He holds a bachelor’s degree in philosophy from Uruguay’s University of the Republic ( UdelaR ), is master’s candidate in political science from UdelaR’s Faculty of Social Science, and holds a certificate for an Inter - American Development Bank course of the Development Effectiveness Programme . Villarreal was between 2005 and 2010 political and technical consultant on development strategies and management for development results for Uruguay’s presidency Planning and Budgeting Office, and, in that capacity, he was general coordinator of the United Nations’ “Delivering as One ( DaO )” approach pilot ( 2007 2009 ) . Faculty member of the Catholic University of Uruguay (UCU) since 1997 , and of UdelaR since 2012 . As part of UdelaR’s Topical Network for Development Studies [Red Temática de Estudios sobre el Desarrollo ], Villareal does research on philosophy, ethics, and development . He also belongs to the Ibero - American Network for Development Studies [Red Iberoamericana de Estudios de Desarrollo , RIED], and the Latin American Studies Association (LASA) . Has been international consultant for the Inter - American Development Bank (IABD), the United Nations Development Programme (UNDP), the United Nations Population Fund (UNFPA), and International Labour Organization (ILO) .
