1. Create Sustainable Places  Sustainable Places are those that meet community needs and protect and enhance our biodiversity and the environmental systems on which we depend.  They are vibrant and engaging places to live or visit with strong local economies.  They are welcoming and supportive environments where people from all backgrounds and all life stages have equitable access to resources without negatively impacting future generations.  Sustainable Places are also resilient to significant threats such as those posed by climate change: hotter, drier conditions and more extreme weather events.  Creating Sustainable Places in Hume City is relevant at a number of scales including:  the municipality as a whole and how it connects with the broader metropolitan area; suburbs and neighbourhoods, parks, public spaces and streetscapes down to individual buildings and homes.  It is relevant to both growth areas in Hume and existing neighbourhoods.    Many of the decisions that impact on places in Hume are taken by other levels of government and/or in the private realm.  Hume City Council has many important roles to play however in helping to create more sustainable places.  These include: leading by example in the provision of Council and community buildings and infrastructure; as a planning authority; as an advocate to other levels of government; as a service deliverer; and through community engagement and support.     Working to contribute to and create sustainable places is not new to Hume City Council and this Action Plan builds on the strong foundations and achievements of the Environmental Sustainability Framework 2002 and the Pathways to Sustainability: an Environmental Framework 2009‐2013.  A broad range of Council Departments are involved in this work as indicated in the Action Plan below.  

2. Guiding principles   The guiding principles of Creating Sustainable Places are:   

Planning and facilitation of sustainable communities where local employment, recreational opportunities and use of sustainable transport are supported and biodiversity values are conserved and enhanced. 

Application of Environmentally Sustainable Design and Development (ESD) principles:o Optimise size, multipurpose and use of existing buildings including integration with the 

natural environment and design for sustainable transportation o Energy efficiency, passive solar and renewable energy sources to minimise greenhouse 

gases o Protect waterways and use water efficiently o Use environmentally preferable products o Enhance indoor environmental quality o Optimise operational and maintenance practices  

 

Design for resilience and adaptation to the current and future impacts of climate change.
