This report covers five (5) performance areas and seventeen (17) service areas in a very comprehensive, informative and at the same time useful material that could readily be used in attaining our goals to improve access to services, fit government actions to private needs, and increase opportunities for state-society interactions, thus bringing governance “closer to people”. We have achieved much in the short time what we have worked together. We, however, still have a long way to go. Our initial success is due mainly to our unity in political leadership, the cooperation and support of the different agencies, the improvement in the work attitudes and habits of our government employees and our shared commitment to work for a brighter future for Lanao del Sur. If we can continue being united, cooperative, hardworking and committed, we will surely achieve much more in the years to come. Although issues related to poverty persist and improvements in effective and efficient service delivery remain a challenge, my administration recognizes the need to further enhance capacities in service delivery by optimizing the role of local government units in providing improved services. Chapter 1 Introduction

THE LGPMS

This Local Governance Performance

Management System, also referred to as LGPMS,

is a self-assessment, management and development

tool that enables provincial, city and municipal

governments to determine their capabilities and

limitations in the delivery of essential public

services.

It is neither a scorecard nor a rating system to measure performance of

specific local government units.

The LGPMS is spearheaded by the Department of the Interior and Local

Government, through the Bureau of Local Government Supervision and DILG

Regional Offices, in partnership with major stakeholders, i.e., LGU Users, LGU

Leagues, Civil Society Organizations, Private Sector Organizations, and International

Development Partners.

Salient Features

As a self-assessment, management and development support tool, the

LGPMS serves three primary purposes:

1. Supporting the development of a local government through the improved

use of financial and human resources;

2. Benchmarking local government performance against established

standards; and

3. Informing national policy-makers on the state of development in local

government units.

History of the LGPMS

Productivity and performance measurement in the Philippines started to gain

prominence when the then Ministry of Local Government, through the defunct

Bureau of Local Government, conceptualized the Local Productivity and

Performance Measurement System in 1982. As designed, the LPPM had the ability to

generate information benchmark on service delivery capabilities and limitations, as

well as budgetary prioritization and allocations of provincial, city and municipal

governments, including issues or concerns that were beyond their authority and

competence to address.

In 1984, LPPMS was fully implemented. Until 1985, the MLG Central Office

was provided with local government reports annually. In 1986, the use of LPPMS as

a general supervision tool was discontinued believing that its value was already

recognized in the local government decision-making process. The increasing clamor

from DILG Regional and Sub-Regional Offices to revive such a tool brought to fore

in 1998 the Local Productivity and Performance Measurement System enhanced

version.

In 2000, the Citizens Satisfaction Index System, being a sequel to the

LPPMS, was formulated to gauge client views on the reach and quality of basic and

essential socio-economic and environmental management services. The CSIS was

field-tested in several cities and municipalities in Luzon.

A year later, the Local Development Watch was developed to complement

the above mentioned initiatives. This was funded by the Australian Agency for

International Development. Sustainable development was central to the concerns of

DevWatch. And as such, it was an indicator-based assessment system on social well-

being, economic prosperity and environmental health. DevWatch was field-tested in

36 cities and municipalities. It was implemented in selected local governments for

quite some time.

There are at least two significant lessons that can be drawn from experiences

in the application of the LPPMS. First, information was basically limited to service

delivery capabilities and limitations. It did not have the ability to make available

information on overall administrative capabilities and development conditions

obtaining in a local government unit. Second, it did not address the imperatives of

effectively managing the information for development and change at the local level.

Considering the lessons learned, and aware of the evolving notion of governance, the

Local Governance Performance Management System, or LGPMS, was developed.

With the Bureau of Local Government Supervision taking the lead,

stakeholders from various sectors shared time, efforts and resources to evolve a

pioneering tool, which is developmental in nature and strategic in purpose. To

initially determine the functionality of the LGPMS prior to its nationwide

implementation, the United Nations Development Programme and the Philippines-

Canada Local Government Support Program provided technical and financial

assistance in its Field-Testing in 113 LGUs in the country, from February to October

2004. The experiences gained during this phase served as inputs to fix the gaps and

enhance the utility of the system.

As a prelude to the National Roll-Out, the LGPMS was launched in October

2004, with a financial support from the LGSP. The National Launch was held in

Manila, while the Regional Launches were done in three key cities in the Visayas and

Mindanao, namely Iloilo, Cagayan de Oro, and Davao. The National Roll-Out,

which was intended to cover all the 79 provinces, 117 cities, and 1,501 municipalities,

took place in 2005. This was designed as a three-day training on the essentials of

LGPMS, combining lecture-discussions, guided hands-on cum demonstration, and

workshops. This was participated in by technical personnel from local government

Planning and Development Offices and organizational units. The first three clusters

of 96 provinces, cities and municipalities were covered by the Intensive Capacity-

Building for Champion LGUs Project funded by the Asian Development Bank. The

LGPMS User’s Training for the remaining 42 clusters of LGUs were funded out of

Local Government Unit Information Portal Project, E-Government Fund. Various

activities were also conducted to capacitate DILG personnel at the central, regional

and sub-regional offices who are engaged in the implementation of the LGPMS.

Output and Utility of the LGPMS

The output of the LGPMS is the State of Local Governance Report, which

the local government unit may utilize as its Annual Report to comply with the

requirement under the Local Government Code of 1991.

Vision

The Provincial Government decided to efficiently address the identified

issues and concerns of the province through the effective implementation of the

priority programs, projects as well as activities rational with the progress thrusts and

policies of the National Government and the Autonomous Region in Muslim

Mindanao has set its vision.

Mission

The Provincial Administration, obtaining its power from its constituents has

set the mission with objectives in promoting the general welfare of its populace.

Lanao del Sur envisions to have transparent,

participative and accountable governance which promote sustainable and vibrant economy with adequate and

sustainable support infrastructure, responsive basic social services, well-managed ecology in a God-fearing and

peace-loving community that is sports-minded and

culturally sensitive.

Lanao del Sur is committed to provide excellent

social services, promote vibrant economy with sufficient support infrastructure and transparent, accountable, and

responsive governance that foster community-government linkage and boost for sports-minded, culturally-sensitive,

God-fearing and peace-loving people/constituency.

Location and Administrative Boundaries

It is bounded on the east by the province of Bukidnon; on the South, by

Maguindanao and North Cotabato; on the West by Illana Bay and on the Northwest

by the province of Lanao del Norte. Lanao del Sur is well-enclosed within the

Bukidnon-Lanao highland areas with a series of plateaus, plains, highlands and

basins, rolling hills and volcanoes which mountain ranges serve as a natural boundary

from Maguindanao and Cotabato.

Historical Background

The creation of Lanao dates back to the Philippine government’s campaign

for resettlement in Mindanao. Lanao became a province during the American era by

virtue of the Philippine Commission Act No. 787.

The province of Lanao del Sur was created by virtue of Republic Act No.

2228, which was sponsored by the late Senator Ahmad Domocao Alonto, Sr. on May

27, 1959, dividing the unified Lanao Province into two (2) provinces: Lanao del

Norte and Lanao del Sur. Lanao del Sur was officially chartered on July 4, 1959 with

Twenty five (25) municipalities including Dansalan, now Marawi City as the capital

town.

During the Martial Law Years, Presidential Decree No. 742 was issued by the

late President Ferdinand Marcos, creating Region XII, with Lanao del Sur as one of

the five (5) provinces comprising the region. This Decree was part of the

government policy of reconciliation and negotiated settlement with the Moro

National Liberation Front (MNLF).

