[1] Auda-456 Affordable Housing, F.P.No.67,T.P.S.No.60, Khodiyar, Daskroi, Ahmedabad. This is a proposed building construction project of affordable housing with land area of 11,045.0 m 2 and the proposed built up area of 44,158.42 m 2 . As the built up area is 20,000 m 2 and <1,50,000 m 2 , it falls in the category 8(a) of the Schedule of EIA Notification, 2006. The project will comprise of 6 buildings housing total 456 flats and 14 shops. Scope of three buildings will be Basement + hollow plinth + ground floor + 11 floors, scope of two buildings will be Basement + hollow plinth + ground floor + 10 floors and scope of remaining one building will be Basement + hollow plinth + ground floor + 12 floors. Maximum building height in the project will be 39.0 m. Water requirement during the construction phase shall be 21.25 KL/day and it shall be met through the water tankers. Sewage generation during the construction phase shall be 10.84 KL/day and it shall be discharged into Septic Tank/soak pit. Water requirement during the operation phase shall be 345.58 KL/day and it shall be met through water supply from the (AUDA). Sewage generation during the operation phase shall be 238.98 KL/day and it shall be discharged into the drainage line of AUDA. It is proposed to provide parking space of 6,816.46 m 2 [1,879.39 m 2 in hollow plinth + 4,295.12 m 2 in basement + 641.95 m 2 as open parking area] equivalent to 231 ECS which is more than the GDCR requirement of 2,982.14 m 2 and the NBC requirement of 228 ECS. From the total excavated earth of 12,000 m 3 to be generated during the construction phase 840 m 3 will be used for Green belt Development, 2,400 m 3 will be used in Internal roads and other paved roads, 2,760 m 3 will be used in back filling and remaining will be used for leveling of low lying areas for other projects in the vicinity. Municipal waste to the tune of approximately 1,250 Kg/day will generate during the operation phase. Biodegradable waste and non biodegradable waste will be collected separately and Biodegradable waste will be disposed into nearby municipal bin and non bio degradable waste will be sold to vendors. Proposed dust control measures during the construction phase are dust suppression by spraying of water, compaction of soil during various construction activities, peripheral barricading of 6 m height, covering the construction material during transportation and storage etc. D.G Sets (2 × 125 KVA)

The 197th meeting of the State Level Expert Appraisal Committee (SEAC) was held on 18th July, 2014 at Committee Room, Gujarat Pollution Control Board, Gandhinagar. Following members attended the meeting:

The agenda of TOR/Scoping/Category 8 cases was taken up. Twenty six TOR/Scoping/Category 8 cases along with one table agenda item i.e total 27 cases were taken up. The applicants made presentations on the activities to be carried out along with other details furnished in the Form-1 / Form-1A and other reports.

This is a proposed building construction project of affordable housing with land area of 11,045.0 m2 and the proposed built up area of 44,158.42 m2. As the built up area is ≥ 20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project will comprise of 6 buildings housing total 456 flats and 14 shops. Scope of three buildings will be Basement + hollow plinth + ground floor + 11 floors, scope of two buildings will be Basement + hollow plinth + ground floor + 10 floors and scope of remaining one building will be Basement + hollow plinth + ground floor + 12 floors. Maximum building height in the project will be 39.0 m. Water requirement during the construction phase shall be 21.25 KL/day and it shall be met through the water tankers. Sewage generation during the construction phase shall be 10.84 KL/day and it shall be discharged into Septic Tank/soak pit. Water requirement during the operation phase shall be 345.58 KL/day and it shall be met through water supply from the (AUDA). Sewage generation during the operation phase shall be 238.98 KL/day and it shall be discharged into the drainage line of AUDA. using HSD [50 Liter/day] as fuel will be provided for power back up. Energy conservation measures proposed include maximum use of natural light through architectural design, use of energy efficient motor and pumps, maximum use of aerated blocks, use of CFL & low voltage lighting, solar lighting in open and landscape areas, roof top thermal insulation etc. Use of water efficient taps, water meters, flow control devices etc. have been proposed as water conservation measures. One staircase of 2 m width will be provided in four buildings and 2 staircases of 2 m width will be provided in two buildings. The nearest fire station of Sabarmati is approx. 8 Km away from the project site and a fire tender will take about 30 minutes to reach the project site in case of emergency. Underground water tank having capacity of 108 KL, terrace fire water tanks of 10 KL capacity on each building, fire extinguishers, hose reel, wet riser, manually operated electric fire alarm system, automatic sprinkler system in basement etc. will be provided for firefighting purpose. Rain water will be collected from open terrace and surface runoff and Rain water harvesting from through 3 no. of percolation wells is proposed to be carried out. Area provision for green belt development is 1,610.55 m2 with 167 nos. of trees within the premises. Provision of Personal Protective Equipments, safety related training, first aid facilities, along with the basic amenities like adequate sanitation facilities, drinking water facility etc. will be provided to the construction workers. Traffic survey was carried out on roads connecting Bopal to Naroda and Ahmedabad to Gahdhinagar in both the directions. Results of traffic survey carried out reveals that both the roads are capable of accommodating existing as well as proposed traffic load. The project site is having 18 m wide approach road on western side.

During the meeting, the project proponent was asked to use solar energy at the maximum extent possible, to provide two separate gates for entry/exit and to carry out thick tree plantation within the premises. The project proponent was asked not to use ground water during the operation phase in any case. After detailed discussion, it was decided to recommend the project to SEIAA Gujarat for grant of Environmental Clearance only after submission of the following.

1. Details on number of trees to be planted within the premises.

[2] Affordable housing scheme (EWS awas) proposed by Ahmedabad Urban Development Authority at F.P.No.86,T.P.S.No.110, Kathwada, Ahmedabad

This is a proposed building construction project of affordable housing with land area of 34,150.0 m2 and the proposed built up area of 83,421.32 m2. As the built up area is ≥ 20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project will comprise of 26 buildings housing total 1824 flats of 1 BHK. Scope of all the buildings will be Ground floor + 7 floors. Maximum building height in the project will be 26.70 m. Total plot area of the project is 34,150.0 m2 and the proposed built up area of the project is 83,421.32 m2. Water requirement during the construction phase shall be 12.2 KL/day and it shall be met through the water tankers. Sewage generation during the construction phase shall be 5.76 KL/day and it shall be discharged into Septic Tank/soak pit. Water requirement during the operation phase shall be 1,108.08 KL/day and it shall be met through water supply from the (AUDA). Sewage generation during the operation phase shall be 886.46 KL/day and it shall be discharged into the drainage line of AUDA. It is proposed to provide parking space of 8,862.26 m2 which is more than the GDCR requirement of 6,078.70 m2. Municipal waste to the tune of approximately 4,104 Kg/day will generate during the operation phase which will be finally send to the nearest collection point of AUDA.

Proposed dust control measures during the construction phase are dust suppression by spraying of water, covered shed for cement unloading activity, PUC compulsion for all vehicles, lubrication of rotation machinery etc. Energy conservation measures proposed include use of efficient motor & pumps, use of CFL or solar lights in the common areas, provision of solar street lights, use of light colors to reduce heat absorption & to minimize cooling requirement etc. One staircase of 1.5 m width will be provided in each building. Fire fighting facilities like fire extinguishers, underground fire water tank of 4.5 lac lit capacity, terrace fire water storage tank, fire water mains with hose pipe at each floor having 3 kg/cm2 pressure. Rain water will be collected from open terrace and surface runoff and Rain water harvesting through 9 no. of percolation wells is proposed to be carried out. Area provision for green belt development is 2,053.0 m2 with 513 nos. of trees within the premises. Provision of Personal Protective Equipments along with the basic amenities like drinking water, 5 water closets, 5 bathrooms, 10 nos. of urinals, mobile medical van once in a month, separate area for workers’ children etc. will be provided to the construction workers. The project site is having 18 m wide and 12 m wide approach roads on western & southern side. Aerial distance of the project site from the nearest GIDC of Kathwada is 2.28 Km and aerial distance from the nearest TSDF is 5.34 Km.

During the meeting, the project proponent was asked to install the fire fighting facilities as per the requirement as per the local by-laws or NBC whichever is stringent and to make use of solar energy at the extent possible. Considering that the proposed project is affordable housing scheme having residential units with relatively very low cost, where there is hardly any probability of owning a car by the owners, the committee felt that provision of parking space as per the NBC guideline should not be insisted in such project. Though it is a large scale project, the project proponent was not suggested to provide STP looking to the fact that the proposed affordable housing project is especially planned for the people from Economically Weaker Section of the society and having flats with relatively very low cost where Installation of STP and its operation as well as maintenance may add extra cost to the individual housing unit and further the efficient operation & maintenance of STP during the operation phase in such type of project is also doubtful. After detailed discussion it was decided to recommend the project to SEIAA Gujarat for grant of Environment Clearance.

1. Details on fire fighting facilities to be installed for the proposed project.

[3] EWS housing scheme at F.P.No.77, T.P.S.No.110, Moje: Kathwada, Taluka: Dascroi, Dist: Ahmedabad proposed by Ahmedabad Urban Development Authority.

This is a new building construction project with land area of 13,250 m2 and the proposed built up area of 30,904.68 m2. As the built up area is >20,000 m2 and < 1,50,000 m2, it falls in the project / activity no. 8(a) of the Schedule of the EIA Notification, 2006.

The project proponent along with their expert / consultants attended the SEAC meeting held and during the meeting, the project was appraised based on the information furnished in the Form-1 & Form-1A as well as details presented before the committee.

It was presented that they have not started any kind of construction activities at the project site. The project will be comprising of 6 buildings with 9 blocks housing total 588 residential flats of 1 BHK. Plot area of the project will be 13,250 m2 and the proposed built up area will be 30,904.68 m2. Scope of all the buildings will be hollow plinth + 7 floors with building height of 30.25 m. Fresh water requirement during the construction phase shall be 12.2 KL/day and it shall be met through local water tankers suppliers. Sewage generation during the construction phase shall be 5.76 KL/day and it shall be disposed off into soak pit through septic tank. Water requirement during the operation

phase shall be 357.21 KL/day and it shall be met through water supply from AUDA. Sewage generation during the operation phase shall be 285.70 KL/day and it shall be discharged into the drainage line of AUDA from where it will be sent to the Common Sewage Treatment Plant of Ahmedabad Municipal Corporation. It is proposed to provide parking of 5,612.91 m2 [2695.41 m2 in hollow plinth + 2917.50 m2 as open surface] which is more than the parking area requirement of 2,075 m2 as per GDCR. Municipal waste to the tune of approximately 1323 Kg/day will generate during the operation phase from residential units. 63 nos. of bins having 80 liter capacity will be provided at various locations and municipal solid waste will be finally sent to the nearest collection point of AMC through door to door collection facility of AMC.

