LETTERS TO THE EDITOROhio lawmakers should heed areport that supports an ideaalready gaining steam: The

taxpayers’ money available for help-ing older Ohioans should pay for theservices most in demand — and notnecessarily those backed by well-heeled lobbyists.

The Scripps Gerontology Center atMiami University studied the cost oflong-term care for older Ohioans andreached a familiar conclusion: Thestate spends toomany Medicaid dol-lars on nursinghomes and too fewon in-home andcommunity-basedcare.

Ohio ranks 47th inthe percentage of itslong-term-care bud-get spent on helpingseniors remain intheir own homes.This hurts the state,because nationalstudies show thatstates with theirspending weighedin favor of in-homecare spend less percapita than others.

Given the im-mense cost difference — Ohio’s Med-icaid program pays $164 per day fornursing-home care and $48 per dayfor the PASSPORT in-home program— that’s no surprise.

Most important, oversubsidizingnursing homes hurts seniors, the ma-jority of whom prefer to live inde-pendently as long as they can. Manyof them are forced to go into nursinghomes because too few assisted-livingslots and funds for in-home help areavailable.

Nursing homes, by contrast, enjoyfunding increases built into state law,with Medicaid funds paying for thou-sands of empty beds.

The results can be tragic: Peoplewho enter a nursing home typically

sell their homes and all other assetsto afford the expensive care; thatmeans they never can live independ-ently again.

If seniors who are healthy enoughfor in-home care or assisted living areforced to choose a nursing home be-cause no funds are available for theless-intensive care, they are gravelyill-served by the state.

Gov. Ted Strickland took a step inthe right direction last month by or-dering the popular PASSPORT pro-gram expanded to accommodatemore than 1,100 seniors on a waitinglist for the program’s home-care ser-vices.

That provided animmediate andpractical solution forthose people, but amore lasting fixwould be whatStrickland is pushingin his budget: a“unified” pot ofmoney for long-termcare for senior citi-zens.

Instead of budget-ing separateamounts for assistedliving, in-home careand nursing homes— the latter show-ered with excess,thanks to the indus-try’s powerful lobby— the state should

put all the money into one pool. Thatway, seniors can choose the type ofcare that suits them best, rather thanbeing restricted by arbitrary alloca-tions.

Along with the obvious benefit ofgreater choice, the plan is likely tosave Ohio millions of dollars. Mostseniors strongly prefer the least-re-strictive care possible. With Medicaidfunds freed from the nursing-homeindustry’s entitlement, more peopleare likely to choose the far less costlyalternatives of assisted living or in-home care.

The General Assembly should fol-low Strickland’s lead in this importantarea of the budget. It would be a winfor Ohio seniors and all taxpayers.

Sensible spendingFreeing up long-term-carefunds would give seniorsoptions, save tax money

The communications revolutionwill drive increases in businessglobalization in the coming

years. No nation’s misguided protec-tionist policies can derail that.

It’s better for countries to get on thefree-trade express than be left at thestation.

The U.S.-South Korea Free TradeAgreement, announced last Monday,is a good move for both nations. SouthKorea, an economic dynamo, and theUnited States are major trading part-ners, so why not secure a deal to has-ten the exchange of goods and ser-vices? The deal was the culmination of10 months of tough negotiations.

Many analysts believe the accordfavors America, because U.S.-basedindustries are expected to gain a largerfoothold in the Far East. South Koreahas the world’s 10th-largest economy.

About 90 percent of tariffs on im-ported goods imposed by the twonations will be eliminated.

The accord, which must be ap-proved by legislators in both coun-tries, might face tougher sledding inthe Parliament in Seoul than on Capi-tol Hill. In South Korea, the likeliest

losers in the deal, including farmersand service industries, will pressuretheir lawmakers to scotch it.

Objections have surfaced in theUnited States, as well. The anticipatedgrowth of South Korean automakers inthe U.S. market worries Detroit.

Sen. Max Baucus, D-Mont., says thepact will die in the Senate unlessSouth Korea’s ban on importing U.S.beef is lifted. The ban was imposed in2003 during the mad-cow scare. Thechief U.S. negotiator, Wendy Cutler,expects the ban to be rescinded afterAmerican beef is certified as safe bythe U.N. Farm and Agriculture Orga-nization, a decision that could comein a month.

While South Korean negotiatorsagreed to drop barriers on most farmimports, they didn’t budge on protect-ing rice growers, inhibiting importa-tion of cheaper U.S.-grown rice.

Some trade-offs were essential tosecure such a deal, the largest accordinvolving the U.S. since the NorthAmerican Free Trade Agreement wasapproved in 1993. The pact is expectedto boost bilateral trade by at least 20percent.

Democrats who now control bothhouses of Congress should be recep-tive to the trade deal and not let pro-tectionist fever overtake their com-mon sense.

Lifting barriersFree-trade agreementwith South Korea will

be good for U.S.

