Abstract: The article objective is to indicate at necessary officers’ knowledge from psychology, with special retrospective view on the theories of emotional development. Phylogenetic, emotion is younger than senses, but older than kognicija.

There are more theories of emotional development, and emphasis is on affective connecting theory of John Bolbi. An overview of childhood, always re-assures us that something happened in that period, that has determined us, what can become our capital or stumbling through a whole life (T. Stefanovic-Stanojevic, 2004).

In the first part of the show are the basic principles and theories and mechanisms by which content from early childhood have an impact on the entire human life: the relationship with neighbours, partners, children, profession and associates.

In the second part, describes the use of the theory of emotional attachment to the area of organizations: adaptation to new living and working conditions, communication and interpersonal relations, motivation, creativity, performance (progress), job satisfaction, compliance-private business, changes in behaviour.

Knowledge about affective attachment theory and its application in the area of the organization, the Military Academy will enable students to understand the emotional dilemma, to examine what is the stumbling block in life, and what is the capital of which should continue to build. Also, new knowledge will open the discussion on the innovation process of selection and introduction of instruments whose parameters can assist in predicting success in the military profession.

Abstract: The work presents the traditional and future moral-ethical challenges for military leaders of the Serbian Army. The characteristics of leadership and the fact that morality has central role in the process of leadership, are distincted. It is elaborated what knowledge from socio-humanistic subjects, especially in the field of ethics and military ethics, require military leaders in future moral-ethical challenges. At the end it is pointed out to the importance of attitude military leaders towards supreme values of traditional Serbian military ethos and its sourses.

Abstract: Economy is not fashion or fashion to give, but unavoidable needs of 21st century. Deciding on a limited and with a very valuable human and material resources is inconceivable without elementary economic knowledge. Where we once were, where we are now and where we are on this issue in the near future? What are the experiences of others? Paper Title

LOGISTICS ASPECTS OF THE NON-LOGISTICS PERSONNEL EDUCATION

Abstract: Point of this paper is to display logistical aspects of the education of students and listeners who do not belong to the logistic services. (Not logistics personnel). The paper proposed an analytical approach to knowledge in the field of logistics that are required, and that give students and listeners outside the logistic services to perform their functional duties. Given the quality and passed their knowledge in this area depends on the thinking and decision-making and cooperation between not the logistics officers and logistics officers which directly affects the quality of life and work units and institutions and the quality of execution of tasks defined in military missions.

The paper considers all levels and forms of education and training in the Military Academy, who provide logistics knowledge to not the logistics staff. Are given and the institutional framework and methods that create conditions for improving the logistics aspects of education, not the logistics personnel in the defense system. Presents theoretical foundations and experience are a general nature and have universal application in the educational process.

Paper Title:

NECESSARY KNOWLEDGE FOR PSYCHOLOGICAL WARFARE

Abstract: In the past belligerent parties endeavour to prevail over one another in armament and battlefield as well, in the first place, while nowadays they impute false informations trying to outwit each other intelectually in order to gain the victory without or partly using weapon. It means that nowadays war is being transferred from battlefied to “psychological space” in order to be gained without use of arms.

Contemporary armed combats are most likely to be characterized as mass use of different state-of-the-art armament and military resources also including increased application of psychological actions which are aimed at winning the enemy with as less as possible own losses and consumption of material and technical means.

In studying of army morale psychological warfare is being mostly confused with propaganda although these two are different terms. Namely, propaganda is narrower term than the term psychological warfare considering the fact that propaganda unfolds only in a verbal manner, i.e. by transferring ideas and attitudes to other people. That is why is so important to make this obvious difference between the two terms.

Psychological warfare distinguishes itself as unavoidable, dominant and more and more important „non-armed form“of aggressive behaviour in contemporary life conditions. It is integral part, attendant, and general ambience of warfare regarding all its dimensions. The importance of being well up on forces, means, forms and methods of psychological warfare in contemporary life conditions, and own activities and protective measures as well, imposes the need psychological warfare as non-armed form of aggression, to be studied in details, especially in educational process in the field of ethics.

