shrimping after vast beds of shrimp were discovered off the Gulf coastline. Hundreds of shrimp trawlers moved to Brownsville to take advantage of bountiful catches.

Shrimping is Big Business in Brownsville

Dredging of the specialized harbor began in 1952 and since then, the shrimp business has been a robust industry at the port. Local families have passed on their knowledge of shrimping from generation to generation, keeping the industry alive in the Rio Grande Valley.

Today, more than 100 vessels make up the shrimp fleet at the Port of Brownsville according to the Texas Shrimp Association (TSA). The TSA has been a fixture at the fishing harbor since 2013.

The port’s fleet catches approximately 10 million pounds of shrimp each year with an estimated value of $55 million, reports the TSA. And the local shrimp industry supports 1,400 jobs in Cameron County, and a way of life for a hardy breed. Brownsville’s connection to shrimping is far more than an industry – it’s a tradition measured as much by heart as by volume.

The International Seafarer Center provides a peaceful place for worship and rest for deserving seamen. It operates with donations from caring local supporters and volunteers.

The life of a seafarer means spending a lot of time away from home at sea.

Fortunately, those men and women have a place to go on the rare occasion they find themselves on land at the Port of Brownsville. The International Seafarer Center is part of a global network serving seafarers who move 90 percent of world’s trade — often spending nine or more months away from home with very little time ashore.

The Center is the brainchild of two ministers who were then serving Brownsville congregations in 1974. They started it to meet the needs of hard-working mariners visiting the port. Today, it continues as an interdenominational diaconal Christian service facilitating ship visitation, contact with home, spiritual services,

transportation for shopping, and relaxation at a new facility opened in 2012. There, they can take a break from the rigors of onboard life with an opportunity to escape the restricted security zone that modern ports have become.

Operating strictly through donations and the work of volunteers, the Seafarer Center is one of the few privileged organizations authorized to take seafarers ashore. As most centers around the world say, “We exist to provide a home away from home for those who are far from home.”

Brownsville and the Rio Grande Valley at a GlanceBrownsville is the county seat of Cameron County, Texas, and the 16th most populous city in Texas with a 2016 population estimated at 183,823. Located at the southernmost tip of Texas on the northern bank of the Rio Grande, Brownsville is directly north and across the border from Matamoros, Tamaulipas, Mexico. The historic city served as a site for several battles and events in the Texas Revolution, the Mexican-American War, and the American Civil War.
