Mark Begnini and Chair MarkHughes; Wethersfield SuperintendentMichael Emmet and Chair John Cascio;and New Britain Superintendent KeltCooper and Board Chair SharonBeloin-Saavedra on CABE services,programs and activities.

• Provided Lighthouse training for theKillingly Board of Education.

• Sent two issues of “Policy Highlights”via email listserv covering topics thataffect student achievement. Thisincluded staff development for certifiedemployees, student excused andunexcused absences and truancy,student dress codes and the value ofgood policy.

➤By representing Connecti-cut school boards on thenational level:

• Participated in the National LighthousePlanning meeting.

• Participated in two meetings of theperformance Evaluation AdvisoryCommittee (PEAC) Principals Sub-group.

• Attended Commissioner Pryor’sworkshop on Connecticut ESEAWaiver.

• Participated in NSBA’s SummerInstitute for State Association Execu-tive Directors.

• Attended NSBA Council of SchoolAttorneys Officers meeting.

• Participated in conference call to planNSBA State Asociation Counselmeeting.

• Participated in Red Tape Task Forcemeeting.

CABE’s 2nd Annual Summer LeadershipConference.

• Trained Windsor and Region 18 CentralOffice staff on use of CABE-Meeting

• Facilitated Roles and Responsibilitiesworkshop for Madison Board ofEducation.

• Provided policy information to 30districts, one RESC, four out-of-stateschool board associations, and NSBAthrough 55 answered requests forinformation or sample policies, on 39topics. The topics of greatest interestincluded attendance and truancyissues, required student and parentalnotifications, restraint and seclusionissues, and student records.

➤By promotingpublic education:• Answered questions about the current

legal issues facing boards of educa-tion. “HOT” topics this month were:adopting new policies, meetingagendas, student search and seizure,board vacancy and records retention.

• Attended Commissioner’s meetingpertaining to the implications of thefederal ESEA waiver granted.

• Staffed CABE’s Vision Committeemeeting.

➤ By ensuring membersreceive the most up-to-datecommunications:• Prepared Custom Policy Service

material for Brooklyn, Columbia,Windsor Locks, and Woodbridge.

• Met with the Superintendent GaryMala, Avon to review the district’spolicy needs.

• Entered into a contract to develop newpolicy manual for Griswold.

➤By providing servicesto meet members needs:

• Facilitated Goal Setting workshop forWatertown Board of Education.

• Facilitated day and a half board/administrative retreat for the Sheltonboard of Education.

• Entered into an agreement to do anaudit of the policy manual of the AvonPublic Schools.

• Completed the audit of the policymanual of the Watertown PublicSchools.

• In the process of completing the auditof the policy manual of the ScotlandSchool District.

• Provided custom update material forOld Saybrook and Stafford.

CABE is looking for board members toserve on the CABE Nominating Commit-tee established to develop a roster of of-ficers who are to be elected at the annualCABE/CAPSS Convention.

CABE is soliciting nominations forCABE Officers and CABE Area Directorsfor 2012-2013. These positions provide animportant link between CABE and itsmembers.

Board of Distinction Award

The CABE Board RecognitionAwards are designed to recognizeboards that provide effective leader-ship to their districts through the useof good practices. This program,which acknowledges the importanceof school board members andsuperintendents working together aseffective teams, continues animportant trend among school boardassociations across the country.

• CABE Board LeadershipAward - Level One includes34 items and boards need tofulfill 22 of these with at leastthree completed in each of thefollowing areas: board leader-ship/student achievement, boardmember professional develop-ment, policy, community rela-

tions, and related organizationalleadership.

• CABE Board of DistinctionAward - Level Two recognizesBoards which are truly exem-plary. To be eligible for thishigher level of award, the Boardmust have achieved Level Onedistinction at least twice in thepast four years. Boards mustachieve at least two Level Twoitems in each Level Two cat-egory to receive this award.

An optional question in Level Oneand Level Two, asks about whatmakes your Board’s leadershipespecially effective. These responseswill be printed in the CABE Journal.

The Awards will be presented atthe CABE Leadership AwardsReception at the CABE/CAPSSConvention on Friday, November16, at the Mystic Marriott Hotelin Groton. Winning Board Chairsand Superintendents will benotified by email the wek ofOctober 15. All members of yourboard of education who are at-tending the Convention areencourage to attend the awardsceremony.

Districts receiving the award for thefirst time will receive a plaque; and inthe years following, plates for theplaque will be provided. Winningdistricts will also be honored, for oneyear, on a plaque that hangs in theLeonard Rovins Conference Room at

the CABE Office and will be recog-nized in the December CABE Jour-nal.

Members of the CABE Vision Committee held their first meeting recently at the CABEoffice. Mary Broderick, Past President of CABE and NSBA, is serving as the Chairmanof the Committee, which includes Richard Murray (Killingly), John Prins (Branford),Ann Gruenberg (Hampton), Nancy Tinker (Windham), and Becky Tyrrell (Plainville).Patrice McCarthy, Bob Rader and Kelly Moyher will support the Committee. Thequestions the group will examine include:

• What is the purpose of CABE?

• What are significant emerging trends that CABE needs to address?

• What do local school board members need from CABE?

The Committee will be engaging others to help inform their discussions.

CABE Vision Committee

This workshop is intended for board members, superintendents and legalcounsel. The workshop will cover changes brought about by this year’sLegislative Session. Specifically, bills concerning teacher evaluation programsand teacher termination, as well as bills concerning bullying and school climateare of major importance to local school districts and can have great impact on adistrict and individual schools, teachers and administrators. Come learn moreabout these education reforms from the experts and learn how your district andeducational community will be affected.
