CCA chosen as lead agency

Focused on noncustodial parents - recruit 1000 eligible persons; randomly select 500 for services

Asked for $5.98 million

Used PSI model of lead agency and collaborative service strategy through contracts for essential services and supports

Planned 3 case management sites

Planned 4 transitional work crews
