2002 ASNE COUNCIL ELECTIONS On behalf of the Officers and Council of ASNE I want to thank all members who returned their ballots for the 2002 ASNE elections. The Ballot Counting Committee chaired by Mrs. Janet L. Jaensch tabulated the results of the 2002 elections and President Sargent announced the results at the Society’s Joint Council Meeting and Annual Business Meeting on April 29, 2002. planning and preparing for ASNE Day and inactually carrying it out.

We wouldn’t have a technical program if itweren’t for the Technical Papers Committeeand all of the authors who write the papersas well as the technical session moderatorsand those who participate as speakers andpanelists. ASNE Day 2002 was a particularchallenge because the planning was per-turbed by the events of September 11th andadjusted further when it became apparentthat the program should be amended toaddress topics that had become ascendant asthe war on terrorism developed. As PresidentSargent noted in his President’s Page in theSpring issue, he along with Vice PresidentsJohn Preisel and Rick Hepburn jumped inand mobilized groups of volunteers to puttogether and conduct three excellent panelsessions on high interest technical topics. Weare very much indebted to all who wereinvolved in conducting these three superbsessions as well as all of those who helped tomake the rest of the technical program asuccess. The names of most of thoseinvolved are listed elsewhere in this issue andI won’t attempt to recount them here, but Icertainly offer my deepest thanks.

One dedicated group of volunteers that I par-ticularly want to recognize is the ASNE DayExhibits Committee. They work hardthroughout the year to organize and plan theexhibits for the coming year, including com-munication with potential exhibitors, layoutand assignment of exhibit space and all ofthe planning and preparation for setting upand operating the ASNE Day exhibit hall.Then when ASNE Day arrives they put in anincredible amount of behind-the-scenes workto oversee all of the set up, move in, andoperation of the exhibit hall as well as thebreakdown and move out when it’s over. Thecommittee members include Wes Brown andMatt Knecht from CSC Advanced Marine,Pete Cerutti of Federal Resources, SheldonJohnson from BAE Systems, Bob Staiman ofJohn J. McMullen and Associates, andChristian Tulodieski from AMSEC LLC, M.Rosenblatt & Son Group. The committee isled by Carey Filling and Mike Pierson, bothfrom CSC Advanced Marine. In addition to

their indispensable work with the committee,Carey and Mike along with some of theirother committee members have also providedvaluable advice and assistance with otheraspects of ASNE Day and they also take partin other ASNE activities.

There are many others as well who gavetheir time and effort to help make ASNEDay run smoothly. We extend a sincerethank you to those involved in publicity andarrangements as well as the volunteers whohelped with registration and all of the otherswho offered a hand with some aspect ofASNE Day. It has always been the volunteerleadership and participation that has madeASNE successful and your continued sup-port will help to keep us strong for thefuture. As we look forward to ASNE Day2003 many of these same volunteers arealready hard at work and determined tomake the next ASNE Day even better. I hopeyou will join us on March 24-25, 2003 atthe Hyatt Regency Crystal City as ASNE cel-ebrates one hundred fifteen years of serviceto the naval engineering profession.

ASNE AWARD PROGRAMSASNE’s principal purposes are to advancethe knowledge and practice of naval engi-neering and to promote naval engineering asa career field. We carry out these purposesprimarily through technical meetings andsymposia and through technical publica-tions, principally the Naval EngineersJournal, but we also have several awardsprograms that directly support our mission.ASNE Awards Programs highlight excellencein the practice of naval engineering and theyrecognize excellence in the pursuit of navalengineering education.

ASNE ANNUAL AWARDSASNE sponsors several major awards that rec-ognize outstanding achievements by individu-als involved in naval engineering. The awardsare presented annually at ASNE Day or in asuitable alternative forum. The following is asummary of these awards with the 2001 win-ners. A detailed account of the presentation ofthese awards is included elsewhere in this issueof Naval Engineers Journal.

The ASNE Gold Medal, presented annuallysince 1958, is given to an individual who hasmade a significant naval engineering contri-bution in a particular area during the pastfive years. The Gold Medal for 2001 wasawarded to Captain Bert Marsh, USN,Supervisor of Salvage for exceptionalachievement in salvage engineering, includ-ing recovery of the Ehime Maru.

The ASNE Solberg Award, presented annu-ally since 1967, is given to an individualwho has made a significant contribution tonaval engineering through personal researchduring the past three years. The 2001Solberg Award was presented to Dr. AlbertH. Nuttall from Naval Undersea WarfareCenter Division, Newport. Dr. Nuttall wasrecognized for his work in solving funda-mental analytic problems related to signalprocessing of underwater acoustic signals.

The ASNE Claud A. Jones Award, presentedannually since 1987, is given to a fleet or fieldengineer who has made significant contribu-tions to improving operational engineering ormaterial readiness of our maritime forces dur-ing the past three years. The 2001 Claud A.Jones Award was given to Commander KevinO’Day, USCG from the Coast GuardMaintenance and Logistics Command, Pacific.

The ASNE Frank G. Law Award, presentedannually since 1980, is given to an individ-ual whose longtime dedication and service tothe Society is deemed worthy of specialrecognition. The 2001 Frank G. Law Awardwas presented to Mr. Richard A. Holden ofDahlgren Division, Naval Surface WarfareCenter. Mr. Holden has provided leadershipfor a variety of ASNE technical programs,including chairing the successful series ofEngineering the Total Ship Symposia.