Proposed dust control measures during the construction phase are dust suppression by spraying of water, covered shed for cement unloading, PUC compulsion for all the vehicles, regular lubrication for rotation machinery etc. Energy conservation measures like use of efficient motor & pumps, use of CFL or solar lights in the common areas, provision of solar street lights, use of light colors to reduce heat absorption & to minimize cooling requirement etc. are proposed in the project. One staircase of 1.5 m width will be provided in each building block. Area provision for green belt development is 800.00 m2 with 199 numbers of trees within premises. Underground water tank having 4.50 Lac liter storage capacity is proposed for fire fighting. Rain water harvesting and ground water recharge through 4 nos. of percolation wells is proposed to be carried out. Project site is having direct access through 18 m wide road on western side and it is proposed to provide two gates on the 18 m wide approach road. The project site is at a distance of 3.44 km from the nearest GIDC of Kathwada and 6.7 km from the nearest TSDF site of Naroda Enviro Projects Ltd.

During the meeting, the project proponent was asked to provide all the requisite fire fighting facilities as per the requirement of NBC or local by-laws whichever is stringent. The project proponent was asked to provide basic amenities like drinking water, sanitation facility, facility for safe disposal of sewage & solid waste to be generated during the construction phase, temporary residence along with provision of PPEs, first aid facilities, regular health check up, doctor service in case of injury for the construction workers. The project proponent was agreed upon the same. Considering that the proposed project is affordable housing scheme having only 1 BHK type residential units, where there is hardly any probability of owning a car by the owners, the committee felt that provision of parking space as per the NBC guideline should not be insisted in such project. After detailed discussion on various aspects of the project, it was decided to recommend the project to SEIAA Gujarat for grant of Environmental Clearance only after submission of the following:

1. Full size conceptual project plans.

[4] Resiential scheme for LIG & MIG proposed by Ahmedabad Urban Development Authority (AUDA) at Sub plot No.92/1, F.P.No. 92,T.P.No.110, Kathwada, Ahmedabad.

This is a proposed residential building construction project for Low Income Group and Medium Income Group people with land area of 30,327.0 m2 and the proposed built up area of 1,00,369.77 m2. As the built up area is ≥ 20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project will comprise of 9 building of Ground floor + 14 floor housing total 1,344 numbers of residential flats (1172 nos. of LIG units & 172 nos. of MIG units) and 22 numbers of shops. The plot area is 30,327.0 m2 and the proposed built up area of the project will be 1,00,369.77 m2. Water

requirement during the construction phase shall be 21.75 KL/day and it shall be met through the tankers/AUDA water supply system. Sewage generation during the construction phase shall be 5.73 KL/day and it shall be discharged into Septic Tank/soak pit. Water requirement during the operation phase shall be 833.59 KL/day and it shall be met through water supply from the (AUDA). Sewage generation during the operation phase shall be 698.23 KL/day and it shall be discharged into the drainage line of AUDA. It is proposed to provide parking space of 13,144.28 m2 [6,244.28 m2 in hollow plinth + 6,900.0 m2 as open parking area] equivalent to 523 ECS which is more than the GDCR requirement of 7,035.5 m2 and less than the NBC requirement of 702 ECS. From the total excavated earth of 10,000 m3 to be generated during the construction phase 1000 m3 will be used for Green belt Development, 3000 m3 will be used in Internal roads and other paved roads, 4500 m3

will be used in back filling and remaining will be used for leveling of low lying areas for other projects in the vicinity. Municipal waste to the tune of approximately 3,657 Kg/day will generate during the operation phase. Biodegradable waste and non biodegradable waste will be collected separately and Biodegradable waste will be disposed into nearby municipal bin and non bio degradable waste will be sold to vendors.

Proposed dust control measures during the construction phase are dust suppression by spraying of water, compaction of soil during various construction activities, peripheral barricading the project site, covering the construction material during transportation and storage etc. One D.G Set having capacity of 40 KVA using HSD [9 Liter/hr] as fuel will be provided for power back up. Energy conservation measures proposed include maximum use of natural light through architectural design, use of energy efficient motor and pumps, maximum use of aerated blocks, use of CFL & low voltage lighting etc. Use of water efficient taps, water meters etc. have been proposed as water conservation measures. One number staircase of 2.0 m width will be provided in each Block. The nearest fire station at Odhav is approx. 3 Km away from the project site and a fire tender will take about 20 minutes to reach the project site in case of emergency. 4 nos. of underground tanks each having capacity of 75 KL, fire extinguishers, hose reel, wet riser, manually operated electric fire alarm system, terrace fire water storage tank of 10 KL capacity on each block etc. will be provided for firefighting purpose. Rain water will be collected from open terrace and surface runoff and Rain water harvesting through 8 nos. of percolation wells is proposed to be carried out. Area provision for green belt development is 3,032.7 m2 with 460 nos. of trees within the premises. Provision of Personal Protective Equipments, safety related training, first aid facilities, along with the basic amenities like adequate sanitation facilities, drinking water facility etc. will be provided to the construction workers.

During the meeting, considering that the proposed project is affordable housing scheme having residential units with relatively very low cost, where there is hardly any probability of owning a car by the owners, the committee felt that provision of parking space as per the NBC guideline should not be insisted in such project. 2. Exact aerial distance of the project site from the nearest TSDF site and the nearest GIDC.

[5] EWS/LIG Awas at F.P.No.83, T.P.S.No.102, Nikol, Dist: Ahmedabad proposed by Ahmedabad Municipal Corporation.

This is a new building construction project with net plot area of 25,042.0 m2 and the proposed built up area of 87,284.80 m2. As the built up area is >20,000 m2 and < 1,50,000 m2, it falls in the project / activity no. 8(a) of the Schedule of the EIA Notification, 2006.

The project proponent along with their expert / consultants attended the SEAC meeting and made presentation before the committee. During the meeting, the project was appraised based on the information furnished in the Form-1 & Form-1A as well as details presented before the committee.

The project will be comprising of 15 building blocks housing total 1180 residential flats of 1 BHK and 80 shops. Scope of all the buildings will be ground floor (Hollow plinth & shops) + 10 floors with building height of 40.25 m. Plot area of the project will be 25,042.0 m2 and the proposed built up area of the project will be 87,284.80 m2. Fresh water requirement during the construction phase shall be 12.2 KL/day and it shall be met through water supply from Ahmedabad Municipal Corporation. Sewage generation during the construction phase shall be 5.76 KL/day and it shall be discharged into drainage line of Ahmedabad Municipal Corporation. Water requirement during the operation phase shall be 724.5 KL/day and it shall be met through water supply from Ahmedabad Municipal Corporation. Sewage generation during the operation phase shall be 579.6 KL/day and it shall be discharged into the drainage line of Ahmedabad Municipal Corporation. It is proposed to provide 15,291 m2 parking area [comprising of 6,734.85 m2 in hollow plinth and 8,556.15 m2 as open surface parking] equivalent to 664 CPS which is more than the parking area requirement of 7,740.02 m2 as per GDCR and 600 CPS as per NBC. Municipal waste to the tune of approximately 2,655 Kg/day will generate during the operation phase from residential units. 150 nos. of bins having 80 liter capacity will be provided at various locations and municipal solid waste will be finally sent to the nearest collection point of AMC through door to door collection facility of AMC.Proposed dust control measures during the construction phase are dust suppression by spraying of water, covered shed for cement unloading, PUC compulsion for all the vehicles, regular lubrication for rotation machinery etc.

Energy conservation measures like use of efficient motor & pumps, use of non reflective glasses, provision of solar street lights, use of light colors to reduce the light absorption etc. Two staircases, one of 1.5 m width and another of 2 m width will be provided for ground & 1st floor whereas one staircase of 2 m width will be provided for 2nd to 10th floor. Two lifts will be provided in each building block. Area provision for green belt development is 1,529.48 m2 with 376 nos. of trees within premises. Rain water harvesting and ground water recharge through 7 nos. of percolation wells is proposed to be carried out. The project site is directly accessible by 15 m & 30 m wide roads on North-East side and it is proposed to provide total four separate gates for entry/exit on the 15 m & 30 m wide roads. Main internal road of 9 m width will be provided. The project site is at a distance of 2.15 km from the nearest GIDC of Kathwada and 4.58 km from the nearest TSDF site of Naroda Enviro Projects Ltd.

During the meeting, while asking by the committee, the project proponent replied that all the suggestions of Fire & Emergency Department of AMC mentioned in their opinion letter dated 04/02/2014 regarding fire & life safety shall be fulfilled and NOC in this regard shall be obtained from Fire & Emergency Department of AMC. The project proponent was asked to provide basic

amenities like drinking water, sanitation facility, facility for safe disposal of sewage & solid waste to be generated during the construction phase, temporary residence along with provision of PPES, first aid facilities, regular health check up, doctor service in case of injury and other necessary safety gadgets for the construction workers. The project proponent was agreed upon the same. Looking to the large scale of the project, the committee suggested to provide Sewage Treatment Plant for treatment of sewage to be generated during operation phase. At this the project proponent replied that the proposed project is especially planned for the people from Economically Weaker Section of the society and having flats of 1 BHK with relatively very low cost. Installation of STP and its operation as well as maintenance may add extra cost to the individual housing unit and further the efficient operation & maintenance of STP during the operation phase in such type of project is also doubtful, so they requested to exempt them from providing STP for the proposed project, to which the committee also agreed upon. After detailed discussion on various aspects of the project, it was decided to recommend the project to SEIAA Gujarat for grant of Environmental Clearance only after submission of the following:

1. Full size conceptual project plans, layout plan showing roads, green belt, location of underground

water tanks and Plan showing the provision of fire fighting facilities,

2. Copy of NOC obtained from Airports authority of India.

3. Copy of opinion obtained from Fire & Emergency Department of AMC.

4. Photographs showing the tree plantation carried out by them in any of their previous projects.

[6] EWS/LIG Awas at F.P.No.77, T.P.S.No.27, Vejalpur, Dist: Ahmedabad proposed by Ahmedabad Municipal Corporation.

This is a new building construction project with net plot area of 9,636.0 m2 and the proposed built up area of 21,337.02 m2. As the built up area is >20,000 m2 and < 1,50,000 m2, it falls in the project / activity no. 8(a) of the Schedule of the EIA Notification, 2006.

