COUNT PROCEDURES Tier Guards Will:

› Ensure Domicile is ready for count.

› Begin count on 3 tier and work up.

› Both guards will verify accountability.

› Exchange count boards on rear of tiers.

› Turn results in to Shift Leader

COUNT PROCEDURES Shift Leaders Will:› Announce count 10, 5 and 3 minutes

prior.

› Lock the domicile down for count, if necessary.

› Prepare USDB Form 299 (Count Sheet).

› Forward count sheet to Control.

COUNT PROCEDURES Details and Directorates Will:› Notify S3 and Control if you will be

keeping inmates during count.

› Perform Face to Badge Count procedures, if necessary.

› Prepare USDB Form 299 (Count Sheet).

› Forward count sheet to Control.

COUNT PROCEDURES Inmates Will:› “Stand by for count”- Inmates enter cell.

› Remain standing one arm’s length from and facing cell door.

› ID badges will be attached to inmates left breast pocket.

› If inmate is not wearing a shirt the badge will be held up, facing towards the guard.

SKIN/HEAD COUNT PROCEDURES

› Inmates are asleep. DO NOT announce on intercom.

› Start on 3 tier and work your way up.

› Both guards verify count. Use flashlight to see skin.

› Turn results in to Shift Leader.

› Shift Leader will fill out count sheet and forward it to Control.

OFF DUTY VERIFICATION› Conducted twice daily. Immediately after each

Work Call.

› Utilize USDB Form 458 (Inmate Off Duty/ Activities Roster)

› Utilize the Pass Report for your domicile.

› Verify that all the inmates remaining in your domicile are on the Off Duty Roster or on Pass.

› Telephonically notify control of your results.

PASS SYSTEM› General population inmates and TU inmates only.

› PC, DSI, FEMALE, MAX, AS and ASPI inmates CAN NOT be placed on pass.

› Inmates have five minutes to travel from point A to point B on pass.

› Trustees have 10 minutes to walk the “Trail” and 5 minutes to get from West Gate to their pass destination.

› The quickest most direct route must be taken.

OTHER PASSES› Institutional Passes

› Library/Law Library Passes.

› Early Medical Chow Passes.

› If you see an inmate walking around without some type of pass he or she should have an escort!
