MISSION

The mission of Touro University Worldwide (TUW) is to offer online degree programs to serve the needs of adult learners (service to society), profes-sionals (intellectual pursuit), and the underserved (social justice). TUW is committed to its doctoral, graduate, bachelor and associate degree pro-grams to support this mission. The mission is also shared through the cam-pus-based undergraduate education programs at Touro College Los Angeles Division which serves a specific student body. Together, the campus based and online programs contribute to the achievement of the overall Touro core values driving this mission to provide opportunities for those who are underserved, provide service to society and achievement of the overall Touro University Worldwide student success.

HISTORY OF THE TOURO COLLEGE AND UNIVERSITY SYSTEM

In 1790, George Washington visited the Touro Synagogue in Newport, Rhode Island, and spoke eloquently of democracy, ethics, equal opportunity and the American ideal. Little did he know how far his words would carry. Washington's vision inspired Isaac and Judah Touro, leaders in colonial America, to pioneer their family's efforts to enrich the lives of all people, regardless of creed or color, through educational opportunities, spiritual outreach, and vocational enterprise. The Touro family began providing ma-jor endowments for universities, the first free library in North America, in-dependent health facilities across the United States, and communities in Israel.

In 1970, in the tradition established by the early Jewish-American leaders for whom it is named, Dr. Bernard Lander founded Touro College to strengthen the Judaic tradition and serve the broader community with com-passion and dignity. Chartered by the Board of Regents of the State of New York, the College welcomed its first 35 students in the Liberal Arts and Sci-ences in 1971. From humble beginnings, Dr. Lander built a flourishing institution that reaches across the country and the world. Touro is currently enrolling over 18,000 students a year in a broad range of disciplines, including business, law, social work, Jewish Studies and technology. Each decade has ushered in a wave of new academic and professional programs designed to give stu-dents an advantage in an increasingly competitive world:

The 1980s The Jacob D. Fuchsberg Law Center and the School for Lifelong Education opened, as well as a college for recent immigrants. The latter would eventu-ally evolve into the New York School of Career and Applied Sciences (NYSCAS). The 1990s Touro University California, Touro University International, and the School of Health Sciences were established, introducing colleges of osteopathic medi-cine, pharmacy, health sciences, and education. Touro expanded its under-graduate offerings with new campuses in Brooklyn and Manhattan.

The New Millennium Since 2000, the Touro network has grown to include international sites in Paris and Berlin, as well as coastal campuses in Los Angeles, Orange County, and Miami. In 2004-5, the new Touro University Nevada launched programs in osteopathic medicine, nursing, occupational therapy, and education. Between 2007-2009 the College of Osteopathic Medicine and the College of Pharmacy opened in Harlem, and in 2011 New York Medical College, in Valhalla, NY, became part of the Touro family. In 2010, when Dr. Alan Kadish took over as president of Touro following Dr. Lander’s esteemed tenure, he renewed our commitment to ensure that even as we grow, each campus, every program, and all of our students are held to the standard set for us over 220 years ago.

Touro is a system of non-profit institutions of higher and professional educa-tion. Touro College was chartered in 1970 primarily to enrich the Jewish heri-tage, and to serve the larger American and global community. Approximately 18,000 students are currently enrolled in its various schools and divisions. Touro College has 29 branch campuses, locations and instructional sites in the New York area, as well as branch campuses and programs in Berlin, Jerusalem and Moscow. New York Medical College; Touro University California and its Nevada branch campus; Touro University Worldwide and its Touro College Los Angeles division; as well as Hebrew Theological College in Skokie, Ill. are sepa-rately accredited institutions within the Touro College and University System. The Touro College and University System has a long track record of offering

high quality online degree programs in professional fields at the Bachelor,

Master, and Doctorate levels. Touro University International (TUI) was

founded in 1998 by Dr. Yoram Neumann and Dr. Edith Neumann and was the

first university in the world to offer a regionally accredited PhD program

online with no residency requirements. Government and military students

had exceptional participation. Drs. Neumann, the founders, led TUI for 11

years (1998-2009). At that time, TUI had graduated 14,000 proud alumni.