The project will comprise of 10 residential buildings housing total 480 residential flats of 1 BHK and one commercial building having 32 shops. Scope of all the residential buildings will be ground floor + 5 floors with building height of 23.25 m and scope of commercial building will be ground floor + 1 floor. Plot area of the project will be 9,636.0 m2 and the proposed built up area of the project will be 21,337.02 m2. Fresh water requirement during the construction phase shall be 12.2 KL/day and it shall be met through water supply from Ahmedabad Municipal Corporation. Sewage generation during the construction phase shall be 5.76 KL/day and it shall be discharged into drainage line of Ahmedabad Municipal Corporation. It was presented that they have not started any kind of construction activities at the project site. The project will be comprising of 7 building blocks housing total 656 residential flats of 1 BHK and 8 shops. Plot area of the project will be 11,500 m2 and the proposed built up area will be 26,154.29 m2. Scope of all the buildings will be ground floor + 5 floors with building height of 23.8 m. Fresh eater requirement during the construction phase shall be 57.2 KL/day and it shall be met through water supply from Ahmedabad Municipal Corporation (AMC) and borewell water. Sewage generation during the construction phase shall be 5.76 KL/day and it shall be discharged into drainage line of AMC. During the meeting, while asking by the committee, the project proponent replied that all the suggestions of Fire & emergency department of AMC which are also mentioned in the project plans like fire hydrant & hose reel at each floor, fire lifts, fire alarm system at each floor with sounders capable of being heard all through the building, fire extinguishers (one CO2 type of 4.5 kg and one DCP type of 5 kg capacity) will be provided. The project proponent was asked to provide basic amenities like drinking water, sanitation facility, facility for safe disposal of sewage & solid waste to be generated during the construction phase, temporary residence along with provision of PPEs, first aid facilities, regular health check up, doctor service in case of injury for the construction workers. The project proponent was agreed upon the same. Considering that the proposed project is affordable housing scheme having only 1 BHK type residential units, where there is hardly any probability of owning a car by the owners, the committee felt that provision of parking space as per the NBC guideline should not be insisted in such project. During the meeting, the project proponent was asked to provide all the requisite fire fighting facilities as per the requirement of NBC or local by-laws whichever is stringent. Looking to the large scale of the project, the committee suggested providing Sewage Treatment Plant for treatment of sewage to be generated during operation phase. At this, the project proponent replied that the proposed project is especially planned for the people from Economically Weaker Section of the society and having flats of 1 BHK with relatively very low cost. Installation of STP and its operation as well as maintenance may add extra cost to the individual housing unit and further the efficient operation & maintenance of STP during the operation phase in such type of project is also doubtful, so they requested to exempt them from providing STP for the proposed project, to which the committee also agreed upon. Considering that the proposed project is affordable housing scheme having only 1 BHK type residential units, where there is hardly any probability of owning a car by the owners, the committee felt that provision of parking space as per the NBC guideline should not be insisted in such project. It is proposed to provide 3,921.0 m2 parking area equivalent to 153 CPS in hollow plinth and as open surface parking which is more than the parking area requirement of 1,523.48 m2 as per GDCR and 147 CPS as per NBC. Municipal waste to the tune of approximately 735 Kg/day will generate during the operation phase from residential units. 50 nos. of bins having 80 liter capacity will be provided at various locations and municipal solid waste will be finally sent to the nearest collection point of AMC through door to door collection facility of AMC. Proposed dust control measures during the construction phase are dust suppression by spraying of water, covered shed for cement unloading, PUC compulsion for all the vehicles, regular lubrication for rotation machinery etc. Energy conservation measures like use of efficient motors & pumps, use of CFL or Solar lights in common areas, provision of solar street lights, use of light colors to reduce the light absorption etc. It is proposed to provide 3 staircases in two buildings, 2 staircases in two buildings and 1 staircase in remaining one building. Width of all the staircases will be 1.52 m. Area provision for green belt development is 568.67 m2 with 110 nos. of trees within premises. Rain water harvesting and ground water recharge through 2 nos. of percolation wells is proposed to be carried out. The project site is directly accessible by 12 m wide road on eastern side and it is proposed to provide one gate of 7.5 m width. Internal roads of 7.5 m width will be provided. Provision of drinking

water, bathrooms (5 nos.), urinals (10 nos.), mobile medical van, separate area & Anaganwadi for worker’s children, community hall & health care center etc. will be made for construction workers.

During the meeting,while asking by the committee, the project proponent replied that all the suggestions of Fire & Emergency Department of AMC mentioned in their opinion letter dated 09/01/2014 regarding fire & life safety shall be fulfilled and NOC in this regard shall be obtained from Fire & Emergency Department of AMC. The project proponent was asked to provide second gate as an emergency exit. After detailed discussion on various aspects of the project, it was decided to recommend the project to SEIAA Gujarat for grant of Environmental Clearance only after submission of the following:

1. Full size conceptual project plans, traffic movement plan, rain water harvesting system plan, plan showing the water distribution system, plans showing fire fighting facilities and layout plan showing roads, percolation wells & green belt.

2. Copy of NOC obtained from Airports authority of India.

3. Copy of opinion obtained from Fire & Emergency Department of AMC.

[14] Affordable housing project proposed by Gujarat Housing Board, at Block No: 178/2, 178/1,221/1,223,224,222p, 229,230,220/2,219+220/1, Kansad, Choryasi, Surat.

This is a proposed affordable housing construction project for Low Income Group and Medium Income Group people. Land area of the project will be 32,184.35 m2 and the proposed built up area of the project will be 94,216.28 m2. As the built up area is ≥ 20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project proponent along with their expert / consultants attended the SEAC meeting and made presentation before the committee. During the meeting, the project was appraised based on the information furnished in Form-1 & Form1A as well as details presented before the committee.

The project will comprise of 20 numbers of buildings (16 residential buildings and 6 residential + commercial buildings) housing total 1,520 nos. of flats (244 3 BHK-MIG units & 1,276 1 BHK-LIG units) and 21 shops. It was presented that the shops to be provided in the project will be utilized to sell the necessary house hold things only. Scope of the 16 residential buildings will be Ground floor + 9 floors and scope of mixed type buildings will be Ground floor + 7 floors. Fresh water requirement during the construction phase shall be 17.35 KL/day and it shall be met through the water tanker suppliers. Sewage generation during the construction phase shall be 6.9 KL/day and it shall be discharged into the Septic Tank and waste water generated from washing of construction equipment will be reused back in curing activity. Water requirement during the operation phase shall be 851 KL/day and it shall be met through water supply from Kanakpur-Kansad Nagarpalika. Sewage generation during the operation phase shall be 675 KL/day and it shall be discharged into the drainage line of Kanakpur-Kansad Nagarpalika. It is proposed to provide parking space of 11,472.6 m2 as open surface parking which is less than the GDCR requirement of 11,528.69 m2.

Measures like regular water sprinkling, covered shed for cement unloading, covered shed with tarpaulin sheet etc. have been proposed as dust control measures during construction phase. Energy conservation measures like maximum utilization of natural light, reflective / white tiles on terrace floor, florescent lighting fixtures in the common areas etc. has been proposed. Use of fly ash aerated blocks, paving blocks, Portland Pozzolona Cement etc. has been proposed during

construction phase. Underground static water storage tank of 75 KL capacity, terrace tanks of 25 KL capacity, fire extinguishers, hose reel, down comer, manually operated electric fire alarm system etc. are proposed as fire safety measures. The nearest fire station of GIDC Sachin is @ 5 Km away from the project site and the fire tender will take about 10 minutes to reach the project site. Provision of Personal Protective Equipments, first aid box, free medicines, doctor service along with the basic amenities like tap water, sanitation & drinking water facilities, lunch space will be provided for construction workers. Rain water harvesting from rooftop and paved areas and ground water recharge through 8 nos. of percolating wells is proposed to be carried out. It is proposed to develop green belt area comprising of 1,957.0 m2 tree covered area. The project site is directly accessible through 18 m wide road on northern and eastern side of the project.

During the meeting, considering that the proposed project is affordable housing scheme having 244 nos. of 3 BHK-MIG & 1,276 nos. of 1 BHK-LIG type residential units, where there is hardly any probability of owning a car by the owners of 1 BHK LIG type residential units, the committee felt that provision of parking space as per the NBC guideline should not be insisted for atleast LIG type residential units but the project proponent should provide parking space as per the requirement of GDCR. Looking to the large scale of the project, the committee suggested to provide Sewage Treatment Plant for treatment of sewage to be generated during operation phase. At this the project proponent replied that the proposed project is especially planned for the people from Economically Weaker Section of the society and having majority flats of 1 BHK with relatively very low cost. Installation of STP and its operation as well as maintenance may add extra cost to the individual housing unit and further the efficient operation & maintenance of STP during the operation phase in such type of project is also doubtful, so they requested to exempt them from providing STP for the proposed project, to which the committee also agreed upon. The project proponent was also suggested to carry out thick tree plantation within the premises. After detailed discussion, on various aspects of the project it was decided to recommend the project for grant of Environmental Clearance only after submission of the following:

1. Revised details on parking area provision as per the requirement of the GDCR.

2. Permission from Kanakpur-Kansad Nagarpalika for water supply and drainage connection.

3. Copy of NOC obtained from concerned authority for the proposed fire & life safety measures for the proposed project.

[15] Affordable housing project proposed by Gujarat Housing Board, at S.No.870/ Paikee, Near Kailashnagar,Tehsil: Bhuj, Dist:Kutch.

This is a proposed affordable housing construction project with land area of 23,718.28 m2 and the proposed built up area of 31,998.43 m2. As the built up area is ≥ 20,000 m2and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project proponent along with their expert / consultants attended the SEAC meeting and made presentation before the committee. During the meeting, the project was appraised based on the information furnished in Form-1 & Form1A as well as details presented before the committee.

The project will comprise of 22 numbers of low rise residential buildings housing total 690 nos. of 1 BHK flats and 21 shops. It was presented that the shops to be provided in the project will be utilized to sell the necessary house hold things only. Scope of the buildings in the project will be Ground floor + 3 floors. Fresh water requirement during the construction phase shall be 18.5 KL/day and it

shall be met through the water tanker suppliers. Sewage generation during the construction phase shall be 7.80 KL/day and it shall be discharged into the Septic Tank and waste water generated from washing of construction equipment will be reused back in curing activity. Water requirement during the operation phase shall be 389 KL/day and it shall be met through water supply from Bhuj Nagarpalika. Sewage generation during the operation phase shall be 307.0 KL/day and it shall be discharged into the drainage line of Bhuj Nagarpalika. It is proposed to provide parking space of 6,794.3 m2 as open surface parking equivalent to 317 ECS which is more than the GDCR requirement of 2,834.52 m2 and less than the NBC requirement of 351 ECS.

Measures like regular water sprinkling, covered shed for cement unloading, covering the excavated earth with tarpaulin sheet etc. have been proposed as dust control measures during construction phase. Energy conservation measures like maximum utilization of natural light, reflective / white tiles on terrace floor, florescent lighting fixtures in the common areas etc. has been proposed. Use of fly ash aerated blocks, paving blocks, Portland Pozzolona Cement etc. has been proposed during construction phase. Provision of fire extinguisher at various locations and terrace fire water storage tanks on each building block are proposed as fire safety measures. The nearest fire station of Bhuj is @ 4 Km away from the project site and the fire tender will take about 10 minutes to reach the project site. Provision of Personal Protective Equipments, first aid box, free medicines, doctor service along with the basic amenities like tap water, sanitation & drinking water facilities, lunch space will be provided for construction workers. Rain water harvesting from rooftop and paved areas and ground water recharge through 6 nos. of percolating wells is proposed to be carried out. It is proposed to develop green belt area comprising of 1,430.0 m2 tree covered area with 165 nos. of trees. The project site is directly accessible through 18 m wide road on northern and eastern side of the project.