The failure of both the Philippine Government and MNLF to agree on the

terms and conditions and the mechanics in implementing the Tripoli Agreement

signed in Tripoli, Libya on December 10, 1976 lead to the issuance of Proclamation

No. 0628 by the late Pres. Marcos on March 25, 1977, declaring Autonomy in

Southern Philippines, embracing the 13 provinces mentioned in the Tripoli

Agreement. However, this was subject to a referendum which shall determine the

manner by which the people of the areas of Autonomy wish to recognize themselves

administratively in accordance with the constitution of the Philippines and the

formula proposed by Col. Muamar Al-Khadaffy of Libya. The plebiscite held on

April 17, 1997 did not include all the 13 provinces intended for the Autonomy

Government due to the refusal of some of the provinces mentioned to become an

integral part of the ARMM.

When Corazon C. Aquino became the President of the Republic through the

historic EDSA Revolution on February 26, 1986, a Regional Commission was

organized to draft the Philippine Constitution, providing among others the creation

of the Autonomous Region in Muslim Mindanao (ARMM).

The plebiscite held on February 19, 1989 made Lanao del Sur, along with

three (3) other provinces, a part of the Autonomous Government for having voted

in favor of inclusion, while the Marawi City which is the capital of the province,

refused to be a part of the ARMM. However, on the April 14, 2001 plebiscite for the

expanded ARMM, Marawi City along with Basilan, become an integral part of

ARMM for voting in favor of inclusion. Marawi City has, therefore, become the only

city under the Autonomous Government.

The culture, beliefs and practices of the people of the province of Lanao del

Sur has remained intact despite the social trappings of modernity introduced by the

more progressive western cultures. Even the political changes that had affected the

province has not deterred it from continuing to be the center of Islamic activity in

the country. Major Islamic decisions affecting the Muslims emanate from the

province. This includes political decisions. The “TARITIB” and “IJMA” are still

present and are part of the governing system of laws and of public order in the

province, regulating the socio-cultural affairs of the “PAT - A - PANGAMPONG”

Sultanate States.

The term “Maranao” is derived from the word “Ranao” which means

“Lake”, thus, the term Maranao, the natives of the province, means “People of the

Lake”.

Presently, the province is politically subdivided into two (2) congressional

districts both under the administrative supervision of the Provincial Governor. The

1st District has 17 municipalities and Marawi City, while the 2nd District has 22

municipalities, including Lumbaca-Unayan, a newly created municipality under MMA

Act No. 106 on November 28, 2004. Based on the Joint Certificate of Confirmation

by the DILG, COMELEC and NSO dated August 24, 2004, the Municipality of

Lumbaca-Unayan has a total land area of 42.28 square kilometers, a total population

of 11,672 and a total of 833 households. The province has a total of 1,158 barangays

including Marawi City.

Income and Classification

Lanao del Sur is one of the first class provinces of the Autonomous Region

in Muslim Mindanao (ARMM). In 2008, the total income of the province was

P1,012,425.400.00. Of this amount, the Internal Revenue Allotment (IRA) amounted

to P1,003,687,670.00 representing 99% while the remaining 1.0% was locally

generated income. The province had risen to a first-class province in 2002, through

the efforts of the late Governor Mamintal M. Adiong, Sr., from being rated third

class decades ago.

In 2009, the total income of the province has increased to P1,335,675,114.00

of which P1,154,706,246.00 or 86.45% represents Internal Revenue Allotment (IRA).

In 2010, the total income of the province was P1,185,675,114.00. Of this

amount, P1,154,706,246.00 or 97.39% represents Internal Revenue Allotment (IRA).

The remaining 2.61% was locally generated income.

Socio-Economic Profile in brief

Accessibility

Along the northwest portion, the province of Lanao del Sur is accessible

through the 36-kilometer Iligan City-Marawi City National Highway. The province is

also about 118-kilometer from Cagayan de Oro City through a concrete road

traveled by many public vehicles. On the other hand, the Marawi City-Malabang-

Cotabato City route, passing through the Narciso Ramos Highway, connects the

province to Maguindanao and other southern Mindanao provinces.

There are three regular flights everyday from Metro Manila to Cagayan de

Oro City. Fast and reliable buses operate between Cagayan de Oro City and Iligan

City. The usual fare between Cagayan de Oro and Iligan City is P120.00. Wao and

Malabang airports are soon to open.

Ten-seater air-conditioned FX public vehicles are also available for

passengers bound for Lanao del Sur at the communal bus stop in Iligan City and

Cagayan de Oro City. The usual fare between Iligan City and Marawi City is P60.00.

Marawi City to Malabang and Cotabato City maybe accessed through a ten-seater FX

public vehicles for the rate of P150.00 and P300.00 respectively.

If the tourist wishes to travel by sea, there are ferry routes in Iligan City to

and from Metro Manila. The ABOITEZ Super Ferries provides regular service

between Iligan City and Metro Manila, while the Negros Navigation provides service

between Iligan/ Cagayan de Oro, Iloilo, Cebu City and Metro Manila.

Land Area

The province has a total land area of 13,574.24 square kilometers with an

estimate of 366.78 square kilometers of water area composed of useful lakes and

swamps. The municipality of Bubong occupies the biggest land area of 798.50 square

kilometers while the municipality of

Lumbaca Unayan has the smallest land area

of 42.28 square kilometers. Soil type of the

province varies from loam to upland soil

types. The loam type is suitable for rice and

corn production while upland soil is limited

to forestlands. Seasonal and permanent

crops like fruit-bearing and tree plantations

find propagation in sandy loam soil.

CClliimmaattee

The thick and lush forest

surrounding the province provides a natural

shield against typhoon and floods. Lying

hundreds of meters above sea level, the

province has a cool temperature, which

dwindles between 16.0 to 22.0°C adding to

its tourism potential during summers. The

lowest recorded temperature was 12° C.

Sunny days can be expected from March to May. Monsoon rains usually begin

around the mid of June and last until mid-to-late of October. November to February

is cold months. During these months, four or five days of awfully cold weather are

often followed by a few warmer days.

People

The word Maranaw was taken from

the context, “taw sa ranaw” which means man

of the lake. Through several transliterations,

the term Maranaw became Maranao.

The Maranaos have an inherent sense

of hospitality, truly noble that have endeared

the hosts to Non-Maranaos who have spent

their days in the province. It has been a

practiced virtue by the Maranaos that they better die first than having their visitor

seen harmed in their custody.

The Maranaos have preserved the rich heritage of sultan and datu, which

sultanate system and royalty still exists in the community. The sultan and datu (his

council of elders) are part of the consultation in various social issues and gatherings.

The province of Lanao del Sur is generally a very peaceful place to visit.

The Provincial Government and the Local Chief Executives, in cooperation with the

Military and Police forces, the Council of Elders, the Ulamah Council and the

various stakeholders have maintained the peace and order situation of the province.

The constituents of the province are very supportive with the GRP-MILF Peace

Process.

Agriculture & Mineral Resources

The fertile soil of Lanao del Sur is expedient for all kinds of crops. Corn the primeval crop is planted on 172,871 hectares. Coconut is largely grown in 78,500 hectares of plantations. The farmers plant rice, coffee, banana, cassava, abaca, durian, cacao, sugar cane, vegetables, and other root crops. Flowers of the various vaarriieett iieess aarree

Lanao del Sur is the leading province in the region in terms of production of

The province also has Freshwater

Demo Fish Farm at Kialdan, Marantao, Lanao

del Sur. There are also wide fishing grounds

such as the Illana Bay/Moro Gulf, Lake

Lanao, Lake Dapao and Lake Butig.

The Power Generation

Lanao del Sur hosts the principal

power source of the Mindanao Grid. Lake

Lanao through the Agus River has been made

use of its potential by the National Power

Manufacturing Plant

The manufacturing and processing industries in this province are Matling

Industry and Commercial Corporation, Itil Plantation, Lorenzo Flour Mills, Lobregat

Family Mills Corporation, United Coconut Plantation and a Palm Oil Plantation, the

Tabung Haj Janoub Philippines, Paglas Banana Plantation, Durian Plantation and

Sugar cane Plantation.