The ASNE “Jimmie” Hamilton Award, pre-sented annually since 1967, is given to theauthor(s) of the best original technical paperpublished in Naval Engineers Journal duringthe award year. The “Jimmie” HamiltonAward for 2001 was awarded to Commander,Stephen P. Markle, USN, P.E. and Mr. Sean E.Gill for their paper “T-AKE: Acquiring theEnvironmentally Sound Ship of the 21stCentury.”

ASNE STUDENT AWARDSEach year, ASNE presents awards to out-standing engineering students in the graduat-ing classes at the U.S. Naval Academy, theU.S. Coast Guard Academy and the U.S.Merchant Marine Academy. Additionally,the Society honors a top graduate student atthe Massachusetts Institute of Technology.The following student awards were present-ed this year.

At the U.S. Naval Academy MidshipmanErich C. Frandrup, USN received anengraved dress sword, a certificate and aone-year membership in ASNE. The awardrecognizes the graduating mechanical engi-neering major with a concentration inmarine engineering who had the highestgrade point average in engineering, mathand science. Capt. John H. Preisel Jr., USN,ASNE vice president, presented the awardon May 23, 2002.

At the U.S. Coast Guard Academy CadetMalcolm D. Belt, USCG received a ship’s bellclock, a certificate and a one-year membershipin ASNE. The award recognizes the graduat-ing cadet who is deemed most proficient inmarine engineering. The award was presentedon May 21, 2002 by Cdr. Paul Paul J. Roden,USCG, member of the ASNE Council.

At the U.S. Merchant Marine AcademyMidshipman Jonathan R. Williams, USNRreceived a check for $250, a certificate and aone-year membership in ASNE. The awardrecognizes the graduating engineer or duallicense midshipman who demonstrates supe-rior engineering potential by placing in thetop ten percent of the class in engineering sci-ences: statics, dynamics, hydraulics, strengthof materials and thermodynamics. ASNECouncil member Dr. Roger H. Compton pre-sented the award on June 14, 2002.

At the Massachusetts Institute of TechnologyLieutenant Commander David A. Goggins,USN received the ASNE Brand Award, a cer-tificate and a five-year membership in ASNE.The award recognizes the graduating studentwho achieves the highest standing in the Navysponsored Course XII-A graduate curriculumin Naval Construction and Engineering. Theaward was presented on May 8, 2002 by Rear

INTRODUCTORY MEMBERSHIP OFFERFOR ENTRY LEVEL ENGINEERSASNE membership has been in a gradualdecline for a number of years due, in largepart, to an overall decline in the number ofpeople working in the field of naval engi-neering in the U.S. Much of the decline hasbeen attrition as older members have retiredfrom the profession and discontinued theirmembership in ASNE. In the meantime thenumber of new engineers hired into the pro-fession has been quite low and even fewerhave been attracted to membership in ASNE.Recently though there have been signs ofhope. After many years of minimal hiring,the Naval Sea Systems Command has beenhiring engineers at a corporate-wide rateapproaching one thousand per year. Recentcontract awards for DD(X) and for theCoast Guard’s Deepwater Program offerhope of increased demand for naval engi-neering talent in industry as well.

ASNE has been supporting naval engineersfor one hundred and fourteen years and wewant to be sure that these new members ofour profession also become familiar with thevalue of ASNE membership. Therefore, weare offering a free one-year introductorymembership to those who are just beginning acareer in naval engineering. Anyone who iseligible for membership in accordance withthe ASNE’s established membership require-ments and who first entered full time employ-ment in a naval engineering related professionwithin two years prior to the date of applica-tion may receive their first year of member-ship free as an introduction to ASNE.

To receive the free membership, the individualshould complete the special application forintroductory membership available in the backof this issue or on the ASNE web site. Theirapplication must include their work addressand position, the approximate date they beganemployment in a naval engineering relatedfield, and their education information. Also, inthe engineering field or specialty section theyshould briefly describe what they do in orderto show the connection to naval engineering.For example: Engineering Field or Specialty:“Chemical Engineer; employed since March2001 in testing of propellants for naval mis-siles.” The application should be recommend-ed by at least one member and it will bereviewed by the Membership Committee.

members, we have been able to move for-ward with implementation of an on-line mem-bership directory and an online purchase capa-bility for our web site. We were able to pre-view this capability for section representativesduring the Sections Meeting at ASNE Day andit should be up and running by the time youread this. The on-line directory will have apassword access “for members only” and willinclude the capability for each of you to updateyour own membership information and tosearch the directory by section, state, engineer-ing specialty, etc. Additionally, the site will alsobe able to handle on-line membership renewalsand online registrations for ASNE symposia,and it will include the necessary security tosafeguard the processing of your credit cardinformation. As soon as this new capability isavailable, we will inform each member howyou can log in and start using it.

In addition to these improvements we arealso looking at other capabilities that wecould add to our web site at reasonable costin order to make the site a more valuableresource for our members. For example, weare actively exploring the options for provid-ing a robust, online job board capability thatwould greatly improve on the very limitedjob postings we currently have on our site.We hope to be able to make that capabilityavailable soon after the membership directo-ry and purchasing capability have beenimplemented. If you have other features thatyou would like to see on the ASNE web site,let us know. The web site is there to supportyou and we want to provide the most mean-ingful capability we can within the con-straint of available resources.
