The Society’s institute chapters, technical groups, committees and board sponsored over 50 events including technical presentations, jointly sponsored ASCE seminars, social/networking activities, Special Fund events, student competition/major outreach events, multi-day training courses, student chapter meetings, single day workshops, younger member group sponsored community service activities, awards dinners, student dinners, fall and spring professional engineer refresher courses, a Southeastern Massachusetts Committee event, and a government affairs activity throughout the year. Not included in this event total are the numerous student tours of Boston bridges and classroom visits undertaken by members of the BSCES Public Awareness & Outreach Committee. The details of these meetings and events are noted in the Technical Group and Committee Annual Reports.

F. FUNDS:

SECTION RESERVE FUND

The Section Reserve Fund receives funds designated by the Board, including but not restricted to unencumbered gifts and bequests to the Section; all income from investments from the Section Reserve Fund; and all transfers from the operating account. A minimum balance established by the Board and listed in the Section Financial Policy shall be maintained within the operating account and the Section Reserve Fund combined as specified in Article 10.0.2 of the Society’s Bylaws.

SECTION SPECIAL FUNDS

The Section maintains Special Funds, portions of which may be unrestricted, temporarily restricted or permanently restricted. Restrictions are as defined in the governing documents for each Fund. Special Funds are invested in accordance with the Section Financial Policy approved by the Board. Allocation of monies from restricted Special Funds for Section activities are in accordance with donor intent and the Section Special Fund Spending Policy as specified in Article 10.0.3 of the Society’s Bylaws.

The Treasurer’s Annual Report gives the status and details of the transactions for all the funds.

CONSTRUCTION INSTITUTE BOSTON CHAPTER ANNUAL REPORT

2016-2017 I. Summary

The Construction Institute Boston Chapterheld a number of events over the course of the fiscal year 2016-2017. Much of the year was spent on putting together the program for the CI Boston Chapter Boston Day-Summit, which was a new program initiative for the CI Boston Chapter. This was an extremely successful event and will become our flagship program on a bi-yearly basis.

III. 2016-2017 Meetings and Events: 121 Seaport Presentation and Site Tour (November 2016): Over 40 people attended this free event that included a technical presentation of the up-down construction utilized at 121 Seaport. Following the technical presentation at 101 Seaport, the attendees toured the ongoing construction site, where they final level of excavation was being completed. CI & T&DI Social (November 2016): CI & T&DI teamed up for a social event in the Seaport District. Over 40 attendees met for food and a social hour. Boston CI Summit Day (December 2016):

The Construction Institute Chapter hosted a full day Summit on December 2, 2016 that attracted over 90 members, guests and exhibitors. The all-day presentations covered an expansive array of construction related topics including case studies, law, design, campus planning, and technical innovations. Thomas Tinlin, Highway Administrator, Mass. DOT, provided the hour long keynote at the opening breakfast that focused on the Commonwealth’s recent historic upgrades to the all-electronic tolling. Other highlights of the event included a second keynote address by Anthony Consigli, CEO, Consigli Construction Company, which focused on The Pending Labor Crunch and How Building Contractors Can Deal with Talent Shortage. As part of the program, 11 exhibitors were setup integrally to the seminar room where attendees would interact throughout the day and during set networking times. The program was very well received by the attendees as demonstrated by Q&A sessions that offered robust dialogue on the seminar topics. This seminar was a financial success, with a net profit exceeding 30%. The CI group will look to have this as a bi-yearly event moving forward. IV. Other Events and Contributions

March 2017 BSCES Technical Group Article This article is a review of the CI Summit Day and the importance of ASCE’s local contribution to engineering education and development, by focusing on the ASCE Infrastructure Report and the failing grades of much of the national and local infrastructure. V. Special Event for 2017

Francis Keville Dinner (May 2017): This included at scholarship for a Northeaster Student funded by BSCES CI (Dan Cook – Past Chair, sits on the nominating committee for the scholarship). The 28th Annual Francis M. Keville Dinner featured Sam Sleiman, Director of Capital Programs and Environmental Affairs at the Massachusetts Port Authority as a keynote speaker as well as an introduction by Braintree mayor and MassDOT Board Member Joseph Sullivan. COPRI BOSTON CHAPTER ANNUAL REPORT 2016 – 2017

I. Summary

The COPRI Boston Chapter organized two technical dinner meetings, and hosted a networking event in an attempt to promote younger member involvement. The events were attended by over 100 attendees.

III. COPRI Boston Chapter Technical Meetings

1. September 27, 2016 Climate Resilience in Boston and Beyond: Practice, Policy, and

Corporate Partnership

Guest Speaker: Jon Kachmar, Director of Urban Conservation Programs, Boston Jeffrey North, Senior Corporate Engagement Advisor, US The Nature Conservancy

This joint COPRI and EWRI dinner meeting was held on Tuesday September, 2016, at the CDM Smith Office in Boston, MA. Mr. Kackmar and Mr. North discussed the resilience policy efforts underway at the national level, and explored the Conservancy’s corporate partnerships on resilience topics, including traditional conservation partners as well as non-traditional organizations and people who recognize the benefits. The event sold out, with a total of 45 people registered, and the net income from the event was approximately $760.

2. November 9, 2016 Boston’s Secret Bridge and More – Massport’s Thomas J Butler

Freight Corridor

Guest Speaker: Sam Sleiman, PE, CCM Director, Capital Programs and Environmental Affairs Massport

This joint COPRI and SEI dinner meeting was held on Wednesday November 9, 2016, at the Wyndham in Boston, MA. Mr. Sleiman discussed the Massport expansion and modernization of the Conley Terminal in South Boston, including the new berth expansion to accommodate the Panamax ships anticipated to use the Port of Boston. The first phase of the project is the Thomas Butler Dedicated Freight Corridor and Buffer Open Space is under construction. Mr. Sleiman provided an overview of the project, an update on the construction, and other elements of the project.

IV. Special Events

July 14, 2016 COPRI Summer Networking Event

This event was held on Thursday, July 14, 2016 at the Cambridge Brewing Company in Cambridge, MA. The event was organized in conjunction with the Younger Member Group (YMG). BSCES COPRI provided appetizers and a cash bar was available. A total of 20 people attended and the net cost of the event was $133.28.

One article was solicited, written and submitted for the June 2017 BSCES Newsletter. The article discussed emergency preparedness.

ENGINEERING MANAGEMENT GROUP I. Summary

The goal of the Boston Society of Civil Engineering Section (BSCES) Engineering Management Group (EMG) is to organize educational and/or professional development events each season, assist our members to better understand engineering management, and to provide networking opportunities within the industry. The group holds monthly meetings to discuss current topics of interest and coordinate events. The signature event of the EMG calendar is the Joseph C. Lawler Lecture, established in March 1983, and is supported by the Joseph C. Lawler Special Fund which was established in memory of the ASCE Engineering Management Award winner through a grant from CDM Smith to BSCES. The lecture’s purpose is to provide a premier event to discuss important aspects of engineering management, while reducing the financial burden of the event for BSCES members. Mr. Lawler was the first president of CDM from 1971 until his death in 1982. Through this lecture series the EMG continues his legacy of outspoken leadership and his ability to guide and influence the profession of environmental engineering.

Thursday, October 20, 2016 at the Snell Library at Northeastern University. Emily Garner, a PhD student from Virginia Tech (VT) University led off the event with a presentation on the timeline of the water quality issues within the City if Flint and what VT researchers did to uncover the problem. The Flint Water Crisis is one of the most significant public health issues that our country has faced in recent history. The uncovering of elevated levels of lead in the City of Flint Michigan’s drinking water shook the City and the Nation’s confidence in their public water supply and led to regulatory action from water utilities and environmental agencies across the country. Following Mrs. Garners presentation, Ms. Yvette DePeiza, Director Division of Water Supply with the Massachusetts Department of Environmental Protection (MassDEP), spoke about the impact that Flint had at a local level and what MassDEP has been doing to address the Lead and Copper Rule (LCR) and what will be done going forward. Following both presenters, a lively discussion about these public health and regulatory topics ensued. A total of 38 people were in attendance: 22 BSCES Members, 6 Non-Members, 2 Public Sector Employee Non-Members, and 8 students. The event netted the EMG $179.50. 2. Joint networking event held with the young members group at the American Fresh Brewhouse Beer Garden at Assembly Row. Approximately 20 people attended the event and we recruited 10 new people to join the EMG e-mailing list for regular meetings. This event uses Special Funds from the Lawler Fund. The final event of the season will be the highly acclaimed annual Joseph C. Lawler Lecture, which is tentatively scheduled June 15th, 2017 at the Top of Hub located in the Prudential Center in Boston. This year’s Lawler Lecture will include two speakers, Rick Dimino, President and CEO of A Better City, as well as Barry Bluestone, Senior Research Associate for the Dukakis Center for Urban and Regional Policy and key contributor to A Better City’s Summer 2016 State of the Built Environment report, will be co-speaking. The event will focus around the Summer 2016 report which includes such topics as the region’s transportation, energy, water, sewer and waste management systems, as well as the consequences of forecasted climate change on the region’s seaports over the next 15 years. The presentation will also provide information for regional leaders and stakeholders to plan to address Boston’s and surrounding community’s infrastructure needs up to 2030 all the while taking into consideration projected pollution and economic growth. Currently, the following are registered for the event: 28 BSCES Members and 2 Non-Members.