HARMONIZATION OF KNOWLEDGE AND SKILLS OF THE OFFICERS OF THE SERBIAN ARMED FORCES BY THE SYNERGY OF GLOBALIZATION AND SPORT IN THE ARMY

Abstract: This paper deals with the issue of the harmonization of knowledge and skills of the officers of the Serbian Armed forces, which contribute rising of defence capabilities, national security and cooperation between countries through factor of sports. Considering that human resources represent key factor for country and nation prosperity, the main functions for preservation of peace, sovereignty, territorial integrity an overall stability of a country belong to the security and defence institutions. Maintaining of the high level of their members’ readiness is directly connected with the combat and practical sport and physical training, which define a certain segment of an army forces’ value in global environment. In that sense, the synergy of globalization and military sport effectively stimulate development of needed knowledge of the officers of the Serbian Army Forces, which related to the psychophysical readiness for extreme situations.

NECESSARY KNOWLEDGE OF THE OFFICERS OF THE ARMED FORCES OF SERBIA IN THE BRANCH OF POLITICAL SCIENCE

Abstract: Having in mind contemporary international relations, missions and tasks of the Armed Forces of Serbia and the fact that officers are highly educated servants in the state administration, it is clear that there are very strong arguments for including politics in education and advanced training of the officers. Scientific branches that have the greatest significance for military profession are: political theory, contemporary political systems (comparative politics), Serbian political system, international relations and Serbian foreign policy.

In undergraduate studies it is necessary to have an integral combined political subject with the main aim of gaining knowledge about basic political categories and training for elementary understanding of contemporary political systems and processes. It is desirable that advanced training of officers should include several condensed groups of political topics with the main aim of training attendees to follow and estimate competently the actual political processes.

EDUCATION OF THE SERBIAN ARMED FORCES’ PERSONNEL FOR PARTICIPATION IN PEACE OPERATIONS

Abstract: Serbia’s joining to the programme of the Partnership for Peace and other military and political associations imposes a question about the participation of the Serbian Armed Forces in peace operations and makes a need that Serbia prepares and joins its capacities in peace operations.

The quality of education and training of personnel is very important for more efficacious participation of the Serbian Armed Forces’ members in peace operations. In that sense, the education and training of personnel for the participation in peace operations have a great importance in the process of reform of education in the military educational system. In this paper is shown a presentation of possible activities within the education and training of the Serbian Armed Forces’ members, for the period from 2010 to 2020, which is based on the completely new organization of the education in the military educational system.

GLOBALIZATION OF THE SECURITY WORLD AND REQUIRED KNOWLEDGE OF THE SERBIAN ARMED FORCES OFFICERS IN THE FIELD OF SOCIAL AND LIBERAL SCIENCES

Abstract: Our time is the time of power. Whether we are against globalization or being its apologists, we must admit that this planetary process leads the world towards fast, deep, revolutionary and irreversible economic, cultural, political, technical and technological and military changes in the contemporary world. If the world wants to live in peace, it must take hope in the rule of law, free market of people, ideas and capital, application of the law of peace and positive solutions which will in a systematic way crush resistance of all militant elites, cause them to lose power and put them on the margins of society.

Despite the terrible challenges and threats to the world peace, there is a deep and life-giving logic of survival, which says that if the world wants to last despite all the risks and nuclear threats, it must cooperate regardless of all antagonisms, distrust, hatred and military competition of the great powers. The world globalization means that it is not possible to achieve security of one country separately from the others, no matter how large or powerful it is, as the risks become common, and security is less divisible geographically and substantively, therefore, it is necessary to eliminate security challenges, risks and threats together. The system of cooperation in security is an active one; therefore, the countries that care about their own security must be ready to participate in joint diplomacy, economy and, if necessary, military action in the areas outside their joint space, which can threaten, or they recognize them as such, their social values. Arnold Wolfers defines security as the freedom of implementation of certain values, as “the absence of threats to acquired values”. Globalization is the fate of the contemporary world, hope of the planet and the power everybody who seriously deals with society and history must reckon with as the preemptive power and the fate of future generations.

Abstract: Organizational behavior is the newest discipline in the theory of organizational sciences, and it also represents a new term in theory and practice of organization and management. Organizational behavior, deals with research of human behavior in organizations, with the purpose of understanding, predicting and directing the behavior for the improvement of organizational performances and increment the overall satisfaction of all organization members. Organizational behavior is a new approach to dealing with human resources in organization, and a new approach in employees behavior and management of that behavior. It elaborates: personality, personal characteristics, perception, individual learning, values, attitudes, work satisfaction, groups, teams, leadership, conflicts and stress in the organization, organizational culture, organizational learning, organizational changes, evaluation of the employees effectiveness.

