    Dear Governor, Mr. Speaker and Mr. President,

    Under Ohio law, county sherifs are responsible or issuing, renewing,denying, suspending or revoking concealed carry licenses. On a quarterlybasis, they report these statistics to the Ohio Peace Ocer TrainingCommission, part o the Ohio Attorney Generals Oce. The commissionthen compiles those statistics annually or transmission to each o you nolater than the rst day o March, in accordance with Ohio Revised CodeSection 109.731(C).

    Since the implementation o Ohios concealed handgun law in April 2004,the state has issued 246,760 regular concealed carry licenses. In 2010, countysherifs issued 60,881 regular licenses (47,337 new licenses and 13,544renewal licenses) and 68 temporary licenses.

    suspended

    Under ORC 2923.128, sherifs must immediately suspend a concealed

    handgun license upon notication that the licensee has been arrested

    or charged with certain ofenses, or i the licensee is the subject o a

    protection order issued by a court. The license may be returned to the

    holder i he or she is ound to be not guilty or the charges are dismissed.

    It is important to note that some o these licenses may have been issuedin previous years. Sherifs are not required to report the details

    surrounding a suspension.

    Also under ORC 2923.128, sherifs must permanently revoke the license

    o any person who no longer meets the eligibility requirements to carry a

    concealed handgun.

    There are several reasons that a license may be revoked.

    The license holder:

    Moved out o state Died

    Decided not to hold the license anymore

    Committed and was convicted o a disqualiying crime

    Became subject to the laws restrictions on mentally ill people or

    people considered drug or alcohol dependent

    Sherifs are not required to report the specic reason or the revocation to

    the Ohio Peace Ocer Training Commission.

    The law requires that sherifs deny an application to any person who ails

    to meet the eligibility criteria specied in ORC 2923.125 or regular licenses

    or ORC 2923.1213 or temporary emergency licenses.

    The rst renewal period under Ohios concealed handgun law began in

    2008 or those issued permits in 2004. Since then, 61,506 Ohioans have

    renewed their licenses. Currently, permit holders who wish to renew their

    licenses must do so every ve years.

    The law requires the Ohio attorney general to

    crat reciprocity agreements with other statesto allow Ohioans with Ohio permits to carry

    weapons in those jurisdictions and or those

    states citizens to carry weapons

    in Ohio.

    These agreements require an analysis o those other laws to ensure they

    meet the requirements o Ohios concealed handgun law and vice versa

    (ORC 109.69).

    Currently, the Ohio attorney general has reciprocity agreements with the

    ollowing states.

    Oklahoma
