Preface

This report forms part of War on Want’songoing campaign for corporateaccountability. It presents the results ofsystematic research and interviews conductedin Bangladesh with workers who make theclothes sold by bargain retailers such asPrimark,Asda and Tesco.The findings of this research reveal the true human cost ofthe goods sold so cheaply to consumers in the UK.

Each of the three companies featured here hassigned up to a set of principles which aresupposed to provide decent workingconditions and a living wage for the workersin their supply chains.Yet the research in thisreport shows that these principles areregularly violated as a matter of course.Thisunderlines one of the key points of War onWant’s campaign to achieve proper regulationof multinational companies: that voluntarycodes of conduct cannot provide effectiveprotection to the workers they are supposedto shield.

War on Want is proud of its long historyworking in partnership with grassrootsorganisations in Bangladesh such as theNational Garment Workers’ Federation,

Karmojibi Nari and the BangladeshAgricultural Farm Labour Federation.War onWant is also a member of the Clean UpFashion campaign, a coalition of trades unions,anti-poverty and consumer groups which seekto highlight the exploitation of workersproducing fashion items for sale in the UK.

This report aims not only to expose thefailure of voluntary codes to guarantee decentconditions for workers in the factories ofBangladesh. It also recommends action, bothto send a message to these companies and tochallenge the UK government’s rejection ofbinding regulations which would open up thepossibility of genuine corporate accountability.This is War on Want’s mission more widely: tosupport people in developing countries intheir fight against the root causes of poverty,but also to inform and inspire people in richcountries to challenge the global structureswhich sustain poverty across the world.

How cheap is too cheap?

Lina began working in a garment factory at theage of 13.The oldest of eight children, herparents became unable to pay for hereducation when her brother became sick. Shemoved from her village to the Bangladeshicapital Dhaka to get a job and help them makeends meet. Now 22, she works in a factorythat supplies Primark,Asda and Tesco. She isone of the lucky ones to have learned how tooperate a sewing machine, and so cancommand a wage of £17 per month.1 To earnthis amount, she must work between 60 and90 hours each week.

Lina earns far less than even the mostconservative estimate of a living wage inBangladesh, which is £22 per month. Herhusband, whom she met in the factory andmarried three years ago, is now ill and unableto work. She must pay for his treatment aswell as for her own living costs in Dhaka, and,despite her best efforts to economise, she isunable to send money to her family, who needit to get by. She says she is happy, though, tohave “done the best she could” for her family.

If you are wearing a piece of clothing boughtfrom Primark,Asda or Tesco, it is quite

possible that Lina sewed it.These high street retailers are able to sell their clothes at such an agreeable price because workerslike Lina are forced to live on wages wellbelow what they need in order to live adecent life.

Lina is one of 60 workers who wereinterviewed for this report, across six garmentfactories in Bangladesh.According to theseworkers, all six factories are producing“significant amounts” of garments for Asda;four also produce for Tesco and three forPrimark (see appendix).The workers’testimonies in this report demonstrate thedismal life of a garment worker selling toBritain’s bargain retailers.

Poor working conditions like those describedin this report are systemic problems that existacross the whole clothing industry. But Asda,Tesco and Primark – like others at the budgetend of the market – do raise more concernsthan their rivals.The question is quite simply:“How do they get their clothes so cheap?”The graph below shows just how cheap they are, compared to the rest of the UK high street:

Primark’s buying policy is summed up in astory reported in Irish newspaper The Post:

One story tells of how [Managing DirectorArthur] Ryan was approached by a factoryowner with a product costing £5 that wouldsell for £10. Ryan reportedly told him he wasnot interested unless he came back with aproduct that cost £3 and could be sold for £7.“I don’t care how you go about it – just do it,”he said.2

Asda, the UK subsidiary of US retail giant Wal-Mart,3 claims that its low prices result notfrom poor working conditions, but from bulkbuying of fabric and reduced overheads.Thisreport shows that it is the workers sewing forAsda’s George range who are paying a highprice for cheap clothes.