The knowledge, from the area of organizational behavior, have a great importance for the officers and military management overall. Therefore organizational behavior as a discipline represents an important part of the required knowledge for the military officers in the area of management.

In this article the term organizational behavior is explained and elaborated with the emphasis of its place in the theory of management. The purpose of examination of organizational behavior is emphasized.

CROSS-CULTURAL COMPETENCE: A RESPONSE TO GLOBALIZATION

Abstract: The processes of globalization and integration in the security sector are facing challenges generated by cross-cultural differences. Individual, organizational and national culture shapes behaviour and attitude of every individual and affects activities performed by organizations and big national systems. In order to defend its national interest Serbia needs to articulate its own interest in the way that others can understand, to enable individuals and organizations to communicate and work effectively in the culturally complex international environment, establish networks of cooperation and support in spite of all odds and differences and creatively implement international standards. In this context, the development of cross-cultural competence within the defence system (MoD and SAF) seems to be a priority. A set of specific knowledge, skills and attitudes that lead to the achievement of the goals of the defence system in the culturally complex environment can be developed in the processes of education, training and professional self-development, based on the competence framework.

PHYSICAL LEVEL VALORISATION STUDENTS OF MILITARY READLINES ACADEMY UNITED STATES, GERMANY AND SERBIA

Abstract: A high level of future military officer’s physical fitness guarantees the efficiency in fulfilling all the tasks, such as the establishment and preservation of peace, the provision of help to civilians in case of natural disasters and the protection of the state. Without controlled physical exercise, there is no possibility of accomplishing all the tasks successfully. Physical fitness test charts have been taken into consideration by some NATO member states, such as the USA and Germany, as well as students of the Military Academy of the Republic of Serbia. The required level of future officer’s psychophysical capability is directly linked to the charts for estimating physical fitness. In all the established criteria attention is paid to strength, swiftness and endurance. By identifying similarities and differences, the presence of physical exercise in the education systems of the above mentioned countries can be determined. Topic of examination are charts valuae from testing phusical capabilities students of suggested school sistems. Purpose of examination is to declare differences between charts values from testing phusical capabilities. Importance of examination is expanding field of vision in knowledge and ambition to separate similarities and differences wich in next period of time gives reliance for permanently testing validity of standards.

PERMANENT EDUCATION IN ARMY - NEED OR FASHION

Abstract: The quality of human factor is a dynamic element of the development policy every organizational system and Army as well. Its mobility (and adaptability) speed up structural changes and improve performance in resource allocation. Therefore, the contribution of education has an exceptional importance, especially when we have in sight the interactive relationship between the technological development and the human potential development. For that, it is necessarily an adequate staff planning (what contains all individuals that approach to the educational process on different educational levels) and the whole process of knowledge innovation for persons who has finished education earlier.

Precisely hereby, the whole life (permanent) learning and the improvement in profession became the integral part of modern business life. The capability of Army, in the end, greatly depends on how much its personnel learn from its own experience and how they accept a new acknowledgement. Because of that, starting today, it shouldn’t be hard the imperative of improvement in practice, with help of modern science, of course. A critical overview one self’s business behaviour could speed up the breaking of defensive attitude which blockade educational streams and removes inadequate learning capability on one self’s mistakes. The whole live learning (improvement) is cure for the crisis in profession, because an officer, who improve himself/herself permanently, extend cooperation in his/her business environment, reduce conflicts in unit commanding and improve performance in work culture, business psychology and success philosophy. Today, the officer personnel, who is minded to cooperate, is required more than ever, because only such personnel, on the long term, could provide success.

The actual organization, as ex-post instrument, isn’t appropriate for routing education and only the vision of system in future manage the long term macro planning of education what implicate the choice of adequate education model and determining functions in the education field.

Paper Title:

REQUIRED KNOWLEDGE OF THE ENGINEERING OFFICERS OBSERVED THROUGH THE MISSIONS OF THE SERBIAN ARMED FORCES

Abstract: New trends of the military development pose new tasks for the engineering officers. According to this, it is necessary to make a detailed analysis, from various aspects, of the knowledge that the future officers should acquire in their education at the Military Academy, in order to be able to carry out their future tasks as good as possible.

The paper, through three sections, shows the analysis of the required knowledge of the future engineering officers, seen through a prism of the mission of the Serbian Armed Forces, defined by the Doctrine of the Serbian Armed Forces. The analysis was carried out by describing the knowledge the students acquired until now in the educational process, by highlighting the general problems that engineering officers face on their first duties, as well as by describing the experience from the previous armed conflicts. In the last section, the conclusions are drawn and the need for the new knowledge is explained in detail. Also, the fields that the prospective engineering officers should study in the future period are presented.