Livelihood

The people are illustrious for their craftsmanship and artistry. This is

conspicuous in their especially contrasting colored woven mats and hand-woven

fabrics, complicated brasswares and wood

carving known as “baor” and “bamboo-

lacub” industries. These products, which

evidenced the ethnic heritage of the Muslims

in Mindanao, have found highly profitable

markets in all parts of the Philippines and in

foreign countries.

The Maranaos are also engaged in

other livelihood programs such as goat

production, poultry production and duck egg

production.

Business Facilities

The channels of conveyance of information are furnished by

the modern communication technology of the Smart and Globe.

There are government–run telegraph stations along with two (2)

private telegraph stations. There is Wireless Communication Message

Center in Marawi City and a Cable Television Station, four (4) banks

namely; Land Bank of the Philippines, Philippine National Bank,

Islamic Bank of the Philippines and Maranao Rural Bank, which

facilitate financial transactions in Marawi City, and banks in

Municipalities of Wao and Malabang.

and field ground, 400-meter oval.

Chapter 3 State of Performance

The State of Performance as used in this report refers to the underlying

capacity of a local government unit. Under the LGPMS framework, the State of Performance of the Province of Lanao del Sur was assessed in terms of the five performance areas and their respective service areas.

The State of Performance shows in tabular and narrative account the

findings of the study based on the indicators identified in the five (5) performance areas considered, namely: Governance, Administration, Social Services, Economic Development, and Environmental Management.

The following are the areas reviewed under the LGPMS.

The Sangguniang Panlalawigan of Lanao del Sur prepared a Legislative

Agenda in consonance with the Executive Agenda of the present administration

after a thorough consultation with the different organizations in the locality.

All approved ordinances and resolutions of the Sangguniang

Panlalawigan are properly compiled which can be retrieved at any given time

during office hours. It is also properly documented with the date of approval by

the Sanggunian, by the Governor and the action taken whether it was vetoed by

the Chief Executive or overridden by the Sanggunian.

The principal sponsors and co-sponsors of every approved ordinances

and passed resolutions are highlighted as well as the title of the ordinance and

resolution and the date it was approved or passed.

Every approved ordinances and resolutions of the Sangguniang

Panlalawigan are properly posted on the following:

the bulletin board inside the provincial capitol

the different barangay halls of Lanao del Sur

All draft legislations pertaining to people’s welfare and concerns are

properly advertised through television and radio stations, leaflets, tarpaulins and

streamers.

At present, the Sangguniang Panlalawigan of Lanao del Sur enacted the

Revenue Code, passed the Environmental Code, the Local Code for Children

and the Gender and Development Code.

It is noted that there is a poor representation (or the lack of it) of

industrial sectors and the migrant workers.

Lanao del Sur has no code for General Ordinance and Local Investment

In the area of meaningful citizen participation in governance, the

province has provided support mechanisms for participation of people’s

organizations and civil society organizations in local governance. Various

programs and projects were conducted in partnership with different NGOs and

POs.

It has institutionalized a measure for feedback mechanism. Thus,

feedback from citizens is readily available through SMS, emails, letters and

public forums.

A) Local Development Council

One of the most important components of Development Planning is

the Local Development Council – its organization and composition. In Lanao

del Sur, the composition of the Local Development Council is in accordance

with Section 107 of the Local Government Code of 1991.

Among others, Section 107 thus provides:

SECTION 107. Composition of Local Development Councils. – The composition of

the local development council shall be as follows:

(c) The provincial development council shall be headed by the governor and

shall be composed of the following members:

(1) All mayors of component cities and municipalities;

(2) The chairman of the committee on appropriations of the Sangguniang

Panlalawigan;

(3) The congressman or his representative; and

(4) Representatives of non-governmental organizations operating in the

province, who shall constitute not less than one-fourth (1/4) of the

members of the fully organized council.

(d) The local development councils may call upon any local official concerned

or any official of national agencies or offices in the local government unit to

assist in the formulation of their respective development plans and public

investment programs.

The Provincial Development Council (PDC) of Lanao del Sur was able to

formulate and update long-term, medium-term and annual socio-economic

development plans and policies, and public investment programs. It has also

prioritized development programs and projects according to the requirements of its

constituents. Moreover, it has effectively coordinated, monitored and evaluated the

implementation of plans and programs.

The PDC Secretariat has also been organized, through the Provincial

Planning and Development Office (PPDO), which provides technical and

administrative support to the PDC.

These plans were formulated with the participation of stakeholders in the

province. Not only do these plans set the socio-economic development thrusts to

achieve the vision of the province of Lanao del Sur, these also support the over-all

regional and national programs of the government.

The annual targets are clear and achievable in as much as financial support

has been made as an integral component of the plan. Moreover, financial targets

have been adequately achieved to support the planned programs of the province.

The provincial government, through the Provincial Planning and

Development Office, is in the process of updating its Comprehensive Development

Plan – Executive-Legislative Agenda (CDP-ELA). The CDP - ELA sets the

provincial government’s strategic directions for the next three years and provided an

explicit expression of the present administration’s goals, objectives, strategic

priorities and programs that are consistent with the vision and mission of the

province.

The Annual Budget for 2010 was prepared and approved within the

prescribed period. It was prepared with participation from all the departments and

stakeholders in the province. The total amount appropriated for personal services

has been set at P323,872,576.38, which is within the percentage limitation set by the

Local Government Code. The other limitations prescribed by Section 325 of the

Code have likewise been strictly observed.

A) Bids and Awards

Lanao del Sur has effective guidelines, systems and structures for

accounting, internal control and procurement. Its internal control system has

clear signing authorities with distinct delineation of duties, responsibilities

and accountabilities. Recording of transactions is accurate and timely.

Supplies and assets are regularly inventoried and audit findings are promptly

resolved.

The province’s financial management system is partially automated

such that monthly financial reports are available. Manuals and guidelines

have also been made available to facilitate the processing of claims, payments

and other transactions with the LGU.

The composition of the province’s Bids and Awards Committee is in consonance with the provisions of the Implementing Rules of RA 9184 or the Government Procurement Reform Act. The rules and procedures in the procurement of supplies and services have been complied with, particularly in the preparation of bidding documents, posting of invitations to bid, conduct of pre-procurement and pre-bid conferences, the determination of prospective bidders and the like.

All BAC meetings were held in the provincial capitol and all

proceedings have been properly documented with all the minutes intact and

available upon request.

B) Financial Transactions

Certified financial statements are completed by year-end and these

are audited by the Commission on Audit. Annual financial statements are

posted in conspicuous places and are available upon request. However, these

are not published in the local media.

The annual report of the COA and its list of negative findings have

been made available in the preparation of this report.

Lanao del Sur has efficient customer service relations with its clients,

as shown by the following practices:

1. Provision of Taxpayer’s Lounge with coffee, candies, biscuits , TV set and

magazines/reading materials;

2. Response time to written inquiries is less than 15 days;

3. Inquiry desk is staffed during business hours;

4. A system to track all actions relative to client inquiries has been

established; and

The province has streamlined its civil application systems, particularly

in the following:

The province has provided for a one-stop-shop for the issuance and

for human resource development. It maintains and regularly updates an

employee database. The following are the human resource management

systems instituted in the province:

Human Resource Planning is also established by the Provincial

Government. The systems installed may be described as:

It is observed that the province responds to the existing felt needs of

the office where the vacancy exists. Human resource management in the

province is in accordance with Civil Service and other laws and procedures

on personnel administration. It conducts performance appraisal every six

months and promotions are based on personnel performance and

qualifications.

The local government has allowed its employees to attend staff

development activities outside the province as initiated by other agencies.