The BSCES Environmental & Water Resources Institute (EWRI) organized two technical dinners meeting (the Kennison Lecture and Freeman Lecture), partnered with other BSCES committees/institutes for two site tours and one additional technical dinner meeting. Not including the Freeman Lecture the events were attended by over 100 people and have netted over $1,500 to-date. The Freeman Lecture is an endowed Lecture that had over 60 attendees and cost $7,200. In addition, the EWRI Boston Chapter administered the Jonathon Golden Scholarship.

This EWRI dinner meeting was a joint meeting with the Coasts Oceans, Ports, and Rivers Institute (COPRI). The meeting was held at the Wyndham Boston Beacon Hill Hotel. The presentation discussed the climate resilience work that The Nature Conservancy is engaged in

within Greater Boston and resilience policy efforts underway at the national level, and explored the Conservancy’s corporate partnerships working on resilience topics. The Conservancy has an extensive network of Risk, Reduction and Resilience (RRR) efforts in progress related to the benefits of nature-based solutions for people and biodiversity including mitigation of impacts from sea level rise and storm surge as well as watershed scale freshwater flooding. A total of approximately 46 people were in attendance and the event netted EWRI approximately $800 (100% of net profit for joint event). 2. April 13, 2017 2017 John R. Guest Speaker: Don Scavia, PhD, Professor & Director, Graham Environ. Sustainability Inst., U. Michigan

This EWRI lecture was held at MIT and included a reception with refreshments and appetizers. This is free lecture focused on providing students a chance to network with local engineering professionals and listen to lecture by a leader in the environmental field. Prof. Scavia about modeling and studies he and his department have performed to help control eutrophication of Lake Erie. An estimated total of 60 people was in attendance and the event cost EWRI $7,200. 2. May 17, 2017

2017 Karl R. Kennison Lecture: Creating Resilient, Healthy Rivers: Dam Removal Projects in Massachusetts

Guest Speakers: Beth Lambert, Aquatic Habitat Restoration Program Manager, MA Division of Ecological Restoration Nick Nelson, Regional Director & Fluvial Geomorphologist, Inter-Fluve

This EWRI dinner meeting was held at CDMSmith’s Office in Boston. The speakers covered a broad range of topics associated with dam removals to provide a better understanding of the history, costs and benefits, and design and construction details for the removal of dams. In the first half, Beth Lambert discussed the evolution of dam removal in MA, the landscape of regulations and partnerships that make dam removal possible, and the primary technical and social challenges to dam removal. In the second half, Nick Nelson covered some of the basics of the science, engineering, and construction that is involved in the projects. He provided a review of fluvial geomorphic principals, summarize the data typically required to design the removal of a dam, and discuss some of the challenges with hydraulic modeling and sediment management and transport. A total of 42 people was in attendance and the event netted EWRI approximately $700.

This event was a joint event with the Sustainability Committee. Located in the heart of Boston’s Innovation District, the Living Laboratory is home to Fraunhofer CSE’s Massachusetts R&D center for the advancement of sustainable energy systems. Fraunhofer CSE is one of seven centers of Fraunhofer USA, a 501(c)(3) non-profit contract R&D organization, a subsidiary of Fraunhofer Gesellschaft, Europe's largest contract R&D organization. The Boston center was born out of a 2013 energy-retrofit of a 100-year-old building, the Lab leverages cutting-edge design concepts and historic architecture alongside in-house research facilities, including a pilot solar module fabrication line, dedicated thermal testing laboratory, and extensive characterization/environmental testing resources. After the Tour attendees gathered at Barlow’s for networking-social gathering. The tour guide and presentation was provided free of charge by the Fraunhofer Center. The only direct cost of was the cost of the appetizers at the post tour networking event. l. A total of 7people were in attendance and the event netted EWRI approximately $60 (100% of net profit for joint event). 2. Monday, April 3, 2017 Cambridge Water Treatment Facility Tour This event was a joint event with the Young Members Group. It was a tour of the City of Cambridge’s Water Treatment Facility where we learned how the City of Cambridge supplies clean water to over 100,000 Residents. Following the tour, a social was held at Bertuccis at Alewife Station The tour guide and presentation was provided free of charge by the Cambridge Water Dept. The only direct cost of was the cost of the pizza at the post tour networking event. A total of approximately 15 people were in attendance and the event netted EWRI approximately $0 (100% of net profit for joint event went to YMG).

VI. Other Activities/Contributions

1. Jonathon Golden Scholarship/Memorial Fund The scholarship is awarded on a biennial basis. The amount for 2017 to be awarded is $5,000. The EWRI has recommended J. Elsey, PhD candidate at Tufts University as this year’s recipient. The Jonathan B. Golden Scholarship Fund was established in 2002 through donations to honor the memory of Jonathon Golden, a dedicated wastewater engineer who significantly contributed to the environmental engineering profession. The scholarship is for a graduate student who is pursuing a career in environmental engineering.

III. Geo-Institute Dinner Meetings for 2015-2016:

December 8, 2016: Saving Venice

Guest Speakers: Juan M. Pestana, Sc.D., P.E. Senior Principal, Geosyntec Consultants This Geo-Institute dinner meeting was held on December 8, 2016, at the Wyndham Boston Beacon Hill. Dr. Pestana’s lecture focues on the city of Venice, which over the last 50 years has seen a significant increase in the frequency of flooding with a record tidal level of nearly 2m measured in November of 1966. Numerous engineering solutions have been proposed to protect Venice from flood waters, including the use of movable gates located at the three Lagoon inlets – the Lido, Malamocco, and Chioggia. For the design of these submersible mobile barriers, an extensive geotechnical study was undertaken to characterize the subsurface conditions. This presentation focused on the methodology used to estimate the consolidation settlements of the highly heterogeneous silty sandy clayey soils supporting the gate structures, accounting for the variability in the stratigraphic units. The presentation also showcased a brief description of the project and address some of the implications of future sea-level rise for coastal cities.

A total of 60 people were in attendance. The event netted the Geo-Institute $1,196.85.

February 2, 2017: 16th Arthur Casagrande Memorial Lecture: Hazard, Risk and Reliability in Geotechnical Practice

Guest Speaker: Suzanne Lacasse, Sc.D.

Norwegian Geotechnical Institute The 16th Arthur Casagrande Memorial Lecture was held on Thursday, February 2, 2017 at the Hyatt Regency Hotel in Cambridge. Dr. Lacasse’s lecture focused on contributions of risk assessment and management to geotechnical engineering, the strengths and drawbacks of the approach and issues such as tolerable and acceptable risk cascading hazards are discussed. The geotechnical engineer’s role to provide judgment on selection of parameters, methods of calculations and resulting safety was highlighted, as well as their part in the evaluation of hazard, vulnerability and risk. A total of 59 people were in attendance. The event netted the Arthur Casagrande Fund $1,558.75.

SEI BOSTON ANNUAL REPORT

2016 – 2017 I. SUMMARY

The BSCES/SEI Boston Chapter was active throughout the year, with our main focus continuing to be planning a variety of technical and networking events to engage the local structural engineering community. These efforts included planning and hosting events for the current year, as well as planning our signature event, the biennial Fall Lecture Series, which will occur next in the Fall of 2017. The group planned and hosted a dinner meeting with a prominent client speaker, a site project site tour, a tour of a precast plant and a social/networking event. In an effort to engage more BSCES members, these events were hosted jointly with other relevant technical groups of BSCES. Planning efforts for the 2017 Lecture Series included developing and vetting a list of topics and themes. From this, a preferred theme and sub-topics were chosen, potential speakers for each topic were identified, vetted and then contacted to ask for a commitment to participate. Options for a venue and pricing strategies were developed. Also, a save the date flyer was developed and distributed. The group also worked on draft modifications to the by-laws, and investigated the requirements for obtaining professional development hours for the lecture series. The Committee is also continuing to explore better ways to communicate with members and attract new members through the use of social media. In addition, SEI Boston also published an article in the November 2016 BSCES Newsletter. To take advantage of the enthusiasm of the group, SEI added an additional sub-committee, the External Affairs Subcommittee. This committee’s mission is to focus on community service, outreach and publicity opportunities. These may include educational initiatives, such as mentoring and supporting local students with capstone type projects. This committee will also support BSCES’s response to structural engineering inquiries that may be posed to BSCES. During the past year SEI has added four new members and four members resigned from the group.

This event combined a site tour and presentation of the top-down building under construction at 121 Seaport Boulevard in Boston. The presentation covered the unique construction scheduling, foundation design and building techniques being used, plus the uncovering of the archeological “boat”. The site tour allowed the group to view the ongoing construction first hand. This was a no-cost event.

Wyndham Boston Beacon Hill, 5 Blossom Street Boston, MA This event was co-hosted with COPRI This presentation focused on the planning and design of the Thomas Butler Dedicated Freight Corridor and Buffer Open Space, which is part of the Massachusetts Port Authority’s expansion and modernization of the Paul W. Conley Terminal in South Boston, New England’s largest container port facility. The new freight corridor and park is the first stage of the overall project. It consists of improvements that will mitigate impacts of current and future operations on the abutting neighborhoods and provide tangible benefits to the larger community. The major project elements include a new 2/3 mile long roadway that will remove nearly 1,000 container truck trips per day from East First Street, and a nearly 4-acre public open space, which will buffer residences from the new roadway and expanded terminal. The new roadway required construction of a significant new over-water bridge on the new alignment.

This Lecture attracted 79 registrants. The Income was $7,555.00, expenses were $5,374.44 and the net profit was $2,180.56.

