A Concept“The Data Centre”
Mandate:• To be defined by the Government of Timor-
Leste which then would establish the role and the authority allocated for the Centre.
• Consultations with the Government of Timor-Leste should take place to select the most effective setup for the Centre including all of its responsibilities.
Vision:• To be the most efficient and effective Centre
capable of procuring, archiving, managing, monitoring and distributing all satellite imagery, mapping, surveying, GIS, aerial photography and information data required by Timor-Leste citizen “the stake holders”.
“The Centre” Setup:• An Independent institution • housed on its own space
(example of layout included) • with its own human and physical resources capable
of fulfilling the spatial and information requirements for Timor-Leste.

The Centre Facilities:
• The Centre facilities should follow the structure of other spatial and information data centres around the world.
• It should contain all the necessary space and conditions to house all the spatial and information data for Timor-Leste.
• It should be located in an area of easy access for the stake holders.
• The Centre should be equipped with the capability to distribute/sell the data it holds to all stake holders, investors, etc.
Potential Data Would Handle
• Spatial and Information Data Centre Director• Will manage all the Centre functions and obligations. • Master’s degree in Geomatics or GIS recommended. • Reports to the Government of Timor-Leste.
• Spatial and Information Data Manager • Bachelor degree in Geomatics or GIS.• Reports to the Centre Director. • Responsibilities would include data acquisition procurement,
monitoring, management and distribution of data to the Government, the public sector (e.g. land title certification), the private sector, and investors.
• Technicians • Education in Surveying, Mapping, GIS, or Remote Sensing. • will handle data production, distribution, monitoring and archival.
• IT, maintain all data and monitor the server and data backup.
The Centre Setup: Staff
• office desktop computers for management & administration (number to be determined)
• high performance workstations would be recommended to be used for Remote Sensing, Surveying, Mapping & GIS data processing, data management and archiving. (number to be determined)
• a high quality large format colour plotter and a couple printers should be considered. This plotter and printers would be used to distribute (sell) hard-copy data prepared by the Centre,

Time Line:• Dependent on human and physical resources available.• Centre up and running in 3 years after physical resources are made
available.• Training/courses/degrees would be required, which occur during Centre
setup in phases. This training may occur in country direct training, on-line with credited learning institutions such as BCIT and out of country.
• Situational and On-The-Job Training may extend up to 3 additional years after Centre setup to implement, refine, and monitor progress of the Centre.
• To better access Timor-Leste options, Government officials in charged of the Data Centre could travel to BC – Canada and meet with government GIS and mapping officials to discuss and evaluate options.