As a member of the Ohio Historical Records AdvisoryBoard, I applaud last Monday’s Dispatch editorial “Im-prove Ohio’s archives.” Financial support from govern-ment for State Archives and state history has fallen toshameful levels, the worst in the nation.

On average, fewer than two people help the 5,000entities of local government in the care of their histor-ical records. Meanwhile, the State Archives does nothave the people to collect and make available recordsof state government.

Especially at risk are electronic records. They dependon changing hardware and software and need earlyarchival scrutiny. Who remembers the 5-inch floppy

computer disk? Yet, the State Archives does not have anelectronic-records archivist on its staff.

Without archival attention, records in paper and indigital format will disappear. Without those records,governments are inefficient and ineffective, like a per-son who has lost his memory. Citizens, who have theright to know, will not be able to hold governmentaccountable.

I urge readers and legislators to pay attention andinvest in the state archival program and the Ohio His-torical Society that manages it.

State Archives needs more state funding

Spring has begun early in southernOhio, but it will be abruptly inter-rupted on 1,500 acres in the ShawneeState Forest if prescribed fires arecarried out. The fires are being usedto get reimbursable federal grantsand matching state funds. Money isnot a good reason to burn a forest.Fire hurts the forest with no positivebenefit to it.

Shawnee Forest has three OhioEnvironment Protection Agencyair-pollution-control open-burnpermits, which are in effect untilApril 30. The permits are under ap-peal to the Ohio EnvironmentalReview Appeals Commission. Ahearing was held in October, but todate, there has been no final ruling.

An appeal does not stop a permitaction. Shawnee Forest can legallyburn, but would it be right? In sixweeks during fall 2005, when theprescribed-fire program was madepublic, some 6,000 local residentssigned a petition saying they did notwant Shawnee burned.

Those who still feel that way needto let government officials know.Contact Shawnee State Forest offi-cials; the Ohio Department of Nat-ural Resources’ Division of Forestry;the Ohio EPA; state Rep. Todd Book,D-Portsmouth; state Sen. Tom Nie-haus, R-New Richmond; or Gov. TedStrickland. The county commission-ers of Scioto and Adams countiesand the Portsmouth-Scioto CountyVisitors Bureau should also be con-cerned and contacted.

Speak up now to avoid complain-ing later.

An Associated Press photo in TheDispatch on April 1 titled, “Protest inTaiwan,” misled the readers. Thehandful of marchers are followers ofChiang Kai-shek; they remember thegood old days under Chiang whenthey ruled over the majority of theTaiwanese people.

Two Chiangs, Kai-shek and his sonChiang Ching-kuo, ruled Taiwan with39 years of martial law. They mur-dered 20,000 to 30,000 Taiwanese.Removing Chiang’s thousands ofstatues across the island and his me-morials is like pulling down SaddamHussein’s statue or tearing down theBerlin Wall. I have never heard Amer-icans say those actions were wrong.This action was a symbol of justice.

In 2004, 2 million people out of apopulation of 23 million made a hu-man chain to show their will to defendTaiwan if the island is attacked by thePeople’s Republic of China. Two yearsago, several hundred-thousand peo-ple protested against China’s anti-secession law, an excuse for China toattack Taiwan.

There was no value in distributing apicture of an unjust protest.

I enjoyed last Monday’s Dispatcharticle “Science? Cool,” about scienceclasses using technology to enhanceteaching and learning. As a tech-nology-education instructor at Bex-ley High School, I like to see learnersexposed to challenges that causethem to call upon their knowledgeand apply it in novel ways. This iswhat technology-education courseshave been doing for years.

Technology-education courseshave consistently combined the corecontent areas into hands-on learningactivities that allow students totouch, feel, see and experience theirknowledge in practical applications.It is only recently that the adminis-tration is realizing the value of tech-nology education for learners. It is ashame that Columbus Public Schoolsand other school districts have deva-lued the importance of and closedtechnology-education courses. Thesecourses allow students the opportu-nity to apply math, science, social-studies and language-arts knowledgeinto real-world learning situations,much as they will be expected to doas they begin to work in the realworld.

To quote Peter Lund, a recentdoctoral graduate from Ohio StateUniversity’s technology-educationprogram, “If math counts and sci-ence matters, technology educationis the innovation and application ofall that counts and matters.”

This Italian-inspired take onmacaroni and cheese, forexample, calls for 3 cups ofcheese, a container of cremefraiche, a half pound of pros-ciutto and a stick of butter.Combined with pillowy-softgnocchi, it is breathtakinglygood.

Not sure you need thatmuch comfort?

For a slimmed-down ver-sion, use fat-free Greek-styleyogurt in place of the cremefraiche, reduce the amount ofbutter and prosciutto by half,and switch to low-fat cheeses.

While you could use anypasta in this recipe, gnocchi (afluffy potato-based pasta thatresembles tiny eggs) is whatmakes it special. It is a pain tomake from scratch, but pack-aged versions can be a bless-ing for deadline cooking.

Like fresh, refrigeratedpastas, packaged gnocchicooks in just minutes andtastes sublime. But mostpackaged gnocchi is shelf-stable, meaning it doesn’tneed to be refrigerated andcan sit in the pantry untilneeded.

The topping, a blend ofchopped pine nuts, bread

crumbs and butter, calls forpanko (Japanese-style) breadcrumbs because they are lightand crunchy. Any coarsebread crumb could be sub-stituted.

CHEESE-BAKED GNOCCHIMakes 8 to 10 servings

This recipe was developedwith potlucks in mind. If 3 pounds of pasta is toomuch, the recipe is easilyhalved.

SaltNonstick cooking spray1 can (15 ounces) pumpkin

(not pie filling)1 container (8 ounces)

creme fraiche or sourcream

1½ cups shreddedmozzarella cheese

1½ cups shredded cheddarcheese

½ pound thick-slicedprosciutto, cut into thinstrips

3 roasted red peppers froma jar, drained, diced

½ teaspoon red pepperflakes

½ teaspoon freshly groundblack pepper

3 pounds packaged gnocchi ½ cup pine nuts, coarsely

ground 1 cup panko or other bread

crumbs1 stick butter, melted

Preheat oven to 400 de-grees.

Bring a large saucepan oflightly salted water to a boil.Lightly coat a 13-by-9-inch(3-quart) baking pan withcooking spray.

In a large bowl mix thepumpkin, creme fraiche, moz-zarella, cheddar, prosciutto,roasted red peppers, red pep-per flakes, 1 teaspoon salt andpepper.

When the water boils, addthe gnocchi and cook ac-cording to package direc-tions (usually just until theyfloat). Reserve ¼ cup of thecooking water, then drain thegnocchi.

Return the gnocchi to thepan, then add the cheesemixture. Stir well until every-thing is thoroughly mixed andthe cheese is mostly melted.Stir in the reserved cookingwater.

Transfer the gnocchi andsauce to the prepared bakingpan, spreading it in an evenlayer.

In a small bowl, mix thepine nuts, bread crumbs andbutter. Sprinkle the bread-crumb mixture evenly overthe gnocchi. Bake 15 minutesor until lightly browned.

If you love corn-breaddressing for Thanksgiving —and who doesn’t? — imaginehow much more delicious itwould be if you used home-made corn bread.

Cooks usually must addeggs, milk and oil to mostmixes, anyway, so startingfrom scratch is almost aseasy.

Of course, a holiday isn’tneeded to enjoy the recipe.

Corn bread is deliciousspread with butter and driz-zled with honey. Pair it with afruit smoothie for breakfast, amug of soup or chili for lunchor ribs and coleslaw fordinner.

You can get good results ina glass or metal pan, but bak-ing corn bread in a cast-ironskillet creates crispy, brownedges and a perfectly moistcenter.

Heating the empty skilletalong with the oven is thesecret. (Remember that theskillet handle will be hot.)

Here are more tips:� Buttermilk is the liquid of

choice; it produces a moist,tender interior.� Stone-ground cornmeal

produces a better texture andtaste than commercial corn-meal. Just remember to storeit in the freezer to preventrancidity.� Use a light hand and don’t

worry about a few lumps;over-mixed corn bread can bedry.� When the corn bread is

done, flip it out of the skilletquickly to keep moisture fromcollecting underneath andsoftening the crust.� Corn bread freezes beauti-

fully, so consider making twobatches at once. Allow thesecond bread to cool com-

pletely, then wrap in foil andfreeze. To serve, heat the still-frozen and wrapped bread at400 degrees for 5 to 10 min-utes.

If you’ll be baking your

stuffing on the side, remem-ber to cover it so it doesn’t dryout.

For a crusty top, uncoverduring the last 10 minutes ofbaking.

CRACKLING CORN BREADMakes 8 servings

This corn bread is great onits own or in a favorite stuffingrecipe. It may also be made in

an 8- or 9-inch square pan.This recipe was adapted fromThe Silver Palate Cookbook25th Anniversary Edition byJulee Rosso and Sheila Lukins(Workman, $19.95).

1 cup stone-groundcornmeal (white oryellow)

1 cup unbleachedall-purpose flour

1⁄3 cup sugar2½ teaspoons baking

powder ¼ teaspoon salt 1 cup buttermilk1 cup crisp-cooked, diced

bacon (about 2⁄3 pound)8 tablespoons (1 stick)

unsalted butter, melted1 egg, slightly beaten

Heat oven to 425 degrees.

Place a 10-inch cast-iron skil-let in the oven.

Stir the dry ingredientstogether in a bowl. Stir in thebuttermilk, bacon, 6 tables-poons of the melted butterand the egg. Mix gently.

Swirl the remaining 2 table-spoons butter around the hotpan. Pour in the batter, set thepan on the center rack of theoven, and bake 20 minutes.The corn bread is done whenthe edges are lightly brownedand a knife inserted in thecenter comes out clean.

Turn the bread out of theskillet onto a wire rack to cool.Cut into wedges and serve.