Oldcastle Precast Concrete Plant Tour

Oldcastle Precast, 41 Almeida Rd, Rehoboth, MA 02769 This event consisted of a tour of Oldcastle Precast Company’s production facility in Rehoboth, MA. Oldcastle Precast is a leading precast concrete producer with over 50 locations nationwide. They produce precast and prestressed concrete products for civil applications, buildings, bridges, and more. This provided attendees with an opportunity to learn about precast and prestressed concrete production. Oldcastle staff provided a brief presentation of the production process for precast and prestressed concrete and led a tour of their facility. The Northeast Chapter of the Precast / Prestressed Concrete Institute (PCINE) also participated and provided additional commentary during the tour. 24 people registered for this event. This was a no-cost event.

Pedestrian Bridge Design Challenge

Bell in Hand Tavern, 45 Union Street, Boston, MA Hosted jointly by SEI and the Younger Members Group This event is a networking and social event consisting of a friendly competition. The attendees will participate in a pedestrian bridge design challenge where participants will work together to present ideas for a pedestrian bridge. Participants will choose an appropriate structure type, determine an approximate plan location and approximate profile based on provided existing features, and work together to present ideas to others. The competition isn’t about the most technical design but instead about feasibility, creativity, and working together.

Transportation & Development Institute Boston Chapter Annual Report

Summary

The T&DI Boston Chapter is in its 3rd year and has had success thus far. This year we had 4 events to-date and have 2 events planned for the remaining of the fiscal year. We continued using our technical committee for a webinar and our Bertram Berger subcommittee for our special fund event. We had started a social media and marketing committee who puts together a bi-weekly newsletter for the 650 T&DI members, a twitter feed, and a LinkedIn webpage. In addition, Todd Clark took on the initiative to be our liaison to the ASCE National T&DI. In total, our events were attended by 430 members and non-members and gained an approximate net profit of $2,795.

Although the net profits were not high, the focus of this year was to expand on the events in years past and to grow in areas that T&DI has not typically excelled. There was a high risk to this year’s approach but ultimately, we reached out to a broad range of members from junior staff level engineers to experienced manager and company-owned personnel.

1. Kayaking Trip Date: September 17, 2016 No. of Attendees: 11 members/non-members This event was our first fun engagement event of the fiscal year. On a beautiful Saturday in September, we spent 3 hours kayaking on the Charles River and enjoyed a picnic lunch following the kayak.

2. Fall Social Date: October 20, 2016 No. of Attendees: Approximately 30 members/non-members This was a combined networking social with the Construction Institute at the Atlantic Beer Garden in the Seaport District. The social followed the CI’s site visit as was attended by a mix of engineering students and professional engineers in the Construction, Transportation, and Land Development disciplines. This was our most successful event in terms of number of attendees and networking opportunities. The success of this event indicated that we should combine our networking events with other technical groups. This encourages more attendees that could network with potential clients and other engineers alike.

3. Ice Skating and Bar Social Date: February 23, 2017 No. of Attendees: 7 This event was planned to be the second fun engagement event of the year. Unfortunately, due to the weather, the initial day was postponed. The rescheduled day also was unfortunately a rain out however we still held the social at The Commonwealth. Due to the circumstances, our attendance was less than expected.

4. Spring Social

The Spring Social is an event that we started 2 years ago. This provides an opportunity to thank the existing committee members for their hard work over the year as well as meet new potential committee members for the 2017-2018 fiscal year.

Led by our Technical Committee Chair Alfredo Vargas, we held a technical webinar and explored the opportunity for a training session.

1. Infrastructure Needed for Driverless Cars Webinar

In our 3rd year of hosting technical webinars, we have found that this event draws a great number of attendees and is simple to plan. Previous webinars revolved around ADA-compliancy, Complete Streets, and Roundabout Design. This webinar, hosted in the fall, revolved around the trending topic of self-driving cars.

The live webinar is broadcasted during the lunchtime hours and is all done remotely, which makes presenting and viewing very convenient. The platform that is used is gotowebinar.com however that will likely change based on the TECET technology formed committee.

2. Bicycle Facility Design Training

Planned Date: November 16, 2016 Planned Presenter: Conor Semler, Kittelson & Associates Hermanus Steyn, Kittelson & Associates

This training seminar would have been a new element to T&DI as we have not hosted a training session in the past. The course is part of the Bay States program which is successful there so the idea was to apply the same training course to transportation engineers. Unfortunately, the registration at the time of deadline to cancel the course was not as high as expected to gain a net profit so the course had to be cancelled. However, as is typical for most BSCES events, there was interest within a week prior to the course.

This was a high-risk course and there were lessons learned. A full day training course is not preferable for most companies, especially around peak project season. The idea was the next time we try to host a training session; we limit it to a 4-hour course or spread the 8-hour training over a 2-day period. Also, we could cut costs, which would lower the risk by having the course held a firm that would donate space for the day or two.

For the 30th Anniversary of the Bertram Berger Seminar, it was decided that a few modifications were necessary. The event, which was typically morning and lunch time event, has been moved to an afternoon and dinner time event. This was due in part to a survey that was put out at the end of last year’s seminar. The main feedback was a dinnertime event is easier to commit to and attend because it is does not significantly impede the work day. In addition, a dinnertime event allows for an extended social hour and networking period with a bar amongst presenters and attendees. The afternoon panel format has been changed to provide more opportunities for an interactive panel and engaging audience participation. In years past, the panel consisted of 1 moderator and 4 panelists, each delivering a 20-minute presentation on a planned capital improvements or recent capital projects. This led to a decrease in interest amongst attendees and minimal time for a question and answer session. This year we are limiting the panels to 1 moderator and 3 panelists and limiting the presentations to 10 minutes each. These presentations will be more geared towards advocacy in transportation and design challenges found in specific areas of transportation. With ample time left after the short presentations, panel discussions will begin with encouraged audience participation.

ASCE T&DI Coordination Todd Clark has been the liaison to ASCE T&DI for this year and attended a national conference this year on October 22, 2016. Todd presented the overview of the T&DI Boston Chapter, citing our extensive membership, our goals for this year, and the current events we hold. His presentation was very well received and ASCE national was impressed with the strides we are making and how we are in keeping with T&DI’s mission – enhance the transportation, land development, and infrastructure engineering community through networking opportunities and technical events.

Other activities and contributions BSCES Newsletter Article “Achieving Success with T&DI Boston Chapter Expansion” September 2016 The newsletter article highlighted the successes and lessons learned from the 2015 – 2016 fiscal year and what the goals were for the 2016 – 2017 fiscal year. UMass Scholarships Each year we request from the UMass Schools with engineering programs (Lowell, Dartmouth, and Amherst) to select an outstanding student of the year. Allocated from our special fund, T&DI provides a scholarship in the amount of $1,000 to each student at the Bertram Berger Seminar. Bertram Berger Young Engineer of the Year Award Also presented at the Bertram Berger Seminar is the Young Engineer of the Year Award. The award serves to recognize an outstanding younger member of the Boston Society of Civil Engineers for his or her professional achievements and service to the community. The successful candidate should (1) be less than 35 years old on May 1, 2017, (2) have attained exemplary professional achievements as a young engineer, (3) demonstrate leadership in the practice of civil engineering with emphasis on transportation, (4) enhance the stature of civil engineers within the community, (5) be active with professional organizations such as BSCES or similar, and (6) be a registered, or soon-to-be registered, professional engineer. In addition to recognition within the engineering community, the Award winner will receive a $2,500 stipend to be used for continuing education and/or professional development. YOUNGER MEMBER GROUP ANNUAL REPORT 2016 – 2017 I. Summary

The BSCES Younger Member Group organized fifteen events. Not including the final event of the year, the events were attended by over 300 people. Revenue generating events have netted over $1,100 to date but when you incorporate the Student Caucus, conferences, the $500 allowance, and Student Night the group has a deficit of just over $1,000. In addition, the Younger Member Group administered the Student Night Scholarships, solicited articles for the BSCES Newsletter, and was awarded Outstanding Project at ERYMC.

July 14, 2016 Joint Social with COPRI

COPRI organized the joint social and YMG advertised the event to members. Over a dozen attendees met at the Cambridge Brewing Company. There was no cost for YMG associated with the event.

August 23, 2016 Civil Engineering Trivia

Revenue: $480.00

Expenses: $215.57

The Younger Member Group hosted civil engineering themed trivia at the Pour House. A member had a contact that allowed us to get free appetizers if the event was 21+. A significant amount of time was taken to develop the trivia and the event was well received with nearly four dozen attendees.

September 21, 2016 Bocce Tournament

Revenue: $125.00 Expenses: $50.00 Originally scheduled for September 14th, the weather postponed the event which reduced registration. Typically this event is well attended but the number of participants was significantly lower than the past due to the postponed event. The Bocce Tournament was held on the Boston Common in a tournament style with teams assigned in pairs. The event included pizza for the participants, and prizes for the tournament champions.

October 1, 2017 National Public Lands Day Spot Pond COASTSWEEP

The group convened at 11am at Spot Pond parking lot and after some brief introductions with event organizers began to service project around the pond. The group cleaned the area around spot pond and found many pieces of straw garage to be picked up. The group cleaned up one portion of the coast along spot pond coast, adjacent park, and parking lot. All in all, the group found many cigarette butts, Plastic cups (Dunkin Donuts), wrappers, fishing lines, and much more. All finds were cataloged to determine the best solutions to remediating the litter.

