Snow and Ice Cooperative Program - SICOP Winter Maintenance Technical Service Program Committee - WMTSP DRAFT MINUTES AASHTO Winter Maintenance Policy Coordinating Committee (WMPCC) Clark County, Nevada - July 16, 2016 1. Introductions, Agenda Review, Minutes Review Chair Steve LUND called the meeting to order in accordance with the date and time in the agenda. The agenda was reviewed and no modifications were offered. LUND welcomed the members and guests in attendance and recognized new committee members Tina GREENFIELD (IA DOT) representing the TRB committee AHD65-Winter Maintenance and Kyle STOLLINGS (WV DOH) representing AASHTO region 2. Those in attendance introduced themselves and a roster of attendees in attached to these minutes. Guests participating in the Committee meeting included Mark McConnell – Chair of the SCOM, Jameelah Hayes, and Gummada Murthy – AASHTO, and Brad Darr (ND DOT) representing Clear Roads. Rick NELSON reminded the Committee that the minutes from the last meetings in Des Moines, IA and the conference calls made over the last year were part of the meeting materials and any comments, errors or omissions should be noted as these minutes will be published in August. There were no comments regarding the minutes of past meetings offered. 2. Research Coordination - Discussion Peer Exchange Problem Statements – NELSON provided a brief overview of the 2015 National Winter Maintenance Peer Exchange-NWMPE- was given. The 36 problem statements generated from the breakouts were highlighted and pointed out in the attachments. Clear Roads projects proposed and underway – Brad DARR provided a briefing of the research program underway by Clear Roads – refer to the briefing materials. He mentioned that in the past there was a closeout session immediately after the Peer Exchange where each of the problem statements would be “assigned” to one of the consortia. He recommended that the format return as he feels that the handoff of the problem statements lost some momentum. ACTION - NELSON will carry this recommendation to the 2017 NWMPE Planning Committee. AHLENIUS mentioned that there seems to be an overlap in the work on plow routing between the Clear Roads project and papers reported during the 2016 TRB winter maintenance conference. GREENFIELD indicated that there is a gap between research and implementation and that Aurora looks to fill that gap but that is heavily dependent on the vendor community. LESTER mentioned that he was looking for 5-bullets in research reports that would lead to implementation. BRYANT discussed practice ready papers as a method to identify research that is ready for implementation and that TRB has a survey in progress to look at the practice ready paper program at TRB. MURTHY brought up the question, “How do you define implementation”? Is it the production of a “tool”, that there are 10-states utilizing it, crosscutting webinar, or conference with different committees. Aurora projects proposed and underway – Tina GREENFIELD provided a briefing on the research program underway by Aurora – refer to the briefing materials. She discussed three projects in

2.ResearchCoordination-Discussion

ACTION–KeepthisontheSICOPagendaandGREENFIELDtodiscussthiswiththeAuroraGoverningBoard.

MCGILLmentionedthatthereissomeoverlapregardingperformancemeasurebasedontrafficspeedproject.

STSM&OProjectswithWMimplications–GalenMCGILLreferencedtheattachmentofSTSM&Oresearchprojectsandmentionedseveralthathavewintermaintenanceimplications.Manyareintheareaofvariablespeedlimit(VSL)andactivetrafficmanagementsystems.Therearedynamicsigningapplicationswhenweatherimpactswarningsystems.Workforcedevelopmentisacommonthemebetweenthetwogroups,particularlyasnewtechnologiesrollout.

Travelerinformationsystemsutilizingdataportalstogetdataintoconnectedvehicles(snowplows)andprivatecarsi.e.WAZEcanbeoptions.Othersaremachine-readablestripesandutilizingastandardtrafficcontrollerasaplatformforconnectedvehicle(CV)applications,RWISRPUs,andfreewaygateclosureapplications.

AttheSTSM&OmeetinginDenvertherewillbeadiscussionofthe20-7projectonoperationsguidefortheAASHTOGreenBook.Thisprojectcanhavewinteroperationselementsinit.Thiswasidentifiedinthe2013WinterPeerExchange.

NCHRP,TRB,FHWAprojects–AHLENIUSreportedthattherearesome220standingtechnicalcommitteesinTRBandnotallalignwithAASHTO.Thereisaneffortunderwaytoevaluatethesetechnicalcommitteesandtrytoreachalignmentwherepossible.

LundreportedthatNCHRPproject14-34onwintermaintenanceperformancemeasuresisunderwayandthereareseveralWMPCCmembersrepresentingSICOPontheoversightpanel.

RoemerALFELORdeliveredhisreportuntillaterinthemeeting.

