"Jenkinson acknowledges the necessity of selectively destroying modern records

because of their bulk. The only infallible criterion, he asserts, is word-for-word

duplication, too expensive to be very practical. Legitimate selection of

documents

for destruction can only be made by the administrator, based upon legal and

administrative retention requirements and not upon the needs of future

researchers.

Both the archivist and the historian might inject personal bias into selection or

destroy the record's impartiality. Using the registry system, Jenkinson explains

how certain classes of documents could be designated for destruction, periodic

Abstract:

Müller geht v.a. auf die Anbietungspraxis ein. Er spricht sich für die Bewertungskompetenz der

wissenschaftlichen Archivare aus, die nicht bei den "Ausscheidungsbeamten" der Verwaltung liegen sollte.

Zur eigentlichen Wertermittlung äußert er sich nicht.

Bewertung:

Müller zeigt deutlich, dass die Bewertungsentscheidung oftmals noch von den Behörden vorgenommen wird.

Außerdem zeigt er, dass das Aussonderungsverfahren sehr unterschiedlich geregelt ist.

bulletin explains the principles of evidential value and informational value,

cornerstones of modern records appraisal. Schellenberg first distinguishes

between primary and secondary values, assigning determination of the

former to the records' creators. When evaluating secondary values, he asserts

that the archivist should assess the records' evidence relating to the functions

and organization of the government and the records' information on persons,

places, and phenomena. Schellenberg discusses why records with evidential

value should be retained, describes European archival views on this practice,

and lists various criteria and questions to consider when determining

evidential value. He outlines three "tests" for informational value: uniqueness,

form, and importance. He notes specific record types and examples of federal

records with informational and evidential value, in many cases suggesting

degree, he argued, the profession needed to invent new approaches or redefine its

redefine archival methods along these lines. Finally, he suggests some radical

"The author outlines the various roots of today's appraisal theory and traces

their influence on issues debated today. She describes the influence that

early twentieth-century Weberian bureaucracy had on archival principles,

and she suggests linkages with theories that precede the Second World War

and were the basis for the Schellenberg bulletin. She shows how archival

theories and debate were overlaid by the political impact of the Cold

War confrontation before the fall of the Berlin Wall and the Iron Curtain,

noting that since that time, archives have been able to assume their role as

windows on government. Now archives must clarify their tools and methods

to ensure that traces of decision-making processes are visible and

transparent. Different methods, such as documentation strategy and

participated in the field testing of the "Black Box" appraisal model

developed by Frank Boles and Julia Marks Young. Based on this experience,

the author evaluates the Boles and Young model in light of its taxonomic

function, its usefulness for staff training, and its contribution for furthering

the development of appraisal theory. The discussion is extended to consider

other recent developments such as cooperative appraisal projects and

documentation strategies. The article concludes by emphasizing the value

to archivists of documenting and sharing their appraisal decisions.

Praxis verliefen in jüngerer Zeit auch auf internationaler Ebene eindeutig zugunsten der Bewertung nach

Evidenz. Dies zielt jedoch an den Interessen der Archivbenutzer und –benutzerinnen vorbei, die primär an

Information interessiert sind. Mit Blick auf das (friedliche) Nebeneinander der beiden Ansätze in der

amerikanischen Archivtradition und unter Berufung auf die Grundsätze der Postmoderne sollen die Kriterien

"ABSTRACT This is a reflective essay on ideas that animate archival appraisal in democratic societies. The author

examines some recent strains in thinking about appraisal and some ideas about the basic concepts of democratic

governance in preparation for a discussion of the goal of appraisal in democratic societies and the difficulties in the

way of achieving that goal. On the one hand, he argues that appraisal serves the goal of retrospective

understanding of the actions of government as one of the means of fostering enlightened understanding in a

democratic polis. On the other, he advances the view that appraisal must attend to the need that pluralistic

democratic societies have to foster the recognition and identity of cultural communities in their midst. He

concludes that archivists must continue to concern themselves with the integrity of the material they select while

serving this dual goal of appraisal in democratic societies. The aim of this article is to develop some ideas about the

goal of archival appraisal in democratic societies and to examine some of the difficulties that lie in the way of

achieving the goal. This is a dangerous subject to address for two reasons. On the one hand, it makes the risky

presupposition that a variable activity such as archival appraisal has an underlying goal, and that its goal depends

on the kind of society in which it is performed. On the other hand, it raises the large and thorny question of what

democracy is – obviously dangerous ground for an archival scholar to enter. Despite these dangers, it is the best

way to explore the relationship between archival appraisal and society, which is ultimately what animates the

exercise. To develop some preliminary ideas about that relationship, the paper will give an overview of three strains

of thinking about appraisal. These are ones I have detected that relate to my subject. They by no means provide a

summary of the discourse on appraisal. The paper will then briefly discuss several characteristics of modern,

democratic societies that are relevant to the conduct of appraisal. Finally, it will identify several challenges for

archivists performing appraisal in democratic societies."