There were several local government initiated activities for human resource

development in 2009.

The province’s health and nutrition program is managed by the Local

Health Board, which has been organized and has functioned in accordance

with Section 102 of the Local Government Code of 1991.

Section 102 (a) provides:

Creation and Composition. - There shall be established a local health

board in every province, city or municipality. The composition of the local

health boards shall be as follows:

The Provincial Health Board shall be headed by the governor as

chairman, the provincial health officer as vice-chairman, and the chairman of

the committee on health of the Sangguniang Panlalawigan, a representative

from the private sector or non-governmental organizations involved in

health services, and a representative of the Department of Health in the

province, as members; and

(b) The functions of the local health board shall be:

(1) To propose to the Sanggunian concerned, in accordance with standards

and criteria set by the Department of Health, annual budgetary

allocations for the operation and maintenance of health facilities and

services within the municipality, city or province, as the case may be.

(2) To serve as an advisory committee to the Sanggunian concerned on

health matters such as, but not limited to, the necessity for, and

application of, local appropriations for public health purposes; and

(3) Consistent with the technical and administrative standards of the

Department of Health, create committees which shall advise local health

agencies on matters such as, but not limited to, personnel selection and

promotion, bids and awards, grievances and complaints, personnel

discipline, budget review, operations review and similar functions.

All component municipalities and city of Lanao del Sur have access

to health stations, which function in accordance with their mandate. These

are strategically located in the different municipalities. The Provincial Health

Board was strengthened by not just making it as a Board but a Task Force

that will not just oversee but shall also implement various health-related

activities.

The Provincial Health Office (PHO) was also created to implement

various health programs and projects of the provincial government.

In 2010, the Provincial Health Office (PHO) has served 9,073

patients in the different activities conducted in the different municipalities of

the province, to wit:

Local School Board

The Local School Board manages the province’s education program.

Its organization and composition is in consonance with Section 98 of the

Local Government Code of 1991.

Section 98 provides:

Creation, Composition and Compensation. - (a) There shall be

established in every province, city, or municipality a provincial, city or

municipal school board, respectively.

(b) The composition of local school boards shall be as follows:

(1) The provincial school board shall be composed of the governor and the

division superintendent of schools as co-chairmen; the chairman of the

education committee of the Sanggunian Panlalawigan, the provincial

treasurer, the representative of the Pederasyon ng mga Sangguniang

Kabataan in the Sangguniang Panlalawigan, the duly elected president of

the provincial federation of parents-teachers associations, the duly elected

representative of the teachers' organizations in the province, and the duly

elected representative of the non-academic personnel of public schools in

the province, as members;

(c) In the event that a province or city has two (2) or more school

superintendents, and in the event that a municipality has two (2) or more

district supervisors, the co-chairman of the local school board shall be

determined as follows:

(1) The Department of Education shall designate the co-chairman for the

provincial and city school boards; and

(2) The division superintendent of schools shall designate the district

supervisor who shall serve as co-chairman of the municipal school

board.

(d) The performance of the duties and responsibilities of the above-

mentioned officials in their respective local school boards shall not be

delegated.

Further, Section 99 of the same law provides for the functions of the

Local School Board, which states:

Functions of Local School Boards. - The provincial, city or municipal

school board shall:

(a) Determine, in accordance with the criteria set by the Department of

Education, the annual supplementary budgetary needs for the operation

and maintenance of public schools within the province, city or

municipality, as the case may be, and the supplementary local cost of

meeting such needs, which shall be reflected in the form of an annual

school board budget corresponding to its share in the proceeds of the

special levy on real property constituting the Special Education Fund and

such other sources of revenue as this Code and other laws or ordinances

may provide;

(b) Authorize the provincial, city or municipal treasurer, as the case may be,

to disburse funds from the Special Education fund pursuant to the

budget prepared and in accordance with existing rules and regulations;

(c) Serve as an advisory committee to the Sanggunian concerned on

educational matters such as, but not limited to, the necessity for and the

uses of local appropriations for educational purposes; and

(d) Recommend changes in the names of public schools within the territorial

jurisdiction of the local government unit for enactment by the

Sanggunian concerned.

The Department of Education shall consult the local school board on

the appointment of division superintendents, district supervisors, school

principals, and other school officials.

Pre-School Education

There are functioning pre-school/day care centers in all

municipalities and city and in some barangays in the province. Majority of

these Day Care facilities are operated by the local government. Aside from

the existence of the Day Care Centers in the city, municipalities and

barangays, kindergarten classes were also established in some elementary

schools, particularly in Marawi City and all municipalities.

Elementary School Participation Rate

As of this report, there are no available data on the children aged

between 6-12 years old who are enrolled in all elementary schools in Lanao

del Sur. There are also no available data on the projected elementary school

age population. However, it has been observed that children 6-12 years old

enrolled doubled the projected number due to the fact that some enrollees

comes from the different municipalities and barangays of the province.

Secondary School Participation and Completion Rate

The same circumstance is observed among high school students here.

No data are available on population of children aged 12-15 years old. The

actual number of children enrolled in high school is undetermined yet. It has

to be noted that secondary school completion rate in 2008 is low at 64.39%.

The identified causes of dropping out among high school students

are poverty, lack of interest, family problem, peer influence,

attitude/behavioral problem, job/employment and pregnancy.

Tertiary School Completion Rate

There was no data available for tertiary school completion rate for

the whole province. In 2008, the tertiary school completion rate for the

entire province is 62.92%. For the government-operated university,

Mindanao State University, the drop-out rate averaged 20%. The identified

causes of dropping out among college students are financial problems,

change of residence/school, sickness, marriage and diversion of student’s

interest to computer games and others.

Vocational School Completion Rate

As of this report, there was no available data on the vocational school

completion rate. Nevertheless, the records of TESDA Lanao del Sur

Provincial Office show that a total of ninety seven (97) Community-Based

Skills Training and fifty three (53) School-Based Skills Training were

conducted from January to December 2009.

The Community-Based Skills Training includes Dressmaking, Beauty

Care and Hair Cutting, PC Operations, Food Processing, Baking, House

Wiring Installation, Small Engine Servicing, Candle Making, Computer

Hardware, Carpentry, Masonry, Plumbing, Tile Setting NC II, and others.

The School –Based Training includes skills training on Computer

Hardware, Health Care Services, Agri Crop II, Masonry NC II, commercial

Cooking, Food and Beverages, Baking and Pastry, Housekeeping NC II,

Massage Therapy, Dressmaking and Horticulture NC II.

Out of the 2,878 enrollees for the Community-Based Skills Training,

2,764 were able to graduate and complete the training. Of those who

graduated, 56% are female trainees while 44% are male trainees.

For the School-Based Skills Training, the total number of enrollees

was 2,285 and only 50 of them were not able to graduate. The successful

trainees were composed of 69% female and 31% male.

To further augment the livelihood skills of the constituents, the

TLDC has conducted mobile trainings in the different municipalities. A total

of 764 persons participated in the training.

In addition, a total of 320 graduates are confirmed during the 6 th

Culmination Exercise on April 4, 2010:

Local Peace and Order Council

Lanao del Sur has organized

its Provincial Peace and Order

Council (PPOC) with the Provincial

Governor as the Chairman. Its

composition is in accordance with

Executive Order 309 signed by then

President Fidel V. Ramos, as

amended.

The Secretariat to the Provincial Peace and Order Council (PPOC) is

the DILG Lanao del Sur Operations Office, which provides technical

support to the PPOC in its operations.

All barangays in the different municipalities have organized their

respective Barangay Tanods. The members of the Barangay Tanods and the

barangay government structure have made major contributions in the

maintenance of peace and order in the area.

In addition, a superbody has been organized in Marawi City and

Lanao del Sur to end organized crimes, including kidnappings.

