Welcome to the 2013 Jamboree Shakedown

Firestone Scout Reservation – Brea, CA

May 3rd - 5th, 2013

The mission of the 2013 Jamboree Shakedown weekend is to provide a fun training experience for Troops

and Venture Crews in preparation for the Jamboree experience. This weekend is a great time to meet the

Scouts & Scouters from Orange County and Los Angeles, who are going to the 2013 National Jamboree.

The Shakedown event will be an important opportunity to check out your gear, test the leadership in your

Unit, and compare notes about new ways of preparing for the first National Jamboree at The Summit.

It is an opportunity to get your campsite set up Jamboree style, participate in a Conservation Service

Project, test the zip line and rock climbing walls, participate in Team-Building Games, get introductions

to Merit Badges at the Merit Badge Midway, sign-up for the Venture and Scout Ranges, sing and yell at

the Spirit Booth, enjoy a variety of Unit & Patrol activities, be blown away at the Saturday night Arena

Show, and be reverent at the Interfaith Worship Service. Finally, before packing up camp, we will gather

our 12 Units in front of the Albertson’s refrigerated trailer, looking sharp in our field uniforms, for a

campwide 2013 Shakedown photo.

The Shakedown training weekend should:

• Help the youth get to know one another.

• Emphasize the place of the Scout Oath and Scout Law at Shakedown and Jamboree.

• Provide the opportunity for units to organize, practice the Patrol Method in their leadership roles & tasks, and

manage their schedule of weekend activities.

• Create team-building games and activities for the youth.

• Provide the opportunity for units to organize and practice using all of the unit equipment

• Practice jamboree-style camping and cooking skills.

• Review Summit hazards (wildlife, plants, terrain, etc.) and basic safety procedures

With this Shakedown event, you will be able to note the strengths of your Unit, as well as areas that need

adjustment – before you are far from home. Remember - 2013 is the first year that Crew and Troop units

together participate at Shakedown and Jamboree. It is our number one goal to achieve a safe training

event that is FUN.

This weekend will be a learning experience for all of us, and an important opportunity to share new

experiences in preparation for what is to come at the 2013 National Jamboree. Most importantly it is the

ideal time to make the difference in the overall quality of the Jamboree experience for everyone. This is,

after all, an adventure offering real and profound life experiences!

Angie Velazquez, Allen Barr, Ernest Stuart and I have been enjoying the challenges of organizing a big

event, and enjoying seeing it come together. On behalf of the 2013 Shakedown Committee, 2013

Jamboree Leaders & Staff, we wish to offer our sincerest thanks to all those who have volunteered to

organize and run this year’s Jamboree Shakedown training event.

Yours in Scouting,

Kimberly Stuart

------------------------------------------------------------------------------------------------------------------------------- BASIC RULES OF CONDUCT FOR SHAKEDOWN - For All Participants and Staff 1) As a jamboree adult leader, I agree to complete the BSA Youth Protection training within one year of the last

day of the jamboree. (You need to complete the BSA Youth Protection training that directly relates to your registered Scouting membership. For example, if you are a registered Boy Scout leader, you will only need Boy Scout Leader Youth Protection training; registered Venturing leaders need to complete Venturing Leader Youth Protection training.)

2) I understand that serious and/or repetitive behavior violations, including cheating, stealing, dishonesty,

fighting, and cursing, may result in expulsion from the jamboree or serious disciplinary action and loss of privileges. The jamboree headquarters must be contacted for the expulsion procedure to be invoked. There are no exceptions.

Page 9: 2013 Shakedown Guidebook

9

3) I understand that the possession or consumption of alcoholic beverages or illegal drugs is prohibited at the

Shakedown.

4) I understand that, in accordance with U.S., local, and state laws, firearms and weapons are prohibited in the

possession of all jamboree participants unless otherwise specifically authorized by the Boy Scouts of America.

5) All rules of the campground will be enforced and must be strictly followed. The Shakedown, Safety and Security Ranger is in charge of the safety and welfare of all campers and has final authority on what will be allowed and in all matters of Health, Safety and Security.

6) Do not bother any of the natural wildlife you may find in the reservation. Remember your Outdoor Code, and

that rattlesnakes can bite you, but you cannot bite them back! Rattlesnake sightings should immediately be reported to Headquarters/Security.

7) The portable restroom facilities are not targets for abuse. Do not lock people in them or pretend they are

drums. If you use one after Taps, please do not allow the door to slam shut. Please use proper restroom etiquette (i.e. use the urinal for standing and the toilet for sitting).

