I am looking forward to my year as Captain of the club and working with the committee in these exciting times of change in all areas of the club.In 2016 we saw a significant change when, as part of the Railway Institute, we obtained charitable status but a

great deal of work still needs to be done to ensure our Club can maintain its independence and achieve our goals.The course has improved year on year with changes to the course layout, with more in the pipeline. Remember to repair divots and pitch marks to keep the course in great condition.The proposed extension and refurbishment of the club house is welcomed for players and guests alike and along with our extended liquor license, will attract more secondary business and bring in much needed extra revenue.Despite great effort from Competitions, some competition entries have declined and some formats may have to be reviewed as part of the natural process of change.Congratulations to our scratch team for their victory last year and a special thank you to all those who devote their time to help and develop our Junior members, who are our budding champions for the future!In line with other clubs, we will trial different start times for some Captain’s matches and would ask you to support me in these events. We will have new Captain’s exchange days with Leeds City and Worksop Golf Clubs and host matches against Horsley and Chesterfield.My nominated charity this year will be the Yorkshire Air Ambulance, in recognition of the work done outside the club on Hospice Day.Finally, I wish you all success in improving your game and ask you to support the various competitions, Club Matches and the social events in the club house.

1. GENERAL RULES & GUIDELINES FOR COMPETITIONS1.1 Competitions and handicaps for men are governed by the Competition and Handicaps Committee.1.2 Competitions and handicaps shall be in accordance with the Rules of golf 2012 - 2015 as laid down by the Royal & Ancient Golf Club of St Andrew’s and handicaps by the CONGU Unified Handicapping System 1st January 2012 - 2015 for both ladies and men.1.3 All starting times allocated for members in Club competitions must be strictly adhered to. Any member entering a Club Competition and failing to turn up at the required time without a good reason or fail to agree with allof their playing partners not to play, will be automatically barred from Club competitions,Club matches and York Union fixtures for the next 4 weeks (with the exception of knockouts). Any agreement between competitors not to play must be reported to the Professional’s Shop as soon as possible and before the competition. Repeated breaches will be dealt with accordingly by the Competitions Committee.1.4 Anyone withdrawing from a drawn competition less than 48 hours in advance and not substituted by another player(s) will be required to pay the appropriate entry fee before being eligible to enter any future competition. In the event of a dispute, the final decision will be made by the Secretary of Handicaps and Competitions. 1.5 Men - In order to be given a handicap a member must return three cards signed by a member with an active handicap or other person authorised by the Competitions Secretary. Ladies - In order to be given a handicap a member must return three cards signed by a member with an active handicap or other person authorised by the Ladies’ Handicap Secretary.1.6 Competitions require the player to have completed 3 qualifying competitions in the preceding 12 months as per CONGU requirements. New members are exempt from this requirement during the first 12 months of their membership.

1.7 Entry fees must be paid and names recorded on the start sheet in the Professional’s Shop before play is started in any competition.The start and finish time must be marked on all score cards. The penalty for non-observance of this by- law is disqualification1.8 Members winning a trophy competition will hold the trophy for a period of 12 months. Such trophies are the property of the Club and shall be returned within 1 month in good order by the member. Any damage while in the member’s possession shall be repaired at the member’s expense.1.9 Buggy carts may not be used in any Club Competition without medical certification approved by the Secretary or a member of the Handicaps and Competitions sub- Committee. The use of the Buggy is limited only to the player with the medical certificate. Any partner may not ride on the buggy or place their clubs thereon during play. No buggies are allowed in the Club Championship.1.10 No competitor in a Club competition may receive more than one prize.1.11 A player in a Club foursome or four-ball knockout competition, withdrawing before the first round has been commenced, maybe replaced with the consent of a member of the Handicaps & Competitions sub-Committee.1.12 Competitors in all Club competitions have precedence on the course over casual players.1.13 All competitions and matches (other than Junior competitions) will be played from medal tees unless otherwise decided by the Handicaps & Competitions sub- Committee.1.14 Ties in Stroke, Par and Stableford competitions will be decided on the last eighteen holes, nine holes, six holes or the last three holes, or as specified in the conditions of entry for a Club Competition. If a Club major trophy is still undecided, a play-off must be arranged.1.15 In match play knockout competitions all rounds will be played until a result is obtained. Play in all knockout competitions must start from the 1st tee. Matches stopped by bad light must be resumed under R&A rule 6.71.16 All knockout matches must be completed by or on the final date allowed for each round. It is the Winners

responsibility to ensure their name(s) are entered onto the sheet. Failure to do so could result in both teams being eliminated from the knockout. In the event of an agreement to play the tie, not being reached by either party, a date of the final day for that round will be the default date for the tie. A time will be allocated by the Competitions Secretary depending on course events of that day. Only in exceptional circumstances shall there be any extensions to Knockout rounds.1.17 Cards must be placed in the boxes provided on completion of a round without undue delay. Players should first enter their scores on the P.S.I. computer terminal.1.18 Players in knockout competitions must abide by the rules stated on the Entry sheet.1.19 All competitions are governed by local rules as printed on current score cards and as promulgated on the day of the competition.1.20 Any dispute regarding play shall be decided by the Handicaps & Competitions sub-Committee whose decision will be final.1.21 Members should acquaint themselves with the Competitions Book, copies of which are on the Club’s website www. pikehillsgolfclub.co.uk2. RULES AND DECISIONS AS AGREED BY THE HANDICAPS & COMPETITIONS COMMITTEE.2.1 No multiple competitions will be allowed.2.2 There is an optional twos sweep where credit is given in the Professional’s Shop if a two is scored. If no two’s are recorded, it is rolled over to the next competition.3. TIES3.1 In the event of tied competitions, unless specified under individual competition rules, the results will be decided as recommended by Appendix I.11 of the Rules of Golf.4. PRIZES and PRIZE GIVING4.1 No competitor in a Club Competition may receive more than one prize.

4.2 Winners are expected to attend the presentation ceremony and it is customary for the overall winner of the day to make a short speech, thanking the organizers and staff. In the event of a winner being unable to attend he

should appoint a “stand in” to collect his prize and inform the organiser accordingly. Handicap and Competitions Committee members or Staff are not eligible to “stand in”. The Club Code of Dress applies and those attending presentations should be suitably attired. In the event of a ‘no show’ without prior notification, prizes will be forfeited. 4.3 For some competitions such as the “majors” the presentation is immediately following the end of the competition. In other cases such as trophies, cups and knockouts, presentation of prizes will take place at the “Presentation Evening” dinner. Please see the Competitions list on the Notice Board5. PRIZE MONEY5.1 Approximately 20% of all entry fees go to Club funds for the engraving of trophies, mementoes, general administration and to the Club Development Fund.5.2 The disbursement will be by way of 50% bar credit / 50% voucher passed into the Pro Shop. In the event of a tie the appropriate prize fund is shared equally.5.3 The above rules apply, unless specifically altered under the terms of entry. [See individual competition details for any changes.] For some events separate trophies are purchased out of the prize fund before dispersal.5.4 The Handicap and Competition Committee has total discretion to vary any of the above, particularly if the total entries are either exceptionally small or large.6. INTER CLUB CAPTAINS MATCHES6.1 All those selected to play must attend (and pay for) the meals provided at each match. If they fail to notify the organiser that they cannot play, they will still be liable for the meal charges and will receive an automatic 4 week ban from club competitions.7. DRAWN COMPETITIONS7.1 The draw for partners (and tee times when appropriate) is done by the Handicap & Competition Committee. Any names left over after the draw will be put on a reserve list. Should a competitor be forced to withdraw after the draw has been done and starting sheet posted, the reserves (see above) will be called upon to fill the place. If no reserves are available, a member of Handicap & Competition Committee or the Secretary, at his own discretion, may fill