From no courses in 1998, TUI offered more than 50,000 course registrations in

2009. In 2007, TUI was sold to a private equity group.

Touro University Worldwide (TUW) was founded in 2008 by Dr. Bernard

Luskin to replace the void that the sale of TUI had created. Drs. Neumann, the

founders of TUI, returned to Touro in July 2012 and assumed the leadership of

Touro University Worldwide. The mission of online education at Touro Univer-

sity Worldwide is to offer professional degree programs to serve the needs of

adult learners (service to society), professionals (intellectual pursuit), and the

underserved (social justice).

To be an educated person is to be caught up in a world of ideas. Many people have helped you navigate through this world. Faculty and staff who have taught and guided you, family members who have supported you, and friends you’ve made here, are all part of your success. The course of your life has been changed through your experiences at Touro University Worldwide and we are all proud to have taken this jour-ney with you. Welcome to the ranks of Touro University Worldwide alumni who have gone out into the world and made a difference. Knowledge is empower-ment and I am confident that you have the necessary skills to build a suc-cessful future. You now go forward with new knowledge, charged with helping to make our world a better place. Marian Wright Edelman once said, “Service is the rent we pay for living on this earth.” I would add that those who are educated are uniquely positioned to serve others and there is no greater joy. Graduates, you may feel uncertain about your next steps. That is to be ex-pected. But I urge you to “trust in the you of now,” as the saying goes, and I am confident you will find your path. The challenges and triumphs of your student years have prepared you for future accomplishments, and it is now time to take your ideas out into the world. I wish you great success, happi-ness, and prosperity. Whether you’re pursuing a career or furthering your education, it is time to declare yourself to the world. Your greatest accomplishments are yet to come!

General James “Jim” Combs

Jim retired in 2009 as the Commanding

General the 40th Infantry Division after

more than 42 years in uniform. Jim en-

tered active military service in the Army

on July 1967 and after completing a tour

in Vietnam he was appointed a Lieuten-

ant in the California Army National

Guard. Jim progressed through com-

mand and staff assignments and was

ultimately appointed Commander of the

California Army National Guard’s sixteen thousand service members in

2003. In this capacity he was responsible for the deployment of over seven

thousand troops in 2004 and 2005. During this assignment he was mobi-

lized to support Guard and Reserve deployments as part of Operation En-

during Freedom.

Jim received another dual hat assignment in 2007 as the Commander of the

40th Infantry Division and Commander Joint Forces Training Base with the

primary focus on preparing units for employment as part of both joint and

combined forces for state and federal missions. Jim worked closely with the

Employer Support of the Guard and Reserve (ESGR) to create a favorable

partnerships with employers to enhance the retention of reservists and

prepare employers to support the mobilization of two of his brigades into

Iraq and Afghanistan.

Since his retirement from the military in 2009, Jim has invested his time in

nonprofits endeavors to support returning warriors. His effort included

working with: incarcerated veterans, veterans suffering from Post-

Traumatic Stress and Traumatic Brain Injury, as well as Guard and Reserve

transition assistance and fundraising. Jim was elected President of the

Greater Los Angeles Chapter of the Association of the United States Army in

June 2014 and served for two years. In October 2015 Jim was appointed by

the Secretary of Defense as the State Chairmen of California’s Employer

Support of the Guard and Reserve Committee. Its primary mission is to help

create a favorable relationship between California’s fifty-eight Guard and

Reserve members and their employers, reducing unemployment among

reservists and when required acting as a mediator to resolve conflicts with

employers.

Some of Jim’s awards include the Distinguished Service Medal, "Order of

California" from Governor Arnold Schwarzenegger and the "Magnolia

Medal" from Governor Haley Barbour of Mississippi for exceptionally meri-

torious service. Jim was also selected as the “Man of the Year" in 2008 by

City of Los Alamitos and in 2009 by City of Cypress for his support to vet-

eran and military nonprofit organizations within those communities. Jim

was elected President of the Southern California Association of the US Army

in 2014 and received the Association’s McClain Medal for outstanding con-

tributions to the Army.

Jim received his Bachelor’s degree from Humboldt State University, his

Master’s degree from Shippensburg University in Public Administration and

is a graduate of the US Army War College. Jim is married to Janet and they

have a son, Staff Sergeant Vincent Combs, a member of the California Army

National Guard who has deployed twice in support of Iraqi Freedom.