October 24, 2016 Student Caucus

Revenue: $0 Expenses: $1,354.49 The annual student caucus was held at Louis Berger Group with 22 student attendees and 47 total participants. The caucus was reformatted this year with an interactive activity to engage students. “What Challenges You” asked students to reflect upon their challenges within their chapters then reflect and

brainstorm solutions to seemingly common challenges across chapters. Food was catered by Comellas and serving was provided by Simply Serving.

October 26, 2016 NCEES Speaker

Revenue: $440.00 Expenses: $358.32 Nitsch Engineering hosted the YMG to have an evening with Paul Tyrell who is on the engineering licensure board. Paul explained NCEES’s procedures for review of the applications and the background of NCEES. Approximately 35 people attended the event, and the event drew many non-members. Many questions were asked related to the application process, experience, and the future of the exam. The YMG received very positive feedback from attendees about the value of the very important topic, and hopes to host this event again in the future. The Younger Member Group will hope to have a panel of people at the future event to discuss their experience through the application process.

November 2016 Holiday Meal Drive

The group hosted the annual holiday meal drive with over $2,000 raised for the Greater Boston Food Bank (GBFB). This event is strictly held online with donations collected directly through the GBFB website. BSCES YMG hosts a team and spreads the word through social media and emails. The YMG won Outstanding Younger Member Group Project for the Holiday Meal Drive at the 2017 Eastern Regional Younger Member Council Conference.

December 8, 2016 Holiday Party

Revenue: $0.00 Expenses: $250.00 (Part of $500 discretionary) The holiday party was held at Bone Up Brewery and catered by Bob’s. Nearly 30 people gathered to play games, network, catch up, and enjoy a night out. The attendees were encouraged to bring a toy to donate to the Toys-for-Tots drive.

January 11, 2017 Celtics

Revenue: $1,200.00 Expenses: $1,200.00 Tickets to a Celtics game were purchased as a no profit event to enhance the networking opportunities of the YMG and increase member involvement. The tickets sold out and many inquiries were made after the tickets were sold out. Attendees met at a pre-game social to pick up their tickets, however YMG provided no appetizers.

January 28, 2017 Ski Trip

The ski trip is facilitated by teaming with BSSC to provide a discount code for the Ski/Rid Trip to a local mountain. BSSC does all the work with getting lift tickets, scheduling buses, and they handle the registration cost. They provide groups the BSSC member rate (typically $5 cheaper than the non-member rate). Seven younger members participated in the trip up to Stowe Mountain Resort.

February 15, 2017 Billiards Tournament

Revenue: $1,480.00 Expenses: $863.63 The annual billiards tournament was held at Scholars Bistro (Downtown Crossing) in Boston. The randomly assigned teams of two allowed for networking between attendees and encouraged teamwork. Sixty participants played in a tournament style event for the first prize of Red Sox Tickets, second prize of $15 gift cards, and third prize of $10 gift cards.

March 28, 2017 Student Night

Revenue: $1,380.00 Expenses: $1217.50 BSCES held their 105th Annual Student Night at Wentworth Institute of Technology. Professionals and students from Merrimack, Northeastern, Tufts, UMass Amherst, UMass Lowell, Wentworth, and Western New England University attended this joint evening of awards and lecture. Upon completion of the awards program, Ron Rochon of Miller Hull and Justin Stenkamp of PAE presented on The Bullitt Center in Seattle, Washington which is the world's greenest commercial building, giving it a net-zero energy Living Building status. Students and professionals learned of the many sustainable elements to the building as well as the challenges that were overcome in the process of designing and constructing the center. They closed their presentation with a number of other examples from across the country inspiring the audience to continue to foster creative and innovative solutions to current challenges.

April 3, 2017 Cambridge Water Treatment Facility Tour with EWRI

Revenue: $200.00 Expenses: $114.33 Fifteen members of YMG and EWRI met at the Cambridge Water Treatment Facility for a tour of the unique plant. With art components and a recent renovation the group learned about the history of the facility and its current usage. After the tour participants gathered at Bertucci’s for pizza and networking.

The YMG provided seven volunteers for the dinner service at the New England Center and Home for Veterans. Volunteers served dinner to over 150 veterans from 4:30 to 5:45. Meals were provided by an outside company that participants served. There were no costs associated with this event.

May 10, 2017 Joint Social with EMG

EMG organized the event and YMG advertised and attended. Over two dozen attendees met at the American Fresh Brewhouse Beer Garden.

June 21, 2017 SEI Design Challenge

Upcoming event with SEI for a teambuilding design challenge related to a pedestrian bridge. SEI organized the event while YMG developed the challenge parameters.

Nomination of Peter Shanahan as 2017 BSCES Citizen Engineer Award

This letter is provided in support of the nomination of Dr. Peter Shanahan, P.E., Ph.D. for the 2017 BSCES Citizen

Engineer Award. Dr. Shanahan represents the personification of the Citizen Engineer, serving in multiple

capacities within the profession, academia, his community, and as an advocate for the environment. Pete has

been an involved participant in numerous professional organizations and technical committees. He has served

as the chair of the ASCE Committee on Hydrologic Transport and Dispersion, as a member of the Committee on

Research of the Water Environment Federation, on the Editorial Board of the Journal of Groundwater, and on

the Task Group on River Water Quality Modeling of the International Association on Water Quality. He has also

served over an extended period as member of the BSCES Freeman Committee.

In addition to a demanding career as a consulting engineer, Dr. Shanahan has had a strong commitment to the

education of the next generation of engineers. For a period of more than 20 years, Dr. Shanahan has

contributed to MIT’s Master of Engineering program, teaching classes in water and wastewater treatment,

waste containment and remediation, chemical fate and transport, and the senior capstone project. Two of Dr.

Shanahan’s colleagues at MIT have provided additional letters of support for this nomination. Dr. Eric Adams

notes that while working part-time, Dr. Shanahan’s teaching load was double that of the average faculty

member and describes his willingness to help students in finding satisfying careers. Dr. David Marks extols Dr.

Shanahan’s ability to communicate to both a technical and non-technical audience, speaking “geeks to the geeks

and clear common sense to the greater community concerned about the impact of engineering projects.” He

notes that there are hundreds of students from the US and abroad that have “benefited from his insights,

guidance and mentoring.”

Dr. Shanahan served seven years on the Conservation Commission in his community of Acton, Massachusetts.

The Conservation Commission is a Massachusetts institution in which volunteers with and without particular

technical expertise ensure that the state’s wetland protection laws are appropriately enforced. Dr. Shanahan

has also served on the Board of Directors of OARS, Inc., for a period of ten years and president of the

organization from 2013 through 2015. OARS’ mission is described as being to “protect, preserve and enhance

the natural and recreational features of the Assabet, Sudbury and Concord Rivers.” OARS’ executive director,

Ms. Field-Juma, notes his invaluable contributions to OARS in a letter in support of this nomination. She also

highlights his specific technical contributions to reviews of a river restoration modeling study, a USGS nutrient

study, and the development and maintenance of the organization’s water quality monitoring program. Dr.

Shanahan she notes “can be relied upon to be the level head in the room” in discussions of organization policies

and actions.

To: Christopher Smith, BSCES Awards Committee Re: Letter of support for Pete Shanahan I am writing to enthusiastically support Pete Shanahan for a BSCES Citizen Engineer Award. Pete got his PhD from MIT in 1981, after doing undergrad and masters degree work at Northeastern, MIT, and Stanford. Sandwiched around degrees he worked for Bechtel, CDM and what was then ERT (now AECOM) before starting a successful hydrology consulting firm (Hydroanalysis). Then in the mid-1990s he joined MIT’s Dept. of Civil and Environmental Engineering to teach part time. He was a tremendous help to both our Master of Engineering and our undergraduate programs, teaching at one time or another classes on water and wastewater treatment, waste containment and remediation, chemical fate and transport in the environment, the senior capstone subject and the Master of Engineering team project course. Despite being part time, his teaching load was approximately double that of the average faculty member, and his teaching evaluations were consistently above those of the faculty. His teaching was rigorous, but practical, and included topics (or even whole subjects) that most faculty did not want to (or could not) teach. In addition, he almost single-handedly conducted our department’s ABET review for a couple of cycles. And, because of his extensive network of contacts, he was the go-to person to help undergraduate and graduate students find jobs. Pete began working at MIT because he enjoyed teaching and working with young engineers. His consulting business was well-established, so he could afford to take the significant cut in pay, but he worked far harder and longer than other part-timers who simply want to teach an occasional class. He also taught because he wanted to give back to the institution that helped launch his career. Last year he retired from MIT, though he still works part time as a consultant. NOMINATION FOR PETER SHANAHAN FOR THE BSCES CITIZEN ENGINEER AWARD Prepared by David Marks, Goulder Professor Emeritus of Civil and Environmental Engineering, MIT May 11,2017 I am pleased to recommend Peter Shanahan for this important award. He is truly an engineering citizen bringing his wealth of knowledge to education, mentoring, and community service. I first knew him as an undergraduate at MIT in the 70’s and followed his career closely. He worked in a consulting organization after graduation that I was associated with so I really got to know him as a professional as well as a student. He has wide knowledge, excellent work skills and a good sense for problem solving. He easily interacts with a wide spectrum of society and can talk geek to the geeks and clear common sense to the greater community concerned about the impact of engineering projects.