the place with a suitably qualified member although he/ she was not part of the original draw.7.2 For all Competitions, no entries shall be allowed after the closing date. 7.3 Only in exceptional circumstances will withdrawals be allowed from drawn competitions once the draw has taken place. Failure to notify and provide adequate explanation to the Handicap committee or Professional will result in an automatic 4 week ban from all club competitions.8 PACE OF PLAY8.1 In the interests of all, players should play without delay. The Committee are committed to ensuring slow play is kept to an absolute minimum and various checks and measures may be taken without prior notice.8.2 Players are responsible for keeping up with the match in front and if a match fails to keep its place on the course and loses more than one clear hole on the players in front, then it must invite the match following to pass.8.3 You are expected to be vigilant and aware of players around you. Please exercise due care and courtesy to all players. If you think you are slow then you probably are so please speed up and encourage all members of your group to do so.8.3 As a general guide • a two ball match should take no more than 3 hours 20 minutes to play 18 holes • a three ball match 3 hours 40 minutes • a four ball match 4 hours9 USE OF CADDIES9.1 The Committee permit the use of caddies in all competitions. The only exception is that parents cannot caddie for their junior son or daughter. Infringement of this rule will result in disqualification.10 SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION10.1 When play is suspended by the Committee for a dangerous situation, if the players in a match or group are between the play of two holes, they shall not resume play until the Committee has ordered a resumption of play. If they are in the process of playing a hole, they shall discontinue play immediately and shall not thereafter

resume play until the Committee has ordered a resumption of play. If a player fails to discontinue play immediately, he shall be disqualified unless circumstances warrant waiving such penalty as provided in Rule 33-7.10.2 In the absence of a Committee member, the decision to suspend play, due to a dangerous situation may be made by the Secretary, Professional or Assistant Professional.10.3 The signal for suspending play due to a dangerous situation will be a prolonged note of the siren. The following signals will be used:- Discontinue Play Immediately: One prolonged note of the siren. Discontinue Play: Three consecutive notes of the siren, repeated. Resume Play: Two short notes of siren, repeated.11 POSTING OF RESULTS11.1 The Handicap and Competitions Committee aim to post all results on the respective notice boards, and where applicable onHDID website within 3 days after completion of the competition.12 SUBMISSION OF SCORE CARDS12.1 On completion of a competitive round, scores should be entered on to the P.S.I. computer and posted in the ‘Box’ provided, unless otherwise instructed.13 GROUND UNDER REPAIR AREAS: generally indicated by white lines: -13.1 All temporary/winter greens are ‘GUR Play Prohibited’ Relief under rule 25-1.14 DISTANCE-MEASURING DEVICES (Rules of Golf - Rule 14-3)14.1 For all play, a player may obtain distance information by using adevice that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, wind speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used. 15 WINTER RULES Periods when winter rules are in operation and details of any other temporary local rules will be posted on the notice board located outside the club house, adjacent to

the 1st tee.15.1 A ball lying on any ‘closely mown area’ through the green may, without penalty, be marked, lifted, cleaned and placed within six inches of where it originally lay, but not nearer the hole. If the player fails to mark the position of the ball before lifting it or moves the ball in any other manner, such as rolling it with a club, a penalty of one stroke will be incurred. See Rule 20.1.15.2 ‘Closely mown area’ is any area mown to fairway height including paths etc through the rough.15.3 A ball in a plugged lie anywhere through the green (i.e. ‘anywhere’ except in a hazard or on the green) maybe marked, lifted, cleaned and dropped at no penalty. See Rule 25.215.4 All hoops, temporary fences, ropes etc placed by the Green Staff must NOT be removed and should be treated as ‘immovable obstructions’. Rule 24.2. Relief through the green may be taken - the player may lift the ball and drop it within one club length of and not nearer the hole than the nearest point of relief on apart of the course that avoids interference with the immovable obstruction - under NO penalty. NB. Shots cannot be replayed if an immovable obstruction is hit.15.5 Remedial work on Bunkers. These bunkers will be ‘GUR- Play prohibited’. Relief must be taken outside of the hazard.15.6 All temporary greens NOT in play are ‘GUR - Play prohibited’15.7 Any ball within 2 club lengths of a temporary green, in play, shall be considered to lay in a ‘closely mown area’15.8 Whenever possible, all competitions will be ‘qualifying’. This will not be possible if more than two temporary greens are used or if the length of the course is shortened by 100 yards or more.15.9 If visibility is reduced to less than 150 yards at any point on the course due to fog, mist or rain etc then the course will be closed as a Health & Safety measure. Resumption of play will be as per the ‘suspension of play due to bad weather’ ruling.
