Weekly Update 2.19.2015 TEA Information

Uniform Grant Guidance from TEA-Updates for 2015

In its circulars, the Office of Management and Business (OMB) communicates the cost principles, administrative rules, and audit rules associated with federal grants. As of 2011, when the process of developing the Uniform Guidance began, eight separate OMB circulars governed federal grants. Regulations were difficult for grantees to understand and follow. For state educational agencies like TEA, they were cumbersome to enforce.

The goal of the new Uniform Grant Guidance is to replace the multiple OMB circulars with federal grant rules that are consistent for all grantees. The Uniform Guidance emphasizes the following:

“Strengthening accountability” to guard against waste, fraud, and abuse Adding flexibility to allow grantees to develop their own processes to

demonstrate performance outcomes Stressing performance over compliance, with auditors expected to

evaluate “outcomes” rather than “processes”

The Uniform Guidance went into effect Dec. 26, 2014. The new regulations govern all federal grants awarded by the US Department of Education to the state or to an LEA on or after that date. Grading and Progress Monitoring for Students with Disabilities Resource

Grading for students with disabilities is often a complicated process. The AGC Network has created a resource to assist with this process.

Texas’ High School Graduation Rate for Class of 2013 Again Exceeds National Average

According to the latest figures released by the U.S. Department of Education’s National Center for Education Statistics, the Texas Class of 2013 high school graduation rate was 88 percent, outpacing the national rate of 81 percent.The Texas graduation rate hit 88 percent for the second consecutive year, tying Nebraska, New Jersey, North Dakota and Wisconsin for the nation’s second highest. Only Iowa at 90 percent posted a higher graduation rate for the Class of 2013.

"The work being carried out in school districts and charters across our state continues to bear fruit in the high percentage of high school students successfully earning a diploma," said Commissioner Williams. "Whether it be college, career or military, Texas educators are working daily to better prepare students for life after high school, and it is our state that benefits."

Commissioner Williams noted that 2013 marked the third consecutive year that Texas’ high school graduation rate surpassed the national average.

 Since 2010, states, districts and schools have used a common metric – the adjusted cohort graduation rate – in reporting graduation rates to the federal government. Use of the adjusted cohort graduation rate allows for an accurate and uniform comparison between the 50 states and the District of Columbia. The National Center for Education Statistics is the primary federal entity for collecting, analyzing and reporting data related to education in the United States and other nations. Graduation rates for minority students, students with disabilities and English language learners will be released in coming weeks.  To view a state-by-state breakdown of graduation rates for the Class of 2013, visit http://nces.ed.gov/ccd/tables/ACGR_2010-11_to_2012-13.asp. 

TEA Requirement for All Districts - PR7000–Private Nonprofit School Participation for School Year 2014–2015

The PR7000–Private Nonprofit School Participation for School Year 2014–2015 is now available in eGrants. The submission deadline is April 1, 2015. School districts are required to submit the PR7000 even if no private nonprofit schools chose to participate and even if there were no private nonprofit schools located within the boundaries of the school district. The PR7000 does not pertain to the following entities: open-enrollment charter schools, South Texas ISD, Texas School for the Blind and Visually Impaired, Texas School for the Deaf, Texas Juvenile Justice Department, or Windham School Districts.

To access the PR7000, select the 2014–2015 NCLB Consolidated Federal Grant Application from the drop-down list of Available Grant Programs in eGrants.

The Journey from Functional Behavior Assessment (FBA) to Intervention

Evaluating the social communication skills of students with autism and addressing needs in this area can be a challenge. Join this 2-day training to gain insight into how to assess social communication deficits and implement interventions to support students with autism in the classroom.