During the meeting, while asking by the committee the project proponent replied that seismic zone V has been considered for designing the project. Considering that the proposed project is affordable housing scheme having only 1 BHK type residential units, where there is hardly any probability of owning a car by the owners, the committee felt that provision of parking space as per the NBC guideline should not be insisted in such project. After detailed discussion, on various aspects of the project it was decided to recommend the project for grant of Environmental Clearance only after submission of the following:

1. Structural stability certificate for the proposed project from the structural engineer.

2. Permission from Bhuj Nagarpalika for water supply and drainage connection.

[16] Hirise Hospitality Pvt. Ltd., F.P.No.67/1+69 of T.P.Scheme-51, S.No.385/part and 382/2, Vejalpur, Ahmedabad.

This is a proposed building construction for hotel project with plot area of 6,603.0 m2 and the proposed built up area of 26,511.77 m2. As the built up area is >20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

It was presented that they have got the plans approved for this hotel building for built up area of 17,658.97 m2 and obtained Rajachitthi on 30/03/2012 from Ahmedabad Municipal Corporation (AMC). Subsequently they have started construction based on the available FSI of 1.2. After that vide GR dated 12/06/2013, Government of Gujarat has approved an additional FSI upto 4 for plots situated on the BRTS corridor and as a result of availability of additional FSI as well as relaxation

related to margins, they were able to plan for additional floors in the proposed hotel building with total built up area of 26,511.77 m2, which attracts the provisions of EIA Notification-2006.

The project proponent has submitted a Notarized undertaking stating that they have stopped the construction activities within the plans approved by the AMC and assured to restart the same only after obtaining the Environmental Clearance from SEIAA-Gujarat.

The proposed hotel project will be comprising of 180 hotel rooms and scope of the proposed hotel building will be 2 level basement + ground floor + 1st floor + mezzanine floor + 2nd to 12th floors. Height of the building will be 61.5 m for which they have obtained NOC from Airports Authority of India. Water requirement during the construction phase will be 15 KL/day and it will be obtained through water supply from AMC. Domestic waste water generation during the construction phase will be 3.6 KL/day and it will be disposed off into soak pit through septic tank. Total water requirement during operation phase will be 284.4 KL/day, out of which fresh water requirement of 173.4 KL/day will be obtained through water supply from AMC and water requirement of 111 KL/day for flushing, gardening & HVAC cooling will be met through treated water. It is proposed to provide STP to treat the entire quantity of sewage to be generated during the operation phase. Total waste water generation during the operation phase will be 189.6 KL/day, which will be treated in the proposed STP and after reuse of treated water for flushing, gardening & HVAC cooling purpose, the remaining quantity of treated sewage will be discharged into the drainage line of AMC. Municipal solid waste to the tune of 595 Kg/day (360 Kg/day dry waste + 235 Kg/day of wet waste)will be generated during the operation phase which will be disposed off as per the provisions made by AMC. Total parking space of 9,299.7 m2 [2 level basement- 6,084.44 m2 + 3,215.26 m2 as open surface parking] equivalent to 321 CPS will be provided which is more than parking requirement of 7,357.50 m2 as per GDCR and NBC parking requirement of 90 CPS. Frequent water sprinkling, maintaining internal roads in good condition, development of trees, barricading the project site with sufficient height etc. have been proposed as dust control measures. D.G.sets-2×1250 KVA using HSD 250 lit/hr will be used during the operation phase in case of power failure. The project site is connected to 40 m wide T.P. road on southern side and 9 m wide road on western side. Traffic survey was carried out on Bopal-Ambli road during the peak hours shows that the existing average traffic density is 1175 PCU/hr which will be 1250 PCU/hr during the operation phase of the project. The road having carrying capacity of 3000 PCU/hr will be adequate enough for accommodating existing as well as additional traffic load. The nearest fire station of Bodakdev is approx. 3 Km away from the proposed project site and time required for the fire tender to reach at the project site is 5 minutes. Fire fighting facilities like 2 nos. of underground fire water storage tanks each of 200 KL capacity, terrace water storage tank of 20 KL capacity, external fire hydrant system, wet riser, sprinkler system for basement and all upper floors of hotel (1 sprinkler per 12 m2), curtain nozzle system for basement, portable fire extinguishers, fire pumps, fire detection & alarm system, smoke & heat detectors etc. will be provided. It is proposed to provide earmuff & other protecting devices, medical facilities, subsidized food etc. for the construction workers. Low water flow fixtures, float switch for over head tanks to ensure no over flow of water, auto sensors for urinals, dual flush system for WC’s etc. will be provided for conservation of water. They have proposed to develop green area in 900 m2 area comprising of about 100 trees. Harvesting of rooftop rain water and ground water recharge through 2 nos. of percolation wells will be carried out.

During the meeting, while discussing about the fire safety measures proposed, the project proponent replied that they obtained opinion from the Fire & Emergency Department of AMC and they will fulfill all the requirements related to fire & life safety as per the opinion of AMC. NOC of the Fire & Emergency Department of AMC will be available to the project only after the building is built with all the required fire safety & protection equipment installation and after due inspection by the fire service officer. The project proponent was suggested to maximize the use of solar energy. After detailed discussion based on the various aspects of the project it was decided to recommend the project to SEIAA Gujarat for grant of Environmental Clearance only after submission of the following:

1. Copy of approval/permission obtained from concerned authority for increased FSI (of 4) for the proposed project.

2. Copy of Government of Gujarat’s final GR showing the availability of the maximum permissible FSI to such type of projects.

3. Location of the proposed hotel project with reference to the Bus Rapid Transit (BRT corridor).

4. Latest photographs of the project site showing the status of the project.

5. Details of provisions to make the project energy efficient and adoption of modes of alternative eco friendly sources of energy, solar water heater, solar street lighting, LED lighting. Measures proposed to comply with the ECBC norms / other international norms proposed for energy conservation. Details on energy savings due to the proposed energy conservation measures in terms of percentage of the total energy requirement of the proposed project.

6. Perspective view of the building to be constructed along with the materials used such as fibers, glass, etc. on the facades or external walls, their characteristics and the impacts thereof on the nearby buildings / residents due to heat island effect and emissions from the air conditioning systems.

[17] Maninagar Swaminarayan Park, S.No.394, 395, 396, F.P.No.94/1/P, T.P.S.No.8, Maninagar, Dist:Ahmedabad.

It is a proposed residential building construction project having plot area of 12,056.0 m2 and the proposed built up area of the project is 39,239.88 m2. As the built up area is ≥20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project was appraised based on the details furnished in the form-I and Form-IA as well as details presented before the committee during the meeting.

There will be 8 nos. of building blocks (2 commercial + 6 residential) housing total 216 flats of 2 & 3 BHK and 80 shops. Scope of two nos. of commercial buildings will be basement + hollow plinth + 8 floors with building height of 27.31 m. Scope of residential buildings will be basement + hollow plinth + 9 floors. During the construction phase, water requirement will be 20 KL/day, which will be obtained through local water tanker suppliers and domestic wastewater will be disposed off through septic tank soak pit system. During the operation phase, water requirement will be 181 KL/day and it will be met through AMC water supply system. Wastewater (sewage) generation during the operation phase will be 140 KL/day and it will be discharged into drainage line of the AMC. Municipal solid waste to the tune of 600 Kg/day will generate during the operation phase. 37

community bins of 80 lit. capacity will be provided at various locations for collecting garbage and these bins will be regularly emptied by the AMC. 11,469.52 m2 parking area equivalents to 388 ECS will be provided against the parking area requirement of 7,400.61 m2 as per the GDCR and 386 CPS as per the NBC.

Top soil to the tune of 11,900 m3 will be stored onsite and will be used for development of greenbelt. Construction waste to the tune of 445 m3 will be used for leveling, roads, pavements, plot filling, plinth filling etc. Excavated soil to the tune of 47,600 m3 will be utilized for leveling low lying areas at the project site itself. The project site is having direct access through 24 m wide T.P.road on northern and western sides. Separate gates will be provided on 24 m wide road on western as well as northern sides. Internal roads of 6 m and 13.30 m width will be provided. Traffic survey carried out on 24 m wide approach road shows that the road having carrying capacity of 6000 PCU/hr will be occupied by 70% after commissioning of the proposed project.

Temporary wind shield barriers, regular water sprinkling, tarpaulin sheet cover on the material during the transportation, maximum use of Ready Mix Concrete etc have been proposed as dust control measures. The nearest fire station at Vatva is approx. 2 Km away and it will take approx. 10-15 minutes time for a fire tender to reach the project site. Diffused water taps and twin flushing system in latrines are proposed as water conservation measures. Maximum use of CFL lighting for common areas, use of variable frequency drive motors etc are the proposed energy conservation measures. Personal protective equipments, first aid kits, adequate sanitation facility, “H” frame scaffolds & ladders, drinking water etc will be provided to construction workers. Collection of rain water from open terrace and surface runoff and ground water recharge through 4 nos. of percolation wells is proposed to be carried out. 1,425 m2 tree covered area comprising of 130 nos. of trees is proposed to be developed.

During the meeting, the project proponent was asked to utilize solar energy at the maximum extent possible. After detailed deliberation, it was decided to recommend the project for grant Environmental Clearance only after submission of the following:

1. Details of fire fighting system including location of fire water tanks & capacity, separate power system for fire fighting, automatic sprinkler system, fire detection system with alarms & automatic fire extinguishers, location of fire lift and fire retardant staircases, details of qualified and trained fire personnel & their job specifications.

2. Traffic management plan considering the floating and fixed population including visitors as well as data of the peak period and the measures to avoid the traffic congestion in the interior as well as the exterior roads. Details of traffic management in and outside the project during operation phase of the project. Details of arrangement to be made to avoid traffic congestion at entry and exit points of proposed project and in the adjacent areas.

[18] Akshat Aangan, S.No.175/1,F.P.No.68 + S.P.No.2 of 87/1, O.P.No.75,66,T.P.S.No 18 (final), Chandlodiya, Ahmedabad

It is a proposed residential building construction project consisting of 7 nos. of buildings and housing 193 flats. Total land area of the proposed project is 5,706.0 m2 and the proposed built up area of the project is 24,151.40 m2. As the built up area is ≥20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project was appraised based on the details furnished in the form-I and Form-IA as well as details presented before the committee during the meeting.

