2nd Additional Notification with regard to the KYP New centre registration 2017 process

Dear Applicant Organization,

This has a reference to your registration as a KYP SDC applicant on Bihar Skill Development Mission

(BSDM) portal through the KYP SKILL DEVELOPMENT CENTER REGISTRATION 2017 process. At the

onset we would like to thank you for showing interest in being a part of the skilling ecosystem in Bihar.

As intimated on BSDM’s website the on-boarding process will be in-line to the points inundated in the

various notifications published on BSDM’s website.

We have received an overwhelming response in KYP SKILL DEVELOPMENT CENTER REGISTRATION

2017 process wherein more than 6000 applications have been received against the requirement of

400 odd centres. On account of this it has become logistically impractical for us to conduct the lottery

in presence of all the applicants and thus we have decided on the following approach of conducting

the randomized lottery process in order to maintain the transparency and fairness in our approach.

The approach for your information is:

The randomized lottery process will now be conducted through a software created by an

independent and reputed Central Government entity i.e. NIC.

The randomized lottery process through the NIC software will be run in front of a panel of

esteemed / distinguished personalities of the Society including an Honourable retired Judge

of Patna High Court and Vice Chancellor of Nalanda Open University, the aforementioned

panel is completely independent of BSDM or Labour Department, GoB and are in no manner

associated with the Kushal Yuva Program Skill Development Center Registration 2017 process

or any other BSDM related program / activity. The randomized lottery will also be done in the

presence of media.

The randomized lottery process will be conducted 11 am on 9th of September 2017.

The report of the randomized lottery process duly signed by the aforementioned panel of

esteemed / distinguished personalities will be put-up on BSDM website for public viewing.

The randomized lottery process in the presence of the designated panel will be video graphed

for further strengthening of transparency and fairness in our approach. The link to the video

of the entire randomized lottery process will be provided on BSDM website in due course of

time for public viewing.

We are also trying to webcast the entire process so that the applicants, if they so desire, can

view the entire process live from wherever they are. In case of the webcast being done, the

link for the webcast will be shared in advance with all the applicants through email / sms.

The waitlist / panel (in the assigned numeric order) established post the randomized lottery

process will be valid till 31st March, 2019. The waitlist / panel in the numeric order will be

invited to set-up SDCs in case the initially selected applicants are found ineligible post physical

verification or are not able to set-up in the stipulated time or additional SDCs are required in

those particular blocks.

Eligibility / In-eligibility establishment for being a part of the randomized lottery process

1. As per the following clause in “Revised Notice for New Centre Registration for KYP” published

on BSDM website

“The new applications will be accepted for only 284 blocks (list annexed) and fresh

applications in any other blocks will be disallowed by BSDM”

No applications made in blocks other than the 284 blocks will be a part of the randomized

lottery process for selection / panel creation.

2. Within the 284 opened blocks also

As per the following clause in “Revised Notice for New Centre Registration for KYP” published

on BSDM website

“There are certain blocks that have been opened to cater to certain old registration process

applicants who had invested and created the set-up but could not get approved in the

stipulated time. The count of such cases has been highlighted with an “*” in the block list.

They will be given preference over others in the new KYP SDC registration process. Cases in

which the number of such old registration process applicants is equal to the number of total

vacancies in that block, no other fresh applicant/s will be entertained.”

Applications of centres other than the pre-approved * marked centres made in blocks that

had specifically been opened to cater to only the * marked centres will not be a part of the

randomized lottery process for selection / panel creation.

3. As a part of the KYP New Centre Registration 2017 process BSDM planned to capture the

information of all applications that had been made in existing KYP SDC premises in pursuance

to the following point “First preference amongst the applicants clearing the above

parameters of elimination to be given to applicants who have applied for utilization of

additional infra in the existing KYP SDC premises” in Revised Notice for New Centre

Registration for KYP published on BSDM website. In this regard BSDM had requested all

existing KYP SDCs to intimate any such scenario through a formal mail to

biharskilldevelopmentmission@gmail.com with “Intimation of New centres registration in

existing KYP SDC premise” mandatorily mentioned as the subject line of the mail by 5:00 pm

on 02-09-2017.

A total of 52 reverts were received by the stipulated deadline out of which it was finally

established post analysis of the reverts and physical verifications that 12 of these 52 centres

were in existing KYP SDC premise and were also interested in setting up new centre in the said

existing premise. The list of the block wise count of these 12 centres is as follows:

Based on the establishment of these 12 centres as applications in existing premise, the block

wise centre requirement has been reduced for general applicants. The revised list of block

wise centre required count is attached as Annexure 1.

Way forward post the randomized lottery process

BSDM would like to notify that selection post the randomized lottery process does not guarantee

on-boarding or eventual empanelment under Kushal Yuva Program. Final approval / empanelment

as KYP SDC will be subject to the compliance to the following norms:

1. All centres selected through the randomized lottery process will have to mandatorily undergo

the physical verification first to establish eligibility in order to proceed further under KYP New

Centre Registration 2017 process

2. All centres not complying to any of the below parameters will be rejected post physical

verification

a. Availability of Lab and Classroom of >= 200 sq.ft. each

b. Compliance to 2/1 Km rule for cases where application has not been made for an

existing KYP SDC premise

c. Availability of counselling / reception area

d. Availability of toilet

e. Furnishing of Requisite documents including valid rent agreement

f. Complete readiness of premise as per stipulated registration norms including any

physical changes if required has to be ensured by 11th September, 2017

g. Compliance on any previously made commitments

h. Correctness of data furnished on portal during registration

3. Post physical verification and eligibility establishment the SDC will have to get itself approved

on BSDM portal by abiding to the various BSDM KYP SDC registration guidelines in the

stipulated time in order to ensure Final approval / empanelment as KYP SDC.

4. In case of establishment of non-eligibility post verification of any centre selected through the

randomized lottery process on any of the BSDM parameters or in case of approval not being

received in the stipulated time or additional SDCs being required in those particular blocks the

next centre in the panel / waitlist created through the randomized lottery process will be given

the opportunity to get itself verified and proceed further in case of eligibility establishment.

For Eg: For Block ABC which is a block open for all applicants, a total of 1 centre was required:

But a total of 5 applicants had applied and thus a numeric order will be created for these 5

applicants through randomized lottery based selection as:

1. A5 Pvt. Ltd

2. A2 Pvt. Ltd

3. A3 Pvt. Ltd

4. A1 Pvt. Ltd

5. A4 Pvt. Ltd

So as the total SDC requirement for block ABC is 1 the first centre in the numeric order i.e. “A5

Pvt. Ltd” will be the successful applicants whereas the other 4 will be kept in a waitlist / panel

in the existing numeric order i.e.

In case “A5 Pvt. Ltd” is found ineligible post the physical verification after selection in

randomized lottery process or is not able to get approved on the portal in the stipulated time

then the next in numerical order in the waitlist / panel i.e. “A2 Pvt. Ltd” will be given the

opportunity to get itself verified and proceed further in case of eligibility establishment.

In case “A5 Pvt. Ltd” set-up the SDC and is eventually approved as a KYP SDC but still based on

candidate registration trend 2 more centres are required in ABC block then the next two

entries in numerical order in the waitlist / panel i.e. “A2 Pvt. Ltd” and “A3 Pvt. Ltd“will be given

the opportunity to get itself verified and proceed further in case of eligibility establishment.