8) Do not waste water. It is a precious commodity and needs to be conserved. Keep this in mind when cleaning

and washing. 9) No water balloons. Anyone found making one will be reprimanded and their balloons confiscated. Anyone

caught throwing one may cost his patrol or Unit any awards they would have otherwise received. 10) No footballs, Frisbees, etc. Any such items will be confiscated. This is a Scouting event that will require each

patrol to concentrate on the planned activities. Additionally, gopher, rat, and snake holes in and around the location make running extremely hazardous.

11) Do not enter or walk through another Unit’s campsite without first asking permission. 12) Only adults may use restroom facilities marked ADULTS ONLY. This is a Youth Protection rule that will be

strictly followed. 13) Taps is not a signal to start roaming outside of your Unit’s campsite. Scouts are expected to be in their tents

no later than taps each night. Additionally, Scouts and Scouters are reminded to keep their voices low after taps and lights out.

14) Behavior by any participant (youth or adult) that results in property damage, injury to another person, or

disrespect to another Scout, Scouter, or the Shakedown Staff will not be tolerated and may result in their removal from the Pre-Jamboree weekend, i.e., calling a parent or guardian to pick up the scout.

15) Points may be deducted from campsite inspection scores for failing to follow camp rules or any other behavior

observed by Camp Staff that is determined to be inappropriate. 16) Remember, the primary purposes of the Shakedown Weekend are to ensure your readiness for Jamboree,

build teamwork within the patrols and, most importantly, to make this a fun event for all participants.

------------------------------------------------------------------------------------------------------------------------------- UNIT ORGANIZATION & CAMPSITE Unit Leader Positions The only recognized unit leader positions for the 2013 Jamboree are the Scoutmaster, first assistant Scoutmaster, second assistant Scoutmaster, third assistant Scoutmaster, or the crew Advisor, and President for the Venturing groups/crews. Unit Configuration Councils must adhere to a troop size consisting of 36 youth and four leaders. Each troop site is designed to house a group of 40. Councils must also adhere to a Venturing group size of 10. This can consist of eight youth and two adults or nine youth and one adult as determined by the council. New to the 2013 Jamboree is the invitation for coed Venturing crews to join other attendees as participants.

Page 10: 2013 Shakedown Guidebook

10

Unit Banners Every Troop and Venturing Crew is to bring a troop or crew banner to Shakedown, identifying them by number, geography, and council. Banners must be vinyl, 1 foot by 8 feet, with grommets in each corner. In 2013, all units will be hanging their banners from the Unit’s campsite dining fly instead of a Gateway. Unit Campsite – IMPORTANT - See Appendix for Unit Campsite Layout Jamboree style Each Unit will be assigned a campsite and marked with a sign. The campsite boundaries or corners are marked on the ground. The configuration and layout of each unit’s tents and pop-ups is shown in the Unit Campsite Layout in the Appendix. It will be important to organize, and plan your steps first, then begin setting up. Make sure to arrange your tents and 3 - 14’x20’ canopies according the Campsite Layout. Otherwise your Unit may not fit on your campsite and you will be instructed to correct the problem. If you have ANY questions before Shakedown, please contact Shakedown Committee Co-Chairs Ernest Stuart or Kimberly Stuart at 949-270-6173. When we get to Shakedown, we will be available by radio.

----------------------------------------------------------------------------------------------------------------------------------- FOOD SERVICES – Unit and Staff Units and Staff will have Friday night snack of hot dogs and chips, available for “pick-up and go” near the Trading Post starting at 6:00 PM. Units will be eating as a Troop/Crew for breakfasts and dinner, not as individual patrols as in past jamborees and shakedown events. Saturday lunch materials will be picked up at the same time as Saturday breakfast. Lunches will be prepared during breakfast preparation, and packaged to be carried in everyone’s day pack as they leave their campsite for the day. Lunch time and location will be chosen at the discretion of each Patrol. See Unit Menu’s with food preparation suggestions in Appendix.

Proper training in food preparation techniques will be done during Shakedown will help ensure an enjoyable experience for all unit members preparing for Jamboree. It is the responsibility of the Assistant Scoutmaster or adviser in charge of physical arrangements to give oversight to the preparation and distribution of meals within the Unit.

Assistant Scoutmaster Duties will include:

• Ensuring safe practices are followed in the handling and preparation of food

• Working through, and with the youth leadership to train and oversee the tasks of drawing food and food

supplies, food preparation, serving, and cleanup/recycling/disposal after each meal. Recycling is

mandatory.

• Consulting with youth cooks regularly on the most effective ways to prepare daily food selections

• Meeting with the youth cooks and giving briefings on food preparation and safety precautions

• Overseeing cleanup operations after each meal.

NOTE: Unit food supplies will be organized and dispersed by Shakedown Staff (please wear rubber soled

shoes inside the refrigerated trailer). Unit Quartermasters are responsible for arranging the pick-up of their

Unit food, Hometown newsletter and Shakedown All-occasion cake at the Refrigerated Food Trailer. See the

Shakedown Event Schedule, and Unit menu’s in the Appendix.

Staff will meet at the Staff Food area behind Camp Headquarters for Friday night “Soup and Bratwurst”, and Saturday night dinner. Saturday lunch will be delivered on location or available at the Staff Food area, and Sunday breakfast will again be at the Staff Food area.

Special Diets The food service team does not have the capability of satisfying all of the many special dietary needs of those attending the Shakedown. If there are special food needs because of medical reasons (after medical permission to attend is granted), or if your dietary needs are of a religious nature other than kosher or halal, you should make your own arrangements to meet that need. You can do this by bringing nonperishable food with you, much as you would with medications. All-Occasion Cakes A Celebration cake will be distributed to each Unit and Staff with the Saturday night food pick-up. Our intent is to combine each Unit’s celebrations (birthdays, anniversaries, etc.) into a single event after dinner on Saturday night at each Unit campsite.

----------------------------------------------------------------------------------------------------------------------------------- RECYCLING PROGRAM – Mandatory

Every individual at Shakedown will be recycling paper, plastic, cans and in preparation for the comprehensive waste removal and recycling program for the 2013 National Jamboree. Every Unit & individual is required to participate in the Recycling Program. CRV Recyclables and trash will be taken the Recycle Center and Dumpster after each meal during campsite cleanup. Each Unit will be responsible to ensure that bags are full bags before replacing with new bags in the boxes. Non-recyclable food trash will be bagged and taken to the dumpster.

SHAKEDOWN PROGRAM ACTIVITIES– See Shakedown Event Schedule in Appendix

Shade / water stations, toilets (kybo’s), and wash stations are available throughout the campground. Shakedown participants will keep track of their personal water intake on their ID/ Hydration / Activity card.

A NOTE FROM THE SUMMIT: Weather conditions at the jamboree can range from being hot and humid during the day to mild temperatures in the evenings. Rain is more common at the Summit due to its location in the

Appalachian Mountains. Jamboree activities are very strenuous, and the 2013 Jamboree’s programs are different from any jamboree experience before. It is crucial that

everyone arrive fit and prepared, and drink plenty of water while at the jamboree.

CONSERVATION SERVICE PROJECT Conservation Service Project participants will Check-In at the project site and get training and work assignments. The project is two sets of stairs in the arroyo to get people back and forth from the Loma Linda site to the Wyote site. Every participant needs to bring their own pair of work gloves. All tools needed to carry out the project will be provided at the Service Project site. Order of the Arrow will be assisting & supervising this Program activity.

Participants in the Service Project will automatically earn the Messengers of Peace Emblem. It is a ring patch that encircles the World Crest on the Field Uniform shirt. A MOP certificate will be handed out to each participant’s Unit Leader at Check-Out. Parents will be able to take the certificate as proof to a Scout shop to purchase the number of patches desired.

Participation in a MOP project adds pins to a global Messengers of Peace map, showing service projects around the world.

CAMPWIDE SHAKEDOWN PHOTO Finally, before packing up camp, we will gather our 12 Units, looking sharp in field uniforms, in front of the Albertson’s Refrigerated trailer for a campwide 2013 Shakedown photo.

----------------------------------------------------------------------------------------------------------------------------------- SHAKEDOWN POLICIES Alcohol Policy The following statement is approved by the National Executive Board of the Boy Scouts of America. The current Guide to Safe Scouting states: “It is the policy of the Boy Scouts of America that the use of alcoholic beverages and controlled substances is not permitted at 39 encampments or activities on property owned and/or operated by the Boy Scouts of America, or at any activity involving participation of youth members.” Accordingly, it is the policy of the 2013 National Scout Jamboree that alcoholic beverages and controlled substances are not permitted. Tobacco Policy The current Guide to Safe Scouting states: “Adult leaders should support the attitude that they, as well as youths, are better off without tobacco in any form and may not allow the use of tobacco products at any BSA activity involving youth participants. All Scouting functions, meetings, and activities should be conducted on a smoke free basis, with smoking areas located away from all participants.” Accordingly, it is the policy of the 2013National Scout Jamboree that smoking and the use of smokeless tobacco is prohibited in all jamboree buildings, tents, and vehicles. While in BSA uniform and/or on duty, smoking or the use of smokeless tobacco is not permitted. The use of tobacco by visitors or off-duty, non-uniformed staff or leaders will be restricted to designated areas.
