involving e-government

• final responsibility for e-government service provisionstays in the vertical departments and agencies!

– primary mission: to be an enabler

• develop the key building blocks for the e-government back-end

• co-finance the use of these building blocks by the departments and agencies

– secondary mission: to be a facilitator

• define e-government policy

• stimulate, co-ordinate, support and advise, communicatee-government actions & initiatives and projects

– in continuous dialogue and close co-operation with the own vertical departments and agencies, and with the other e-government units

• through formal working groups (and lots of informal meetings!)

Important challenges

Challenges:– “only once principle”

• All government processes, and wherever possible also, non governmental- processes must use the same key register data (Example: same notation for addresses).

– Free of charge availability for government agencies

• Governmental agencies should have access free of charge to key registration data

– Usage of key register for persons: 0.16 euro/person– Usage of cadastral data in some government processes is not free of charge

(example: building permit)

– Well-defined privacy guidelines

• Cloud computing• GIS data integration

– Explict rules for data availability and integration in applications

• To facilitate R&D

• To facilitate innovative IT development