Primark,Asda and Tesco each buy tens ofmillions of pounds worth of clothing fromBangladesh each year.And it’s easy to see why:wages in the Bangladeshi garment industryhalved during the 1990s in real terms, makingthe Bangladeshi workforce the cheapest in theworld.

Yet this report is not just about these sixfactories. It’s not even about Bangladesh. It’sabout the plight of millions of garmentworkers around the world, and especiallythose supplying low-cost retailers such asAsda,Tesco and Primark.Workers who arecondemned to work more and more so thatUK shoppers can buy for less.

80 hours a week…

Asda,Tesco and Primark have all signed up toa common code of conduct which states that:

Workers shall not on a regular basis berequired to work in excess of 48 hours perweek and shall be provided with at least oneday off for every 7 day period on average.Overtime shall be voluntary, shall not exceed12 hours per week, shall not be demanded ona regular basis and shall always becompensated at a premium rate.4

Investigation for this report shows that, inreality, working hours in factories supplying allthree retailers far exceed this maximum.Across all six factories, most workers told usthat they work from 12 to 16 hours per day,and regularly 80 hours a week.The minimumfound was 10 hours per day, six days perweek. Milly, sewing clothes for Asda andPrimark, works up to 16 hours each day.

Abdul, who works in a factory supplying Asdaand Tesco, works 60 to 70 hours of overtimeevery month, while his colleague Rahimulworks 90 to100 hours. Ifat, whose factorysupplies all three brands, worked an incredible140 hours of overtime during August 2006.Workers said that continuing until 11pm wascommon.

Amin’s employer supplies Asda,Tesco andPrimark. He explained that workers are setdemanding targets, which they must meetbefore they can leave the factory.“If a workercan’t finish the target in time,” he told us,“heor she has to work extra time in order tofulfil it.”

Farzana, a worker in the same factory as Ifat,said that,“If there is a night shift we have to

work until 3am.Though Friday is supposed tobe our day off, most of the time workers haveto work on Friday.”

Officially, Fridays is the workers’ one day off,but in practice, most weeks end up beingseven-day weeks. Renu, also in a factorysupplying all three brands, reported that “inthe last two months the factory was open oneight Fridays.” Abdul told the same story.“Ifsomeone is absent on Friday then they wouldbe verbally abused or their six to eight hours’overtime wage would be deducted aspunishment.”

Overtime for these workers is different tohow we understand it in the UK.Althoughformally optional, the reality is different.Asworkers in one factory told our researchers,“Overtime is not an option.Whenmanagement decides, workers are bound towork extra hours or lose their jobs.”

Worse still, overtime is often not paid.All 60workers were sceptical that they received thepay they were due.As the researchersexplained:

There is a common feeling of deprivation andbeing cheated in terms of overtime pay.Calculation of overtime is always consideredfraudulent.Workers have to accept theovertime work hours as calculated by thefactory management.The workers’ impressionof fraudulent practice is rooted in the fact thatwhen workers work until 10pm, completingfive hours of extra work, the official recordbook shows that they have worked only twoextra hours.This serves multiple purposes suchas apparently complying with local labour law,satisfying foreign buyers about legitimate use

of overtime and, most importantly, cheatingthe workers of their hard-earned wage.

factory supplying Asda,Tesco and Primark,both said categorically that they are cheatedout of at least 10 to 15 hours of overtime payevery month.

…for 5p an hour

The minimum wage for a garment worker inBangladesh has stood since 1994 at just £7per month (Tk 940). In real terms, however, ithas halved since that time. Garment workersin Bangladesh went on strike to demandbetter pay and conditions in summer 2006,but their calls were only partially heard.Thenational minimum wage board has nowproposed raising the minimum to £12 permonth (Tk 1600), still only half the most basicliving wage estimate.

Asda,Tesco and Primark have all made publiccommitments to working towards thepayment of living wages in their supply chains.Most experts on Bangladeshi workingconditions, and even Tesco, agree that thefigure for Bangladesh should be at least £22per month (Tk 3000).Yet the starting wages inthe six factories discussed in this reportranged from just £7.54 to £8.33 per month(Tk 995 to Tk 1100).We found workers inevery factory struggling to survive on wagesof £8 or less.