He returned to MIT later in his career to obtain the PhD with Professor Donald Harlemen, world-renowned water quality management specialist, before returning to the consulting world. He runs a very small operation that has great impact in the decisions about project development and is noted for his skills in fairly laying out the pluses and minuses of alternatives in clear understandable language and graphics. When we started the new Masters of Engineering Program at MIT we were faced with a problem. The degree was to be practice oriented at a place that was very research oriented. We wanted the MENG to give breath to bright students not only in engineering and management techniques but to give them a sense and grounding in professional rather than academic life. We turned to Pete to help us out and he had a long career in helping students become poised and directed professionals in Civil and Environmental Engineering. There are literally hundreds of students from all over the world who have benefits from his insights, guidance and mentoring. All this time he maintained his consulting operation with great success. Dear Mr. Smith,

It gives me great pleasure to support the nomination of Peter Shanahan for the Citizen Engineer Award of BSCES. Pete joined the Board of Directors of OARS, the non-profit watershed organization for the Assabet, Sudbury and Concord Rivers, in 2006. As a science-based advocacy group working to restore the water quality and flow in our three-river system, Pete’s knowledge of hydrology and environmental science and engineering, and the practical aspects of getting things done, has been invaluable. On top of that, he is a wonderful person to work with—funny, kind, always considerate and thoughtful, always generous with his time. While it takes all types to make a Board work, Pete embodies the best attributes, always keeping the best interests of the organization in mind while be a consummate professional. Pete served as President from 2013-2015, a significant time commitment. He even served on the Development Committee when no-one else would—although that is pretty far afield of his wheelhouse.

Our organization tends to lift beyond its apparent weight when it comes to participating in and evaluating scientific studies, commenting on pollution control permits, and weighing in on proposed policies and regulations. We have the credibility and ability to do so because we have people like Pete on the Board. Pete represented OARS on the Technical Advisory Committee of a major river restoration modeling study (Army Corps of Engineers/MassDEP) and most recently in meetings on a USGS nutrient study of the river to critically evaluate the success of pollution control efforts. Our water quality monitoring program, which uses trained volunteers to provide an uninterrupted quality-controlled dataset for regulation and management by federal and state agencies and at the local level, has benefited greatly from Pete’s guidance. He can be relied upon to be the level head in the room as we discuss actions that the organization must take, large and small, including decisions to appeal pollutant discharge permits. This approach has resulted in major successes in reducing wastewater pollution in our rivers, the primary cause of eutrophication. Thanks to Pete and fellow Board members, our three federally-designated Wild & Scenic rivers have made significant progress towards meeting their water quality goals of Class B, “fishable and swimmable.”

In short, I can think of no-one in the engineering field that I would rather commend for demonstrating “outstanding public involvement” than Pete Shanahan. The proof is in our rivers.

Nomination of Richard M. Bessom, P.E., CCM for BSCES Government

Civil Engineer Award

Rick Bessom is Massport’s most senior Program Manager for Horizontal Projects

within the Capital Programs and Environmental Affairs department. He has

worked as a Civil Engineer at Massport for more than 31 years and oversees a

variety of airside, waterside and landside projects that include runway

construction, fuel supply, FAA navigation aids, roadways, bridges, tunnels,

drainage, parking structures, maritime projects, pier rehabilitation, utility

relocation, and other projects necessary to keep the airport operational and in a

state of good repair during the current period of burgeoning airport passenger

service. His jurisdiction extends not only to Logan Airport, but to Worcester

Airport, Hanscom Field, Conley Terminal, Moran Terminal, the World Trade

Center, and other Massport properties in South Boston, East Boston and Chelsea.

Rick also oversees the Massport in-house Survey unit.

Notable projects Rick successfully managed include: Boston-Logan’s newest

runway, Runway 14-32, numerous runway and taxiway pavement rehabilitation

projects, the elevated moving walkways between the Central Garage and

Terminals B and C, a new airfield lighting vault, and the new underground jet fuel

distribution system and centralized fuel storage facility.

Rick is well-known for his attention to detail and unprecedented knowledge of

engineering design and construction. During his career at Massport he has gained

extensive knowledge of airport and airfield operational requirements and has

imparted this knowledge to many engineers that have worked under his direction.

As a part of his duties as program manager, he is responsible for planning and

budgeting for new projects that enhance the customer experience with Massport

and also ensures that ongoing repairs are made to existing airport properties that

will prolong their use. With thorough recordkeeping for past projects he is able to

anticipate repairs that will be necessary based on the age of prior construction

and budget accordingly.

Rick obtained a BS in Civil and Environmental Engineering from the University of

Rhode Island.

Herschel Award We are pleased to nominate Prof. Matthew Eckelman and his former graduate student Mithun Saha for the 2017 BSCES Clemens Herschel Award for the paper entitled “Urban Scale Mapping of Concrete Degradation from Projected Climate Change,” published in Urban Climate in 2014. The study is about assessing the vulnerability of reinforced concrete buildings to projected changes in climate in and around Boston. The study looks specifically at vulnerability to corrosion following carbonation and/or chloride ingress through the concrete cover. The paper finds that for reinforced concrete buildings constructed today, the projected rises in carbon dioxide and resulting mean temperature increases will reduce the time to corrosion initiation by up to 26 years compared to today's climatic conditions. The authors then used Boston as a testbed to examine the vulnerability of the reinforced concrete building stock in the region, based on date of construction, to estimate when corrosion initiation due to carbonation and/or chlorination would occur, given past and projected future climate and assuming no protective measures. This type of information is useful for monitoring and mitigation purposes. The paper also identifies protective solutions, some of which are starting to see more widespread practice, such as using epoxy-coated reinforcement. The study has since been useful nationally and internationally in that it shows the importance of considering future, not just current, climatic conditions in setting code recommendations. The work fits with studies conducted for other regions, whose authors, along with Prof. Eckelman, are now part of Subcommittee 130H of the American Concrete Institute (ACI) on climate change impacts on concrete. The subcommittee is working on documents and recommendations for the wider civil engineering community on these important topics. The nominated paper thus identifies the significant implications for the reinforced concrete building stock in this region and worldwide. This work with ACI exemplifies the importance of the type of outstanding research being conducted more broadly by Prof. Eckelman, who has established himself as a top young researcher internationally in industrial ecology, life cycle assessment, and impact of climate change on infrastructure and the environment. This paper is an outstanding candidate for this award.

Paul J. Tyrell, PE, PLS

Paul J. Tyrell, PE, PLS, is chief civil engineer & senior associate at STV Incorporated. He is

being nominated for the 2017 BSCES Ralph Horne Award for his years of service as a member

of the Massachusetts Board of Registration of Professional Engineers and of Land Surveyors.

As its name suggests, this Board establishes, monitors and enforces qualifying standards for the

engineering and land surveying professions. The Board works to insure that persons practicing in

these professions are competent to practice and are not endangering the life, health, safety and

welfare of the public.

Paul, who is licensed as both a Professional Engineer and Professional Land Surveyor in

Massachusetts, was appointed to serve on the Board of Registration by former Governor Deval

Patrick in October 2011 and re-appointed by Governor Charley Baker in January 2017. He

became the Board’s chair. During his five plus years of service as a member of the Board, he has

work diligently in support of the Board’s intended purpose of insuring professional competency

and protecting the public interest. A past member of BSCES and the Massachusetts Association

of Land Surveyors and Civil Engineers, Paul strives to keep members of both organizations

apprised of the Board’s activities. Toward this end, Paul met with the BSCES Board of

Government and spoke at the 2017 MALSCE Convention. An active member of the National

Council of Examiners for Engineering and Surveying® (NCEES) Paul has served on a number

NCEES Committees and task force’s and was recently elected Vice President of the Councils

Northeast Zone representing the zones 20 member boards on NCEES Board of Directors. Paul

was the featured presenter at the October 2016 BSCES Younger Member Group NCEES

Information Session.

With equal parts expertise and personal passion, Frank Griggs has built a distinguished career

researching, documenting and promoting the history of the civil engineering profession. A longtime

member of ASCE’s History & Heritage Committee, Frank is a prolific and award-winning writer and

presenter on civil engineering historical landmarks and the lives of noteworthy engineers. A professional

engineer and ASCE Distinguished Member, Frank has held notable academic appointments at Merrimack

College and Union College, including CE department chair, vice president for academic affairs, and dean.

Following his academic career, Frank spent seven years in private practice, specializing in historic bridges

and quality assurance.

Michael Coughlin is a middle school science teacher at the Dr. Albert F. Argenziano School at Lincoln Park, a Somerville public school. Michael Coughlin signed up his middle school students for the Future City Competition a few years ago. He utilized funds received by the Massachusetts Department of Higher Education @scale grant to help cover the costs for his school to purchase materials for the competition and attend competition day. He has entered a team of middle schools to compete in the competition for 3 straight-years now. This year, after just a few years of participating, he led his team to win the New England Regional Future City Competition. It is evident that he has inspired so many young minds to become enthusiastic about engineering when you meet his students. They are eager to learn and eager to succeed. So many of his past students are still involved in the competition and attend competition day to support the team. Michael Coughlin is an exemplary teacher who is succeeding in inspiring middle school students to have a lastly excitement for science and engineering.