PROFESSIONAL CAPABILITIES OF OFFICERS IN FUTURE OPERATIONAL AND WORK ENVIRONMENT

Abstract: This work deals with future operational and working environment of the officers as the starting point for defining the strategy of officers’ education. Future officers will use their knowledge and abilities in the conditions different from those of today. The main characteristics of future operational and working environment of the officers are complexity and multidisciplinary approach. Strategy of the future officers’ education comprises establishing synergy between training and education and the balance between professional and personal abilities of the officers.

Abstract: In this paper, the main observations on military knowledge specificities, as well as the phases of knowledge creation and the main postulates of knowledge management in contemporary complex, net-centric and significantly unpredictable strategic environment are presented.

The need for development of critical thinking is emphasized and its importance argued during the process of adopting fundamental an applied knowledge in domain of essential military subjects on all levels of education of Serbian Armed Forces officers, especially on the postgraduate and command and staff and general staff levels. The role which critical thinking skills adoption has in development of cognitive capabilities of officers is stressed, for it reflects significantly on the efficiency in the decision making process and primarily in conducting their command duties.

VERIFICATION OF COMPETENCE – WRITING PAPERS FOR INTERNATIONAL SCIENTIFIC JOURNALS

Abstract: There are more reasons to consider the problem from the title. Writing papers for referential scientific journals is, in general, “modus operandi” of scientists and academics, as well as for postgraduate students. Science has no national borders and scientific achievement became it for real only after exposing to and accepting by competent public. Also, that is an important way towards practical application of scientific results. Moreover, many real problems could be solved in better way with use of scientific achievements. In that sense, publishing papers in scientific journals is a way to proclaim achievements in science and scientific approach in solving real problems, as a kind of correspondence in scientific and expert community. Future officers accumulate their knowledge at military academy and civilian faculties. Various kinds of postgraduate studies and education courses through career, characterize many professions, however, for senior officers that became an imperative need. Academics and scientists in the military are smaller but very important part of officer’s population. Educationally-scientific career is one of seven newly announced types of possible careers for officers in Serbian Army. Besides compulsory need for practical military experience earned in real military units, one officer–educator need an additional capacity: scientific competence. Quality of educational and scientific professionals is precondition for successful education process, as well as for full accreditation of Military Academy and institutes. Measures of quality are prescribed in law and regulations. Key measure is coefficient of scientific competence. That is a comprehensive indicator which quantifies and aggregate all aspects and patterns of educational and scientific work. One component of the coefficient is “papers at international science scene”. Papers published in referential international science journals are one of the most valuable achievements, according to the defined scale of measurement. At the same time, this component of competence is the weakest ring in the chain for the case of military education professionals and scientists. In our education

Abstract: Considering the knowledge about intellectual property protection management Serbian Armed Forces officer is expected to be familiar with basic concepts of intellectual and industrial property, the methodology of national intellectual property protection, patenting procedures for inventions significant to defence system or state security, as well as to be familiar with legal procedures prescribing patent protection of confidential inventions and to be capable to provide basic knowledge and guidelines to his/her subordinate and associates in this field and especially concerning creation, application and protection of invention. A research with the students of the final year at the Military Academy and attendees to the Command Staff and General Staff Course has been carried out, aimed at obtaining information on their interests and knowledge in the field of intellectual property and especially confidential inventions protection. FACTORS OF STRESS IN PEACE MISSIONS AND PSYCHOLOGICAL PREPARATION OF THE SERBIAN ARMED FORCES MEMBERS

Abstract: Big geopolitical changes, emerged in last few decades of 20th century, have brought important changes in the system of the military organization. As a response on the now-existing and future sources of uncertainty and conflicts, in the military organization the priority is given to the new types of operations, that is nontraditional military operations or “non-war” operations (operations other than war). Tasks and objectives of peace missions are becoming constantly more complex, level of vulnerability and threat of their members is growing and thereby the number of victims in peace missions. The most important characteristic of peace missions on a psychological level, regardless the type of engagement, is its high level of stress that impacts its members. The main sources of stress in peace missions are: syndrome of permanent threat, geophysical and climatic conditions, cultural differences and “cultural” shock, “stress of members of peace missions”, inadequate selection of personnel, dysfunctional preparation of personnel, separateness from family and constant media exposure. Psychological preparation is planned and organized activity which requires well-considered influence of flexible activation and principle of continuity. The main task of the psychological preparation, except already mentioned aspects, is to provide high psychological integrity and emotional stability of the members of peace missions. The psychological preparation is a necessary part of the overall working engagement in peace missions. Objectively, it is also reliable factor for prediction of mental stability and professional success of its members. It is necessary to enrich the educational process with new information in the field of anthropology, social and forensic psychology.

Abstract: Event, in a certain activity causes psyhological and social difficulties, is called crisis. Majority of organizations and institutions is not disegned to foresse crises or to control them efficacionsly. In the military industry, crisis is considered as a destructive process of change of the military system state and functioning. Each military action should be considered as a separate crisis manifestation. As for the crisis management, such a military action can be either crisis management function or crisis response function. The characteristic that appears is that the military organization aims at emerging from crisis situation and providing a stable functioning of the military industry system. One of the most used models in the Crisis Management is PPRR model. Instead of the named model, recently are used other models as well, especially Mitroff model.

HISTORICAL EXPERIENCES OF THE SERBIAN ARMY AT THE END OF 19 CENTURY – EUROPEANIZATION OF THE MILITARY

Abstract: In Serbia, the last two decades of 19th century, and the first decade of the 20th century were spent in an effort to make the modernization and Europeanization of the Serbian army. Europeanization was going slowly, except in certain periods, however its constant flow was visible in all segments of the military organization. Although the army was open to the positive side impacts, the solutions could not be fully implemented, mainly because of insufficient economic forces of society, and the patriarchal environment. The Army was well-settled with laws, regulations, ordinances and orders. Those legal acts were, obviously, thoughtfully made, because many remained valid for several decades. The problem was that the army formations, most often, were not in accordance with the economic possibilities of the country.

It was considered, which was proved to be true, that such an organized and trained army can perform spatial and temporal major offensive operations, large campaigns and complex operations such as armies of leading European countries. At the end of the 19th century, the goal was finally reached - a small difference between peacetime and war formation. In the case of war the reservists should be called to staff already finished. The existence of infantry and cavalry brigades meant that the Serbian army in peace shifted from tactical units on the creation of operational units. This was the direction that had to be followed because all European states continuously strengthen its formation, preparing for large-scale conflict. Therefore, the Royal Serbian Army remained in 20th century on the direction set by General Jovan Miskovic.

We can conclude that Serbian officers-reformers had enough knowledge, skill, flexibility, persistence and patience to actually implement these major reforms that have changed the army in all segments of the organization, formation, territorial division of the country, weapons, command systems, to education and training.

SECURITY AND DEFENCE EDUCATIONAL ACTIVITIES FOR INTERNATIONAL PERSONNEL EDUCATION AND TRAINING

Abstract: Slovakia puts a great deal of effort to contribute to the global security according to the national interests and international commitments that lay the basis for legitimacy of activities connected with its contribution. Education of the security sector personnel of the country, in field of international security, is therefore a challenge also for the institutions at higher level of education and represents the one of substantial forms of intellectual interoperability in context of civil-military relations and cooperation, civilian protection, particularly in terms of complexity of civilian, national and international security.

Professional competence of a personnel could be understood as psychophysiological and sociopsychological qualities and performance appertaining to particular requirements of a position. Acquirement and development of the competences of individual significantly influences an improvement of capability of the armed forces and armed corps perceived as complex, entwined system.

According to the security policy of the country, internal security tasks as well as its international commitments, we provide the professionals with a systematic education and training allowing them to develop their personal qualities and skills to become:

- motivated, educated, theoretically and practically prepared for regional and in-ternational appointments, skilled at information and simulation technologies;

- technically skilled, psychically balanced with a good stamina and decision mak-ing ability, disposed to a teamwork, self-critical and judicious;

- experts with a systems approach, able to properly evaluate the events and pro-cesses;

Education of the security community is provided generally at the international level in both, public and private spheres. International cooperation in the field of education of the armed forces and armed corps members, security staff and experts, specialists in area of defence, security and protection within the European Union, developed on principles of association and synergy of human, material and technical potential, represents the challenge to the future. Strengthening dialogue between the public and private sector on research and development in the area of security is one of the features of European agenda. Our contribution involves the educational activities supporting the international education and training of military personnel and development of personnel interoperability.