Nazera, working in a factory supplying Asdaand Tesco, earns just £8.33 per month.“Wedon’t have any future by working in thegarment factory,” said her colleague Abdul.Runa, whose factory supplies Asda, earns£7.95 per month, which she supplements withan extra £3.03 for overtime work (Tk 1050,Tk 400).“The income is not enough for me,”she told us.“If I can earn more money I canhave a better life.”

“The wages I get are not enough to cover thecost of food, house rent and medicine,” saidMohua in a factory supplying Asda and Tesco.Her colleague Humayun said,“With myearnings it is difficult to meet living costs.”

Mohua and Humayun are amongst the better-paid sewing machine operators who earnmore than average – in the region of £16 permonth.Yet even this equates to just 5p anhour over the 80-hour week they regularlyhave to work.

For the Bangladeshi garment industry, 2006was a tumultuous year.As labour rightsactivists had been warning for years, decadesof underinvestment and worsening wages andworking conditions spilled over, with tragicresults.

In February and March 2006, a spate ofgarment factory collapses and fires left almost100 workers dead and many more injured.Clothing buyers had audited many of thesefactories.Yet workers interviewed for thisreport state that emergency exits in theirworkplaces are still often kept locked.

In May, workers’ frustration at their pay andconditions, such as being locked in unsafebuildings during shifts, boiled over in a wave ofdemonstrations. In one factory supplyingTesco, for example, a sudden drop in the rateworkers were paid for each piece of clothingcaused them to walk out, and in the ensuingclashes with police one worker was killed andhundreds more were injured.The workers’10-point demands included payment of a livingwage, the right to organise, and the right tomaternity pay.

This explosion of protest was the product oftensions which had been bubbling under thesurface for a longer time. In 2005 hundreds ofworkers in a Bangladeshi factory reportedlyproducing for Primark were fired in a conflictwith management that was sparked when a

supervisor physically assaulted three workersfor allegedly making mistakes in their work.And in the previous year, 22 union membersat a factory supplying Asda who demandedtheir legal overtime pay were allegedly beaten,fired and imprisoned on false charges.Workers claimed that the factory required 19-hour shifts, paid no overtime, and deniedmaternity leave and benefits.

Why have working conditions got so bad thatworkers are prepared to risk job, life and limb?While poor government policy and theattitude of factory owners is an importantpart of the story, the price-cutting tactics oflow-cost clothing retailers sourcing fromBangladesh have been the driving force.5

Deprived of a voice

All three companies featured in this reporthave promised to safeguard workers’fundamental rights to form and join tradeunions or other representative bodies of theirown choosing, and to negotiate collectivelywith management. In practice, the situation isvery different.

Workers in one factory supplying Primark,Asda and Tesco told us that in 2005 a workernamed Kamal was dismissed for organisingtrade union activities in the factory.Thoughofficially accused of theft, the real reason forhis dismissal was felt to be organising aworkers’ union. He was beaten and dismissedfrom his job.

“Most of the workers are not aware of theirrights, and management will not allow themto form a union in the factory,” said oneworker, who makes clothes for Asda andPrimark.The climate of fear means that noone in these factories dares form a tradeunion.“If anybody tries to form a union hewill be dismissed from his job.We never triedto organise a union due to fear of losing ourjobs,” said a worker who produces for allthree retailers.“Workers are afraid of losingtheir jobs if the employer knows that theyare involved in trade union activities,” saidAbdul, whose factory produces for Asda and Tesco.

Gendered problems

The majority of the Bangladeshi garment workforce is female, and in the factories we found thattwo thirds to three quarters of workers were indeed women. Like Lina at the start of thisreport, they may be young girls from rural villages who make the journey to the city to earnmoney for their families.They may also be mothers with dependent children.