The Task Force United Front of Hope for Peace and Development

involves the police and the military, the National Bureau of Investigation, the

Department of Justice and other agencies.

The creation of the task force was formalized during the peace

summit which was held in Marawi City a few days after the release of

Nuraldin Yusoph from the hands of his abductors.

Incidence of Index and Non-index crimes

Index crimes are those acts committed in violation of the Revised

Penal Code like murder, theft, rebellion, rape and others while non-index

crimes are those committed in violation of special laws like RA 9165 or the

Dangerous Drugs Law, the Omnibus Election Code, and other laws.

The Philippine Army (PA), Philippine National Police (PNP)

Provincial Office, the Ulamah Council and the Council of Elders are always

in the forefront in the control of various criminal acts and offenses.

While there are isolated crimes committed in the different parts of

the province such as kidnappings, murder and robbery, there are no available

data on the Total Crime Volume (TCV) in Lanao del Sur for CY 2010. There

are also no available data on Index Crime Volume (ICV) as well as Non-

Index Crime Volume (NICV) for the period.

Local Disaster Coordinating Council

The Lanao del Sur Provincial

Disaster Coordinating Council was

organized in accordance with PD

1566 series of 1978. It has formulated

a Disaster Risk Management Plan,

which was also incorporated in the

ARMM Disaster Risk Management

Master Plan.

Likewise, the re-organization of the City and Municipal as well as the

Barangay Disaster Coordinating Councils in the province were also in placed

with their corresponding Disaster Plan. Stockpiling of commodities in time

of disaster has been established. Identified risks and vulnerable areas,

identified evacuation centers which include public schools, day care centers,

covered courts and other facilities that may cater to the needs of the man-

made or natural calamities victims. The 24 hours operation of the services

providers like Engineering, Health Office and Social Services was also

defined and established.

Disaster mitigation, preparedness, response and rehabilitation in

Lanao del Sur are area-specific, responsive, timely and comprehensive.

In 2009, Lanao del Sur Search and Rescue Team training for Level 1

was conducted which was participated by local volunteers. In addition, fire

drill was conducted that aims to increase disaster awareness among provincial

and municipal employees.

The economy of the province is largely dependent on agriculture due

to two (2) major factors. Firstly, the province is practically isolated due to its

geographical location, limited points of entry, elevation and surrounding

mountains. The province is basically rural with limited economic activities

such as trade and commerce. Based on the data gathered from the National

Statistics and Coordination Board (NSCB), the economy of the province has

grown at a rate of 2.3% from 1.4% in 2002.

Secondly, because of the extensive plateau, the total production area

of the province is 843.68 square kilometers (6.21%), with 192.62 square

kilometers devoted to seasonal crops, 507.38 square kilometers appropriated

for annual crops and 0.58 square kilometers reserved for perennial vegetation

and fruit trees. The major crops of the province are rice, corn, cassava and

coconut.

Rice is the major agricultural product in the province cultivated in

almost all of the municipalities, except those in the coastal areas. Based on

the 2008 data from the Department of Agriculture and Fisheries (DAF-

ARMM), the total rice production was 118,754 metric tons.

The upland municipalities used to grow corn as another major

agricultural product. It is cultivated in the province not as staple food, but

purely for commercial purposes. Records from the Office of the Provincial

Agriculturist of Lanao del Sur show projected production for both white and

yellow corn in 2008 amounting to 83,851 metric tons.

Other major agricultural products in the province are cassava and

coconut which are cultivated in the coastal municipalities of Malabang,

Balabagan, Kapatagan, Marogong, Calanogas and some parts of the

municipality of Picong. Per estimate from the Office of the Provincial

Agriculturist, the total production of cassava for the year 2005 was 40,651.15

metric tons.

Based on NAMRIA Survey, there are about 397.66 square kilometers

of land planted to coconut in the province. These are mostly found in the

municipalities along the coastal areas. The Bureau of Agricultural Statistics

data in 1993 showed that coconut production was 178,209 metric tons

constituting 25.64% of the production output in Central Mindanao.

To further augment the economic situation of the people, the Office

of the Provincial Agriculturist have provided capability-building programs for

sustainable and environment-friendly Agriculture Enterprise that can

supplement the food requirement/income of the households in Lanao del

Sur. In 2009, 250 participants graduated from JICA-Phil Rice FFS.

Various agricultural programs and support services were put in-place

which has resulted the following:

1. Increased vegetable/palay production, thus contributed to increased

income and attainment of food security among constituents;

2. Livelihood employment and income generation through value added

activities such as selling of excess produce and food processing;

3. Improved nutritional status through consumption of organic vegetables;

4. Reduction of volume of garbage through recycling of containers which

served as containers for gulayan and conversion of biodegradable waste to

compost;

5. Improvement of sanitation and preservation of the environment.

In 2010, the Office of the Provincial Agriculturist (OPAG) has

undertaken the following activities:

I. Promotion of Organic Agriculture

a.) Provisions of 53-unit

composting facilities such as

shredder machines 17 units

for the 1st batch and 36-unit

for 2nd batch with a total cost

of P16,960,000.00

Vermi Tea Composting Brewer for the production of Foliar-liquid

decomposition process in the production of organic Fertilizer.

d.) Provide skills Training for the recipients/operator including their

assigned field Technicians to adequately support the production of

Organic/Vermi-Composting under Agri-kalikasan program.

III. Vegetable Production Technology Training

The said skills training are jointly undertaken by DA-Agricultural

Training Institute and the Provincial Government of Lanao del Sur.

Fishing is also one of the major sources of income of the people

residing along the coastal areas and lakeshore of the Lake Lanao. The volume

of fish production, as provided by Bureau of Fisheries and Aquatic

Resources (BFAR-ARMM), were as follows: 2004- 2,779 metric tons; 2005-

2,795 metric tons; 2006- 2,682 metric tons; and 2007- 2,646.48 metric tons.

Lanao del Sur is the leading province in the ARMM in terms of

production of freshwater fishes (tilapia valued at P1,723,000.00 per BFAR

and BAS data in 2005).The province also has a Freshwater Demo Fish Farm

at Kialdan, Marantao, Lanao del Sur. There are also wide fishing grounds in

the province such as the Illana Bay/Moro Gulf, Lake Lanao, Lake Dapao

and Lake Butig.

Physical infrastructure such as roads, bridges, communication

facilities, electricity and financial infrastructures like banks are present in

Lanao del Sur. There is a strong advocacy of local chief executive on growth

and development of the local enterprises specifically the Halal Food Industry.

Increase in the number of new enterprises, businesses and industries

registered are noticeable. This was brought about by the trust and strong

confidence on the leadership of the new administration wherein small

investors/traders voluntarily submitted their respective businesses for

registration plus the fact that active business tax campaign was conducted.

Involvement in various national programs and projects as well as

private initiated activities paved the way in promoting and sourcing out of

any assistance to local entrepreneurs.

Public Employment Service Programs through Public Employment

Service Office (PESO) are reinforced through job facilitations, regular

conduct of job fairs and other employment services such as

recommendations/referrals.

Financial and social assistance programs were implemented to

support the informal sector worker-entrepreneur.

Community-based cooperatives were strengthened to provide

support towards growth and development of businesses and enterprises.

Proclamation 871 issued by President Corazon C. Aquino, on

February 26, 1992 declared 180,640 hectares as watershed reservation area

covering the City of Marawi and 25 municipalities surrounding the Lake

Lanao.

Five years later, on May 20, 1997, President Fidel V. Ramos directed

the DENR Secretary and the ARMM Governor to jointly and immediately

intensify the drive against illegal loggers.

Both the proclamation and the directive are aimed at the

preservation, conservation, development or rehabilitation of the

environment particularly the Lake Lanao, as well as maintaining the capacity

of the Lake in supplying the power requirement of the Mindanao region

through the hydropower plants of the NAPOCOR. These hydropower

plants are dependent of the lake that drains through the Agus River where

the hydropower plants are situated.

The Sangguniang Panlalawigan has also enacted ordinances focusing

on the preservation, conservation, development or rehabilitation of the

environment particularly the Lake Lanao.

In addition, the Provincial Government, through the Chief

Executive, has entered into a Memorandum of Agreement (MOA)

with USAID/ECO-GOV2 which aims to protect and improve the

governance of forests and forestlands, coastal resources, so with solid

and water wastes.

Furthermore, the Provincial Government initiated the following

activities relative to the proper management of environment:

a. Enforcement of proper management of forest, watershed, the

lake and its environs and other natural resources;

b. Dredging at the mouth of the 4 major rivers supplying Lake

Lanao.

The province was able to organize its Solid Waste Management

Board pursuant to RA 9003 or the Solid Waste Management Act of 2000.

The SWMB, however has not been activated as evidenced by the absence of

Solid Waste Management Plan. Furthermore, while the Provincial

Government has established a Provincial Solid Waste Management Board,

there exists no Municipal Solid Waste Program, except for the Municipality

of Wao.

The quality of the Solid Waste Management Plan may be evaluated

using the following criteria:

1. Waste Amount and Characterization – constituent materials are identified

by volume, percentage in weight or its volumetric equivalent, material type

and source;

2. Collection and Transfer – defines and identifies specific strategies and

activities to be undertaken by component barangays relative to the

effective collection and transfer of solid wastes, which includes the

3. Processing – defines the methods and the facilities required to process

solid waste including the use of intermediate treatment facilities for

composting, recycling, conversion and other waste processing systems;

6. Composting - includes a program and implementation schedule which

shows the composting methods;

provincial publication, “PIO Updates”, which is published quarterly,

In compliance with the mandates of the national government, the

provincial administration adopts the participatory method of formulating the

different planning documents of the province. The formulation of the CDP-

ELA, PDPFP, CLUP and other planning documents involves multi-sectoral

groups to ensure that all the development concerns of all sectors and subject

areas are covered.

So far, there are no government disbursements with negative COA

findings. All disbursements undergo the usual scrutiny and process as

mandated by law. Certified financial statements are regularly prepared and

made available upon request. In addition, the Chief Executive created the

Internal Control and Audit Unit (ICAU) of the provincial government whose

main task is to monitor and supervise the disposition of local government

funds and other matters relative to public finance. It is also task to install,

implement and monitor a sound system of internal control and auditing.

The Province has streamlined civil application processes. The

applications for business permits, building permits, real property assessment

and certificates of occupancy are available in the one-stop shop. The

processing time in the issuance of a business permit and building permit

remain at 5 days, at most.

On human resource management and development, around 80% of

plantilla staff participates in human resource development activities

conducted by the provincial government, in coordination and support by

some donor institutions such as the UNFPA, LGSPA, MRDP2, Gem-

USAID, ECOGov2, JICA, Act for Peace, Stride Mindanao and others. Of

the different human resource development activities, 90% are initiated by the

provincial administration.

The absence of public enterprises and the failure to enact the Local

Investment and Incentive Code are also among the factors that limit the

internal income of the province.

Health and Nutrition:

It has to be noted that the percentage of women provided with pre-

natal care increased due to the construction of additional Barangay Health

Centers and the continuing conduct of Medical Missions by the present

administration.

With the continued implementation, by the present administration, of

the vision of the former Governor Mamintal M. Adiong, Sr., to provide

accessible quality health services and sustainable health care delivery within

its jurisdiction, the delivery of health and nutrition services has further

improved. The organization and functionalization of local health board

coupled with the functional barangay health centers and health stations,

further increase the percentage of women provided with pre-natal care.

Infant and child mortality rates decreased due to the implementation

by the provincial government of the programs such as the Expanded

Program on Immunization; Early childhood development; and Bright Child

which is an integrated approach to deal with the physical, emotional and

educational requirements of raising a bright child.

Education:

The participation rates in elementary and secondary schools also

demonstrate an increasing trend. Unlike in the past, the Maranaos today

considered education as the best method of emancipating their family from

the bondage of ignorance that breed poverty and social isolation from the

fast changing world of intellectual advancement. The education in the

province of Lanao del Sur is quite impressive compared to other tribes of the

13 ethno-linguistic groups of the Muslims.

Peace, Security and Disaster Risk Management:

Coordinating Committee (PISCC), a prelude to the Provincial Peace and

Order Council (PPOC) led by Vice Governor RPK Arsad A. Marohombsar

held in Campo Ranao, Marawi City, is

another significant accomplishment

of the provincial government.

Several cases of family feuds and interpersonal conflicts were settled

by the Lupong Tagapamayapa of the different Barangays. In addition, the

Ulamah Council and the Council of Elders have also settled several cases of

“Rido”.

On Disaster Risk Management, the vulnerability of the Lanao del Sur

to natural and man-made hazards has required the establishment and

implementation of formal and effective disaster management systems and

structures. Legislative initiatives continued to focus on measures and

strategies of response during calamities or other national emergencies of

equally grave character. To enhance the Disaster Risk Management, the

provincial government acquired one (1) unit of fire truck, two (2) units of

ambulance, two (2) units of mobile patrol, one (1) unit bus and one (1) unit

of mobile clinic.

Agriculture and Fisheries Development:

The presence of local government support to sustainable agriculture

coupled with the quality agricultural extension and on-site research services

or facilities and the increasing awareness of the farmers and fisher folks, has

increased the percentage of membership of farmers and fisher folks in

cooperatives and other collective organization. The percentage of farming

and fishing households benefiting from agricultural extension and on-site

research services or facilities also increased.

There is also an increase in the percentage of barangays connected to

the different towns and city centers because of the continued construction by

the provincial government of farm-to-market roads.

The Memorandum of Agreements (MOUs) entered into by the Chief

Executive with the DAR-STARCM and MRDP, which are still effective,

have contributed to the development of agriculture and fisheries of the

province. It has encouraged more farmers and fisher folks to join in

cooperatives in order to avail the benefits of agricultural and fishery

extension and on-site research services.

To further enhance the productivity of farmers, the provincial

government through the Office of the Provincial Agriculturist (OPAG)

initiated the preparation of the Agriculture and Fisheries Modernization

Management Plan.

Entrepreneurship, Business and Industry Promotion:

The creation of the Provincial Small and Medium Enterprise

Development (PSMED) Council, may also lead to the promotion of

entrepreneurship, business and industry.

Another key development is the formulation of the Provincial Halal

Food Industry Development Plan (PHFIDP). The PHFIDP aims to

integrate priorities of local governments as articulated in their Development

Plans, the One Town-One Product (OTOP) Program and local economic

development priorities. The provincial government will package the PHFIDP

into investment opportunities for the Halal Food Industry Development

Program.

This Halal Food Industry Development Plan has been adopted in

compliance and in support to the Regional Governor’s vision to take the lead

role in the growth of halal food industry in the Autonomous Region in

Muslim Mindanao.

Natural Resource Management:

The Provincial Environment and Natural Resources Office

(PENRO) take the lead role in the preservation of the natural resources of

Chapter 5 State of Development

The State of Development refers to the obtaining socio-economic and

environmental conditions of the local government. These conditions manifest the

results of actions or neglect of all stakeholders in the community.

5.1 SOCIAL SERVICES

The performance in this sector has been mixed, to say the least. While gains

have been made over the last 3 years in maternal and child mortality rate, the

province continues to lag behind its neighbors in these key indicators. Malnutrition

remains to be the underlying cause of death of children. However, the continued

delivery by the provincial government of the programs such as the Expanded

Program on Immunization and Early Childhood Development, infant and child

mortality rates decrease.