Nomination for Younger Member Award: Jessica L. Yarmarkovich, PE, ENV SP, LEED AP ND Project Engineer Nitsch Engineering

After receiving her degree in Civil Engineering from Syracuse University in 2012, Jessica joined Nitsch Engineering. Jessica received her Professional Engineer Licensure in 2016, and was promoted to a Project Engineer shortly after. As a Project Engineer, she works directly with the client along with the Project Manager to design site and infrastructure improvements for a wide variety of public and private projects. These projects have included a myriad of multi-modal infrastructure improvements, and the incorporation of low impact development techniques and stormwater best management practices for sustainable sites and green infrastructure. Jessica is also a certified LEED Accredited Professional in Neighborhood Development, and an Envision Sustainable Professional of the Institute for Sustainable Infrastructure. Jessica is an ASCE/BSCES member, joining in 2009, while still in college. She is currently a member of the BSCES Young Member Group (YMG) where she serves as the Vice Chair and incoming 2017-2018 YMG Chair. Throughout her involvement in the YMG, Jessica has served as the Student Chapter Committee Chair (2015-2016), the Secretary (2015-2016), the Social Media Coordinator (2014-2016) and the liaison to Massachusetts Institute of Technology ASCE Student Chapter (2013-2016). Throughout her involvement in YMG, Jessica has made many contributions to YMG, BSCES, and the engineering community. She has been involved in outreach events, including Model Bridge and Future City. In January 2017, Jessica joined Reed Brockman on an episode of Civil Engineering Today, where she and Reed discussed the YMG, outreach to K-12 and college students, and contributing to a community of young civil engineers. Jessica regularly volunteers at events, such as Nitsch Engineering’s annual Introduce a Girl to Engineering Day, as well as the United Way auction, and various 5K and 10K running events for charitable organizations. She has participated in the design and building of the company’s entries into CANstruction for the past five years, and has been an integral part of Nitsch’s participation in this important event to fight hunger. Jessica has consistently attended and helped with the majority of the YMG events throughout the years, such as the annual Billiards Tournament, the annual Bocce tournament, and the annual Holiday Party. Jessica has also been instrumental in executing many events throughout her multiple roles in YMG:

• Jessica played a large part in planning and executing the 2015 Student Caucus, as Student Chapter Committee Chair. Eight Student Chapters attended the event, contributing to over 30 students;

• Jessica planned and coordinated a technical YMG event, ‘History of the MWRA with Fred Laskey’, which was very well attended;

• She helped coordinate the NCEES Speaker Event, hosted at Nitsch Engineering; • Jessica assisted in the ASCE 2015 Student Transition Activity (STAY) Grant application for $1,500, which

the YMG was awarded. With this grant money, Jessica helped plan and host the first YMG Senior Night; and

• She submitted, as Vice Chair, nominations for the 2017 Eastern Regional Younger Members Conference (ERYMC), and the BSCES YMG was awarded the 2017 Outstanding Younger Member Group Project for the Holiday Meal Drive.

Jessica also attends BSCES events hosted by other technical groups, such as the Construction Institute Boston Chapter and the Environmental and Water Resources Institute, as well as other industry association events such as Environmental Business Council, Massachusetts Building Congress, and Boston Harbor Association. She is also a resident tutor at Harvard University, where she serves as an Engineering and Computer Science sophomore advisor to three to four undergraduate students a year. Jessica’s involvement in the YMG, her enthusiasm for the engineering profession, and commitment to learning make her a great candidate for the Younger Member Award.

I. Summary

The BSCES Government Affairs and Professional Practice Committee (GA&PP) serves to extend the reach of our professional engineering expertise to those who develop and administer public policy affecting the built environment. Our goal is to educate and inform our counterparts in the public policy realm about issues that are important to our membership, to our communities, and to our Commonwealth. We have actively networked this year's release of ASCE's 2017 Infrastructure Report Card.

III. One GA&PP Dinner Meetings for 2016 – 2017:

1. April 10, 2017 Public Private Partnerships

Guest Speaker: Joseph Aiello

Meridiam Infrastructure

GA&PP committee sponsored a dinner on April 10, 2017 with Joseph Aiello, partner and board member, Meridiam Infrastructure, on Public Private Partnerships. Joseph Aiello has been involved in numerous mega-projects in the public transportation sector in North America, including Boston’s South Station Transportation Center. His presentation included a review of the Port Miami Tunnel project, a highly complex project which was built through a public-private partnership (P3) that includes the design, build, finance, operation and maintenance. It is a 35-year concession agreement between the Florida Department of Transportation and MAT Concessionaire, LLC. Other topics that he discussed included P3 projects and corporate social responsibility (CSR). The program concluded with a brief look at P3 projects in Massachusetts and Rhode Island, legislative champions and lessons learned. A total of 35 people were in attendance: 32 BSCES Members, two Public Sector Employee Members, and the speaker.

VI. Other Activities/Contributions The GA&PP committee also provides an interface between the BSCES Legislative Fellow and the membership-at-large. For the current eighteen-month Massachusetts legislative session, our Legislative Fellow is Byron Clemence, PE, consulting engineer, who was introduced to Representative William Strauss' staff by 2016-2017 BSCES Legislative Fellow Michael Sullivan, PE, on March 28th. After the legislative fellow begins serving as a

technical resource for the Joint Committee on Transportation, which Representative Strauss chairs, he or she is invited to participate in GA&PP committee meetings, providing insight on the current state of affairs on Beacon Hill. Of course, the legislative fellow is bound by confidentiality requirements, so their input must be limited to information that is not confidential in nature.

We anticipate participating in Engineers and Land Surveyors’ Day, which will occurred on May 23rd. This event provides the members of BSCES with an opportunity to speak with their state legislators and/or their staffs in a structured environment, with well-prepared materials explaining issues of concern to our profession. For those of our members who have participated, you are aware how important this event is for BSCES and the engineering community as a whole.

Several telcom meetings were held during the year to discuss webpage material other issues.

• A list of frequently asked questions about the Legislative Fellow process was composed and reviewed by the Committee.

• Our current BSCES Legislative Fellow, Bryon Clemence, started serving in March in the first year of the Legislative Session. He will continue serving through the end of the Session in the summer of 2018.

• Applications for the next Legislative Fellow will be accepted in the Fall of 2018 and a new Legislative Fellow will start at the beginning of the Legislative Session in January. 2019.

IV. Possible initiative on new science and technology fellows

The American Association for the Advancement of Science (AAAS) has begun a national program for establishing science and technology policy fellowships in State Houses throughout the county. A $25,000 grant has been awarded to support this initiative in Massachusetts. The BSCES Legislative Fellows Committee Chairman is working with awardee and has coordinated meetings at the Engineering Center. Initial meetings are being held with Massachusetts lawmakers with discussions on how these Massachusetts Legislative Fellowships will operate. The successful BSCES Legislative Fellows program was one of the first State House fellowships in the nation and AAAS and the California Council on Science and Technology is using the BSCES program as a model for this new initiative. The Committee will provide written updates on the proposed Massachusetts science and technology fellowship program throughout the upcoming year

LEGISLATIVE FELLOW – FREQUENTLY ASKED QUESTIONS (FAQs)

1. Q: What is a Legislative fellow? A: A Legislative Fellow (LF) is a representative of the BSCES membership and functions as a technical resource at the Statehouse. The LF works at the Mass Statehouse, usually with the staff of the Joint Committee on Transportation and comments on current issues relating to the engineering profession that the legislature has identified. This can be a very wide net of issues; to date, most of the LF’s attention has been on legislation in the transportation arena with lessor support on environmental project impacts. However, every session of the legislature is different and the issues vary greatly from session to session. The LF job is a cool job with great visibility within BSCES and the Statehouse! The prior LF’s love to talk about their experiences and would welcome questions

2. Q: Why should I apply and become an LF? A: You get to go to the statehouse as often as you want and have an email address that allows you access to the Statehouse news – you are always in the know! Seriously, an LF can make a real difference by helping solve real world problems that the state is wrestling with. While serving as an LF, you come to really understand how state legislation is developed as well as have a definite impact on the shape of that legislation with your comments/expertise – you can affect the outcome. The LF is automatically the “expert” on many topics and your comments/input are sought after. It also provides an opportunity at public service and means to give back to the BSCES and the transportation profession.

3. Q: How much time is involved in being an LF? A: On average, 2 days a week should be spent actually working at the Statehouse. Some commitments, such as intermittent night meetings, committee meetings on an alternate day, or a critical time schedule, are beyond those two days, so we tell the LF to assume 20 hours per week. Further, BSCES asks that you prepare an article every quarter describing your experiences for the membership; and there is often a request to be part of a panel or make a presentation to a BSCES board. This “PR” allows others to understand the value of the position and allows the LF to let others know of the interesting work he/she is doing on behalf of BSCES.

4. Q: How do I get work? A: You will be located in the area of the House Chairman of the Joint Committee on Transportation. Upon your arrival, and sometimes in between, you will send out an “all statehouse” announcement that you have arrived, who you are, and that you are available for assignments. The response will be sufficient to keep you busy. In addition, some LF’s have seen pending legislation, attended committees meeting and sought out those involved to offer expertise. You may also help the committee staff in preparing for and during public meetings of pending legislation. Some time is spent writing articles for the BSCES newsletter.

5. Q: I am not a transportation expert or an environmental expert – can I still be effective? A: Yes, you are still most likely the most knowledgeable person in the room even if not within your area of expertise. However, the beauty of BSCES is that you can call on other members to provide specific expertise in an area that you may not have strong knowledge in. This network of other available engineers allows the LF to be a technical resource to the legislators, provide the broad services that the position needs and gives the LF a “sounding board” for proposed ideas.

6. Q: Why should my company agree to let me work a reduced schedule? What’s in it for them? A: The overall experience of being an LF is so much richer than attending a training course or commenting on legislation after publication as a member of a specialty technical group. To actually review and comment on materials in real time is an amazing growth experience. You get a “ring-side seat” during transportation funding legislations and get a better understanding of the transportation priorities of both the Executive and Legislative branches of government. This experience will stick with the employee and cause them to view the engineering profession (and current employer) as a more motivated employee – the upshot is that an employee will most likely stay with its employer longer. Even with the LF time commitment, you will still be able to provide at least 2 to 3 days of work with your current employer. From the company’s perspective, a commitment to keep critical work flowing with your reduced schedule would be important to emphasize. Also, you will need to have a discussion about the number of hours you will plan to work during this term period. Will there be any impact on your benefits, projects/work assigned, etc. Your employer is required to submit a statement as part of your application to indicate their support of this endeavor.

