In politics, sometimes winning is defined by what didn’t happen (or in this case, what wasn’t allowed to hap- pen). Using that measuring stick we can def- initely say that Minnesota taxpayers won big in 2007. Despite the introduction of over $5 billion in proposed tax increases, no tax increase was enacted during the 2007 regular or special session. In fact, an attempt to override the Governor’s veto of a trans- portation bill that would have added hun- dreds of dollars a year to the average fami- ly’s cost of owning a car failed in the last minutes of the regular session. With your help we were able to repel the liberal tax-and-spend onslaught during the 2007 session. LOOKING AHEAD Don’t get comfortable. The fight isn’t over. Though we may have beat- en back the Liberals this year, they’ll be back (believe me, 16 years in the state legislature has reinforced that idea over and over). House Minority LeaderMarty Seifert (R-Marshall)

As the leader of a caucus with just 49 Representatives, Rep.Seifert was able to successfully hold his members togetherthrough difficult circumstances. And largely due to the leader-ship of Rep. Seifert, not a single Republican voted to overridea gubernatorial veto. Most notably, House Republicans sus-tained the lone override attempt of the 2007 legislative ses-sion: a tax increase that would have amounted to $1.5 billion(House vote #1).

Speaker of the HouseMargaret Anderson Kelliher(DFL-Minneapolis)

After last November’s election, Speaker Kelliherclaimed she saw “no reason to raise taxes.” That prom-ise proved hollow. By the end of the Legislative sessionshe and her liberal colleagues had proposed over $5billion in new tax increases, and only the power of theGovernor’s veto pen stopped her from makingMinnesota one of the highest taxed states in thenation.

State SenatorRay Vandeveer (R-Forest Lake)

Vandeveer, one of few Republican freshman Senators electedin 2006, wasted no time challenging new Senate MajorityLeader Larry Pogemiller. At the beginning of the legislative ses-sion, the Senate tried to pass a pay-raise without even a vote.Senator Vandeveer objected, and was ultimately able to get avote on the floor and put on record (Senate vote #12) allthose who preferred getting a massive increase in their com-pensation over taking care of their constituents.

State SenatorTom Bakk (DFL-Cook)

Tom Bakk is the Minnesota State Senate’s chairmanof the Tax Committee, and in 2007 he proved thatan Iron Range legislator can be every bit as liberaland spendthrift as a Minneapolis one. The tax billshe crafted would have vaulted Minnesota to the topof the tax rankings, while at the same time drivingbusinesses out of the state and thousands ofMinnesotans to sunnier—and tax friendlier—climes.

State RepresentativeMary Ellen Otremba (DFL-Long Prairie)

There aren’t many bright spots among the members of the tax-and-spend caucus, but Rep. Otremba provided a ray of hope.Rep. Otremba opposed a sales tax increase for arts and recre-ation (House vote #3) and hordes of tax and fee increases inmany other bills. Rep. Otremba truly showed courage by buck-ing the leaders of her liberal tax-and-spend caucus. She evenvoted to sustain the Governor’s veto of the multi-billion dollartransportation bill.

State SenatorDennis Frederickson (R-New Ulm)

Sen. Frederickson has consistently been one of thelowest-scoring Republican Senators on the TaxpayersLeague Scorecard, and this year was no different.Instead of sticking with the Governor and the fiscalconservatives, he voted for tax and spending increas-es along with his more liberal DFL colleagues.

1. NO AUTOMATIC SPENDING INCREASES. (SJ 6325) The taxpayer-friendly vote was to reject auto-matic spending increases for government programs. (amendment failed 22-43)

2. REJECT TAX INCREASES. (SJ 6325) The taxpayer-friendly vote was to reject the final tax billwhich included tax increases, increased welfare to local units of government (LGA) and mandat-ed automatic spending increases. (passed 53-13, vetoed by the Governor)

3. REJECT INCREASED SALES TAXES. (SJ 5922) The taxpayer-friendly vote was to reject a pro-posed constitutional amendment to increase the state sales tax with dedicated funding for arts,entertainment, parks and public broadcasting. (passed 50-12)

4. THE THIRD HIGHEST INCOME TAX RATE IN THE NATION? (SJ 3935) The taxpayer-friendlyvote was to reject this version of the tax bill which included massive tax increases; includingimposing the third highest income tax rate in the nation. (passed 35-31, vetoed by theGovernor)

5. DON’T TURN BACK THE CLOCK ON WELFARE REFORM (SJ 3710) The taxpayer-friendly votewas to reject the Health and Human Services Finance bill, which would have reversed many wel-fare reforms and increased welfare spending in Minnesota. (passed 47-19, vetoed by theGovernor)

6. NO MINIMUM WAGE INCREASES (SJ 2459) The taxpayer-friendly vote was to reject anincrease in the minimum wage, which hurts small business and less-skilled workers by reducingemployment opportunities. (passed 40-23)

7. REJECT NEW TAX BRACKET (SJ 1927) The taxpayer-friendly vote was to reject the SenateEducation bill which would have imposed massive tax increases and created a 4th income taxbracket at the highest rate in the nation. (passed 35-29)

8. REJECT HIGHER BUSINESS PROPERTY TAXES (SJ 1821) The taxpayer-friendly vote was toreject this $400 million increase in business property taxes. (passed 38-28)

9. NO MORE PORK-BARREL SPENDING (SJ 1454) The taxpayer-friendly vote was to reject the$334 million bonding bill which included millions of dollars in pork-barrel spending above theGovernor’s recommendations. (passed 56-9, vetoed by the Governor)

10. REJECT THE SENATE TRANSPORTATION BILL VOTE #1 (SJ 1294) The taxpayer-friendly votewas to reject billions of dollars in tax increases, including a 50% increase in the gas tax, awheelage tax, new sales taxes and higher license tab fees. (passed 42-24)

11. REJECT ANOTHER BLOATED TRANSPORTATION BILL (SJ 4141) The taxpayer-friendly votewas to reject the final version of the transportation bill, which would have raised taxes by up$500 a year for a family of four. (passed 47-17, vetoed by the Governor)

12. REJECT LEGISLATOR PAY RAISE (SJ 428) The taxpayer-friendly vote was to reject the 45%increase in legislator per diem from $66 a day to $96 a day. (passed 59-7)

2. REJECT TAX INCREASES (HJ 7575) The taxpayer-friendly vote was to reject the final tax billwhich included tax increases, increased welfare to local units of government (LGA) and mandat-ed automatic spending increases. (passed 82-48, vetoed by the Governor)

(passed 83-51, vetoed by Governor)

5. REJECT ANOTHER BLOATED TRANSPORTATION BILL (HJ 6640) The taxpayer-friendly vote wasto reject the final version of the transportation bill, which would have raised taxes by up $500 ayear for a family of four. (passed 90-43, vetoed by the Governor)