Scope of all the buildings in the project will be hollow plinth + 7 floors with height of 24.4 m. A basement will be provided for parking. During the construction phase, water requirement will be 40 KL/day, which will be obtained through water supply from AMC and domestic wastewater will be disposed off through septic tank soak pit system. During the operation phase, water requirement will be 147 KL/day and it will be met through AMC water supply system. Wastewater (sewage) generation during the operation phase will be 116 KL/day and it will be discharged into drainage line of the AMC. Municipal solid waste to the tune of 483 Kg/day will generate during the operation phase. 24 community bins of 80 lit. capacity will be provided at various locations for collecting garbage and these bins will be regularly emptied by the AMC. 4,982.5 m2 parking area equivalent to 169 ECS will be provided against the parking area requirement of 3,077.52 m2 as per the GDCR and 97 CPS as per the NBC.

Top soil to the tune of 1700 m3 will be stored onsite and will be used for development of greenbelt. Construction waste to the tune of 800 m3 will be used for leveling, roads, pavements, plot filling, plinth filling etc. Excavated soil to the tune of 15,300 m3 will be utilized for leveling low lying areas at the project site itself. The project site is having direct access through 15 m wide T.P.road on southern side and 9 m wide road on northern side. Traffic survey carried out on both these roads shows that in case of 15 m wide road the existing scenario will remain the same in terms of Level of Service whereas in case of 9 m wide road the existing Level of Service of “A” i.e excellent will become very good “B” after the commissioning of the proposed project. 7.5 m wide internal roads and atleast 3 m wide open peripheral margin will be provided. Two separate gates, each on both the approach roads will be provided.

The nearest fire station at Memnagar is approx. 4 Km away and it will take approx. 20 minutes time for a fire tender to reach the project site. Maximum use of CFL lighting for common areas, use of variable frequency drive motors, use of solar lighting in common areas etc are the proposed energy conservation measures. Personal protective equipments, first aid kits, adequate sanitation facility, “H” frame scaffolds & ladders, drinking water etc will be provided to construction workers. Collection of rain water from open terrace and surface runoff and ground water recharge through 2 nos. of percolation wells is proposed to be carried out. 240 m2 tree covered area comprising of 86 nos. of trees is proposed to be developed.

During the meeting, the project proponent was asked to plant trees on the periphery of the common open plot and after having discussed various aspects regarding the project, it was decided to recommend the project for grant of Environmental Clearance.

[19] Avadh Regalia, (Avadh Buildmore) B.No.710, Village:Italva, Gandevi road, Dist:Navasari.

This is a proposed residential building construction project with land area of 73,955.0 m2 and the proposed built up area of 59,850.31 m2. As the built up area is ≥ 20,000 m2and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project proponent along with their expert / consultants attended the SEAC meeting and made presentation before the committee. During the meeting, the project was appraised based on the information furnished in Form-1 & Form1A as well as details presented before the committee.

The project will comprise of 455 nos. of duplex bungalows of 1, 2 & 4 BHK and a club house. Water requirement during the construction phase shall be 11.0 KL/day and it shall be met through the ground water from the existing 5 nos. of borewells. Sewage generation during the construction phase shall be 2.4 KL/day and it shall be discharged into the Septic Tank. During the operation phase, from the total water requirement of 307.0 KL/day, fresh water requirement of 185 KL/day will be met through water supply from Navsari Nagarpalika and remaining water requirement of 122 KL/day (flushing & gardening) will be met through treated water. Total waste water generation during the operation phase will be 224 KL/day and it will be treated in the proposed onsite STP. Treated water will be reused for flushing (95 KL/day) and gardening (27 KL/day) and remaining treated water will be discharged into drainage line of Navsari Nagarpalika. Total 978 Kg/day of Municipal Solid Waste will be generated and it will be finally disposed at the sanitary waste dumping site of Navsari Nagarpalika. It is proposed to provide individual parking space for each & every duplex bungalow. D.G.sets (2 × 125 KVA) using diesel at the rate of 45 lit/hr will be used during the operation phase in case of emergency.

Measures like regular water sprinkling, covered shed for cement storage, covering the construction material with tarpaulin sheet etc. have been proposed as dust control measures during construction phase. Energy conservation measures like maximum utilization of natural light, use of CFL/(T5/T8) lighting fixtures for common area lighting, provision of solar street lights etc. has been proposed. Use of fly ash aerated blocks, paving blocks, Aluminum windows, bagasses based particles board, lead free paint etc. has been proposed during construction phase. The nearest fire station of Navsari Nagarpalika is @ 5 Km away from the project site. 2 nos. of underground fire water tanks each of 100 KL capacity, fire extinguishers, manually operated fire alarm system etc. are the proposed fire fighting measures. Provision of Personal Protective Equipments, wash rooms, rest rooms & drinking water facilities will be provided for construction workers. Rain water harvesting from rooftop and paved areas and ground water recharge through 19 nos. of percolating wells is proposed to be carried out. It is proposed to develop green belt area comprising of 1,628.24 m2 tree covered area with 509 nos. of trees. The project site is directly accessible through 18 m wide road on northern and eastern side of the project.

During the meeting, while asking by the committee, the project proponent replied that there are 3 trees existing at the project site and 2 trees will be cut for construction of the project. The project proponent was asked to obtain permission of concerned authority prior to cutting the trees. After discussing the various aspects regarding the project it was decided to recommend the project for grant of Environmental Clearance only after submission of the following:

1. Copy of permission obtained from Navsari Nagarpalika for water supply, drainage connection and municipal solid waste collection.

2. Copy of permission obtained for Non-Agricultural use of the proposed site.

3. Details on parking area to be provided in each individual bungalow including total plot area of each type of bungalow, open area available, ground coverage etc.

[20] Glade One, various survey numbers of Village Modasar & Nani Devti, Sanand, Ahmedabad.

It is a proposed township and area development proejct comprising of 517 nos. of villas, restaurant

with 100 seats and golf club. Land area of the project is 9,82,688.0 m2 and built up area will be

73,441.49 m2. The proposed project falls in project activity 8(b) as per the schedule of EIA

Notification,2006.

Presentation made before the Committee included the details like satellite image showing the

project location, key plan of the project site, present land use pattern of the project site, scope of the

project, water & waste water details, municipal solid waste details, parking provision, air pollution &

noise control aspects, traffic management & safety, water & energy conservation measures, top soil

management plan, rain water harvesting details etc.

During the meeting, the project proponent was asked to submit the exact aerial distance of the

project site from the Nal Sarovar Bird Sanctuary. The project proponent was instructed not to carry

out any construction or enabling activities in violation of the EIA Notification, 2006 before obtaining

Environmental Clearance from the SEIAA-Gujarat. After detailed discussion, the project proponent

was asked to include the following Terms of Reference in the EIA study to be done covering 5 km

radius from the boundary of the proposed project site.

1. Exact aerial distance of the proposed project site from the nearest boundary of the Nal Sarovar

Bird sanctuary.

2. Check list of the flora and fauna in the area, impact on them due to the proposed project and

mitigation measures thereof.

3. Base line ecological status. In case of any scheduled fauna, conservation plan should be

provided.

4. Detailed survey of endangered species including their habitat, if any in the study area, impacts

of the proposed project on the same along with mitigation measures and conservation

measures like proposal for creating wetland patches, artificial nests etc. in the project.

5. Details of final approved, allotted land for the project with exact survey numbers. Has

permission for Non Agricultural use for entire land area of the project been obtained or not?

6. Copy of all conceptual project plans [full size] submitted to the competent authority for approval.

7. Implementation schedule of the project along with the bar chart.

8. Existing land use pattern based on satellite imagery. Details of change / creation in land use /

land cover due to the proposed project.

9. Details of site topography, existing land use pattern with satellite imagery and impact due to the

proposed project along with the contour plan, likely impacts due to change in the contour of the

land the mitigation measures proposed. Details of change in topography of the area due to the

project.

10. Details of the management of the surface run off / rainwater flowing through the existing natural

drain / nallah / stream passing through the project site, if any. Impacts on the surface hydrology

pattern due to the proposed project. Details of measures proposed to ensure that natural

drainage of the site will not be disturbed/ obstructed and measures proposed to protect existing

natural drain / nallah / streams within the project site.

11. Exact details of the residential units, service and commercial units as well as other public

facilities (like restaurant, shops, club house, swimming pool, PHC etc.) to come up in the

project.

12. Height of the buildings to come up in the project. Break up of FSI, built up area plot wise, block

wise plan & area statement.

13. Provision of separate entry & exit and adequate margin all round the periphery for easy

unobstructed movement of fire tender without reversing.

14. Proposed residential population as well as floating population including visitors considered for

the proposed project.

15. Exact source of fresh water supply. Assessment of source of the water supply with adequacy of

the same to meet with the requirements for the project. Permission obtained from the

concerned authority for supply of water. Undertaking stating that no bore well shall be dug

within the premises.

16. Detailed fresh water consumption based on activity and area of the project as per the NBC

norms.

17. Details of raw water treatment plant, if any to be provided and sewage treatment plant with size

of each unit and its location on the plan. Measures proposed to avoid odour nuisance due to

the STP in operation phase.

18. Complete treated water management plan. Adequacy of open land area available for utilizing

treated sewage for plantation / gardening. Suitability of use of treated sewage on the land with

respect to the soil characteristic etc. shall be studied and a report in this regard shall be

submitted.

19. Explore the possibility for maintaining and managing the area of Golf Club entirely through rain

water to be harvested.

20. Extent of treatment to be given to sewage and quality of treated sewage for ensuring that its

utilization on land shall not be repulsive to Saras Crane and other endangered species.

21. Details of storm water management. Detailed plan to manage treated wastewater in monsoon

season. How it will be ensured that treated sewage won't flow outside the premises linked with

storm water during high rainy days.

22. Details of soil excavation / filling required for the project along with its quantification based on

backup calculations. Details with respect to proposed use / disposal of excavated soil. Plan for

management, use and disposal of construction debris including excavated materials during the

construction phase.

23. Details of top soil management plan during construction phase.

24. Demolition debris management plan.

25. Engineering controls proposed for dust control including barricading the site during the

construction period.

26. The details of the basic amenities and welfare facilities to be provided to the construction

workers to ensure that they do not ruin the existing environment.

27. Details of methodology to be adopted for application of fertilizers / pesticides / herbicides /

fungicides etc. on the soil of golf course. Impact due to application of fertilizers and pesticides/

herbicides/fungicides etc on the soil and consequent leaching in the underground water strata

due to consistent application. Impact due to water logging.

28. Details of the D.G. sets including fuel, quantity, stack height, location as well as the acoustic

measures proposed to abate noise pollution.

29. Details of base line ambient air quality monitoring data of one season other than monsoon for at

least five locations in 5 km study area and impact analysis due to the proposed project.