7. Q: Do I have to be an active BSCES Member? A: Yes, your dues and membership must be current. Further, you must be a Registered Engineer in the Commonwealth.

8. Q: Do I get paid? A: Yes, the position comes with a $15,000 stipend for 12 to 18 months of service – the exact number of months is a bit dependent on the legislative schedule as well as assignments given. For example, some LF’s have served beyond their paid term to complete review of a report. BSCES asks that you divide the invoice for the stipend into 2 to 4 invoices to allow payment over the working period and not as a single lump sum amount.

9. Q: What are other reasons to become an LF? A: As an LF, you will make a difference! The work you will perform really matters and your expertise (in any engineering related matter) is a sought after skill by those in the Statehouse. In addition to an office space and availability of the statehouse news service, you will be able to take advantage of statehouse tours/orientation session, go to legislative conferences on a wide variety of current topics, sit in the Legislative Chamber, and meet the actual legislators and their staff in person or just roaming the halls. You will have a renewed appreciation for the backdrop of how this Commonwealth’s rules and regulations are prepared.

Continuing its efforts from last year, the Membership committee met a couple times in the fall to work on finalizing the presentation for going to firms highlighting ASCE and BSCES membership benefits as well as what BSCES does for people to present to firms to further increase membership and potential activity within BSCES. The committee was not active in the latter half of the year due to conflicts with the chair, but is hoping to meet with the Executive committee on the Boards initiatives and gear up again for next year.

This year we made changes to two monthly themes to better align with current industry trends and areas of focus. Dams and Construction were added in replacement of Energy and Economic Outlook. The BSCES Executive Committee continues to discuss changing the newsletter from its current format consisting of an email containing a hyperlink to a PDF file located on the BSCES website to a more dynamic hypertext-based menu of articles. There is no consensus on this change, in part because the PDF format gives recipients the option to save and print out the newsletter and it consists of a traditional publication method. The newsletter remained within budget. The success of the newsletter is due to the articles provided by members, the article solicitation and editing by the editorial board, and the support of The Engineering Center Education Trust.

This award is to go to “Persons of Eminent Engineering Attainment.” Per Article 5, Section 1 of the BSCES By-Laws, the Nominating Committee may nominate one name for every 1,500 members of BSCES. II. Committee Meetings:

Following direction given by the Board of Direction, the focus of the Past Presidents Committee this year was to continue the Infrastructure Day (ID) program with an event at the Fort Point Channel in Boston, MA. To organize the event, the PPC held meetings and conference calls.

III. Seminars, Lecture Series & Events: Pursuant to the above noted BOG request, the PPC initiated and helped organize the next Infrastructure Day for 2017. The yearly events are intended to increase public appreciation of notable infrastructure in their communities. Our first (1st) event was held on May 15, 2015 for the Choate Bridge (circa 1764) in Ipswich, MA and celebrated the oldest 2-span stone arch bridge in the country and as a National Historic Civil Engineering Landmark by ASCE. The plague dedication ceremonies were officiated by local and state public officials and ASCE President-Elect Brian Brenner. The event featured a parade across the bridge lead by a Girl Scouts Troop and day-long community events at a nearby park. (see attached flyer) Our second (2nd) event was held on May 14, 2016 at Heritage State Park in Holyoke, MA. The event celebrated the significance of the Holyoke Dam and Canals and their contribution to the development of the city as an industrial leader in 1800’s and its current status as an off-the-grid “green” community deriving their electricity solely from a dam generated power plant. The event also recognized Clemens Herschel (1842-1930) made for development of the venturi meter as the first large-scale, accurate device for measuring water flow and contributions to the civil engineering profession and the City of Holyoke. The event was officiated by Mayor Alex Morse, ASCE President-Elect Norma-Jean Mattei and other local and state officials. The event featured displays at Heritage State Park, a Canal Walk, Holyoke Dam fish tours, and other events at the South Hadley Canal Park, the Massachusetts Green High Performance Computing Center (MGHPCC), the Holyoke Carousal and the Children’s Museum. Event sponsors, contributors and organizers include the firm of Fuss & O’Neill, Tighe & Bond, O’Connell Construction, the Holyoke Historical Society and other local groups and societies. (see attached flyer) Our third (3rd) event was originally scheduled for May 13, 2017 at 290 Congress Street, Boston, MA. (see attached flyer) The event was postponed when the organizing committee realized we had enthusiastically underestimated the logistical challenges of organizing this event in the city and have not garnered enough public interest or support to make this event a success. With that

said, the PPC proposes to learn from both our past successes and recent challenges and look forward to future ID events. For next year, we recommend the BOG consider the following as recommendations for ID events:

1. Collaborate with a strong local group that can garner public support and resources. 2. Focus on community with the participation of municipal and political leaders and especially kids (6th grade is probably the best age group to engage). 3. Select a public structure that provides invaluable community infrastructure, but is not really appreciated. 4. Encourage the BSCES Outreach Committee to adopt ID events into their yearly programs. 5. Work with ASCE to elevate the ID concept throughout the country.

II. Committee Meetings:

Meetings were held periodically during the year that varied from monthly to every other month depending on the committee’s activity. The major initiative of the committee continues to be to identify, develop and host training courses to benefit BSCE members and the Engineering community. Courses with a duration from half a day to two days are generally the focus of the committee with the exception of NHI Training and PE Refresher courses. These courses are multi-day courses. This year we have noticed a decrease in the attendance at the PE Refresher Courses held in both the Fall and the Spring. In addition there has been some turnover in the people teaching the courses. There also seems to be a decrease in interest in the NHI bridge training courses. This in part is due to MassDOT electing to have their training run through UMass which reduces the number of attendees we generally have in these courses. We continue to coordinate with MassDOT when holding NHI courses, but the participation between the two groups has decreased. These changes have negatively affected the revenue anticipated from these courses. Courses held during this year (July 1, 2016 to June 30 2017) are listed below.

II. Events and Contests: We held our annual Ralph Salvucci Online Bridge Design Contest, Model Bridge Competition, Future City Competition, and Spring Awards Banquet this year. Overall, each program continued to grow this year through participation of students from all over the New England area.

A. Ralph Salvucci Online Bridge Design Contest (January 12, 2017 – April 22, 2017; Spring Awards Banquet on May 12)

• The top three teams were invited to be honored at the Spring Awards Banquet. The winners were from Malden Catholic High School and Carver Middle High School.

B. Model Bridge Competition

• Total of 65 teams competed this year. Winning team came from Lynn Vocational Technical Institute.

• Material for this year’s competition was popsicle sticks and hot glue.

• Judges for the event consisted of Alex Bardow, Terri McCarthy, Brian Morgan, Paul Tyrell, and Bill Egan

C. Future City Competition (New England Region)

• Total of 30 teams from New England area participated. Winning team came from Somerville, MA.

• This year the competition was held at MassDOT, 10 Park Plaza.

• Roughly 30 engineers showed up on competition day to volunteer as judges.

D. Spring Awards Banquet Outreach Committee created this event last year to honor student winners and other achievements within BSCES. This year there was no Herzog award winner to honor at the dinner. The event was at Louis Berger’s office on Friday, May 12, 2017. The keynote address was given by ASCE President-Elect Kristina Swallow. This year we honored the following honorees:

III. Civil Engineering Today TV Show: Through the Boston Neighborhood Network, we have a monthly TV show (since July 2006) of which the focus is the profession of Civil Engineering. Guests and a variety of topics are covered on the show. This year, we continued the show, hosted by Reed and AnaCristina.

IV. Other Programs and Endeavors

In addition to the above, other programs and engagements this past year include:

A. Boston Bridges Tour

• Tour requests have increased this year; some requests for as early as late February (weather still a little cold).

• Tours have been held not only for young student groups, but also to the general public (through the Cambridge Science Festival) and professional groups (American Association of Mechanical Engineers).

B. Infrastructure Day – (was postponed this year)

V. Involvement in other Science, Technology, Engineering, and Math (STEM) events: Through the popularity of our programs and the reputation we have established among other STEM advocates, we have been invited to and have helped at numerous events all over Massachusetts. Liaison to BSCES Board of Government – None at this time (formerly B. Clay Schofield, P.E.) Committee Meetings: The Committee held monthly meetings at the Abington Alehouse in Abington, MA. Outreach Activities: Members of the Committee attended career day events at local and Regional High Schools: promoting and encouraging students to pursue careers in civil engineering; used models and plans to build activities for students and demonstrate how civil engineers build infrastructures and improve quality of lives for the citizenry. Members of the Committee serve on Advisory Committees and Panels on Technology and Career at local and Regional High Schools; and also serve on municipal Planning Boards, Conservation Commissions and Boards of Appeal. Seminars or Workshops: The Committee sponsored a half day seminar on Traffic Impact Assessment presented on November 18, 2016 in Abington at an expense of $1,009.90 and a revenue of $1,180.00, with 19 attendees. The Committee had hoped to sponsor another event on stormwater management issues in April 2017 but decided to push the event to December 2017 due to illness, but also to bolster event promotion and attendance.