Yet, as research has shown, gender compounds the problems faced by women in the garmentworkforce.The specific preference for women workers – and especially young women – isrooted in the fact that the most vulnerable are the easiest to exploit. Socially stigmatised andoften deprived of the schooling their male colleagues have received, they are afraid to speak outabout the difficulties they face inside and outside the workplace. So it is no surprise that theyface institutional prejudice. Both male and female workers interviewed for our research said thatwomen were systematically paid less for the same work than their male colleagues. Maternityleave, while granted in theory, is rare in practice. Long hours mean they finish work late at night,when they may face a dangerous walk home.

Sexual harassment was observed by many workers interviewed across all factories. Both femaleand male respondents reported that female workers are often subject to harassment, obscenegestures and sexual advances by midlevel staff.

We only found one person working in thesefactories who admitted to being part of atrade union – though the union was notrecognised by her employer. She said:“If myemployers come to know about myinvolvement with the trade union, I will bethrown out of my job.”

The researchers for this report observedworkers being directly instructed by factoryowners not to get involved in trade unions,and often workers are dismissed for joining aunion. Owners do everything necessary tostop anyone from forming a union in thefactory.Trade union representatives are notallowed to make any contact with workers inthe factory, and workers are afraid of losingtheir jobs if the owner finds out that they area member of any union.

While paying lip service to the importance oftrade union rights, Primark,Asda and Tesco do

not do nearly enough to show their supportfor it in factories, and company policy oftengoes in the opposite direction.Wal-Martstores in the United States have a union-busting ‘rapid reaction’ team complete with itsown aircraft.As a Wal-Mart spokesperson putit,“While unions may be appropriate for othercompanies, they have no place at Wal-Mart.”6

Meanwhile, in February 2006,Asda was fined£850,000 by an employment tribunal forattempting to induce employees to give uptheir right to collective bargaining.7

When Tesco advertised for people to manageits new US arm in May 2006, the jobspecification included “maintaining union-freestatus” and “union avoidance activities”.8

Tesco’s retail arm in Thailand,Tesco Lotus, wasonly unionised after five years of operation,and since then the union has been undertremendous pressure.9

Don’t ask, don’t tell

While the research for this report was beingconducted,Asda was explaining in the pages ofThe Guardian how robust its mechanisms forensuring good working conditions are:

There can be no compromise when it comesto sourcing standards.That’s why, last yearalone,Wal-Mart and Asda carried out morethan 13,000 factory audits worldwide.Twohundred auditors and independent inspectorsvisit factories, review records and talk tothousands of workers about how they aretreated, what they are paid and their workingconditions. It’s the bedrock of our brand andmeans that it is, in fact, possible to buy cheapchic with a clear conscience.10

However, interviews with workers in the sixfactories researched for this report, which allsupply Asda, show they have a very differentperspective.Workers get prior notice of socialaudits and are instructed to lie to the buyers’representatives about their wages, workinghours and other health and safety issues.

Social auditors have interviewed only a handfulof workers, but all these workers have beencoached and intimidated by their managers toensure they said the right things.As Aminreported,“During my interview with the auditteam I had to lie as instructed by factorymanagement.”

Workers do not trust the auditors not to passon the information they receive to theirmanagers.Abdul, working in a factorysupplying Asda and Tesco, said,“Buyers’representatives mainly look after the owners’interests, not the workers’.”

Last year, workers in another Bangladeshi

factory supplying Asda’s parent company Wal-Mart told researchers for the Clean ClothesCampaign:

Every month there are two to three visits to thefactory by buyers, and the visitors basically talkwith the management.Workers get prior noticefor such visits and sometimes visitors also talkwith 10-15 workers who are selected by themanagement.These workers are instructed bythe management on what to say to theauditors, and if there are any workers who areunable to follow the instructions they are askednot to come until the auditors’ visit ends.11

Retailers like Asda and Tesco often point tothe audits they use to check workingconditions. But the kinds of bulk auditingsystems that they use provide only asuperficial assessment.“The retailers and theirsuppliers are playing an elaborate game.Theyonly want to reassure consumers, not toimprove conditions,” says Dr Liu Kaiman, ofthe Institute of Contemporary Observation inShenzhen, China.12

Tens of thousands of these audits areperformed every year, either as internalcompany monitoring, or as independentverification by a third party (usually an auditingfirm).A typical audit will involve three things:

• Document review: looking at wage sheets,timekeeping, personnel records, etc.