Parameters to be considered shall be in accordance with the revised national ambient air

quality standards. Air quality modeling shall be carried out for prediction of impact of the project

on the air quality of the area. The details of the model used and the input parameters used for

modeling shall be provided. The air quality contours shall be shown on the location map clearly

indicating the location of site, location of sensitive receptors, if any, and habitation. Latest

available IMD data shall be utilized.

30. Details of incremental pollution load on the ambient air quality, noise and water quality due to

the project.

31. Plan to curb noise likely to be generated from the use of construction equipments like mixers,

vibrators etc.

32. Details with respect to the quantity of the generation of the garbage / municipal solid waste

along with Bio Medical Waste, E-Waste-if any and mode of its storage, treatment and disposal.

Details of composting facility, if any proposed for composting of bio-degradable waste.

33. Details of hazardous waste likely to be generated and its storage & disposal.

34. Permission from concerned authorities for Municipal solid waste collection and disposal.

35. Detailed parking plan showing accommodation of two wheelers and four wheelers, its adequacy

for the project and norms adopted for the calculations. The details shall include the parking

requirement as per present GDCR and National Building Code (NBC) guidelines. The back up

calculations showing the bifurcation of the built up area according to the activity vis-à-vis

parking area required shall be furnished. Mark the area of parking on the drawing showing the

parking. Also details of visitors parking, whether considered in total parking calculations /

provisions or not.

36. Detailed traffic study & traffic management plan considering the floating and fixed population

including visitors as well as data of the peak period and the measures to avoid the traffic

congestion in the interior as well as the exterior roads. Base line status of the existing traffic,

impact on it due to the project activities, carrying capacity of the existing roads and details of

traffic management in and outside the project during operation phase of the project.

37. Details of existing trees to be cut / relocated. Detailed green belt development plan as per the

CPCB guidelines, including area of tree plantation, its demarcation on the map, number and

types of trees and budget allocation thereof. Also provide the break up of the greenbelt viz. the

tree covered and lawn covered area.

38. Details of use of eco-friendly building material including fly ash bricks, fly ash paving blocks,

RMC, lead free paints, use of PPC in concrete etc.

39. Details of Green Building Concept to be adopted for the project.

40. Details of provisions to make the project energy efficient and adoption of modes of alternative

eco friendly sources of energy, solar water heater, solar street lighting, LED lighting. Measures

proposed to comply with the ECBC norms / other international norms proposed for energy

conservation.

41. Scheme for a rain water harvesting and ground water recharge along with proper scientific

calculations considering rainfall in the region, catchment area, land / soil characteristics, ground

water recharge rate, duration of rain water harvesting etc. Details of provisions of pre-treatment

of the rainwater in the case of surface run off is to be harvested. Location of recharge

percolation wells on the layout plan.

42. Details of seismic zone of the project and design aspects required to be adhered to as per

national standards for buildings to make it earthquake proof.

43. Details of safety measures proposed for the construction workers including provision of

personal protection equipment.

44. Details of fire fighting system including location of fire water tanks & capacity, separate power

system for fire fighting, automatic sprinkler system, fire detection system with alarms &

automatic fire extinguishers, nearest fire station & time required to reach the proposed site etc.

Calculation and provision of minimum fire water requirement based on fire study as well as the

availability of external fire fighting facility.

45. Details of first aid / fire fighting and other emergency services to be provided during

construction phase and operation phase including the training to be provided to the residential

staff of the project as first aid providers, fire fighters etc.

46. Details of disaster management plan during operation phase of the project should include also

scenario of natural catastrophe like earth quake, cyclone and floods in addition to other

disasters. The plan should include the details of (i) Emergency lighting plan (ii) details of power

back up system in the case of emergency (iii) fire fighting arrangements (iv) first aid

arrangement (v) Training and Mock drill (vi) Emergency announcement system (vii) Signages

(viii) location of emergency stair cases and pathways etc.

47. Detailed Environment Management Plan with respect to various environmental attributes-

Water, Air, Noise, Solid wastes including Hazardous Wastes, land etc. of the project both during

construction and operation phase and strategy for its implementation with financial outlay.

Details of monitoring / supervision cell to monitor environmental aspects during construction

phase as well as operation phase including provision of qualified construction safety officer.

48. Undertaking regarding maximum employment to the local people as well as strict compliance of

the Gujarat Building and other Construction Workers Rules.

49. Detailed plan for Corporate Social Responsibility to be taken up in nearby villages, with

appropriate budgetary provisions for the next five years and activities proposed to be carried

out; specific to the current demographic status of the area.

The project shall be appraised after submission of the EIA report.

[21] Residential complex for Adani Power Dahej Ltd., Residential Plot No:A/73,A/74 & A/75, GIDC Dahej (Atali Housing)Ta:Vagra, Dist:Bharuch

It is a proposed residential building construction project for employees of Adani Power Dahej Ltd. It is a part of residential zone developed by GIDC as Atali Housing within Dahej Industiral Estate. Plot area of the project will be 23,669.89 m2 and the proposed built up area of the project will be 35,609.27 m2. As the built up area is ≥20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project was appraised based on the details furnished in the form-I and Form-IA as well as details presented before the committee during the meeting.

The project will comprise of 216 residential units of 2 BHK, 36 residential units of 3 BHK, 1 hostel building with 100 rooms capacity, 1 temple and 1 club house. There will be 6 residential buildings of hollow plinth + 9 storied structure comprising of 2 BHK units and 1 residential building of ground floor + 9 floors having 3 BHK units. Scope of hostel building will be ground floor + 9 floors and that of club house will be ground floor + 1 floor. During the construction phase, water requirement will be 35 KL/day, which will be obtained through water supply from GIDC and domestic wastewater will be disposed off through septic tank soak pit system. During the operation phase, water requirement will be 234 KL/day and it will be met through GIDC water supply system. Wastewater (sewage) generation during the operation phase will be 156 KL/day and it is proposed to discharge it into drainage line of GIDC for its further treatment into STP of GIDC. Municipal solid waste to the tune of 675 Kg/day will generate during the operation phase. 9 community bins of 80 lit. capacity will be provided at various locations for collecting garbage. Solid waste will be collected by local authority for disposal at the nearby solid waste land fill facility. D.G.sets of 2 × 200 KVA using HSD at the rate of 29.8 lit/hr will be used in case of power failure will be installed during the operation phase.

Top soil to the tune of 1700 m3 will be stored onsite and will be used for development of greenbelt. Construction waste to the tune of 800 m3 will be used for leveling, roads, pavements, plot filling, plinth filling etc. Excavated soil to the tune of 15,300 m3 will be utilized for leveling low lying areas at the project site itself. The project site is having direct access through 15 m wide T.P.road on southern side and 9 m wide road on northern side. Traffic survey carried out on both these roads shows that in case of 15 m wide road the existing scenario will remain the same in terms of Level of Service whereas in case of 9 m wide road the existing Level of Service of “A” i.e excellent will become very good “B” after the commissioning of the proposed project. 7.5 m wide internal roads and atleast 3 m wide open peripheral margin will be provided. Two separate gates, each on both the approach roads will be provided. Down wash of trucks prior to departure, covering loose construction material with tarpaulin, maximum use of RMC, barricading the project site during the construction phase, water sprinkling etc. are proposed as dust control measures during the construction phase. Internal roads of 9 m width will be provided. The frontage road is 20 m wide is adequate enough to take care of additional traffic load. The nearest fire station of Dahej is approximately 9 Km away and it will take approx. 12-15 minutes time for a fire tender to reach the project site. Top soil (20 cm thick) will be stacked separately and will be utilized for landscaping, peripheral gardening, common plots etc. Excavated earth and construction debris shall be used as a filling material in low lying area and road constructions within the premises. Autoclaved aerated blocks, fly ash paver blocks, flush doors from waste wood, Portland pozzolona cement etc will be used during the construction phase. Green belt area comprising of 635 m2 tree covered area with 355 nos. of trees. Collection of rain water from open terrace and surface runoff and ground water recharge through 47 nos. of percolation wells is proposed to be carried out. PPEs, toilets, safe potable water, providing ladders with secured footings, use of harness while working on the roofs, use of guard rails, safety nets while working near the roof openings etc are the facilities/amenities to be provided to the construction workers.

Level controller mechanism and sprinklers for watering the lawn covered area are proposed as water conservation measures. Use of energy efficient pumps & motors, use of CFL/LED lights & HF

ballast in common areas, reduced power consumption through cross ventilation, solar lighting for street lights, use of aerated concrete blocks etc are the proposed energy conservation measures. T

During the meeting, the project proponent was suggested to provide their own STP and to reuse treated sewage by providing dual plumbing system. Further they were suggested to segregate the Municipal Solid Waste to be generated and to provide Organic Waste Convertor for biodegradable waste. The project proponent was agreed upon the suggestions of the committee. After detailed discussion on various aspects of the project it was decided to recommend the project for grant of Environmental Clearance only after submission of the following:

1. Details of Sewage Treatment Plant with its capacity, size of each unit, retention time and its location on the plan. Measures proposed to avoid odour nuisance due to the STP in operation phase.

2. Revised water balance details considering the reuse of treated water after provision of STP in operation phase.

3. Complete treated water management plan along with the application wise breakup of treated water utilization. Management plan of treated sewage during rainy season when utilization of treated water for gardening/plantation purpose is not possible.

4. Details of dual plumbing system to be provided for reuse of treated waste water. 5. Details on Organic Waste Convertor and Municipal Solid waste as well as STP Sludge

management plan. 6. Detailed parking plan, its adequacy for the project and norms adopted for the calculations. The

details shall include the parking requirement as per present GDCR and National Building Code (NBC) guidelines. The back up calculations showing the bifurcation of the built up area according to the activity vis-à-vis parking area required shall be furnished. Mark the area of parking on the drawing showing the parking. Also details of visitors parking, whether considered in total parking calculations / provisions or not.

7. Details of fire fighting system including location of fire water tanks & capacity, separate power system for fire fighting, automatic sprinkler system, fire detection system with alarms & automatic fire extinguishers, location of fire lift and fire retardant staircases, details of qualified and trained fire personnel & their job specifications.

The proposed production activity falls in the project activity 5(f) as per the Schedule of EIA Notification, 2006 as amended from time to time.

Total cost of the project will be Rs. 100 lacs. Total plot area of the proposed project is 1,408.0 m2. Water requirement of 8.2 KL/day [2.7 KL/day-domestic, 5 KL/day-process and 0.5 KL/day-gardening] will be met through GIDC water supply system. It was presented that there will not be any industrial waste water generation, only 2 KL/day of domestic waste water will be generated. Natural gas will be used as fuel in Thermic Fluid heater (300 m3/day) and HSD will be used as fuel in the proposed D.G.Set (45 KVA). Discarded containers/bags and used oil are the hazardous waste to be generated from the proposed production.

