Theory Bureaucracy:

Bureaucracy is a particular type of administrative structure developed through rational-legal authority.

Page 16: porter five forces for UBL bank

Weber stressed that the rational-legal form was the most stable of systems for both superiors and subordinates -- it’s more reliable and clear.

Page 17: porter five forces for UBL bank

Max Weber, a bureaucracy always displays thefollowing characteristics:

Hierarchy

At the top of the organization is a chief who oversees the

entire bureaucracy. Power flows downward.

Specialization:

Bureaucrats specialize in one area of the

issue their agency covers.

Division of labor:

Each task is broken down into smaller tasks, a

different people work on different parts of the

tasks.

Page 18: porter five forces for UBL bank

Uses

Schools, hospitals, courts of law, libraries, universities, industrial firms, parliament, all need rules and all need bureaucracy.

So bureaucracy is one of the great tools of civilization.

Increased efficiency can lead to better medical care, better traffic control, a better economy, and all sorts of benefits which make life run smoothly.

Page 19: porter five forces for UBL bank

Criticism

A fundamental failure of bureaucracy was its tendency to foster ‘goal displacement’.

Highly bureaucratic organizations were resistant to change. A prevailing atmosphere of Hierarchy, control, efficiency and predictability meant that organizational members favored self-continuity and felt threatened by change.
