IntroductionViolence against women is a global

phenomenon exists in all societies in the world, whether advanced societies or developing societies, but at varying degrees. Iraq and Kurdistan Region's Region has their own share of this violence and Dohuk province, as part of the region, violence against women occurred and still occurring in it. But the Official statistics indicate that this violence is in gradual decline. Therefore we are focusing in this presentation on Dohuk province as a model for combating violence against women and we will address, in detail, the mechanism used in this province to control this phenomenon.

هي ) الذكور ونسبة اإلناث% ( 51.5نسمة أمااقضية %(48.95) سبعة من المحافظة تتكون

و المحافظة مركز فيها وتقع دهوك هيبرده و ئاكرى و العمادية و سميل و زاخو

وأخيرا المناطق الرش ضمن وهي شيخاندهوك القرى عدد ويبلغ عليها المتنازع

حوالي بالسكان .821المأهولة قرية

Dohuk province located in the far north west of Iraq and bordered with two countries )Turkey and Syria(, in addition to the provinces of Mosul and Arbil. Dohuk’s location on the line of transportation is of great importance as this line of transportation connects Iraq, to Turkey and Europe. the total area of Dohuk province is about )10,000( ten thousand square kilometres and a population of )913 716( nine hundred thousand and thirteen thousand, seven hundred and sixteen people according to )2006( estimations. The proportion of males is )51.5%( and females )48.95%(. The province consists of seven districts of Dohuk )where the centre of province is located(, Zakho, Summeal, Amadiyah, Iakry, Berdarush and finally Shekhan which is a part of the disputed areas. The number of inhabited villages in Dohuk are about 821 villages.

According to historians )Dohuk( word is derived from two words )do( means two in kurdish and )hook( means package or a handful in the sense )two handful(. The name of this city goes back to its prince )A’akh Shendo( in the fourth century AD, who was taking two handful of grain as tax from coming convoys that were loaded with grain

Violence against women in the province

Undoubtedly Dohuk as the rest other parts of Iraq, Kurdistan Region and the world, has the this phenomenon. These crimes committed within and outside the family. On this basis and by a decision of the Ministry of Interior affairs in Kurdistan Region, the Directorate of follow-up of violence against women in the province of Dohuk was established on 14/08/2007 with few staff and very simple capabilities. The work of the Directorate is focused on the investigation of crimes of violence against women, such as murder, suicide, beatings, and sexual assault....etc.The work of this Directorate continue in this way until the middle of the year )2008( and after the meeting with the Minister of Interior affairs the business strategy of the Directorate was changed from investigation to follow-up

First / follow-upThere were no instructions given on the follow-up mechanism. the Minister decision were issued of in this regard and the task of developing a mechanism to follow was left to the directorates of violence against women to identify a mechanism of action. Therefore the Directorate duties consists of the following points: -1 – receive reports from the Police Directorate of Dohuk governorate for the crimes that occurred during the (24) hours across the province of Dohuk by the follow-up Department, which is responsible for studying the report and then sort of crimes and rates that are violent crimes against women2 – organizing a file for each offense plus investigative file. These file include a copy of the daily report of the Directorate of Police, which refers to the incident and a special form prepared for this purpose in our Directorate by specialists. This form include accurate information and detailed the incident and the victim and offender

1 - deliver the file to one of the follow- up officers in the Directorate and by locations. For example, if the crime occurred in the district of Iakry, the file will be send to the Office of the follow-up of violence in the district to follow up investigation procedures step by step and monitor any delay or stall the proceedings. There is coordination between follow-up offices of violence in the districts with the police stations through which immediate follow-up of important issues before the arrival of the daily report to the police directorate.

2 – follow-up officer regulates a detailed report on the incident and investigative steps and through his constant visits police station where the criminal case is registered and send the final report to the Directorate of the outcome of the lawsuit.