• Site inspection: checking for health andsafety problems and to observe theworkers at work.

• Interviews: interviewing with managers,supervisors and workers. In best practice,trade unions and local labour rights groupsare also consulted.

Most audits attempt to do all this in a fewhours, though some take several days.Andsome are better than others. In many cases,factories are given advance warning 20 daysbefore the inspectors arrive, giving the factoryowners ample time to prepare for the visit.Owners have the factory and workerdormitories cleaned, create falsified time cardsand pay sheets, and provide workers with asheet of questions and standard answers thatthey are required to give to inspectors. It iswidely attested that many factories keep twosets of books – one accurate and the other togive to inspectors.

A 2005 study examining social auditinginterviewed 670 workers in textile factories inover 40 countries around the world, many ofthem supplying Wal-Mart. In China, theresearchers spoke to factory managerssupplying Wal-Mart and were told,“Wal-Martinspections were generally quite easy to bluffand, because Wal-Mart’s unit prices for orders

were extremely low, their inspection teamswere not likely to seriously demand that thefactory adhere to the code of practice.”13

Meanwhile, workers in a Kenyan factory, alsosupplying Wal-Mart, said,“Auditing is moreabout securing orders than improving thewelfare of the workers, which is why themanagement only make cosmetic changes toimpress the auditors and not to better theconditions of workers.”

Two things that audits usually miss areworking conditions for home workers and insubcontracted workplaces. Both are used onan informal basis by factories to help themincrease capacity – often when they have toomany orders to fill at once. Because they areused informally, and the auditors often are notmade aware of them at all, both sets ofworkers pass under the radar of standardaudits.

Take action

War on Want believes that companies mustbe held accountable for their actions aroundthe world, including the conditions in theirsupply chains.Yet the UK government prefersto support the voluntary approach of‘corporate social responsibility’, despite thefact that this has been shown to be anineffective alternative to regulation.As long asthe political will to rein in corporate power islacking in our elected leaders, it is up to us toapply pressure.We are asking all readers andsupporters to take the following actions:

1. Shop smart. As fashions change eachseason it is tempting to load up on the cheapmust-haves everyone is wearing. But next timeyou go shopping, remember the true cost ofclothes sold by Primark,Asda and Tesco.Instead of filling your wardrobe with clothesthat need replacing each year, shop for ethicalalternatives that will stand the test of time.Ethical clothing is a growth industry – War onWant sources its T-shirts from Ethical Threads,so you can wear our range of shirts with aclear conscience. Appendix: How the research was conducted The researchers identified six factories known to be supplying Asda,Tesco and/or Primark. Ininterviews, workers confirmed what companies they were sewing orders for.These are not worst-casefactories, but typical ones picked at random. Researchers used existing contacts and channels that wereknown and trusted by workers – local labour rights groups and trade unions – to gain access tointerviewees. In all, 60 workers were interviewed between August and October 2006, roughly 10 fromeach factory.All names have been changed to protect their anonymity.

The sheer volume of working hours made it difficult to find time to interview workers.Withoutexception, all interviews took place after 8pm because every one worked until at least 7. In the case offemale workers, interviews often took place after 10 and while they were preparing their night meal –the only substantial meal they have time to eat.Yet in all cases, workers could be interviewed only attheir living places.They simply refused to talk in any other place through fear that their statementsmight be reported back to the employer, which would cost them their job.

Once the workers’ trust had been gained, the researchers set out to arrange interviews, both in groupsand with individuals, and used a structured questionnaire.The researchers explained that it was difficulthere, too: female garment workers are socially stigmatised, and gender sensitivity was crucial in theinterviewing process.The heightened tension created by the tense political situation in the Bangladeshigarment industry further exacerbated these difficulties.
