Enough ls Enough!CXs across the region are tired of the excuses and thewaiting.... and wondering, "what's next?"How long have you been waiting for your acting pay? Did you get your supptementarycheque for September yet? Were you missed on your last pay increment? ts WCB currentiywaiting for the emplayels report to decide on your ctaim? Were you ptanning an retiringsoon and nuldn't, beaause your paperwork was left to gather dust on someone's desk? Areyou tired of being told that you can only reach your compensation advisorfrom 10 to j2 onTuesdays, and 2 ta 4 on Thursdays?
At the Regional Office forUCCO-SACC-CSN, it slowlystarted more than a year ago.
Members would request advice onretirement options; they would send us e-mails, inquiring about which meds arecovered by the health care insurance; theywould ask about their increment dates...Over the months, it seemed that so manyadministrative matters were hitting ourdesks that we started wondering: \Alhereon earth is the "customer service centre" atcsc?
Tn"n it was the overtime. From the 20th tothe 27th, to the beginning of the nextmonth, our members were waiting longerand longer to get their overtime cheques.So we brought it to the Regional LabourManagement Consultation IRLMC] table inNovember of 2A07. RHQ asked us to bepatient, but they conceded that we wouldbe notified of any time delays that were to
be incuned in the issuing of the overtimecheques. The results of this were poor.
-I hen in the spring of 2008, we got acommitment from RHQ that overtimewould be processed by the 30th of eachmonth. Public Works made things a bitworse with the direct deposit, butmanagement maintained that it would notinterfere with their prior commitment.Again, it did not work very well.
Tn"n it was the acting pay and theincrements. Last summer, many peoplehad already been waiting 5 months fortheir acting pay, or their increments. At thetime, we were told that both of these werelow priorities, and overtime was processedfirst... We were asked to be patient oncemore, as the Compensation and BenefitsIC&BI department was understaffed andpeople there were overworked...
TI hen we experienced a very limited
access to our compensation advisorsthrough explicit "rules": the phone wouldonly be picked up at set times, the officewould be closed on set days, etc. peoplewere told to expect delays in gettinganswers to their questions about benefits.Should delays tum out to be longer than48 hours, we were then instructed to callthis other number. The problem wasgetting out of control.
Tn"n UCCO-SACC-CSN took it to theRLMC table again in September of 200g.Yet the problem persisted.
'rI hen at the beginning of November, C&B
issued another "directive" of their own: ifyour overtime sheets did not make it to thepay office by a certain date, then yourpayment would have to wait until the nextmonth. We were shocked. Now that's away to generate good results out of thatPublic Service Employee Survey!
-I hen we brought it again to the RLMCtable in November of 2008. Since then, ourpredictions have all become realities. Thevery strict deadline imposed by C&B isgetting missed, and our members, as ever,are expected to bear the burden of thisfiasco. Some people will not be paid untilDecember for overtime shifts worked as farback as August! Some others have nowbeen waiting for over 8 months to receivetheir acting pay! There is a limit to our
You would think that once you retire, youdon't have to deal with this anymore. Well,our retired members get a taste of it too!Across the region, some CorectionalOfficers have waited up to 4 months to get
their first superannuation cheque! Even indeath, we have problems! The families ofour deceased members struggle with thesystem as well! This is unacceptable.
CSC seems to have no control whatsoeverover this problem, but through sustainedefforts, your Union made some gains.Each and every institution in this region willreunite all the stakeholders at one table -that includes your UCCO-SACC-CSNLocal in an effort to coordinate theprocessing of overtime. The employer willhave to acknowledge the reality of eachinstitution: since every site is different,every site must find its own ways to makesure that supplementary payments areissued as fast as can be. lt better deliverresults - For CXs, enough is enough.
Although there are no written rules,Treasury Board has conceded inadjudication that a delay of 6 weeks isreasonable when it comes to issuingsupplementary payment to its employees.So be it. Any sums that remainoutstanding after a G-week periodshould be the object of a grievance.We've had enough.
You all know the old saying: "lf it's notbroke, don't fix it". Well tfiis is broke andneeds to be fixed.