Health services are a crucial component of social development. It is one of

the gauges of the quality of development delivered to its people. The kind of health

services the people received measures greatly the extent of which development is

achieved. The Province of Lanao del Sur has a total of thirteen (13) hospitals, six (6)

of which are government owned. These hospitals are classified as primary and

secondary. There are twelve (12) primary hospitals with 25 beds capacity and one (1)

secondary hospital with a capacity of 100 beds.

The Amai Pakpak General Hospital was previously under the IPHO but was

converted to a Medical Center by virtue of the Congressional Bill of the late

Congressman Mamintal Adiong Sr. It is noted that the five (5) government hospitals

have their own catchment areas namely; Wao District Hospital with 25 beds capacity

that caters the municipalities of Wao and Bumbaran. The Tamparan District

Hospital with 25 beds capacity covers the Municipality of Tamparan and the nearby

towns of Lumba Bayabao, Poona Bayabao, Masiu, Maguing, Mulondo, Taraka,

Lumbayanague, Butig, Lumbatan, Sultan Domalondong and Lumbaca Unayan. In

the Municipality of Malabang lies the Dr. Serapio B. Montaner District Hospital with

25 beds capacity covering the coastal towns of Picong, Balabagan, Kapatagan and

part of Calanogas. The Balindong Municipal Hospital (10 beds capacity) caters the

health needs of the municipalities of Balindong, Tugaya, Bacolod-Kalawi, Madalum,

Madamba and Ganassi. In the Municipality of Binidayan also lies the Unayan

Municipal Hospital with 10 beds capacity. This hospital covers the towns of Bayang,

part of Ganassi, Pualas and Calanogas.

Records of the Provincial Health Office show that the Infant Mortality Rate

(IMR) in the year 2009 is 2.0 per 1,000 live births. For lack of available data, the

same rate is used in 2010. The leading causes of death of children less than one year

of age are diarrhea, pneumonia, and sepsis neonatorum, severe malnutrition,

neonatal asphyxia and prematurity.

Postpartum Hemorrhage remains to be the number one cause of maternal

mortality in the province of Lanao del Sur .Other causes of maternal deaths are

complications related to pregnancy like pre-eclampsia and placenta previa occurring

in the course of labor, delivery, and postpartum. Also maternal care starts at the time

of conception when mothers are expected to pay their first visit to the RHU/BHS

for the 1st pre-natal visit. Therein, she is expected to receive the package of maternal

services but only a small portion of them receive Ferrous Sulfate, Vitamin A and

Tetanus Toxoid injection due to lack of these supplies. The maternal mortality rate

(MMR) in the province was recorded at the rate of 0.76 per 1,000 live births in 2009.

The leading causes of maternal mortality were postpartum hemorrhage, hemorrhage

secondary to placenta retention, maternal death secondary to placental previa and

pre-eclampsia.

Diarrhea, pneumonia, influenza and skin diseases are among the leading

causes of mortality and morbidity among infants and young children. In spite of the

case management trainings conducted for the health workers, the level of household

as parents and caregivers lack the knowledge on early detection and home

management of diarrhea and acute respiratory infection (ARI).

For the general population, it is observed that 6 out of 10 leading causes of

morbidities are infectious in nature like pneumonia, diarrhea, bronchitis and others.

While 7 out of 10 leading causes of deaths are lifestyle-related diseases. It is to be

taken note that, these health indicators are facility-based data that have their own

limitation. This is consistent with the Philippine national figures and trends.

The education in the province is quite impressive compared to other tribes

of the 13 ethno-linguistic groups of the Muslims. Unlike in the past, particularly

during the American occupation, the Maranaos were apprehensive of sending their

children to school. Today, the Maranaos considered education as the best method of

emancipating their family from the bondage of ignorance that breed poverty and

social isolation from the fast changing world of intellectual advancement. Education

is now considered as luxurious business in the province manifested by the emergence

of various private pre-school, elementary and secondary programs. Although these

private schools are concentrated in the City of Marawi, people from the nearby

municipalities are sending their children to private schools in the city disregarding the

risk involved in the day-to-day travel engaged by their small children.

The presence of Mindanao State University-Marawi Campus boasts the

growing Muslim participation in the post secondary education. The University also

offers a better chance for the Maranaos to pursue collegiate courses since only a few

can afford to enroll in the private schools.

The completion rates in secondary, tertiary and vocational schools in Lanao

del Sur showed an increasing trend from 2000 through 2010, although no data

available for the last 2 years. Literacy rates were also increasing.

A total of 97,104 households or 668,860 persons resided in 76,859 housing

units. This gave a ratio of 1.26 households per housing unit, slightly lower than the

figure reported a decade ago (1.35). The figure also gave a ratio of 8.7 persons to an

occupied housing unit.

About 88 percent of the occupied housing units in Lanao del Sur were single

houses. Duplex, multi-unit residential and commercial/industrial/agricultural types

of building recorded 5 percent, 4 percent, and 0.07 percent, respectively.

More than 81 percent of the total occupied housing units had roofs made of

galvanized iron or aluminum. On the other hand, the proportion of houses that had

roofs made of either cogon, nipa, or anahaw is about 6 percent in.

More than half (55 percent) of the occupied housing units in this province

had outer walls made of wood. Nearly half of the occupied houses (47 percent) were

made of robust materials, i.e., had roofs made of galvanized iron or aluminum and

had outer walls made of wood. Occupied houses that have roofs made of galvanized

iron or aluminum and have outer walls made of either concrete, brick, or stone

comprised about 14 percent.

The median floor area of occupied housing units was 27 square meters. This

means that half of the total number of occupied houses in this province had a floor

area below 27 square meters.

Index crimes are those acts committed in violation of the Revised Penal

Code like murder, theft, rebellion, rape and others while non-index crimes are those

committed in violation of special laws like RA 9165 or the Dangerous Drugs Law,

the Omnibus Election Code, and other laws.

The Philippine Army (PA), Philippine National Police (PNP) Provincial

Office, the Ulamah Council and the Council of Elders are always in the forefront in

the control of various criminal acts and offenses.

While there are isolated crimes committed in the different parts of the

province such as kidnappings, murder and robbery, there are no available data on the

Total Crime Volume (TCV) in Lanao del Sur for CY 2010. There are also no

available data on Index Crime Volume (ICV) as well as Non-Index Crime Volume

(NICV) for the period.

In order to minimize the commission of crimes, all barangays in the different

municipalities have organized their respective Barangay Tanods. The members of the

Barangay Tanods and the barangay government structure have made major

contributions in the maintenance of peace and order in the area.

In addition, a superbody has been organized in Marawi City and Lanao del

Sur to end organized crimes, including kidnappings. The Task Force United Front of

Hope for Peace and Development involves the police and the military, the National

Bureau of Investigation, the Department of Justice and other agencies.

Agriculture plays a significant role in the economy of the province. With the

direct involvement of many Maranaos, it contributes significantly in the alleviation of

the province’s economy. The percentage of irrigated land in the province increased

due to the issuance of policies that are supportive to sustainable agriculture,

extension and on-site research services. The continued partnership of the provincial

administration with the DAR-STARCM, ECO-Gov2, Gem-USAID, JICA, Stride

Mindanao, Act for Peace, DBP, ADB, World Bank, MRDP2, and others concerning

agricultural infrastructures contributes to the increase in the proportion of irrigated

land in the province.

Due to the increased portion of irrigated land, the percentage of crop yield is

also expected to increase.

No data available on the unemployment rate of the province for years 2009

and 2010. However, observing the participation of the people in different economic

activities suggest the impression that labor participation in the province is

impressive. In the rural areas, and even in the City of Marawi, children below 18

years of age are already engage in income generating activities to augment the income

of their families. What makes the labor characteristic in the province different from

other provinces in the country is the spirit of voluntarism of the youth to support

their own family. Unlike in other places where children are forced to work even

against their own will. Based on this observation it can be assumed that labor

participation in the province is quite high since the workforce includes children of

minor age.

The NSCB records showed that the annual average family income in Lanao

del Sur was P83,418.00 while the annual average family expenditure was P66,433.00.

The records show that there was an estimated increase of income at a rate of 34.62%

and a dramatic increase in the expenditure by over 41.65%.

The chart below shows the income per capita of the province of Lanao del

Sur for years 2003 through 2006. No data, however, for the recent years.

5.3 ENVIRONMENTAL MANAGEMENT

5.3.1 Natural Resources Management

The total land area of the province is classified according to two (2) uses

namely:

1. Forest Land which includes (a) Production Forest, (b) Protected Forest

and (c) Non-forest (Agriculture).

2. Alienable and Disposable (A&D) land which includes (a) Production

Areas, (b) Protected Areas and Built-up Areas.

In 1986, the NSO data revealed that 1,331 square kilometers was certified as

A&D land and 2,540.7 square kilometers as forestland. In 1997, however, there was a

decrease of 11.85% of the total area of forest land, thus, decreasing the forest land to

53.75% while the Alienable and Disposable land area had increased to 46.25%.

Of the forest land area of 1,258.239 square kilometers about 478.56 square

kilometers is classified as production forest. These production forest areas are

located in the municipalities of Tagoloan, Wao, and portions of the municipalities of

Bubong, Kapai and Bumbaran.

Through the Family Approach Contract Reforestation Program of the

DENR, Lanao del Sur provincial office, a total of about 10.351 square kilometers of

land has been reforested.

Majority of the municipalities of the province have declared forest land areas

within their respective territorial domains. The Municipality of Lumba-Bayabao has

the biggest municipal forest land area of 300.054 square kilometers.

A total area of 66.171 square kilometers, within the forest land is classified as

non-forest or agricultural land. More than 200 families are being settled in these areas

and are awarded with Certificates of Stewardship Contract (CSC) by the Office of

the Provincial Environment and Natural Resources of the province. These non-

forest or agricultural lands are mostly located along the watershed protected areas.

I. Promotion of Organic Agriculture

a. Provisions of 53-unit composting

facilities such as shredder machines 17

units for the 1st batch and 36-unit for

2nd batch with a total cost of

P16,960,000.00 (@P320,000/Unit)

with Funding Support from BSWM-

b. Provisions of 106-units Vermi Tea

Composting Brewer for the

production of Foliar-liquid fertilizer, total worth of P795,000.00 at P7,500

unit price.

c. Provisions of Vermi worm (African Night Crawler) to hasten the

decomposition process in the production of organic Fertilizer.

Municipalities of Pualas, Calanogas,

Kapatagan, Balabagan, Saguiaran, Sugod

Marawi City, Marantao, Butig, Picong and

Paigapo, Lanao del Sur. Other municipalities

where similar training will be conducted

within this year includes: Wao, Bumbaran,

Ganassi, Balindong, and Tubaran, Lanao del

Sur.

The said skills training are jointly undertaken by DA-Agricultural Training

Institute and the Provincial Government of Lanao del Sur.

PROVINCIAL SOCIAL WELFARE OFFICE

Summary of Accomplishments

(January 2010 – December 2010)

I. Distribution of Katas ng VAT Para kay Lolo at Lola

A total of P260,000 was distributed to 520 beneficiaries of “Katas ng VAT

para kay Lolo at Lola” in the different municipalities of Lanao del Sur.

II. Women’s Month Celebration

The provincial government, in coordination with the PSWO and UNFPA

spearhead the celebration of Women’s Month, with the theme “BABAE,

TAGUMPAY KA NG BAYAN” last March 14, 2010. A total of 150 persons

participated in the event.

III. Distribution of Relief Goods for Fire Victims

The provincial government, through the PSWO, distributed relief goods to

fire victims in Lilod, Barangay Diator, Marawi City. A total of forty five (45)

beneficiaries received 4 gantas of rice, 4 packs noodles, 2 cans sardines, 1 kilo sugar

and 50 grams coffee.

IV. PIACAT Quarterly Meeting

PIACAT quarterly meeting was held at the Provincial Capitol last June 30,

2010, with UNFPA funding the 25 participants who attended the meeting.

V. Construction of BHS/BHC

The provincial government, through the PSWO, conducted and evaluation

and monitoring of the on-going construction of Barangay Health Centers at ten

target municipalities.

VI. Distribution of Ramadhan Rice

A total of 2,162 sacks of rice were distributed to 37,836 beneficiaries in the

different municipalities of the province during the celebration of the Holy Month of

Ramadhan.

VII. MOVE Orientation & Planning Workshop

The provincial government, in coordination with the PSWO and UNFPA

spearhead the “MOVE Orientation & Planning Workshop” at the Conference

Room, New Capitol Complex, last October 12-13, 2010. A total of 45 persons

participated in the workshop.

VIII. Procurement of E-notebooks and Desktop

Four (4) E-notebooks and One (1) were procured last August 2, 2010, with

funds provided by the CWC.

PROVINCIAL ENVIRONMENT & NATURAL RESOURCES Summary of Accomplishments

(January 2010 – December 2010)

I. Administrative activities

a. Weekly conferences with the personnel to plan and evaluate the activities of the

week and what to do in the succeeding week.

b. Weekly radio program over DXSM every Tuesday to announce the activities of

the office such as the protection of natural resources and other ordinance and

other environmental laws.

II. Protection of the forest and forest land

a. Conduct orientation, seminars and workshops on the importance of protection

b. Conduct orientation on the use of mapping in the

Barangays to determine and delineate boundaries.

c. Conduct survey of all forest in the municipality of

Bubong to determine the existing conditions,

particularly on the enforcement of forest laws.

d. Tree planting alliance with Civil Society Organizations,

PNP/Army as a means of pursuing environmental

protection and the enforcement of forestry laws.

e. Green Belt Project

III. Solid Waste Management Program

a. Orientation and workshop on reuse, recycle, recovery and composting.

b. Establishment of “Buy Back Center” in all Barangays.

c. Segregation of biodegradable and degradable waste, and pollution control

measures.

d. Water classification of Lake Lanao.

e. Orientation Workshop on Managing Disaster Risk Reduction from climate

change.

This Department issuance supplements the above-subject Memorandum Circular to underscore the LGPMS generated information that should be integrated in the Annual Reports of local governments.

COVERAGE

This Memorandum Circular shall cover all provinces, cities and municipalities.

LGPMS-GENERATED INFORMATION

Organized facts and data on and about local governments are embodied in the following sets of information, or in the thinking of the LGPMS, reports:

For CYs 2009 and 2012, and every three years thereafter, the State of Local Development shall likewise be embodied in the Annual Report.

RESPONSIBILITIES OF LOCAL CHIEF EXECUTIVES

All Provincial Governors, City Mayors, and Municipal Mayors are enjoined to:

1. Cause the preparation of the CY 2009, and subsequent Annual Reports, guided by the aforesaid sets of information, and the attached outline, which is an integral part of this Memorandum Circular;

2. Cause the submission of such reports to concerned authorities as prescribed by law; and

3. Take the lead in utilizing the LGPMS as a management and development support tool,

and in linking information to planning, budgeting and to essential legislative and executive actions.

TECHNICAL ASSISTANCE AND RELATED ACTIONS

All DILG Regional Directors are hereby directed to:

1. Cause the immediate and widest dissemination of this Memorandum Circular to al l local authorities within their regional assignments; and

2. Extend expert advice to local governments on the technical requirements of the LGPMS and on the utilization of information in key administrative and service delivery areas in local administration and development.