During the meeting, the project proponent requested for categorizing the project as B2 and to exempt them from carrying out detailed EIA study. The request of categorizing the project as B2 was accepted by the committee considering the low pollution potential of the project in terms of water, air and hazardous solid waste, its location within the notified industrial estate, comparatively less resource consumption like water, fuel etc. and the project proponent was asked to submit the following additional information for appraisal of the project.

1. Copy of plot holding certificate obtained from GIDC Sachin.

2. Clarification regarding the biocides proposed is not covered under the pesticide grade

chemicals.

3. Details regarding end use of each product.

4. Present land use pattern of the study area shall be given based on satellite imagery.

5. Layout plan of the factory premises. Provision of separate entry & exit and adequate margin all

round the periphery for unobstructed easy movement of the emergency vehicle / fire tenders

without reversing back. Mark the same in the plant layout.

6. Details of manufacturing process / operations of each product along with chemical reactions.

Details on strategy for the implementation of cleaner production activities.

7. Assessment of source of the water supply with adequacy of the same to meet with the

requirements for the project. Permission obtained from the GIDC for supply of raw water.

Undertaking stating that no bore well shall be dug within the premises.

8. Detailed mass balance and water balance (including reuse-recycle, if any) along with qualitative

and quantitative analysis of the each waste stream from the processes.

9. Stream wise and product wise qualitative & quantitative analysis of waste streams to be

generated. Characteristics of untreated and treated wastewater. A detailed effluent treat ability

study vis-à-vis the adequacy and efficacy of the treatment facilities proposed for the wastewater

to be generated. The characteristic on which treatability is based shall also be stated.

10. Details of the ETP units including its capacity, size of each unit, retention time and other

technical parameters. Provision of flow totalizer and online pH meter & TOC meter at final outlet

of the ETP.

11. Plan for management and disposal of waste streams to be generated from spillage, leakages,

occasional reactor washing and exhausted media from Scrubber etc. Measures proposed for

preventing effluent discharge during unforeseen circumstances.

12. Specific details of (i) Process gas emission from each unit process with its quantification, (ii) Air

pollution Control Measures proposed for process gas emission, (iii) Adequacy of the air pollution

control measures for process gas emission, measures to achieve the GPCB norms (iv) Details

of the utilities required (v) Type and quantity of fuel to be used for each utility (vi) Flue gas

emission rate from each utility (vii) Air Pollution Control Measures proposed to each of the utility

along with its adequacy (viii) List the sources of fugitive emission along with its quantification

and proposed measures to control it.

13. Natural gas supply agreement.

14. Details of management of the hazardous wastes to be generated from the project stating detail

of storage area for each type of waste, its handling, its utilization and disposal etc. How the

manual handling of the hazardous wastes will be minimized. Methodology of de-contamination

and disposal of discarded containers and its record keeping.

15. Membership of Common Environmental Infrastructure including the TSDF / Common

Incineration Facility, if any.

16. Details of solvent recovery system including mass balance, solvent loss, recovery efficiency

feasibility of reusing the recovered solvents etc. for each type of solvent.

17. Management plan for By-products to be generated, if any along with the name and address of

end consumers to whom the by-product will be sold. Copies of agreement / MoU / letter of intent

from them, showing their willingness to purchase said waste / by-product from the proposed

project.

18. Details of measures proposed for the noise pollution abatement and its monitoring.

19. A detailed EMP including the protection and mitigation measures for impact on human health

and environment as well as detailed monitoring plan and environmental management cell

proposed for implementation and monitoring of EMP. The EMP should also include the concept

of waste-minimisation, recycle/reuse/recover techniques, energy conservation, and natural

resource conservation. Total capital cost and recurring cost/annum earmarked for environment

pollution control measures.

20. Permission from PESO, Nagpur for storage of solvents, other toxic chemicals, if any.

21. Occupational health impacts on the workers and mitigation measures proposed to avoid the

human health hazards along with the personal protective equipment to be provided. Provision of

industrial hygienist and monitoring of the occupational injury to workers as well as impact on the

workers. Plan for periodic medical check up of the workers exposed. Details of work place

ambient air quality monitoring plan as per Gujarat Factories Rules.

22. Risk assessment including prediction of the worst-case scenario and maximum credible

accident scenarios should be carried out. The worst-case scenario should take into account the

maximum inventory of storage at site at any point of time. The risk contours should be plotted

on the plant layout map clearly showing which of the facilities would be affected in case of an

accident taking place. Based on the same, proposed safeguard measures including On-Site /

Off-Site Emergency Plan should be provided.

23. MSDS of all the products and raw materials.

24. Details of hazardous characteristics and toxicity of raw materials and products to be handled

and the control measures proposed to ensure safety and avoid the human health impacts. This

shall include the details of Antidotes also.

25. Details of quantity of each hazardous chemical to be stored, Material of Construction of major

hazardous chemical storage tanks, dyke details, threshold storage quantity as per schedules of

the Manufacture, Storage & Import of Hazardous Chemicals Rules of major hazardous

chemicals, size of the biggest storage tank to be provided for each raw material & product etc.

How the manual handling of the hazardous chemicals will be minimized?

26. Details of the separate isolated storage area for flammable chemicals. Details of flame proof

electrical fittings, DCP extinguishers and other safety measures proposed. Detailed fire control

plan for flammable substances and processes showing hydrant pipeline network, provision of

DG Sets, fire pumps, jockey pump, toxic gas detectors etc.

27. Submit checklist in the form of Do’s & Don’ts of preventive maintenance, strengthening of HSE,

manufacturing utility staff for safety related measures.

28. Detailed five year greenbelt development program including annual budget, types & number of

trees to be planted, area under green belt development [with map], budgetary outlay; along with

commitment of the management to carry out the tree plantation activities outside the premises at

appropriate places in the nearby areas and elsewhere.

29. Proposal for socio-economic development activities including community welfare program most

useful in the project area for the overall improvement of the environment. Submit a detailed plan

for social corporate responsibilities, with appropriate budgetary provisions for the next five years

and activities proposed to be carried out; specific to the current demographic status of the area.

The project shall be appraised only after submission of the above mentioned additional information regarding the project.

[23] Opera Palace, Block No:274+331/A+331/B/1+331/C, O.P.No 32+89/A, F.P.No.32+ 89/A, T.P.S.No.47, Vill:Kholwad, Dist:Surat.

This is a proposed building construction project with land area of 33,492.0 m2 and the proposed built up area of 88,538.28 m2. As the built up area is ≥ 20,000 m2and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project proponent attended the SEAC meeting and during the meeting, the project was appraised based on the information furnished in Form-1 & Form1A.

The project will comprise of 28 buildings having 66 blocks housing total 1388 nos. of residential units and 34 shops. Scope of all the buildings will be ground floor/hollow plinth + 5 floors. Water requirement of 50 KL/day during the construction phase will be obtained through local water tanker suppliers and waste water to be generated during the construction phase will be disposed off into soak pit through septic tank. 958.24 KL/day of water requirement during the operation phase will be obtained through water supply from SMC. It is proposed that the sewage-753.22 KL/day to be generated during the operation phase will be discharged into the drainage line of SMC. Municipal solid waste to be generated during the operation phase will be disposed off at the Municipal Solid Waste Disposal site of the SMC. The project site is having approach roads of 36 m and 15 m wide roads and it is proposed to provide two separate gates on both the approach roads of 36 m and 15 m. Internal roads of 7.5 m and 9 m width will be provided. Peripheral margin of atleast 3 m width will be provided all along the boundary wall of the premises. Rain water harvesting from rooftop and paved areas and ground water recharge through 9 nos. of percolating wells is proposed to be carried out. It is proposed to provide total parking space of 11,635.37 m2 which is more than the parking area requirement of 9878.97 m2 as per GDCR but less than the NBC requirement. Water sprinkling, covering the construction material during transportation, use of vehicles having PUC certificate etc. are the dust control measures to be adopted during the construction phase. Eco friendly building materials like fly ash bricks, pozzolona cement etc. will be used. Use of natural light through architectural design, use of variable frequency drive motors in shock load applications like lift, roof top thermal insulation, use of energy efficient drive & motors etc. are the proposed energy conservation measures.

During the meeting, the project proponent was asked to calculate the parking area requirement for the proposed project as per the NBC norms and to submit details of parking area provision based on NBC requirement. Further looking to the large scale of the project, the project proponent was suggested to provide STP to treat the sewage to be generated during the operation phase and to reuse the treated sewage by providing dual plumbing system. They were also asked to install the fire fighting facilities as per the requirement of local bye-laws or NBC whichever is stringent. After detailed deliberation, it was decided to recommend the project to SEIAA-Gujarat for grant of Environmental Clearance only after submission of the following:

1. Number of residential units and commercial units to come up in the project. 2. Details of Sewage Treatment Plant with its capacity, size of each unit, retention time and its

location on the plan. Measures proposed to avoid odour nuisance due to the STP in operation phase.

3. Revised water balance details considering the reuse of treated water after provision of STP in operation phase.

4. STP Sludge management plan and complete treated water management plan along with the application wise breakup of treated water utilization. Management plan of treated sewage during rainy season when utilization of treated water for gardening/plantation purpose is not possible.

5. Details of dual plumbing system to be provided for reuse of treated waste water.

6. Detailed parking plan, its adequacy for the project and norms adopted for the calculations. The details shall include the parking requirement as per present GDCR and National Building Code (NBC) guidelines. The back up calculations showing the bifurcation of the built up area according to the activity vis-à-vis parking area required shall be furnished. Mark the area of

parking on the drawing showing the parking. Also details of visitors parking, whether considered in total parking calculations / provisions or not.

[24] Abhishek III, FP No.132,T.P.S.No.8,Asarwa (Closed Shorrock Mill), Ahmedabad

It is a proposed commercial building construction project consisting of one building and comprising of 18 shops & 244 offices. Total land area of the proposed project is 8,834.0 m2 and the proposed built up area of the project is 28,042.77 m2. As the built up area is ≥20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

The project was appraised based on the details furnished in the form-I and Form-IA as well as details presented before the committee during the meeting.

Scope of the proposed commercial building will be basement + ground floor + 4 floors with building height of 17.72 m. During the construction phase, water requirement will be 25 KL/day, which will be purchased from local water tanker suppliers and domestic wastewater will be disposed off through septic tank soak pit system. During the operation phase, water requirement will be 81 KL/day and it will be met through AMC water supply system. Wastewater (sewage) generation during the operation phase will be 63 KL/day and it will be discharged into drainage line of the AMC. Municipal solid waste to the tune of 392 Kg/day will generate during the operation phase. 40 community bins of 80 lit. capacity will be provided at various locations for collecting garbage and these bins will be regularly emptied by the AMC. 9,272.07 m2 parking area equivalent to 317 ECS will be provided against the parking area requirement of 7,917.8 m2 as per the GDCR and 314 CPS as per the NBC.Top soil to the tune of 2,040.0 m3 will be stored onsite and will be used for development of greenbelt. Construction waste to the tune of 525 m3 will be used for leveling, roads, pavements, plot filling, plinth filling etc. Excavated soil to the tune of 18,400 m3 will be utilized for leveling low lying areas at the project site itself. The project site is having direct access through 30 m wide D.P. road on southern side. Traffic survey carried out on 30 m wide road shows that the existing scenario will remain the same in terms of Level of Service even after the proposed project comes in to operation phase. Two separate gates will be provided on 30 m wide road.