Future Events and Activities: The Committee hopes to schedule recreational activities/events during the 2017-2018 fiscal year as a means of boosting membership retention and new membership drive; and continue with its monthly meetings on the third Friday of each month, except during the months of July and August 2017. The Committee is planning two technical events: 1, "business finance" for the month of October 2017; and 2, "stormwater management issues" for either December 2017 or January 2018. II. Committee Meetings and Events:

During the monthly Younger Members Group meetings, liaisons discuss updates regarding their respective student chapters. Student Chapter related events throughout the year are listed below. Student Chapter Caucus October 24, 2016 Louis Berger Group, Needham Attendance: 47 Revenue: $0 Expenses: $1,354.49 The Younger Members Group (YMG) and BSCES Student Chapter Committee hosted the annual Student Caucus event at Louis Berger Group’s impeccable office in Needham. Six Student Chapters attended the event, contributing to about 30 students. The evening began with a social gathering, in which students met members of the BSCES Executive Committee, BSCES Technical Groups, Younger Members Group and students from other school chapters. Alyson Stuer, the YMG Chair introduced the group followed by Brian Morgan, Esq., BSCES President, who gave a presidential address, focusing on the history and importance of BSCES. The event catered a delicious buffet style Italian dinner from Comella’s. The remainder of the night focused on an interactive brainstorming activity between students and professionals called “What Challenges You?” where BSCES members were separated into groups and discussed every day challenges within student chapters, ASCE National, BSCES and/or technical groups. The mini groups then came together as one big group to discuss the challenges that were expressed and then brainstormed ideas on how to solve these issues. Within this activity, students and professionals alike learned that they all had very similar issues whether it be advertising, recruiting members, leadership, etc. Participants in this activity also got to discuss the group dynamic during the mini brainstorming session and recognized that even being attentive to that can make a difference in how group interactions could be improved.

Panel Discussions November 11, 2016 Wentworth Institute of Technology, Boston Total Attendance: 15

December 1, 2016 Merrimack College, North Andover Total Attendance: 20 Members of the Younger Members Group (YMG) visited Wentworth and Merrimack to be part of a panel discussion which focused on life after graduation. The panel shared their experiences as young professionals in the industry and offered advice to students for an easier transition from their academic life to their professional career. Students participated by asking the panel questions about the FE Exam, how to job hunt, what to do during an interview, etc. The panel consisted of different backgrounds in the industry including structural engineering, transportation engineering and infrastructure design.

105th BSCES Student Night Results from a Living Building

March 28th, 2017 Wentworth Institute of Technology, Watson Auditorium Attendance: 54 Revenue: $1,380.00

Expenses: $1217.50

The 105th annual BSCES Student Night was hosted at Wentworth Institute of Technology with special guest speakers Ron Rochon, FAIA and Justin Stenkamp, PE, LEED AP. The keynote presentation focused on The Bullitt Center in Seattle, WA, which was designed to be the world’s greenest commercial building. Topics discussed were the experience of working in a Living Building, lessons learned from the design and operation, and the building’s performance relative to expectations.

The event included the presentation of the 2017 Howe-Walker, Desmond Fitzgerald and Willliam P. Morse special funds winners. 2016 – 2017

I. Committee Members 2016-2017

II. Committee Activities:

Four meetings were held during the year and there is one remaining meeting in June. The major activities of the committee included:

• The committee awarded the 2016 BSCES Sustainability in Civil Engineering Award to the Logan International Airport Consolidated Rental Car Facility (ConRAC) at the November 2016 BSCES Awards Dinner. The award was based on the recommendation of the judges panel convened over the summer of 2016 to review the award submissions received after the deadline was extended to June 1.

• Committee members authored/submitted four articles for the BSCES October newsletter titled “2016 International Conference on Sustainable Infrastructure”, “Planning Sustainable Cities”, “A Sustainable Rating System for Every Project” and “Upcoming changes to create a more ‘grass roots’ approach to ASCE’s Innovation in Sustainable Engineering Award”.

• The committee issued a call for nominations for the third annual BSCES Sustainability in Civil Engineering Award. Related activities included publishing promotional ads in BSCES newsletters, creating one page flyers for distribution to BSCES members, and posting nomination forms on the BSCES web site. The committee also added small and large project categories to the award, and revised a few other criteria with the intent of attracting more entries. Three submissions have been received by the deadline of May 1, 2017. Two submissions received for the small project category; one submission received for the large project category. The committee will assemble the panel of judges and facilitate the judging process during the months of June and July 2017. The award will be announced at the BSCES annual awards dinner in the Fall of 2017.

• Committee members Peter Richardson and Melissa Carter continued to be engaged with the Zofnass Program for Sustainable Infrastructure at the Harvard Graduate School of Design. This was part of an ongoing effort by the committee to stay engaged with other local sustainable infrastructure events and organizations.

• Committee member Peter Richardson is contributing to the ASCE Committee on Sustainability-Strategic Communications Committee-Section, Branch, and Liaison (COS-SCC-SBL) Working Group, and has engaged Melissa Carter as the BSCES local branch liaison and to provide feedback to working group documents and attend online meetings.

• Several committee members provide review comments on the Boston Planning and Development Agency’s draft comprehensive plan for Boston, “Imagine Boston 2030.”

TREASURER’S ANNUAL REPORT 2016 – 2017

I. Treasurer and Assistant Treasurer 2016-2017

II. Activities:

• BSCES engaged the following firms to provide administrative

support services and financial management:

TECET was retained to provide administrative and operational

support, a director of finance and operations, an association

manager, an accountant, and other support staff. The executive

director position was discontinued as a cost savings measure

when Tony Puntin decided not to continue in this position.

Blum|Shapiro was retained to perform audit of the society

accounting system and preparation and filing of the section’s

tax forms for the current fiscal year. Blum|Shapiro also

provided reviews of the BSCES financial policies, allocation of

funds, and financial oversight procedures.

RINET was retained to manage the organization’s special fund

investments. The special funds continued to be invested

through Schwab. RINET provided quarterly recommendations

for allocation of funds and direction relative to individual fund

investment.

• The financial committee met with BSCES’ financial advisor, RINET,

at the end of the Calendar Year to review the investment account

performance. The Schwab investment portfolio currently aligns

very closely with the society’s target investment strategy.

Through April 2017, the Investment Fund account has

experienced 8 months with an increased in market value and just

2 months of decreased market value (as opposed to just 4 months

with an increase in market value and 8 months with a decrease in

market value through for all of FY 16). The net change in

investment value for the first 10 months of FY17 (excluding

transfers for Operating expenses) was $111,938.85.

• TECET staff met with Blum|Shapiro representatives in August

2016 to discuss the audit findings. The auditors determined that

BSCES had a “clean” audit with no recommendations for changes

to the current procedures. Thank you to Elizabeth and the TECET

staff for their hard work in ensuring there were no flaws in the

accounting practices. The completed tax forms were reviewed by

the Treasurer and were filed in November 2016.

• The Treasurer provided a summary of the Special Fund amounts

based on activities through the prior fiscal year ending in June 30,

2016. This determination incorporated adjustment of the funds in

consideration of the revenues and expenses relating to the funds.

Blum|Shapiro assisted in reconciling the special fund values.

• The Treasurer will determine the current value of the individual

Special Fund accounts for the end of FY 2017 and beginning of FY

2018 after Blum|Shapiro completes the annual audit and

evaluation of the investment account in August 2017.

• Assistant Treasurer Greg Mirliss provided extensive review of

many expense requests and technical meeting pricing by

committee and technical group members.

• To allow for adequate funds to be made available to pay monthly

operating costs, $50,000 was transferred from the Schwab

account in September 2016. As of April 30, 2017 the Webster

accounts totaled $234,220.36. It is anticipated that there will not

be a need for further transfer of funds to the Webster account in

FY 17. The need for a transfer to the Webster account by

December 2017 will be evaluated as the calendar year progresses.

III. Financial Summary through April 30, 2017:

• The BSCES total assets at the start of Fiscal Year 2017 (July 1,

2016) were $1,599,756.88.

• The current total assets (thru April 2017) were $1,816,177.54.

• The Schwab investment account value on July 1, 2016 was

$1,491,628.

• The Schwab investment account value on April 30, 2017 was

$1,553,566.85.

• BSCES’ Total Revenues were $498427.67. This amount is 2%

above of the annual budgeted total revenues with 2 months

remaining.

• The FY 2017 Total Expenses were $254,364.40. This amount is

less than 1% above the budgeted annual operating expenses.

• The current fiscal year-to-date net non-investment income is

$100,149.75. This is compared to an annual projected loss of

$41,208.33 through 10 months.

• The above finances are good. It is noted that the net income

during the months of May and June in FY15 were -$80,000.

Adjusting for the reduction in TECET Fee for FY17, this should be

reduced to -$70,000. If this analysis hold true, BSCES will have a

net Operating gain of $30,000 instead of a loss of $49,450.

WEBSITE AND SOCIAL MEDIA COMMITTEE ANNUAL REPORT

II. Committee Meetings:

The 2016 - 2017 was a year of transition for this committee, after some absence on social media, BSCES was revitalized in January 2017. The committee held a few meetings since January. The following is an update from what occurred at the aforementioned meetings:

• The first meeting was held in November 10, 2016 to discuss the goals of social media and the website with Rich Keenan.

• In November 2016, a meeting was requested by the Freeman Committee to discuss their section on the website. Updates to the website were made to include more information about the fund and history. It is planned to include past winner’s and videos in an archive section on the website.

• In December 2016 a meeting was held with Cara and Daria to discuss roles within the committee.
