ADOPTED STRATEGIES, MEASURES AND
INNOVATIONS
A. IRRIGATION AND LAND MANAGEMENT :
1- Enhancement of Area under assured canal irrigation - Growth
from 9.75 lakh ha in 2010-11 to 26.16 lakh ha in 2013-14. 4.06
Lakh ha area increased in a single year (2013-14). It will reach
up to 31.32 lakh ha in 2014-15.
2- Bringing fallow land under cultivation - Fallow Land 14.33 lakh ha
in 2007-08 was reduced to 7.36 lakh ha in 2013-14 by extensive
campaign at all levels. Area of 1.22 Lakh ha fallow land converted
into cultivable land in a single year (2013-14).

B. AGRICULTURE EXTENSION AND PROCESS INNOVATION :
1- About 5.48 Lakh ha of land brought under SRI method
of paddy cultivation. 20000 conoweeders and 10000 markers
have been provided on 90% subsidy.
2- Summer Moong & Urad as third crop - The area under third
crop in the year 2011-12 was 22000 ha which has increased to 2.95
Lakh ha in 2013-14. Summer mung cultivation increased by 1.6 lakh ha
in a single year (2013-14)
3- SRR in all major crops have been increased in Wheat from
14.03% to 27.20%, Paddy from 8.85% to 22.61%, Maize from 10.94% to
73.91% Gram from 2.90% to 15.78%, Soybean from 14.77% to 32.15%,
Mustard from 16.88 to 25.51% (as compared to base year 2007-08)

4. Replacement of Traditional broadcasting system of sowing to Line
Sowing in 2.00 lakh ha additional area in Bundelkhand and
Baghelkhand region by vigorous extension efforts.
5. Timely agricultural advisories through Mobile SMS to farmers in
Hindi - Highest in India (more than 125 Lakh).
6. Substantial increase in area and production of Hybrid Maize by
providing 90% subsidy to the SC/ST farmers. Total expenditure Rs.
1180.12 Lakh and seed distributed 30,000 qtls. in the year 2013-14
(Innovation)
7. Promotion of soybean through ridge and furrow method in the year
2013-14 covering 32 Lakh ha.

C. TECHNOLOGY EXTENSION AND TRANSFER -
1. To save Kharif crop from un timely heavy rains due to climate change, ridge-furrow method of sowing is being encouraged and 50000 seed drills equipped with ridge-furrow attachments have been distributed. (Innovation)
2. About 31000 ha agriculture land deep ploughed under Haldhar Yojana during year 2011-12 which has been increased in 2013-14 to 66000 ha. (Innovation)
3. Under the seed quality improvement programme, 20,000 villages provided with Spiral graders and seed treating drums free of cost under RKVY. (Innovation)
4. Integrated technological extension to benefit 2.5 lakh farmers(5000 farmers per district) every year for the first time through joint mobilization of scientists from KVK & ATMA. It will also monitor the change in production and productivity after every agriculture season. (Innovation)

D. INNOVATIONS -
1. 200 villages have been developed as Yantradoot Gram (Fully
Mechanized Villages), where farmers are encouraged to adopt
mechanized farming. Phenomenal increase in all crop productivity.
2. Private entrepreneurs are being encouraged under bank assisted
custom hiring centers by providing subsidy up to Rs.10 lakh for
each center. 286 such Custom Hiring centers have been established
so far. New 450 custom hiring centers are being established.
3. Fertilizer Supply Management- Incentive for advance lifting of
fertilizers - The state government pays an incentive of Rs.28.10
Crore to Markfed and PACS for advance storage in the year 2013-14
for the purposes of advance stocking of fertilizers (17.28 Lakh MT).
4. Establishment of state Organic Production Marketing Council.20

5. Organic farming programme is being implemented in 32 blocks of 16 districts on an intensive basis.
6. More than 100 Farmers Producer Organizations have been formed in the state, which highest in the country. State level farmer producer company (Federation) is being set up.
7. State Micro Irrigation Mission has been started.8. MUKHYAMANTRI VIDESH ADDHYAN YATRA SCHEME
started in the year 2013-14 and 60 Farmers visited Australia-New Zeeland, Philippines-Taiwan & Brazil-Argentina.
9. MUKHYA MANTRI KHET TIRTH YOJNA started (Selected Khet Tirth - other state 51 & within the state 51) 12816 farmers benefited from the scheme in 2013-14.
10.To facilitate movement of agriculture input, farm machinery and transportation of farm produce SUDOOR KHET SADAK YOJNA has been implemented under MGNREGS.

E. CREDIT AND MANAGEMENT INTERVENTIONS –
1. The interest rate in crops for Agriculture Loans reduced from
5% in 2009-10 to 0% in 2012-13. Crop Loan increased from Rs.
5845 crores in 2010-11 to Rs. 12,476 crores in the year
2013-14 (213% in 3 year).
2. 2313 Seed Growers Co-operatives formed for augmenting
availability of certified seeds. State produces 52 lakh Quintals
certified seed.

Cont…F. POWER SUPPLY TO FARMERS :
1. State Govt. providing subsidy on Agriculture consumers etc.
from 2009-10 to 2013-14. In the year 2013-14 power subsidy of
Rs. 4600 crore provided by the state government.
2. 9.52 lakh temporary and 2.13 permanent irrigation pump
connections provided to meet the demand during Rabi 2013-14.
3. Feeder separation has been completed in 2013-14 for providing
quality and continuous supply of electricity for 10 hours for
agricultural operations. Second largest Feeder separation in
India.
4. The power to agriculture sector which was 6776 million unit in
2009-10 has increased to 12645 million unit in 2013-14. 23

G. POLICY INTERVENTIONS:
1. Krishi Cabinet constituted for ensuring better coordination
among the Departments of Agriculture, Power, Irrigation,
Cooperative. (Innovation).
2. Warehousing and Infrastructure: The state has taken
provisioning warehousing in a big way wherein the total storage
available in the state in 2010-11 was 79 LMT, has been
increased to 115 LMT in the year 2013-14. It would increase to
158 LMT in 2014-15. The highest for any state in India.

COORDINATION WITH ALLIED DEPARTMENTS
The Krishi Cabinet reviewed the performance of each department in detail on regular basis.
Agriculture Production Commissioner reviews the status of inputs and allied problems on every Friday.
Director of Agriculture conducts Video conferencing every week with all Joint Directors and Dy. Directors.
All collectors review progress of agriculture and allied departments in their districts on a weekly basis.

FUTURE ROAD MAP FOR HIGHER FOOD GRAIN PRODUCTION
1. Major shift toward SRI- 40% of Paddy area (7 lakh ha) proposed to be brought under SRI during next 2 years.
2. Conversion of fallow land- 3 lakh ha Rabi fallow area to be converted in to pulse cultivation.
3. Private sector participation- Pulse production in (25000 ha) MoU has been signed on PPP mode with TATA.
4. Expansion in Irrigated Area- Govt. is committed to increase the area under irrigation by 5.16 lakh ha. through canal irrigation projects by the year 2014-15. The state has planned to increase assured canal irrigation from 26.16 lakh Ha to 40.00 lakh Ha by 2017-18
5. Credit Expansion- Increasing Crop Loans through Cooperative Banks from Rs.12476 crores to Rs. 15000 crores in 2014-15.

6. Sanctioning and operationalizing 2000 custom hiring centers by 2017-18.
7. Five Mega Custom hiring center (5000 acres/center) under way.
8. State Innovation in Mustard and Wheat- Promotion of SWI in Wheat Crop & System of Root Intensification in Mustard Crop being propagated.
9. Summer Moong & Urad as third crop- 4 lakh ha command area proposed under Summer Moong & Urad as third crop.
10. Access to Technology at village level- Assured Supply of minimum one Seed Treating Drum and one spiral grader to each village by 2014-15 & 2015-16.
11. 80% Kharif under Ridge and Furrow- Ensuring coverage of whole kharif area (other than rice) under ridge-furrow method of sowing by 2015-16.

12. Efforts will be made for GI notification of "Sharbati Wheat' of MP.
13. Formation of State level Farmer Producer Organization (FPO).
14. It is envisaged to create 8 lakh ha extra irrigated area under State
Micro Irrigation Mission till 2017-18.
15. A project on Ravine Reclamation is under process of sanction from
support of the Word Bank.
16. To enhance productivity and production of paddy and maize hybrid
variety will be promoted in large area.
17. Constituting a State Level Agriculture Development Council in the
chairmanship of Hon’ble C.M. This council will have 10 national level
specialists and scientists of agriculture and allied subjects.

18. Incentive award will be given based on productivity, production and
cropped area categories to field functionaries.
19. About 74 lakh KCC has already been distributed to the farmers. Up to
2018 the target is to cover all 107 lakh farmers with KCC distribution.
20. Month long Krishi Mahotsav will be organized every year. Extension of
techniques and technologies through experts at every village level and
delivery of benefits to farmers at the door steps will be undertaken on
war footing in Mahotsav every year.