Temporary wind shield barriers, regular water sprinkling, tarpaulin sheet cover on the material during the transportation, maximum use of Ready Mix Concrete etc have been proposed as dust control measures. The nearest fire station at Shahpur is approx. 2 Km away and it will take approx. 5 minutes time for a fire tender to reach the project site. Maximum use of CFL lighting for common areas and use of variable frequency drive motors are the proposed energy conservation measures. Personal protective equipments, first aid kits, adequate sanitation facility, “H” frame scaffolds & ladders, drinking water etc will be provided to construction workers. Collection of rain water from open terrace and surface runoff and ground water recharge through 3 nos. of percolation wells is proposed to be carried out. 407 m2 tree covered area comprising of 134 nos. of trees is proposed to be developed.

During the meeting, the project proponent was asked to use solar energy at the maximum extent possible. After detailed deliberation, it was decided to recommend the project to SEIAA-Gujarat for grant of Environmental Clearance only after submission of the following:

1. Details of fire fighting system including location of fire water tanks & capacity, separate power

system for fire fighting, automatic sprinkler system, fire detection system with alarms & automatic

fire extinguishers, location of fire lift and fire retardant staircases, details of qualified and trained

fire personnel & their job specifications, nearest fire station & time required to reach the proposed

site etc. Calculation and provision of minimum fire water requirement based on fire study as well

as the availability of external fire fighting facility.

2. Details of cross ventilation to be availed to the commercial units of the proposed project.

[25] Gala Celestia, S.No.523/2, F.P.No.84 & 96, O.P.No.84, Draft T.P.S.No.63, Khoraj, Gandhinagar.

This is a new building construction project with land area of 5,672.0 m2 and the proposed built up area of 30,891.91 m2. As the built up area is ≥ 20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

It is a proposed building construction project consisting of three twin type buildings with scope of basement + Hollow plinth + 10 floors and building height of 40 m. The project will be housing total 241 flats and 22 shops.

Water requirement during the construction phase shall be 21.75 KL/day and it shall be met through the water tankers. Sewage generation during the construction phase shall be 5.7 KL/day and it shall be disposed off through septic tank – soak pit. Water requirement during the operation phase shall be 153.73 KL/day and it shall be met through water supply from the AUDA. Sewage generation during the operation phase shall be 121.16 KL/day and it shall be discharged into the municipal sewer line of AUDA. Municipal waste to the tune of approx. 700 Kg/day will generate during the operation phase. Biodegradable waste and non biodegradable waste will be collected in separate bins. 2 bins per unit (residential & commercial) will be provided. Biodegradable waste will be disposed into nearby municipal bin and non biodegradable waste will be sold to vendors. It is proposed to provide parking space of 8,991.86 m2 [6,576.48 m2 in basement + 1,915.38 m2 in hollow plinth + 500 m2 as open surface parking] equivalent to 294 ECS which is more than the GDCR requirement of 3,210.85 m2 and NBC requirement of 135 CPS.

Project site is having direct access through 18 m wide road on eastern side and it proposed to provide 2 separate gates on the 18 m wide road. Proposed dust control measures during the construction phase are dust suppression by spraying of water, peripheral barricading the project site, covering the construction material during transportation and storage, compaction of soil during various construction activities etc. A D. G. Set (62.5 KVA) using HSD-15 lit/day as a fuel shall be provided as standby power backup arrangement.

Energy conservation measures proposed include maximum use of natural light through architectural design, use of energy efficient motor and pumps, maximum use of aerated blocks, use of CFL & low voltage lighting, solar lighting in open and landscape areas, rooftop thermal insulation etc. Use of water efficient taps, flow control devices, water meters etc. have been proposed as water conservation measures. Two staircases will be provided in each of the thee twin type buildings and width of the staircases will be 2.03 m and 1.55 m. Maximum travel distance to reach staircase from the farthest corner of the floor will be less than 20 m. Fire extinguishers, hose reel, wet riser, manually operated electric fire alarm system, automatic sprinkler system in basement, 2 nos. of underground static fire water tanks each of 100 KL capacity, terrace tanks of 10 KL capacity on each building, diesel pump of capacity 2,280 lit/min and one electric pump of capacity 180 lit/min etc. are proposed as fire safety measures. The nearest fire station at Sabarmati is approx. 7 Km away from the project site and a fire tender will take about 25 minutes to reach the project site in case of emergency. recharge through 2 no. of percolation wells is proposed to be carried out. Area provision for green belt development is 568 m2 including 100 m2 tree covered area with 60 nos. of trees and 468 m2 shrubs & lawn covered area. It is proposed to plant and maintain 200 trees in the vicinity of site. Provision of Personal Protective Equipments, safety related training, first aid facilities, along with the basic amenities like adequate sanitation facilities, drinking water facility etc. will be provided to the construction workers. Environment Management Cell shall be formed for implementation of post project environment monitoring plan.

During the meeting, the project proponent was asked to plant trees on the periphery of the common open plot also. After detailed discussion, it was decided to recommend the project to SEIAA-Gujarat for grant of Environmental Clearance.

[26] Somabhai R Patel, F.P.No.28,O.P.No.28, New R.S.No.230/P,(Old R.S.No.356),moje-Vesu, Draft T.P.S.No.75, (Vesu-Megdalla-Gavier-Abhava),Dist: Surat

This is a new building construction project having plot area of 26,513.0 m2 and the proposed built up area of 70,970.09 m2. As the built up area is >20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006.

River Tapi is about 4.2 Km distance from the project site. This is a proposed residential building construction project having plot area of 26,513.0 m2 and the proposed built up area of 70,970.09 m2. The project will comprise of 11 residential buildings housing total 234 nos. of flats. Scope of two buildings will be hollow plinth + 9 floors with building height of 32.60 m and scope of nine buildings will be hollow plinth + 11 floors with building height of 39.2 m.

During construction phase, fresh water requirement of 10.3 KL/day will be met through water to be supplied by SMC and 1.5 KL/day of washing water of construction equipment will be reused for curing. Domestic wastewater to be generated will be disposed off through septic tank/soak pit system. Water requirement of 157.0 KL/day during operation phase will be sourced from the SMC water supply system. It is proposed to discharge waste water to be generated during the operation phase-134 KL/day in to the underground drainage line of the SMC. Municipal solid waste to the tune of 631.8 Kg/day to be generated will be finally disposed off through the SMC.

It is proposed to provide total parking space of 9,090.38 m2 [6,170.98 m2 in hollow plinth and 2,919.4 m2 as open surface parking] equivalent to 347 ECS, which is more than the GDCR requirement of 8,874.14 m2 and the NBC requirement of 234 ECS. Measures like regular water sprinkling, covered shed for cement unloading, covering the excavated earth with tarpaulin sheet have been proposed as dust control measures during construction phase.

Energy conservation measures like maximum utilization of natural light, roof top thermal insulation, CFL lighting fixtures in the common areas, use of solar energy in external lighting etc. has been proposed. Use of fly ash bricks, aerated blocks, paving blocks, lead free paints, RMC etc. has been proposed during construction phase. Underground static water storage tank of 75 KL capacity, terrace fire water tanks, fire extinguishers, hose reel, wet riser, automatic sprinkler system in basement, manually operated electric fire alarm system etc. are proposed as fire safety measures. The nearest fire station of Majuragate is @ 7-8 Km away from the project site and the fire tender will take about 15 minutes to reach the project site. Provision of Personal Protective Equipments, first aid box, doctor service, free medicines along with the basic amenities like tap water, sanitation &

drinking water facilities, lunch space will be provided for construction workers. Rain water harvesting from rooftop and paved areas and ground water recharge through 7 nos. of percolating wells is proposed to be carried out. It is proposed to develop green belt area of 2,057.55 m2 comprising of 727.89 m2 tree covered area and 1329.66 m2 lawn covered area. The project site is directly accessible through 45 m wide road on eastern side. Two separate gates for entry/exit and atleast 7 m wide margin will be provided on periphery of the premises. Internal roads of 7.5 & 9 m width will be provided.

During the meeting, while asking by the committee, the project proponent replied that water supply and drainage lines exist in the area and the proposed project will get the connections after completion of the construction phase of the project. Looking to the large scale of the project, the project proponent was suggested to provide STP for treatment of the sewage to be generated during the operation phase, to which the project proponent was agreed upon. After detailed discussion on various aspects of the project it was decided to recommend the project to SEIAA Gujarat for grant of Environmental Clearance only after submission of the following:

1. Details of Sewage Treatment Plant with its capacity, size of each unit, retention time and its location on the plan. Measures proposed to avoid odour nuisance due to the STP in operation phase.

2. Revised water balance details considering the reuse of treated water after provision of STP in operation phase.

3. Complete treated water management plan along with the application wise breakup of treated water utilization. Management plan of treated sewage during rainy season when utilization of treated water for gardening/plantation purpose is not possible.

This is a new building construction project having plot area of 9,045.00 m2 and the proposed built up area of 33,300.00 m2. As the built up area is >20,000 m2 and <1,50,000 m2, it falls in the category 8(a) of the Schedule of EIA Notification, 2006. The project proponent along with their expert / consultants attended the SEAC meeting held on 13/06/2014 and made presentation before the committee. During the meeting, the project was appraised based on the information furnished in Form-1 & Form1A as well as details presented before the committee. During the meeting held on 13/06/2014, after deliberation on various aspects of the projects, it was deiced to recommend the project for grant of environmental clearance after submission of the following:

1. Realistic provision of parking space based on the actual area available in hollow plinth along

with break-up, i.e. provision of parking area in basement, hollow plinth and as open surface

parking. Provision of parking space should be meeting with the NBC guidelines.

The project proponent submitted details vide their letter dated 10/07/2014 and mentioned that it is a proposed affordable housing scheme consisting of 511 units in which @ 224 numbers of units are 1 BHK and remaining units are of 2 BHK. They also mentioned that they have already proposed

parking space which is complying with GDCR requirements and equivalent to 248 CPS which is little bit lower than NBC requirement of 256 CPS.

Considering that the proposed project is affordable housing scheme having 224 nos. of 1 BHK type residential units, where there is hardly any probability of owning a car by the owners of 1 BHK residential utnits, the committee felt that provision of parking space as per the NBC guideline should not be insisted in such project and decided to recommend the project to SEIAA-Gujarat for grant of Environmental Clearance with the parking area provision of 6,513.48 m2.
