Badge GuidelinesAttendee badges must be worn during all conference events. Conference attendees should have a photo ID in their possession for presentation when requested.

Special NeedsAPCO International is in compliance with ADA requirements and will provide reasonable accommodations for conference participants upon prior notification. Once onsite, you may notify the APCO International information desk with your requirements.

PhotographyPhotographs and video footage will be taken by APCOs official photographer during conference and special events and may be used for marketing and/or editorial purposes. No photography or video is allowed in the exhibit hall.

ECO-Friendly ConferenceAPCO continues to take the necessary steps to be environmentally conscious during conference. These steps may seem small, but with your help, we can make a big impact on the environment. We have coordinated efforts with the Convention Center and the Hilton to set up collection bins for aluminum cans, office paper, plastic beverage bottles and trash. Please make sure to utilize the receptacles throughout these facilities. We have provided you with refillable containers for beverages and have supplied complimentary water coolers throughout the Convention Center. Additionally, your badge holders this year are made from biodegradable materials and we have maintained our paperless efforts with speaker handouts, surveys, and the exhibitor kit; saving over 50,000 sheets of paper at each conference! Finally, exhibitor donations and non-perishable food products remaining after conference will be donated to Star of Hope. Star of Hope is a Christ-centered community dedicated to meeting the needs of homeless men, women and their children. Positive life changes are encouraged through structured programs which focus on spiritual growth, education, employment, life management and recovery from substance abuse.This program guide was also printed on environmentally-conscious paper consisting of 10% Post Consumer Waste and 10% Recycled Content.

11:00 am 12:00 pm Predicting Simulcast PerformanceBernie has a Bachelor of Science Degree in Electronic Engineering from California State Polytechnic University, (Cal Poly SLO). He has over 47 years of experience in communications: U.S. Army Signal Corp., Microwave Transmission Engineer and various engineering positions at Motorola. He retired in 2002 and continues working as an contract consultant. For the past 17 years he has been involved in the Telecommunications Industry Association (TIA) Mobile and Personal Private Radio Standards. He served as chair of TR8.18 Frequency Compatibility of Dissimilar Modulations for 12 years. That work product is the TSB-88 series, addressing the methods and procedures for system design, frequency coordination and spectrum management during the complex migration from the current 25 kHz channel bandwidths to 12.5 kHz and 6.25 kHz bandwidths, supporting various different analog and digital modulations. He has authored numerous white papers for internal use at Motorola. He has served on the APCO Public Safety Communications magazine Editorial Advisory Committee for the past 3 years writing articles on spectrum issues. He is a Life Senior member of the IEEE VTS, Fellow in The Radio Club of America and has been granted eleven U.S. patents involving the telecommunications field.

Simulcast systems utilizing digital modulations are easier to control than analog systems. Rule of thumb concepts such as x mile site-to-site separation are inadequate for designing simulcast systems. This presentation is designed to explain how the concept of delay spread allows the statistical modeling of simulcast performance for the different types of modulation available for public safety systems. The TIA document TSB-88 contains the essential information for performance modeling of simulcast systems and this is the basis of the information presented. An overview of P25 Phase 2 simulcast will be discussed although the final performance values are not yet published.

He spent the prior 10 years at Ericssons mobile radio division and has a MS in systems engineering from Virginia Tech. Raytheon will be providing overview on a P25 simulcast system they have implemented in Raleigh-Durham area, as well as a new P25 voting product.

He has been involved in the implementation of over 500 Simulcast radio systems during the past two decades. The different design considerations of narrowband and wideband simulcast will be explored. Tools for RF coverage analysis and products system implementation will be identified. A local project will be featured as a case study, then specifics of projects from participants will be discussed.

3:00 pm 4:00 pm Motorola Emission Designators & 700 MHz Narrowband IssuesA Principal Staff Engineer with Motorolas Spectrum Strategy Team, Eierman received BSEE & BAAS degrees from the University of Delaware in June 1976. David has over 34 years experience with Motorola in Land Mobile radio systems. He spent 4 years designing systems for State & Local Government and Business/Industrial customers in the mid-Atlantic area and 15 years designing nationwide systems for Federal Law Enforcement and the Department of Defense customers. Since June 1996, David has been providing technical support on spectrum, standards, and regulatory issues to field engineering, sales, product marketing & development groups, as well as, customers. He has been actively involved in digital standards development, VHF/UHF re-farming, 700 MHz implementation, TV clearing, 800 MHz re-banding and 4.9 GHz allocation efforts. He is also involved in many customer and industry advisory committees, including ITU/PPDR, TIA/Project 25, PSWAC, NCC, NPSTC, APCO, & LMCC.