Second / investigationA – Investigation in the general right’s crimes:The Directorate of the follow-up investigate in crimes of the violence against women in exceptional cases that are:1 - when the case is referred to the Directorate by the investigating judge in the sensitive issues like kidnapping and raping...ets2 - When the victim connect directly to our office requesting for help, whether through our hot lines that run (24) hours or attend herselves to the Directorate offices in the districts.3 – In both cases The Directorate shall undertake important actions in the case, such as the arrest of the accused and hearing the statements of the victim and then the case is referred to one of the police stations to complete the investigation as Alaaúdah.

B – The mechanism to deal with the crimes of private right and when the victim does not want to register the complaint:

The text of Article (3) of the Criminal Procedure Code Iraqi No. 23 of 1971 has limited to register a complaint in the mentioned crimes with the victim himself/herself or his legally authorizer. In addition to this legal limitation, the natural community Kurdistan make women afraid or ashamed of Revision police stations or courts for the purpose of registration of the case, or that the problem has not yet reached the level of violence and it can develop the problem and be violent and can be resolved before it reaches this limit, so Centre was established family counselling and cooperation professors specializing in the field of law, sociology, psychology and psychiatrists reception of these cases daily

C - mechanism of dealing with women at risk:

In the event of threat to the lives of victims of violence against women, our Directorate deposit the lady in the shelter centre until the danger has passed. There is only one centre shelter in the province of Dohuk centre for victim women and will soon open a shelter in the Amadiyah district that belong to our Directorate, as it has been furnishing centre fully in accordance with the latest international standards underway cadre selection work for the purpose of their appointment at the centre.

Third / awareness

Believing in the importance of community awareness of the seriousness of this phenomenon, the Directorate has taken itself the task of educating the community through carrying out the following activities: -1 - the establishment of educational seminars for various segments of the society educated and illiteracy, through the use of university professors from specialists in the field of law and psychology and sociology and people with experience working in civil society organizations interested in the issues of violence against women.2 – Establish workshops to discuss the situation of violence against women, its causes and ways to reduce them.3 - to hold an annual scientific conference to provide scientific research by academics specializing in various areas of legal, social and psychological research and discuss these and then to reach scientific results and submit to the Government of the Territory in the form of recommendations and proposals

4 - Prepare researches and articles on violence against women and printing and publishing them among members of the community free of charge.

5 - Prepare a radio program titled (Ronahi) it means (light) is broadcast every Tuesday at six o'clock pm on Radio Dohuk. The program addresses issues of violence against women and how to confront it and the program aims to educate the community. In the future a tV program Will be prepared under the same title and the same purpose.

6 - Prepare seminars carried on television live on the TV screen Dohuk to discuss important topics related to violence against women, such as murder and suicide.

Fourth / TRAIN

Our belief in the importance of investigation staff training in police stations and court and Directorate of follow-up of violence against women, the Directorate open training courses for the staff in collaboration with university professors and civil society organizations, including, for example:

1 - the cycle of domestic violence and have organized on 27-29-12-2009 benefiting from the experience of the cycle of domestic violence filed by the European Union for police officers on 2/12/2009

2 - a psychological preparation course investigator on 23/5/2010 and still this session continues until 8/6/2010. Through this training session )25( of the investigating officers on how to deal with victims of violence against women and the family and received lectures by academics specializing ..

Fifth / Anti-Violence against women is everyone‘s responsibility??

Out of this logo and by a proposal of the Directorate and the decision of the Dohuk province Council, a Council of combating violence against women in Dohuk province was established and the Council held its first meeting under the chairmanship of the Governor of Dohuk on 11/12/2009 in the presence of representatives of (15) civil society organization that interested in the issues of violence against women in the province of Dohuk. In addition to a number of relevant government institutions such as the province of Dohuk, the Directorate of social Welfare, Directorate of Education in the province of Dohuk, Health Directorate, the Directorate of Endowments and Religious Affairs, Statistics Directorate, the Directorate of police ... etc. so as to include the Council (28) non-governmental organization and government institution

At the first meeting elected the mayor of Dohuk unanimously elected Chairman of the Board and it was decided to convene a meeting of the Council all (60) days and the Board of several committees, including the Legal Committee, Social Committee, Media Committee, Economic Committee, and other Board approved at its last meeting on 20/5 /2010 strategy to combat violence against women in the province of Dohuk strategy consists of the following:
