Olivier Lazar, PMP®, is a freelance Project & Program Management consultant, coach and trainer, based in Geneva, Switzerland.
He’s graduate with MSc and MBA in Strategy, Project and Program Management from the Lille Graduate School of Management (now Skema Graduate School).
Among other activities, he’s visiting professor of Project Management at the Geneva School of Business Administration (HEG Genève).
With more than 12 years of Project and Program Management experience, both on the operational and consulting perspective, Oliver has developed various skills and competences in a large scope of industries, from Corporate Finance to Aerospace, from E-business to Pharmaceutical as consultant, coach and trainer mainly involved in the implementation of Project Oriented Organizations.
With a demonstrated expertise in Earned Value Management, Risk Management and Strategy, Olivier has developed the "Project Driven Strategic Chain©" concept which covers the full organizational scope, from the Strategic Vision to the Project operational level, developing a complete Governance approach for each organizational level and overall Strategic execution. As complementary to the "Project Driven Strategic Chain©“, the “Project Management Office Life Cycle©” model proposes a new evolving approach of the roles and definitions of a PMO, adapting itself to the level of Organizational Maturity of an organization.
Olivier has also been published in professional press and has presented in several conferences around the world, including PMI Global Congresses.
An active Member of the Project Management Institute, Olivier is Director Education & Certification at the PMI Switzerland Chapter and member of the Event Organization Committee. Olivier is also Senior Associate at Valense, worldwide Organizational Consulting network represented in Europe, USA, Australia, India and Abu Dhabi.

from the top Strategic level to the bottom supporting and operational level. Nowadays, most of the organizations are basing the execution of their strategy on projects and programs. Objectives/ Proposed achievements Many organizations and companies have or used to have one or more Project Management Offices. These PMOs can assume different shapes and structures, different roles and rules and take different positions in the organizational chart, by being a function by their own or being attached to another department, usually the IT, Finance or Global Operations department. If a company does not already have one, it has the project to implement one. However, studies that show PMO as delivering Value to the organization and being a key function show that the life expectancy of a PMO is less than 3 years. To ensure its “Sustainability” the PMO has to find a new model, both structural and operational.
This model is called the Project Management Office Life Cycle©. It defines 4 phases in the life cycle of a PMO, corresponding to different
stages in the increase of maturity of the organization and then to different related needs and expectations.