The Cypress Creek EMS Communications Center dispatches for 16 fire and EMS agencies in the unincorporated area surrounding Houston Texas. These agencies are combination paid and volunteer or volunteer departments. The dispatch service area covers over 400 square miles of Harris County Texas and a population of over 1 million people. We began operating in our new facility on April 1, 2009. We currently dispatch about 50,000 calls per year. We utilize UHF and 800 MHz radio systems. Its a great way to see how a group of volunteer agencies have pooled resources and created a state of the art communications facility.

Core NG 9-1-1 Elements: The Logging ServiceMichael Smith, DSS/Equature The Logging Service replaces the legacy recording system under NG9-1-1, and has a greatly expanded role: all media and all significant incident-related events must be logged. Its a core service of NG9-1-1, and is the critical hub for all other NG services and systems. Directors and Technologists responsible for NG PSAPs and networks will learn how the Logging Service supports the Virtual PSAP concept critical to making NG work, and how this concept can provide greater functionality at a lower cost. The panel discussion will look at several different consolidations, each with a different approach. Among the consolidated dispatch operations to be discussed are the Charlottesville-UVAAlbemarle County Emergency Communications Center; York County Emergency Communications Center; and Muskegon Central Dispatch.

OYO vs. OH-NO! Making the DifferenceHolly Downs, Valley Emergency Communications Center O.Y.O is a concept of personal empowerment. The acronym OYO stands for own your own. Are you a frontline Public Safety Communication Officer eager to help a mother giving birth, a firefighter responding to a major fire incident or an officer pursuing a violent criminal? Are you willing to give the same service to the disgruntled neighbor calling in a noise disturbance and the field responder who just never seems to get up on the right side of the bed in the morning? Are you an OYO communication officer? This course will define the difference between an OYO communication officer and an OH-NO communication officer. Highlighting several incidents where the communication officer tipped the balance and achieved a successful outcome to a critical incident. This course will illustrate the six primary principles of engagement: Shaping, Connecting, Learning, Stretching, Achieving, and Contributing. High engagement results when individuals apply all six drivers as personal processes. The External Alarm Interface Exchange ANS and False Alarm Reduction Efforts: Making a MASSIVE Difference for Comm CentersWilliam Hobgood, APCO Data Transfer Committee and Stan Martin, Security Industry Alarm Coalition This presentation is divided into two parts. The first part will examine the External Alarm Interface Exchange American National Standard (ANS) since its adoption as an ANSI standard on January 15, 2009. The goals, benefits, and outcomes of the project will be reviewed using the case study at two PSAPs in Virginia including how call volumes from alarm companies were reduced, mistakes made during the handoff of alarm event details were eliminated, and 911 processing/first responder response times were reduced by 23 minutes. Since the original presentation at the 2009 APCO conference in Las Vegas, the transport method has changed for the delivery of alarm-related data between alarm monitoring companies and 911 PSAPs. The audience will be briefed on a modified and simplified method of delivery through the use of Nlets and ORIs which could mean expedited participation by more PSAPs and alarm monitoring companies alike, and an easier implementation for CAD providers.

Featured PresentationCommunications Restoration in HaitiPanel The Haitian 7.0 Earthquake on January 12th 2010 caused the largest loss of life in the Western Hemispheres recorded history. The event decimated communications infrastructure and personnel, challenging response and recovery efforts. Because of the geographic proximity and close physical, cultural and economic ties to the island nation of Haiti, the United States government mounted one of the most intensive international disaster support operations in history. Nearly all US government capabilities and relationships were brought to bear to support the response and recovery effort. The plenary session will focus on the status and reconstitution of strategic communications infrastructure damage, local wireless, wire line and ISP services, satellite communications disaster requirements and reconstitution of 114 emergency call services and emergency communications to Haitian National Police. The plenary session will invite representatives of the Federal Communications Commission Public Safety and International Bureaus, the National Telecommunications Information Agency, the National Communications Systems National Cybersecurity and Communications Integration Center (NCCIC), the US Coast Guards Deployable Communications Unit, FEMA Disaster Recovery, Department of States US Agency for International Development (USAID) and members of APCOs Executive Board. There will be an extensive visual slide show of communication damage in Haiti and impact analysis.