3.OutreachReports

PIARCupdate–LUNDprovidedabriefingofPIARCTechnicalCommitteeonWinterService–seethebriefingpaper.Hediscussedthetouch-pointsandopportunitiesforcollaborationbetweenPIARCTCB2.1,STSM&O,andSICOP.

LESTERmentionedthatColoradoDOThasdevelopedusecaseswherewintermaintenanceandTSM&Ohavebeenintegrated.

ACTION–LUNDtofollowupwithLESTERandreceivetheseusecasesforpossibleinclusioninthePIARCTCB2.1report.

4.FutureDirections

Current4-YRPlan–LUNDdiscussedthecurrent4-yearplanandtheproposedscheduleforcreatinganew3-yearStrategicWinterMaintenanceProgram(SWMP).Thecurrent4-yearplanhasprojectsthatarestillrelevantandshouldbeworkedandexecuted,therefore,itwasproposedtotheCommitteethattherewillbenoupdateoftheplanatthistimeanditwillbereplacedwiththenew3-yearSWMP.

Futurestrategicplan(scheduleandeffort)–LUNDpresentedtheproposedscheduleforthe3-yearSWMPandhowitwouldbealignedwiththetriennialreviewofTechnicalServiceProgramsbyStandingCommitteeonHighways.TheSWMPwouldbestrategicinnatureandremaininplaceforthe3-yearcycle.

NELSONexplainedthatalaundrylistofstrategicissueshadbeencollectedfromtheSICOPtop-10project,the2015NationalWinterMaintenancePeerExchangeproblemstatements,andfromcommentsmadebyparticipantsattheRoadWeatherManagementStakeholderMeetingjustheldinAtlanta,GA.Attendeesatthe2016SCOMmeetingwouldbeaskedtoreviewthislist,offeradditionsthatareimportanttothem,andvotefortheirtop6.TheWMPCCwillevaluatetheadditionsandthevotingandcoalescethelistintoamanageablenumber.ThislistwillthenbecirculatedtoSICOPmemberstatesforfinalvotingtocreatethenext3-yearSWMPtobepresentedduringthetriennialreviewbySCOHin2018.

TheWMPCCdiscussedthisprocessthatwereinagreementtoproceed.SeveralguestsandmembersoftheWMPCCofferedadditionstothelistofissues.

ACTION–NELSONwillincludetheirsuggestionsintothemasterlistofstrategicissues.

MURTHYbroughtupthediscussionsheldinAtlantaduringtheFHWARoadWeatherManagementStakeholderMeetingandimportanceoftheWeatherDataEnvironment(WDE)andseveralcrosscuttingopportunities.ConnectedVehicle&RWISoftodaywillundergoatransformationasRWIS,connectedvehicle,autonomousvehiclesmergeintoasingletechnologystream.HesuggestedawebinarbeheldsometimeinSeptember/OctoberthatfocusesontheWDEandwhatitmeansforus.

ACTION–NELSONwillexploretheopportunitiesforawebinartodiscusstheWDEandbroaderimplications.

NationalOperationsCenterofExcellence(NOCoE)–SteveLAVRENZprovidedareportontheNOCoE.Seethebriefingmaterials.ItwasmentionedthattheNOCoEhasaveryrobustEnhancedKnowledgeTransferSystem(EKTS)thatwasdevelopedaspartoftheSHRP2program.ThisEKTSlendsitselfwelltothecollectionandstorageofreportsinasearchableenvironment.Thereisadesiretoenhancetheknowledgebasebyaddingaweatherplatform.

ACTION–NELSONtocollaboratewiththeNOCoEtoexplorecooperationintheadditionofaweatherplatformtotheNOCoE.

6.ReviewofSICOPProgram

SICOPAccomplishments–NELSONprovidedabriefreportonSICOPaccomplishmentsthatwerearticulatedintheSCOMMaintenanceManagerNewsletter.

SICOPFinancials–NELSONreportedthatfiscalyear16finishedwith33memberstatesmakingthe$4,000annualcontribution.

OperatingProcedures&Membership–LUNDinitiatedadiscussionoftheWinterMaintenancePolicyCoordinatingCommittee(SICOP’sSteeringCommittee)membershipinaccordancewiththeoperatingprocedures.LUNDhighlightedthefactthattherehasbeenarotationofAASHTOmemberswiththeappointmentofLESTER(region4)in2015,LUNDasChairman(region3)in2016,andSTOLLINGS(region2)isexpectedin2016.LUNDmentionedthatthecommitteeshouldconsiderarotationofmembershipforAASHTOregion1;however,MikeLASHMET(region1representative)wasnotinattendancesothisdiscussionwastabled.
